The MOU was signed by a senior official from the international department of the Iranian health ministry Mohsen Asadi Lari and JICA Iran Office Chief Representative Yukiharu Kobayashi, in Tehran.

Iranian managers will use Japan’s experiences through taking training courses in five sectors of hospital management, designing and constructing hospitals, elderly care systems, managing non-communicable diseases, and managing cancer.

As reported, the MOU is signed due to the expansion of Iran-Japan cooperation in health sector, as of two years ago.

The MOU will include dispatching some 200 Iranian managers in health sector to japan to get acquainted with the country’s recent achievements in the medical services management.

In February 2018, JICA signed a grant aid agreement worth up to 1.53 billion yen ($10.7 million) with Iran’s health ministry in Tehran to help Iran improve its medical equipment.

The agreement was to help supply equipment required for the early detection and treatment of cancer and cardiovascular diseases to Imam Hossein Hospital and Arash Women’s Hospital in Tehran.

“This project marks the very first financial assistance from JICA to the Islamic Republic of Iran in recent decades … Through this grant agreement, Iran and Japan have taken one crucial step to strengthen their mutual relationship by paving the way for the entry of Japanese advanced technology and management models into the Iranian medical market, which will benefit both countries,” said Kobayashi said at the time.

JICA has also had some cooperation in tourism sector with Iran.

A senior official of Japan International Cooperation Agency (JICA) announced that the country will not alter its supportive policies towards Iran after implementation of the US sanctions on November 4.

“JICA always supports development of mutual cooperation in the private sector and it will use its utmost efforts to return the Japanese companies to the Iranian market,” the head of JICA’s office in Iran told FNA on Monday.

He explained that JICA is an organization affiliated to the Japanese government, adding that the Japanese government supports Iran.

The official referred to the last month meeting between the Japanese prime minister and Iranian president, and said, “Despite sanctions, the Japanese government will not change its supportive policies towards Iran.”

The Japanese government started Official Development Assistance activities in Iran in 1957 and JICA officially established a Tehran office in 1974. In the almost 60 years of Japan’s assistance program, JICA has helped Iran implement many projects with government agencies and local officials, particularly in the field of environmental conservation.

The chief executive officer of JICA in Iran said in September that general policy of the Japanese government and Japan International Cooperation Agency is to strengthen economic relations between Iran and Japan.

Addressing the fourth Joint Coordinating Committee meeting held at Qeshm Island, Hiroyuki Tanaka added that JICA’s comprehensive plan was launched in Qeshm in 2015 to create conditions for the development of the island based on the participation of local communities, along with ensuring environmental protection.

He underlined that the Japanese government intends to promote the stable development of Iranian economy by sharing experiences and undertaking joint cooperation programs.

Tanaka noted that Qeshm Island has a unique ecosystem and rich natural resources, the preservation and protection of which can attract more tourists to Iran and bring about economic prosperity.

Tanaka said the comprehensive plan is approaching its final stages, which does not mean the end of cooperation, therefore the Free Zone Organization of Qeshm should continue to implement pilot projects and maintain its regulatory role.

According to Hamidreza Azimi, the deputy for planning affairs in TPPH, Iranian power plants current efficiency stands at 37.8 percent. The figure is due to reach 40 percent by the end of the Sixth Five-Year National Development Plan (March 2021).

“There are near 3,000 megawatts (MW) capacity of old power plants with low efficiency across the country and the power plant rehabilitation project is aimed to upgrade such plants in order to decrease fuel consumption,” the official said.

Azimi noted that the rehabilitation project for Shahid Rajaie and Shahid Mofateh power plants have been discussed with the Japanese side and JICA is going to finance the projects.

“JICA facilities will be provided with an interest rate of less than two percent and the repayment due will be six years after the allocation of facilities for 20 years.”
