										<content:encoded><![CDATA[<h3 class="lead">TEHRAN – Turkey said on Wednesday it would not hesitate to take action in Syria’s Afrin district and other areas unless the United States withdrew support for a Kurdish-led force there, but Washington denied such plans and said “some people misspoke”.</h3>
<p>Turkish President Erdogan has repeatedly warned of an imminent incursion in Afrin after Washington said it would help the Syrian Democratic Forces (SDF), led by the Kurdish YPG militia, set up a new 30,000-strong border force.</p>
<p>The plan has infuriated Turkey, which considers the Syrian YPG as an extension of the Kurdistan Workers’ Party (PKK) militant group, which has fought an insurgency in southeast Turkey since 1984. The PKK is considered a terrorist group by the European Union, Turkey and the United States.</p>
<p>Deputy Prime Minister and Government Spokesman Bekir Bozdag told reporters after a Cabinet meeting the planned US-backed force posed a threat to Turkey’s national security, territorial integrity and the safety of its citizens.</p>
<p>“We emphasized that such a step was very wrong,” he said. “Turkey has reached the limits of its patience. Nobody should expect Turkey to show more patience.”</p>
<p>US Secretary of State Rex Tillerson denied that the United States had any intention of building a Syria-Turkey border force and said the issue had been “misportrayed, misdescribed”.</p>
<p>“Some people misspoke. We are not creating a border security force at all,” Tillerson told reporters on board an aircraft taking him back to Washington from Vancouver, where he had attended a meeting on North Korea, Reuters reported.</p>
<p>“I think it’s unfortunate that comments made by some left that impression,” he said, without giving details. “That is not what we’re doing.”</p>
<p>He said Turkish officials had been told US intentions were only ”to ensure that local elements are providing security to liberated areas”.</p>
<p>The Pentagon said in an earlier statement it was training “internally focused” Syrian fighters with a goal of preventing the Daesh (ISIL or ISIS) group’s resurgence and ensuring Syrians displaced by the war could return to their communities.</p>
<p>“We are keenly aware of the security concerns of Turkey, our coalition partner and NATO ally. Turkey’s security concerns are legitimate,” it said.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN- Iraqi Prime Minister Haidar al-Abadi said Tuesday government measures in areas disputed with the Kurdish Regional Government (KRG) serve the best of the Kurds.</h3>

<p>His remarks came during a meeting between al-Abadi and the head of the UN mission in Iraq, Jan Kubis, Anadolu Agency reported.</p>
<p>The meeting tackled government measures to impose the authority of the federal government in the disputed areas, airports and border crossings, al-Abadi’s office said in a statement.</p>
<p>The meeting also discussed the return of the displaced people and UN assistance to restore stability to areas recaptured from the Daesh (also known as ISIL or ISIS) group, according to the statement.</p>
<p>In September, the KRG held a controversial referendum on Kurdish regional secession, a vote decried by Baghdad as illegitimate.</p>
<p>The vote was criticized at the time by most regional and international actors, with many warning that it would distract from Iraq’s ongoing fight against terrorism and further destabilize the region.</p>
<p>In the weeks following the poll, Iraqi government forces moved into several parts of the country “disputed” between Baghdad and the Erbil-based KRG, including the oil-rich Kirkuk province.</p>

										<content:encoded><![CDATA[<p><strong>Iraq&#8217;s Supreme Federal Court has ruled that no region or province could secede from the homeland after an unconstitutional Kurdish referendum that ended in failure but brought the country to the brink of a new crisis. </strong></p>
<p>The court said it took the decision on Monday in response to a government request to put an end to any &#8220;wrong misinterpretation&#8221; of the constitution and assert the unity of Iraq.</p>
<p>The court is responsible for settling disputes between Iraq’s central government and regions including Kurdistan.</p>
<p>The referendum on the secession of the semi-autonomous Kurdistan region in Iraq’s north was held on September 25 despite strong opposition from Iraqi authorities, the international community, and Iraq&#8217;s neighboring countries.</p>
<p>The Iraqi parliament had ruled the vote unconstitutional beforehand.</p>
<p>The region then refused to hand over its airports and border crossings to Baghdad as it was ordered, triggering a military escalation. It eventually accepted Baghdad&#8217;s conditions, and took its paramilitary forces out of much of the territory it controlled.</p>
<p>Last month, the region&#8217;s president Masoud Barzani resigned from his post after seeing his campaign for the secession going awry.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN  – Iraqi Kurdish leader Masoud Barzani on Sunday confirmed his intention to step down on Nov. 1 and asked the Kurdish parliament to take measures to fill the presidential power vacuum.</h3>

<p>The region’s parliament, which is meeting in the Kurdish capital Erbil, was told that Barzani had sent a letter saying he would not extend his term, his Kurdistan Democratic Party said.</p>
<p>“I refuse to continue in the position of president of the region after November 1,” Barzani’s letter said, according to a tweet by the party, Reuters reported. “I will remain as a Peshmerga (Kurdish fighter).”</p>
<p>A Kurdish official had said on Saturday that Barzani had decided to hand over the presidency without waiting for elections that had been set for Nov. 1 but which have now been delayed by eight months.</p>
<p>The region, which has been largely autonomous for years, has been in turmoil since holding an independence referendum a month ago that was opposed internationally and triggered military and economic retaliation from Iraq’s central government in Baghdad.</p>

<p>&#8220;They have to resign from their posts. At the same time, the Cabinet should be abolished, too,&#8221; party spokesman Shorsh Haji told a news conference, calling for the formation of a &#8220;national salvation government&#8221;.</p>
<p>According to Anadolu, &#8220;Our people have lost many of their achievements which they gained shedding their blood. Peshmerga [fighters] ost their grandeur. We lost many friendly countries. The reason for all of this is due to the failures of the party in power,&#8221; he added.</p>
<p>On Sept. 25, Iraqis in KRG-controlled-held areas &#8212; and in several disputed parts of the country &#8212; voted on whether or not to declare independence from the Iraqi state.</p>
<p>According to poll results announced by the KRG, almost 93 percent of those who cast ballots voted in favor of independence.</p>
<p>The illegitimate referendum faced sharp opposition from most regional and international actors (including the US, Turkey and Iran), who warned that the poll would distract from Iraq’s fight against terrorism and further destabilize the region.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN– Turkish President Recep Tayyip Erdogan, who is in Iran on an official visit, said the recent decision by Iraq’s semi-autonomous Kurdistan Region to hold an independence referendum was taken in consultation with the Israeli spy agency Mossad.</h3>

<p>Speaking at a joint press conference with his Iranian counterpart, Hassan Rouhani, in Tehran on Wednesday, Erdogan pointed to the latest developments in the region, including the independence vote held last Monday in the Iraqi Kurdistan and said Tehran and Ankara do not recognize the referendum.</p>
<p>“Currently, no country in the world supports the Iraqi Kurdistan Region’ independence except Israel,” the Turkish president said.</p>
<p>“In our opinion, a decision taken by sitting down at the (negotiating) table with Mossad is illegitimate and unacceptable,” he said, adding that Iran and Turkey have declared their firm stance on the issue.</p>
<p>He also said Tehran, Ankara, and Baghdad will take stricter measures to prevent the negative effects of the referendum.</p>
<p>The Iraqi Kurdistan Region went ahead with its plan to hold the referendum on September 25 although Iraq’s neighbors and countries in the Middle East, including Iran and Turkey, had voiced opposition to such a move and supported the Baghdad central government.</p>
<p>Thousands of Kurdish people in favor of KRG’s secession from Iraq took to the streets in Erbil that night, with some waving Israeli flags to celebrate.</p>
<p>Israel’s Prime Minister Benjamin Netanyahu was the only leader in the region to endorse the referendum, while all neighbors have warned that the secession plan would bring instability to the region and disintegrate Iraq.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN  – Iran’s President Hassan Rouhani called on the leaders of the Iraqi Kurdistan Region to make up for their wrong decisions, saying Iran, Turkey and Iraq are obligated to take “serious and necessary measures” to avert any change in the region’s political borders.</h3>

<p>Speaking at a joint press conference with his Turkish counterpart Recep Tayyib Erdogan in Tehran, President Rouhani reiterated Iran and Turkey’s opposition to any secessionist move in the region.</p>
<p>The Iraqi Kurdistan Region is a “good friend and brother” of Iran, and Tehran does not intend to put pressure on the Iraqi Kurdish people, but certain KRG leaders need to make up for the wrong decisions they have made, the Iranian president added.</p>
<p>Iran, Turkey and Iraq will have to achieve their “strategic objectives” in the region by taking “serious and necessary” measures, he added.</p>

<p>Pointing to the extensive talks he had held with the Turkish president about the Iraqi Kurdistan Region before the press conference, Rouhani said Tehran and Ankara are opposed to secessionist moves and to the escalation of sectarian and religious conflicts masterminded by outsiders.</p>
<p>Iran and Turkey maintain that Iraq and Syria must each remain a unified country, he added.</p>
<p>As regards the bilateral ties between Iran and Turkey, President Rouhani said the two governments are resolved to raise the value of annual trade exchange to $30 billion.</p>
<p>It has been decided that Turkey import more gas, the president said, adding that Iran would also embrace Turkish investment in the gas industry.</p>
<p>According to Rouhani, the two sides have also come up with plans to keep their three joint border crossings open around the clock as part of efforts to boost the transit of commodities.</p>
<p>Heading a high-ranking delegation, Erdogan arrived in Tehran on Wednesday morning to attend the fourth round of strategic meetings between Iran and Turkey and to discuss the latest regional developments and the status of bilateral ties with Iranian officials.</p>
<p>Iran and Turkey signed four agreements on Wednesday to promote cooperation in various areas.</p>

<p><strong>The military brass of Iran and Iraq have met and held talks amid a controversial referendum in Iraq’s semi-autonomous Kurdish region.  </strong></p>
<p>Chief of Staff of the Iranian Armed Forces Major General Mohammad Baqeri on Wednesday received his Iraqi counterpart Major General Othman al-Ghanmi, who arrived in Tehran at the head of a military delegation earlier in the day.</p>
<p>The issue of terrorism, the Kurdish independence vote and matters of mutual interest were among the major topics discussed in the meeting between the top military officials.</p>
<p>During the meeting, Baqeri hailed the latest achievements gained by the Iraqi army in the fight against terrorists.</p>
<p>“We are so pleased that the Iraqi nation and army have made great gains in the battle against terrorists and have crushed the Takfiris,” he said.</p>
<p>The Iraq official, for his part, said that Iraq was targeted by Takfiri terrorism, adding, however, that most of the territories held by Takfiri militants had been liberated.</p>
<p>He reiterated that Iraq would continue its fight against terrorism until the ultimate defeat of the terrorists.</p>
<p>Ghanmi also praised Iran’s full support for Iraq, particularly in hard times.</p>
<p>Separately on Wednesday, Baqeri met with senior military and political officials from Turkey, during which the two sides discussed a variety of issues, including the Kurdish referendum in Iraq.</p>
<p>Baqeri told reporters after the meeting that both the Iranian and Turkish sides were concerned that the Kurdish vote in Iraq could lead to tensions in the Arab country, the repercussions of which could haunt regional countries.</p>

<p>A statement from the Iraqi military said earlier that the top ranking delegation from Iraq’s armed forces would visit Iran on Wednesday “to coordinate military efforts” without giving further details.</p>
<p>Ghanmi also visited neighboring Turkey, where he met with his Turkish counterpart, General Hulusi Akar, on Saturday, two days before the Kurdish referendum, the Turkish military said.</p>
<p>It added that two sides discussed the Kurdish referendum and stressed the importance of maintaining Iraq’s territorial integrity.</p>
<p>Regional powers, including Iran and Turkey, have opposed the Kurdish referendum in Iraq, warning that the controversial vote could lead to further instability in the entire Middle East, a region already ravaged with numerous conflicts and terror threats.</p>
<p>The European Union has also expressed concern about the vote, describing it as “counterproductive.”</p>
<p>The central government in Baghdad has also rejected the vote.</p>
<p>Despite international criticism, the Kurdish plebiscite took place on September 25.</p>
<p>Official results showed 92.73 percent of voters backed the secession in Monday&#8217;s non-binding referendum. Turnout was put at 72.61 percent.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">TEHRAN – German Foreign Minister Sigmar Gabriel says that the Kurdistan dream of independence will harm peace in the Middle East.</span></p>

<p>“The Kurdish referendum on independence from Iraq could escalate the tensions in the region and destabilize it,” German Foreign Minister Sigmar Gabriel said on Tuesday.</p>
<p>&#8220;ٌٌٌWe express deep concerns as this move may further aggravate the unstable situation in the region that has become even more complicated since yesterday,&#8221; Gabriel said, as quoted by his press service.</p>
<p>The minister added that Iraqi Kurdistan authorities and the central government in Baghdad should address the problems via dialogue, Sputnik reported.</p>
<p>&#8220;We call on all the sides to avoid any escalation and to refrain from unilateral steps toward the independence or from compulsive actions. Unresolved issues between Erbil and Baghdad should be discussed and solved via dialogue,&#8221; the German politician added.</p>
<p>On Monday, the independence vote was held in Iraqi Kurdistan and some areas not belonging to Kurd’s autonomous government but were freed from ISIL terrorists by Kurdish militia and are under de facto control of Kurdish authorities now. The referendum was not supervised by any international body or impartial entity.</p>
<p>According to what the Kurds recount, after 9 percent of votes had been counted, more than 93 percent of voters backed the independence of the region. At the meantime, Iraqi authorities said that the referendum was not legitimate and stressed that they would not conduct talks with the authorities of Iraqi Kurdistan on the issue of the vote.</p>

<p>In a telephone conversation late on Sunday, Rouhani and Erdogan underlined that Tehran and Ankara enjoy common stance against the referendum.</p>
<p>The two presidents also said Iraq’s territorial integrity and national unity should never be undermined.</p>
<p>Rouhani said, “The coordination and cooperation of regional countries would be very important and influential in this regard and undoubtedly, the countries will not allow a new instability to be created in the region.”</p>
<p>As Iraq’s Kurds are rushing headlong into a vote for independence on Monday, all neighbors and countries in the Middle East, including Iran and Turkey, were trying to persuade the Erbil government to cancel the referendum.</p>
<p>They warned that the vote could unleash ethnic violence, tear Iraq apart and fracture the forces combatting Daesh (ISIL) terrorists.</p>
<p>The UN Security Council has also warned of the potentially destabilizing impact of the planned referendum.</p>
