										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Chinese Foreign Minister Wang Yi called on France to work with Beijing to safeguard the 2015 nuclear deal between Tehran and world powers, officially known as the Joint Comprehensive Plan of Action (JCPOA).</p>

<p>In talks with French Foreign Minister Jean-Yves Le Drian, Wang said that upholding multilateralism is the biggest consensus reached during his trip to Europe, according to the Chinese People&#8217;s Daily Online.</p>
<p>“Under such circumstances, China and France, as major responsible countries, should actively promote and practice multilateralism,” the Chinese daily quoted Wang as saying.</p>
<p>According to the daily, the Chinese foreign minister made a four-point proposal for China and France.</p>
<p>“First, China and France need to adhere to the concept of multilateralism…. Second, both sides should take multilateral actions…. Third, China and France should abide by multilateral agreements. Unilateralism, including irresponsible withdrawal from international organizations or violation of international agreements, is unpopular. China and France should strengthen coordination and cooperation on international affairs, and safeguard major outcomes of international agreements and multilateral diplomacy, such as the Iran nuclear deal. Fourth, the two sides should strengthen multilateral institutions. The United Nations is the most important platform for supporting and practicing multilateralism, and the two sides should support the United Nations in playing its due central role in international affairs,” the Chinese Daily said.</p>
<p>Wang made the remarks in a Saturday meeting with his French counterpart in Paris, amid heightened tensions between the US and other parties to the JCPOA. China and France both are signatories to the Iran nuclear deal.</p>
<p>A meeting of JCPOA will take place in Vienna on September 1. The Joint Commission will be chaired on behalf of EU High Representative Josep Borrell by EEAS Secretary General Helga Maria Schmid.</p>
<p>The meeting will be attended by representatives of Iran, China, Russia, France, Germany, Russia, and the UK.</p>
<p>As part of an illegal push, the United States is trying to invoke the snapback mechanism in the JCPOA despite its withdrawal in May 2018 in violation of UN Security Council Resolution 2231 that endorses the nuclear deal.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – The foreign ministry of Russia said all issues pertaining to the implementation of the JCPOA deal between Tehran and world powers should be settled through the accord’s Joint Commission.</p>

<p>&#8220;The fundamental position of Russia is that any questions arising during the implementation of the JCPOA (the Joint Comprehensive Plan of Action) should be resolved within the Joint Commission. Nevertheless, it is better to do it without resorting to emergency measures and without putting the process of looking for solutions under artificial time pressure,&#8221; the Russian Foreign Ministry said in a statement on Saturday.</p>
<p>It added that it is crucial &#8220;to be guided by those lofty goals enshrined in the JCPOA and Resolution 2231 of the United Nations Security Council&#8221; despite problems and disagreements and to try to communicate.</p>
<p>It came after the EU foreign policy chief said on Friday he had received a letter from Iran that demands triggering the dispute resolution mechanism of the 2015 nuclear deal over the failure of the three European signatories to the agreement to honor their commitments.</p>
<p>In a statement released on Friday, Josep Borrell said the letter written by Foreign Minister Mohammad Javad Zarif underlined Iran&#8217;s concerns regarding implementation issues on the part of France, Germany and Britain to the Joint Commission of the deal for resolution through the dispute process set out in the agreement&#8217;s paragraph 36.</p>
<p>&#8220;The Dispute Resolution Mechanism requires intensive efforts in good faith by all. As Coordinator of the Joint Commission, I expect all JCPOA participants to approach this process in this spirit within the framework of the JCPOA,&#8221; he said.</p>
<p>In June, the IAEA Board of Governors adopted a resolution calling on Iran to fully cooperate with the IAEA in implementing its NPT Safeguards Agreement and Additional Protocol and satisfy the IAEA&#8217;s requests without further delay.</p>
<p>The resolution, submitted by France, Germany, and the UK, was adopted by a vote of 25 to 2 with 7 abstentions.</p>

<p>According to Seyyed Abbas Mousavi, the Iranian foreign minister referred the cases to the Joint Commission of the nuclear agreement, officially known as the Joint Comprehensive Plan of Action (JCPOA), in a letter to the High Representative of the European Union Josep Borrell, IRNA reported.</p>
<p>Based on Article 36, “If Iran believed that any or all of the E3/EU+3 were not meeting their commitments under this JCPOA, Iran could refer the issue to the Joint Commission for resolution”.</p>
<p>The last letter was sent following the irresponsible and illegal move made by the three European signatories of the nuclear deal (Germany, Britain, and France) in presenting a draft resolution at the Board of Governors of the International Atomic Energy Agency, as well as their continued non-abidance with the commitments under the deal.</p>
<p>Zarif warned in the letter that any interference in the ongoing cooperation between Iran and the International Atomic Energy Agency (IAEA) would be contrary to the provisions of the JCPOA and could have negative impacts on the existing cooperation under the safeguards agreement, Mousavi added.</p>
<p>He stressed the need to maintain and fully implement the provisions of the JCPOA by all parties, especially the need for Iran to fully benefit from the economic effects of the sanctions lifting mechanism as envisaged in the nuclear deal and said that Tehran would take appropriate and proportionate action against any excessive and irresponsible behavior.</p>
<p>Mousavi strongly urged the E3 to pave the way for maintaining and complete implementation of the nuclear deal by continuing their compliance with the JCPOA, instead of moving in the direction of the US policy of maximum pressure.</p>
<p>Iran had previously referred another case of the E3 noncompliance with the JCPOA to its Joint Commission in two separate letters.</p>

<p>“Joint Commission of the # JCPOA happening now, crucial discussion with participants on the way forward to preserve #Iran Deal,” Secretary-General of the European External Action Service (EEAS), Helga Schmid, wrote in a tweet on Wednesday.</p>
<p>Earlier, she had tweeted that participants had a “collective responsibility to preserve the #IranDeal.”</p>
<p>The Joint Commission is being chaired on behalf of the EU High Representative Josep Borrell Fontelles by Helga Schmid and attended by representatives of China, France, Germany, Russia, the United Kingdom, and Iran.</p>
<p>The meeting comes as the EU3 &#8212; the three European signatories to the nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA) &#8212; accused Iran on January 14 of violating the terms of the accord and announced that they plan to trigger a dispute settlement mechanism that could eventually restore UN Security Council sanctions against the Islamic Republic.</p>
<p>Iran started reducing commitments to the deal after the US withdrew from the agreement and reimposed sanctions on Iran.</p>
<p>The E3 also failed to safeguard Iran’s economic interests in the face of US sanctions.</p>

<p>The latest developments in implementing the JCPOA will be discussed in the meeting, he said during a press conference.</p>
<p>Iran has started to gradually reduce its commitments to the JCPOA in response to the United States which abandoned the landmark deal in May 2018 and reinstituted sanctions.</p>
<p>So far, the Atomic Energy Organization of Iran (AEOI) has taken four steps to cut back commitments in accordance with paragraph 36 of the JCPOA which “allows one side, under certain circumstances, to stop complying with the deal if the other side is out of compliance.”</p>
<p>On May 8, exactly one year after the U.S. abandoned the deal, Tehran announced that its “strategic patience” is over and began to partially reduce its commitments to the agreement at bi-monthly intervals.</p>
<p>In the first stage, Iran announced that it will not limit its stockpile of the nuclear fuel to 300 kilograms allowed under the deal. On that date (May 8) Iran’s Supreme National Security Council (SNSC) said if the remaining parties to the JCPOA, especially Europeans, devise a mechanism to protect Iran from the sanctions’ effect in the two-month deadline it will reverse its decision.</p>
<p>But since European parties missed the deadline, on July 7 Iran announced that it has started enriching uranium to a higher purity than the 3.67%, thereby starting the second step.</p>
<p>Again, as Europe missed the second 60-day deadline, Iran moved to take the third step, removing a ban on nuclear research and development (R&amp;D).</p>
<p>In the latest step, which was done on November 6, Iran started injecting uranium gas into 1,044 centrifuges at the Fordow nuclear site. It was done at the presence of inspectors from the International Atomic Energy Agency (IAEA).</p>

										<content:encoded><![CDATA[<p>Foreign Ministry Spokesman Seyyed Abbas Mousavi said the meeting will be held at the level of deputy foreign ministers and managing directors.</p>
<p>&#8220;Following the previous meeting of the JCPOA joint commission on June 28, the Islamic Republic of Iran’s new policy of halting the implementation of some of its JCPOA commitments yielded obvious and practical results, and the European sides requested that the new situation be discussed in a Joint Commission meeting at the level of deputies before the meeting of foreign ministers,&#8221; Mousavi said.</p>
<p>He added that in the meantime, Iran has also announced a series of new cases of non-implementation of the JCPOA commitments by the other parties in regard to the efficacy of the removal of sanctions, in a letter signed by Foreign Minister Mohammad Javad Zarif to EU foreign policy chief Federica Mogherini and the other JCPOA members.</p>
<p>As a result, the spokesman said, the JCPOA parties believe that it would be appropriate for the deputies and the political directors to discuss these issues as well before the meeting of foreign ministers.</p>
<p>“Accordingly, it was agreed to convene an extraordinary meeting of the JCPOA Joint Commission in Vienna on July 28.”</p>
<p>Mousavi stressed that “after all, this meeting will be no substitute for the next meeting of the foreign ministers, and is rather scheduled to provide an opportunity for putting forward the subjects and making better arrangements for the ministerial meeting.”</p>
