TEHRAN (Iran News) –Iran and Pakistan stressed the need to boost security along borders in a bid to promote relations and improve coordination between the two neighboring countries.

The Islamic Republic of Iran fights hard against drug smugglers and prevents them from entering the region, the commander of the Iranian border guards has said.

“We are pleased to hold the second joint border meeting of Iran and Pakistan since it affects the two countries’ relations, ” IRNA quoted Brigadier General Ahmad-Ali Goudarzi as saying.

He made the remarks in a meeting with Rear Admiral Imtiaz Ali, the director general of the Pakistan Maritime Security Agency (PMSA).

The Iranian official said former joint meetings have had a significant impact on border security relations. “These meetings should continue to be held with the focus on improving maritime security and fighting drug trafficking, as the main objectives.”

The two countries share about 740 km and 204 km of land and sea borders, respectively. The stable security of the borders shows the good neighborly relations between Iran and Pakistan, Goudarzi noted.

Highlighting that the security of the Persian Gulf and the Oman Sea are of great importance to the regional countries, Goudarzi said over four thousand people have been martyred and some 12 thousand wounded in the fight against drug smuggling.

He went on to say that so far Iran has discovered more than 500 tons of narcotics in the current Iranian calendar year (started March 21). Over 15 tons of narcotic drugs have been discovered in the Sea of Oman.

To prevent drug trafficking, and illegal fishing, and ensure the safety of fishermen in the sea, the control of the sea borders should be enhanced by the two countries; joint patrols and maneuvers should be held, too, Goudarzi said.

Imtiaz Ali, for his part, said, “Fortunately, the sea borders of the two countries are calm and this is the result of coordination and understanding between the two countries.

Emphasizing the need to increase cooperation toward the management of sea borders, he said the Persian Gulf is of vital importance to the world that needs security. “So, we must secure stability in the region so that people can have a better life.”

Drug trafficking constitutes an important problem for Pakistan. “Our country is strongly against it and strictly deals with those engaged in drug smuggling,” he added.

Triangular Initiative

On June 14, senior officials from Iran and Pakistan started a two-day meeting in Tehran to deepen counter-narcotics cooperation under the framework of the United Nations Office on Drugs and Crime (UNODC)-brokered Triangular Initiative.

The meeting was part of the series of gatherings foreseen by the Triangular Initiative and aimed at discussing existing drug trafficking threats, regional counter-narcotic strategies, and operational means to improve trilateral cooperation, according to the UNODC website.

The Triangular Initiative was launched in 2007 to strengthen cooperation in counter-narcotics law enforcement between the Islamic Republics of Iran, Afghanistan, and Pakistan.

UNODC serves as its Secretariat; it facilitates the implementation of technical assistance and mobilizes financial support.

The initiative has so far helped to forge an unprecedented level of cooperation on drug control between the three countries.

Periodic meetings of experts and policy-makers have been facilitated by UNODC since 2007, building trust amongst the three countries’ anti-narcotics authorities.

At the operational level, a Joint Planning Cell has been established in Tehran for information and intelligence sharing and the implementation of joint operations targeting drug trafficking networks operating in the region.

The front line

Iran is known as the first station and the front line of dealing with all kinds of drugs due to its location on the European transit route of Afghan drugs.

The fight against narcotics is very expensive due to the complexity of the mafia level of this business, a cost that the Islamic Republic of Iran has been paying alone for years despite the support claims of the international community.

On average, more than 90 percent of opium discoveries, 27 percent of heroin discoveries, and 59 percent of morphine discoveries in the world are made by Iran, Mohsen Naziri Asl, Iran’s permanent representative to the United Nations in Vienna, has said.

some 716 tons of narcotics were discovered and seized in the past Iranian calendar year (March 2022-March 2023), he added.

The flow of narcotics into Iran has decreased by about 15 percent over the past four years, Eskandar Momeni, the secretary general of the anti-narcotics headquarters, has said.

TEHRAN (Iran News) – Pakistan’s Federal Minister for Commerce Syed Naveed Qamar on Thursday said that Iran and Pakistan will give final shape to the proposed bilateral Free Trade Agreement (FTA) in the next six months.

Qamar hoped that free trade will increase and taking the volume of bilateral trade to $4 billion after the two countries sign the FTA, adding that the current trade volume does not commensurate with its true potential.

He added that an agreement will be signed for promoting transit trade in the next three months, through which free economic zones will be established in the two countries.

The commerce minister was talking to media persons along with Iranian Minister for Roads and Urban Development Rostam Ghasemi after the 21st Session of Pak-Iran Joint Economic Commission (JEC) which was held here from August 16 to 18. Ghasemi along with a delegation of 57 dignitaries participated in the 21st Session of Pak-Iran JEC.

According to the details, APP’s Managing Director Akhtar Munir and the Iranian Ambassador to Pakistan Syed Mohammad Ali Hosseini signed an agreement related to media co-operation.

The second agreement was on maritime cooperation which was signed by the representative of the Ministry of Defense from Pakistan and the Ministry of Maritime from Iran.

The third agreement was signed for the promotion of tourism, which was signed by representatives of the respective ministries of the two countries.

The fourth agreement was signed by the National museums of the two countries for the promotion of mutual cooperation.

Naveed Qamar said that under the FTA, both sides would negotiate to reduce tariffs and exchange trade lists in different sectors.

He informed that for the promotion of transit trade, it had been decided to establish six border markets, in which, the work on the establishment of three had already been started while work on the other three will also start soon.

The minister said that it was time for final agreements and practical work for which both the countries had agreed and added that national airlines of the two countries had also expressed their willingness to promote mutual cooperation.

“Since its inception in 1984, we are now holding the 21st Session of the JEC, which is a clear indication of the endeavors of both the countries to sustain and foster our economic relations”, he added, recalling that the JEC provides an institutional framework for a regular review of economic relations and identification of new opportunities for mutual cooperation.

Syed Naveed Qamar said that Pakistan placed Iran at a very high level of importance and appreciated its direction towards market-based reforms. “Pakistan looked to the Iranian market and Iranian investors as it offered a very friendly trade and investment environment in Special Economic and Industrials Zones under CPEC,” he added.

“I request the two sides to implement the Preferential Trade Agreement (PTA) in letter and spirit, and remove Tariff and Non-Tariff Barriers in order to boost trade volume between both countries” he said.

He emphasized that the five Years Strategic Trade Partnership Plan needed to be renewed for next five years (2022-2027) and both the sides were working in that regard in this 21st Session of JEC.

TEHRAN (Iran News) – Tehran-Islamabad FTA Needs to Be Signed . Head of Iran Chamber of Commerce, Industry, Mine and Agriculture (ICCIMA) Mr. Gholam-Hossein Shafei during a trade webinar called for signing the free trade agreement between Iran and Pakistan.

On Wednesday a trade webinar was held on reviewing the potentials for trade between Iran and Pakistan where the participants explored ways for boosting economic cooperation between Tehran and Islamabad. Restoring the mechanism of bartering goods, resolving banking problems, pursuing the problems of the trucks at the Mirjaveh border crossing and signing the free trade between the two countries were of the major topics which were discussed during the webinar.

Addressing the webinar, Shafei pointed to the reopening of Mirjaveh border crossing for the shuttle of traders and students and said this act is a positive sign for resumption of activities between the two states and developing economic cooperation.

He noted that despite existing capacities and good economic cooperation, the trade between the two states is below expectation and is not satisfactory. He added that share of each country from the other side’s economy is hardly 2 to 3 percent and it needs more serious actions from both countries either from the state or private sectors for materializing their set targets for bilateral trade.

Shafei said Iran’s joining to the Shanghai Cooperation Organization (SCO) has increased the opportunities for cooperation between Iran and Pakistan and called it the double incentive which should not be missed.

He said Pakistan is an influential country in the SCO that Iran seeks using more from this capacity for increasing its interactions and economic cooperation. He added that although there are great potentials for bilateral cooperation between these two countries, everybody are well aware of the existing problems and it needs finding solutions for them.

Shafei then pointed to some major obstacles like the lack of banking and brokerage avenues between the two states, tariff problems, not fully implementing the preferential agreement and also bans on imports and exports.

He reiterated that despite sanctions Iran has been able to keep its cooperation with most countries and sanctions have not caused any problem for these co-operations, adding however these obstacles in countries like Pakistan can be minimized through cooperation of the related officials.

He also criticized imposition of high tariffs by both countries in some cases and lack of full implementation of preferential trade between the two states are of the other major obstacles in way of increasing cooperation, noting that signing free trade agreement between Iran and Pakistan and creating a stable trade in the regulations and refraining from imposition of bans by the both countries on the items agreed items can remove many hurdles.

Shafei also called for accelerating the signing of the agreement for the launch of arbitration committee between Iran’s Chamber and Federation of Pakistan Chambers of Commerce and Industry (FPCCI) and called for its signing during the ninth trade committee of the two countries for arbitration at the time of the dispute between traders of the two states.

Then Head of Federation of Pakistan Chambers of Commerce and Industry (FPCCI), Mr. Nasser Hayatt Maggo, for his part, said Iran’s membership in the SCO is an important opportunity for defining new economic cooperation. He said the highest level of good relations of Pakistan with other countries indicate readiness of the country for expansion of economic cooperation with all countries, admitting the current trade volume of Iran and Pakistan is not in acceptable level. He said unfortunately sanctions on Iran have hurt markets of both Iran and Pakistan and many capacities have remained untapped, expressing hope with the removal of sanctions, most problems would be solved.

He added that three border markets are active, adding that God willing six more border markets will be inaugurated soon and due to the current condition in Afghanistan, Iran and Pakistan can have a win-win relation.

He said Pakistan has recently joined the TIR Convention and it has created opportunity for expansion of cooperation in the fields of economy and transit, reiterating that the current trade capacities of Iran and Pakistan are even enough to increase their bilateral trade t $5b per year.
