He made the remarks in a Saturday meeting with the visiting Iraqi Foreign Minister Fuad Hussein in Tehran.

In this meeting, Rear Admiral Ali Shamkhani considered any delay in implementing the law on the expelling of foreign troops from Iraq to the detriment of the region, increasing tensions and escalating the crisis.

He also stressed the need for the joint cooperation of the regional countries to reduce tensions and hold constructive talks to reduce the existing crises.

The peace and security of Iraq today is the result of the authority of the Iraqi government, the epic struggle of the armed forces, and the Popular Resistance groups, therefore it must be protected, Shamkhani added.

The recent U.S. actions to strengthen and expand the terrorist activities of ISIL and the brutal attack on the anti-terrorist forces of the Resistance is the beginning of a new round of organized terrorism, he said and stressed that Iran and other counter-terrorism countries will not allow takfiri terrorism to be revived in the region.

Security and stability are the infrastructures of economic development and prosperity, the Iraqi Foreign Minister said, explaining, “Security is the first priority for a country like Iraq, which has been engaged in the fight against terrorism and insecurity for years.”

Elsewhere in his remarks, he said, “With the continuous efforts of the financial and banking sectors and the economic institutions of Iran and Iraq, some important obstacles have been removed and the debt repayment process will soon begin based on the model agreed between the two countries.”

The Iraqi minister arrived in Tehran on Saturday for a one-day visit. This marks the Iraqi diplomat’s second trip of the month to Tehran.

Later yesterday, Foreign Minister Mohammad Javad Zarif hosted Fuad Hussein.

During the meeting, the two sides discussed a range of issues, including bilateral ties and regional and international developments.

“The United States is pursuing peace talks with the aim of creating a stalemate in the negotiations between the various Afghan parties to blame them for insecurity and instability,” he added.

Stating that Iran will never recognize the group that wants to rule Afghanistan through war, Shamkhani stressed the need for the participation of all ethnic groups in determining the fate of Afghanistan in a completely peaceful process.

Shamkhani called the security of Afghanistan, especially in the provinces bordering Iran, an important issue, stressing the Taliban’s cooperation with the Afghan government in combating any insecurity and countering ISIL moves.

Mullah Abdul Ghani Baradar, for his part, presented a report on the peace process in Afghanistan.

Referring to Trump’s actions in not implementing the peace agreement, he said, “We do not trust the United States and we are fighting any group that is the mercenary of the US.”

“We believe that all tribes and clans must participate and play a role in the future of Afghanistan,” he added.

Mullah Abdul Ghani Baradar emphasized the security of the Afghan-Iranian border and announced the Taliban’s readiness to cooperate in this regard.

The delegation of the Taliban group arrived in Tehran early Tuesday to hold talks with Iranian officials on the Afghan peace process.

The Taliban delegation is scheduled to meet with senior Foreign Ministry officials and Iran’s special envoy for Afghanistan to talk about the lasted developments regarding the Afghan peace process and the related issues.

According To Iran News, Secretary of Iran’s Supreme National Security Council (SNSC) Ali Shamkhani said regional coalitions could contribute to sustainable security only if they exclude foreigners and their interference.

In a meeting with Oman’s Foreign Minister Yusuf bin Alawi bin Abdullah in Tehran on Monday, Shamkhani said the US has failed to form an international coalition under the pretext of ensuring security in the Persian Gulf.

The only regional coalitions that could be effectual, create security and last long are those that exclude foreign interference, he added.

Shamkhani also said that a country like the US that has honored none of its commitments could not be trusted at all.

“The countries that have had the biggest share in creating tensions and insecurity in the region and plunged the region into chaos and destruction by waging multiple wars and spreading terrorism have never been after the Persian Gulf’s stability and security, and only seek to fulfill their own interests and plunder the region,” the Iranian official added.

For his part, the Omani diplomat welcomed constant consultations between Muscat and Tehran, stressing that tensions in the region would not be in the interests of any of the Persian Gulf countries.

Highlighting the similar stances of Oman and Iran on regional and international issues, bin Alawi said sustainable security in the region requires consensus among all regional countries and correction of misunderstandings.

He also expressed Oman’s readiness to use its potential for resolving regional tensions and paving the way for constructive dialogue among regional states.

The senior Omani diplomat also met with Iranian Foreign Minister Mohammad Javad Zarif on Monday.

“The main objective of the Islamic Republic of Iran is the full implementation of the JCPOA parties’ obligations, and if all parties meet their commitments, Iran will also take serious steps to fulfill its own obligations,” Rouhani said.

France’s top diplomat also had meetings with the Secretary of Iran’s Supreme National Security Council Ali Shamkhani and Iranian Foreign Minister Mohammad Javad Zarif on Wednesday.

During his meeting with Shamkhani, the Iranian official called the reduction of Iran’s commitments under the nuclear deal as an “unchangeable strategy” that “will be continued in line with Articles 26 and 36 of the JCPOA until the full realization of Iran’s rights.”

Shamkhani also urged Europe to stand against the US and not allow its sovereignty to be held hostage to Washington’s unilateralism.

“The era of carrying out one-way measures is over,” Shamkhani added, warning the EU countries that Iran is no longer going to implement the JCPOA unilaterally.

He further described the US policy of maximum pressure on Iran as a failed strategy, stressing that it is impossible to talk to Iran with the language of force.

For his part, the French envoy said he is in Iran not as a mediator and carries no message from the US.

Bonne also noted that Iran’s power, influence and position in the regional and international equations have grown remarkably over the past 20 years despite the US opposition.

He added that French President Emmanuel Macron seeks joint initiatives for a ceasefire in the US economic war against Iran.

The French diplomat also voiced Paris’ willingness to continue interaction with Iran, given its undeniable role and influence in the region, in order to address the crises in Syria, Yemen, Iraq and Lebanon.

In May 2018, US President Donald Trump pulled his country out of the JCPOA.

Iran and the remaining parties launched talks to save the JCPOA after the US withdrawal, but the three EU parties to the deal (France, Britain, and Germany) have failed to ensure Iran’s economic interests.

The EU’s inaction forced Tehran to stop honoring certain commitments to the nuclear deal, including a rise in the stockpile of enriched uranium.

Iran maintains that the new measures are not designed to harm the JCPOA, but to save the accord by creating a balance in the commitments.

He described the U.S. under President Donald Trump as “the most warmongering country in its history,” denouncing it for destabilizing the international security system through unilateralism and extra-territorial sanctions.

“If a wide range of countries decide to stand up to the illegal US blackmail and bullying, we can make the U.S. retreat and adopt a rational and responsible behavior in the international system,” he added.

Iran’s top security official also complained that the US has been using the monetary and banking system as well as international financial networks as a weapon for aggression against independent countries.

“No title other than economic terrorism suits this US behavior,” he said.

Washington has not only been pursuing the policy of toppling governments and destabilizing states, but has also been slapping secondary sanctions on all states based on its agenda of economic terror, the senior Iranian official added.

Shamkhani further called on independent countries to create “multilateral mechanisms” to break the US’s dominance on the global monetary system.

Referring to the U.S. blacklisting of Iran’s Islamic Revolution Guards Corps (IRGC), he emphasized that the elite force is part of the Iranian Armed Forces and has a brilliant record in the fight against terrorism.

On the contrary, he added, the U.S. Army and intelligence agencies have been the biggest sponsor of terrorist groups in recent decades.

Additionally, Shamkhani said the U.S.’s withdrawal from a 2015 multilateral nuclear deal and Europe’s inaction paved the way for fading diplomacy and dialog as solutions to security challenges.

He said that most of the countries have supported Iran’s “wise” behavior when it gave diplomacy a chance and waited one year in patience before suspending some of its commitments the nuclear deal.

However, he added, before speaking of any talks with Iran, the US administration should compensate for the violation of its obligations and damages it inflicted on the country.

The Americans believe that negotiations are part of their pressure campaign and not a possible solution to the problems, the top security official noted.

Shamkhani went on to say that the Americans use “all instruments of pressure and psychological warfare” before any talks.

The remarks came against the backdrop of increased tensions between Iran and the US with Washington imposing new sanctions against the Islamic Republic.

The US has ratcheted up pressure on Iran since last year after withdrawing from the 2015 nuclear deal, known as the Joint Comprehensive Plan of Action (JCPOA).

Since then, the administration of US President Donald Trump is trying to reduce Iran’s oil exports to “zero,” and has sent an aircraft carrier strike group, a bomber squad, an amphibious assault ship, and a Patriot missile battery to the Middle East to try to stack up pressure on Tehran.

Iranian officials, however, have dismissed such moves as psychological warfare, saying the country has its own ways of circumventing the American bans and selling crude oil.

In an interview published on Monday, Shamkhani said so long as the legal government in Syria and Iraq ask for Iran’s help in fighting terrorism and establishing security in their countries, the Islamic Republic will stand by their side, Mehr reported.

He hailed the victories of Iran, Iraq, and Syria against terrorist groups, calling on other neighboring countries to join hands with the three countries to reach “promising achievements”.

Criticizing Washington’s hostile stance toward Iran, Shamkhani said, “They regard Iran’s presence in Syria and Iraq, which is aimed to fight Daesh (ISIL), prevent the killing of innocent people in the region and help the legal governments, as threatening policies.”

“While on the other hand, they keep silent about the killing of innocent Yemeni people as well as attacks on the market and bus carrying students by Saudi fighters,” the security chief regretted.

Shamkhani also emphasized that Iran’s solution to all regional challenges, including those of Palestine, Syria, Bahrain, and Yemen, is “democracy” and “turning to the polls”.

“We raised this issue at the beginning of the Syrian crisis as well and said instead of exporting terrorism to Syria and issuing [your] imposed prescriptions for this country, provide the Syrian people with a podium to speak,” he remarked, pointing to Western countries’ policies toward the Syrian conflict.
