Iran-Pakistan Trade Path Should Reach $10b Target

TEHRAN (Iran News) Ali Larijani met in Islamabad with Muhammad Ishaq Dar, Pakistan’s Deputy Prime Minister and Foreign Minister, for discussions.

During the meeting, the two sides reviewed the latest significant regional developments and emphasized the need for collective action by Islamic countries to address shared challenges. Both parties agreed that the Islamic world requires practical measures, broad coordination, and cohesive cooperation to manage regional crises—particularly addressing the threat posed by the Israeli regime to Islamic countries.

Referring to the longstanding ties between the two countries, Larijani described elevating Iran-Pakistan relations to a strategic level as a necessity. He noted that the economic capacities of the two countries could operate far beyond the current level. He called for removing existing obstacles and facilitating economic interactions, and considered the target of raising trade to $10 billion achievable.

In another part of the talks, both sides identified Palestine as one of the main focal points for Islamic cooperation, emphasizing unity, convergence, and joint focus by Tehran and Islamabad in supporting the Palestinian people.

At the conclusion of the meeting, the two officials expressed their readiness to continue regular consultations and to pursue the practical implementation of agreements.

Earlier upon his arrival in Islamabad, Larijani said cooperation between Tehran and Islamabad across various fields strengthens regional peace and stability, highlighting Pakistan’s pivotal role.

He said, “Pakistan is an important country in the region and has a privileged position in terms of influencing the security situation in the region.”

Hailing “deep and historical” relations between the countries, he added, “Today, in the changing conditions of the region, cooperation between Iran and Pakistan in various fields can contribute to regional peace and stability.”

He hoped that these issues would be addressed in the talks he would have during his visit to Pakistan.

Before leaving for Islamabad, Larijani wrote on his X account on Monday that he was traveling to Pakistan, “our friendly and brotherly country in the region.”

Referring to Pakistan’s support for Iran during the US-Israeli aggression in June, he added, “Iranians do not forget that during the 12-day war by the Zionist regime and the United States against Iran, the Pakistani nation stood by the Iranian nation.”

Iran-Pakistan Railway Link: A Step Toward Stronger Trade Ties

TEHRAN (Iran News) Mohammadreza Tavakolizadeh, president of the Khorasan Razavi Chamber of Commerce, Industries, Mines, and Agriculture, spoke at a joint meeting with the director general of Khorasan Railways and the head of the province’s Management and Planning Organization. He highlighted that linking Iran’s rail network to Pakistan via the Mirjaveh border holds immense potential for boosting trade. Under the proposed plan, only 500 meters of railway would need to extend into Pakistani territory to facilitate the loading and unloading of cargo wagons. This connection could significantly increase the transport capacity for goods like sulfur, fostering stronger regional economic cooperation.

Tavakolizadeh noted that involving key stakeholders, such as the steel industry, in constructing railway lines could prove beneficial. However, he stressed that the economic viability for private-sector participation remains a critical concern due to the long payback period of such projects.

He underscored the need for coordination among the Ministry of Roads and Urban Development, the Ministry of Petroleum, the Ministry of Industry, Mines, and Trade, and private investors to ensure the project’s success. The Budget and Planning Organization, as a guiding body, could play a pivotal role in driving the initiative forward.

Tavakolizadeh also pointed to investment in rail fleets as a promising opportunity for the private sector. While some Iranian companies have purchased wagons, few have comprehensively ventured into supplying freight trains. He suggested that models like investing in locomotives and establishing independent fleets could yield substantial profits for private investors.

Seyyed Jamaluddin Hosseini, head of Khorasan Razavi’s Management and Planning Organization, stated during the meeting that accelerating the construction of the second railway line on the Sangan-Torbat Heydarieh-Bafq axis, along with developing complementary routes, could enhance national transport efficiency, reduce logistics costs, and promote sustainable economic growth.

Hosseini estimated the cost of the first phase of the Sangan-Torbat Heydarieh-Bafq second line at approximately 5 trillion IRR (Iranian Rials), with construction set to begin at five key points. He added that the government could offset part of the investment under Article 12 of the Law on Removing Barriers to Production.

Referring to the Sangan route, Hosseini noted that four critical segments, spanning 110 kilometers, have been prioritized to boost capacity by up to 15%. The estimated cost for this section is 6.5 trillion IRR, and with adequate funding, the project could be completed within a year.

Hosseini proposed forming a provincial consortium involving investors, private-sector entities, and steel companies to advance rail transport development in Sangan. In this model, steel firms—major beneficiaries of the route—would collaborate with local investors. While previous memoranda of understanding between the railway authority and steel companies failed to materialize into operational contracts, Hosseini attributed delays to the project’s multi-sectoral nature, requiring alignment among the Ministries of Petroleum, Roads, and Industry. He also cited the affordability and availability of road transport as a factor reducing rail usage.

As the coordinating body, the Budget and Planning Organization has taken on the responsibility of managing this multifaceted project, holding numerous meetings to finalize funding and resource allocation decisions. Hosseini emphasized that both the government and private sector stand to benefit from its implementation.

Mostafa Nasiri, director general of Khorasan Railways, reported that in 2023, approximately 10.5 million tons of cargo were transported from Sangan to various destinations. Of this, 5 million tons could have been moved by rail but were shifted to roads due to capacity constraints. This reliance on road transport has increased costs, fuel consumption, and road wear.

Nasiri stressed that alongside building new lines, optimizing rail traffic management could enhance capacity. He cited the use of virtual block systems on busy routes like Tehran-Mashhad, where dividing 20-kilometer blocks into 4-kilometer segments has enabled more frequent train passages—a method that could also improve freight route efficiency.

The proposed rail link with Pakistan and the Sangan upgrades reflect Iran’s broader strategy to bolster its transport infrastructure, reduce logistics costs, and strengthen regional trade ties, particularly with Pakistan. If realized, these projects could mark a significant leap forward in the country’s economic connectivity.

Iran-Pakistan Trade Opportunities Discussed

TEHRAN (Iran News) In the event held at Tehran’s International Permanent Fairground, Mohammad Ali Dehghan Dehnavi, Head of the TPO, underscored Iran’s commitment to enhancing trade relations with Pakistan. He highlighted the close ties between the two nations but acknowledged that economic cooperation has yet to reach its full potential.

“Strengthening trade with Pakistan, as a neighboring and economic partner, is a priority for us,” Dehnavi stated. “However, we need to address existing barriers through mutual engagement to realize this goal.”

He added that the Ministry of Industry, Mine, and Trade (MIMT), particularly the TPO, is keen on expanding bilateral trade. This includes not only increasing Iranian exports to Pakistan but also meeting part of Iran’s domestic needs through imports from Pakistan. “Economic and trade connections can thrive under such mutual cooperation,” he said.

Dehnavi described the ongoing negotiations on a trade agreement between the two countries as a vital platform for advancing these objectives. Expressing full support for Iranian producers and traders interested in operating in Pakistan, he emphasized the need to actively explore trade opportunities and identify goods that can serve as a foundation for strengthening bilateral ties.

Highlighting exhibitions as a crucial tool for trade promotion, Dehnavi mentioned a successful Iranian exhibition focused on petrochemical and oil-related industries held in Pakistan. “We hope this year’s edition will also be impactful, providing an excellent platform to identify export opportunities,” he remarked.

The TPO, he assured, will continue to support Iranian businesses and economic stakeholders seeking to expand their trade relations in Pakistan. He stressed the importance of accompanying exhibitions with effective business-to-business (B2B) meetings to maximize their impact. “Before participating in exhibitions, a comprehensive list of Iranian and Pakistani companies should be exchanged between trade delegations,” Dehnavi noted. The TPO, he said, is committed to assisting exhibition organizers in achieving this goal.

This meeting, attended by Pakistani Commercial Counselor Amer Hussain and representatives from the public and private sectors, reflects the growing focus on fostering economic collaboration between the two nations.

Meanwhile the Trade and Investment Counselor of Pakistan in Iran emphasized the expanding trade relations between the two nations during a meeting on export opportunities in the oil, gas, petrochemical, polymer, and plastics sectors. He announced that trade between Iran and Pakistan has doubled over the past three years and expressed hopes of increasing this figure to $10 billion by 2030.

Amir Hussain made these remarks at the meeting. Highlighting the vast potential for bilateral cooperation, he noted opportunities in energy and other sectors.

Referring to the 900-kilometer shared border and joint coastal areas between Iran and Pakistan, Hussain stated that many economic players in both countries are unaware of the broad opportunities available. While Iranians primarily recognize Pakistan for its rice production, the counselor pointed out that Pakistan is also active in pharmaceuticals, textiles, leather, and other industries.

He attributed this lack of awareness to inadequate follow-up on trade negotiations between the two nations. Hussain stressed the importance of trade events to create better opportunities for dialogue and collaboration.

Hussain highlighted that marketing has been a neglected aspect of Iran-Pakistan trade relations, leading to the underrepresentation of Pakistani products in the Iranian market. He expressed optimism that these challenges would soon be resolved.

Concluding his remarks, Hussain expressed hope for upcoming Pakistani exhibitions in Iran showcasing sectors like textiles, leather, and pharmaceuticals. He reiterated the satisfaction with the recent growth in trade relations and underscored Pakistan’s commitment to reaching the ambitious $10 billion trade target by 2030. Specialized trade events in both countries, he added, will play a vital role in achieving this goal.

In the meeting, Deputy of the Trade Development Organization Mohammad Sadeq Qanadzadeh highlighted strategic plans to expand trade ties between Iran and Pakistan, stating:

“A roadmap to enhance trade exchanges between the two countries has been signed. Our initial target is to achieve $5 billion in trade exchanges, with a long-term goal of reaching $10 billion.”

Qanadzadeh emphasized Iran’s competitive edge in the petrochemical sector, describing it as one of the country’s significant export advantages. He noted:

“Pakistan is among the countries where we actively participate in international events. To strengthen our presence, we are planning exclusive exhibitions there to showcase Iran’s economic capabilities to our neighboring country.”

He added: “Currently, there is a strong intent to develop trade relations between Iran and Pakistan. However, Iran’s share of Pakistan’s petrochemical market is small. Pakistan imports over $13 billion worth of petrochemical products annually, but Iran’s share is approximately $700 million. Through this event, we aim to increase Iran’s market share and comprehensively demonstrate our capabilities in this sector.”

Qanadzadeh stated that Iran is working on innovative approaches to establish a foothold in Pakistan’s oil, gas, and petrochemical markets. He explained:

“We aim to organize a specialized event in Pakistan, going beyond a traditional exhibition. This comprehensive event package for the petrochemical sector has been fully designed.”

As part of the initiative, exclusive visits for Iranian companies in Pakistan and B2B meetings have been planned to facilitate trade agreements and initiate commercial exchanges.

The Deputy of the Trade Development Organization announced the start of the fifth round of negotiations for a free trade agreement between Iran and Pakistan, adding:

“This development will enhance our trade capacities with Pakistan.”

TEHRAN (Iran News) – Iran and Pakistan have opened their third official border crossing with the aim of facilitating business and trade exchanges and creating new job opportunities for their border residents.

Pakistani Minister for Defense Production Zobaida Jalal and Iran’s Minister of Roads and Urban Development Mohammad Eslami traveled from their capitals to the border to open the Pishin-Mand crossing on Wednesday.

This is the second border crossing being opened between Iran and Pakistan since they threw open the Rimdan-Gabd gateway in December.

The new opening comes as Pakistan’s Minister of Foreign Affairs Shah Mehmood Qureshi is visiting Tehran.

“The opening of the Pishin-Mand crossing is a great and historic achievement for the two countries, which shows the commitment of the government of Imran Khan to strengthen relations with Iran,” IRNA news agency quoted Jalal as saying at the opening.

It will serve the common interests of Iran and Pakistan, she said, pledging to use the capacity of the Pakistan ministry of defense to expand comprehensive cooperation on border management and boosting economic and defense relations.

Jalal said Tehran and Islamabad are on the path of deepening long-standing relations, and the increase in their border crossings manifests their determination and commitment to strengthen relations and improve the lives of their border residents.

“One of the goals of Pakistan’s foreign policy and the government of Prime Minister Imran Khan’s vision is to develop relations with the Islamic Republic of Iran. We see the opening of the third official border with our neighbor as part of achieving this goal,” IRNA quoted her as saying.

The general Baluchistan area is an extensive plateau of rough terrain situated between Iran, Pakistan and Afghanistan, rife with a number of militant groups which often engage in armed banditry, drug trafficking and other subversive acts.

“Increasing the number of border crossings, while facilitating the achievement of common interests between Iran and Pakistan, will provide new job opportunities for border residents,” Pakistani Foreign Ministry spokesman Zahid Hafiz Chaudhry told media in Islamabad.

Minister Eslami said the gateways will transform cross-border exchanges and trade with Pakistan. “The addition of two official terminals for trade exchanges as well as six official border markets will help us move towards a good business,” he said.

Iran and Pakistan share 959 kilometers of border, which depended on the Mirjaveh-Taftan crossing for travel and trade exchange until last December.

The inauguration of the Rimdan-Gabd crossing point, about 130 km from the strategic Iranian port of Chabahar, has created a new momentum in exchange of goods between the two neighbors.

Pakistani citizens can now reach Chabahar, from where they can travel by plane or train to other cities across Iran, including the holy cities of Qom and Mashhad.

The crossing is also only 70 km from the Pakistani port of Gwadar which is being developed through the $60 billion China Pakistan Economic Corridor to link with Xinjiang province.

Pishin is the southernmost gateway in Iran’s Sistan and Baluchestan province to Pakistan, marked by its proximity to many Pakistani towns and cities. It is only 20 km from Mand, 60 km from Temp, 120 km from Turbat and 600 km from Pakistan’s largest city and port of Karachi which will be reduced to 400 km with the construction of a new road.

TEHRAN (Iran News) – Iranian Foreign Ministry spokesman, Saeed Khatibzadeh announced that Foreign Minister, Mohammad Javad Zarif heading a high-ranking political and economic delegation will visit Pakistan on Tuesday to meet with Pakistani senior officials.

Speaking at a weekly press conference on Monday, Khatibzadeh said, “During the two-day visit to Pakistan, Zarif will have meetings with Pakistani senior political and military officials”.

Zarif is due to meet with Pakistan Chief of Army Staff General Qamar Javed Bajwa, he added.

In response to a question of whether any connection has been made with Joe Biden’s team before and after the US’ presidential election, Khatibzadeh said, “Basically, Iran will have no connection with anybody beyond the issues related to JCPOA. On the other hand, a new administration has not yet taken power in the US. Iran will make its decisions according to the new situation after Biden’s administration takes office. What matters is actions, not words and speculations”.

“Iran’s policies are unaffected by the US administrations. The party that has violated commitments and has also threatened the others to breach the Joint Comprehensive Plan of Action (JCPOA) was the US. We must witness reforms of US policies in all spheres, then we will judge on the basis of the measures,” he added.

Touching upon the decision of the Iraqi parliament about the issue of the US terrorist attack to assassinate Lt General Qassem Soleimani in the Iraqi soil last January and the end of Trump’s immunity as his rival Biden won the 2020 presidential election, the spokesman said the agents who committed such crime are on Iran’s list.

“In line with following up the case, Iran has had close cooperation with different sectors in Iraq,” Khatibzadeh added.

TEHRAN (Iran News) – In a statement on Tuesday, Foreign Ministry Spokesman Saeed Khatibzadeh deplored the heinous attack in the city of Peshawar and offered sympathy to the Pakistani nation, government and the bereaved families of the victims.

The spokesman said the killing of innocent people, including defenseless children, showed that the perpetrators of such terrorist acts do not adhere to any moral and humanitarian principles.

Khatibzadeh said the terrorist acts in some neighboring countries in recent weeks are part of sinister plans to escalate ethnic and religious differences in the region.

He underlined that combating such vicious moves requires vigilance, cooperation and comprehensive efforts of the regional governments.

An explosion at a religious school in the northwestern city of Peshawar killed at least seven people and wounded 109 others, police and health officials say.

The blast occurred at the Speen Jamaat mosque, which also serves as a religious school for the local community in the city’s Dir Colony area, at 8:30am local time (3:30 GMT) on Tuesday, a police official told Al Jazeera shortly after the blast.’

It was not immediately clear how many children were among those killed or wounded, as the students gathered at the school included many who were adults.

There was no immediate claim of responsibility following the attack.

LAHORE, Pakistan — At least seven people were killed and more than 70 wounded when a powerful explosion ripped through an Islamic religious school in northwestern Pakistan on Tuesday, officials said.

Classes were underway early Tuesday at the school, the Jamia Zuberia madrasa, located in a crowded suburban neighborhood outside Peshawar, when the explosion shook the compound. Officials said an improvised-explosive device was most likely used in the blast.

No group has claimed immediate responsibility.

The majority of those injured were taken to the nearby Lady Reading Hospital. A state of emergency was declared for the city’s other hospitals, which prepared for the crush of wounded victims.

Television footage showed a scene of devastation at the site of the blast. The religious school was cordoned off as officials combed for forensic evidence.

TEHRAN (Iran News) – The commander of the Iranian Border Police said the country continues vigorous efforts to ensure the release and return of Iranian border guards kidnapped at a border post and taken into Pakistan back in 2018.

“The security apparatuses and the Islamic Revolution Guards Corps (IRGC) are working to secure their return,” Brigadier General Ahmadali Goodarzi told Tasnim during a visit to the northwestern city of Orumiyeh.

He also hailed all border guard forces across Iran for their hard work to secure the country’s borders.

On October 15, 2018, the so-called Jaish-ul-Adl terrorist group infiltrated Iran from the Pakistani side of the border and took hostage 14 border guards, local Basij forces, and IRGC members.

The IRGC Ground Force’s Quds Base said at the time that the local Basij forces and the border regiment forces stationed at the border post in Mirjaveh region in Iran’s southeastern province of Sistan and Balouchestan had been abducted after “acts of treason and collusion” involving an element or elements of the anti-Revolution groups who had infiltrated the country.

A number of the abductees have been released since then.

Iranian military forces along the southeastern border areas are frequently attacked by terrorist groups coming from Afghanistan and Pakistan.

Tehran has asked the two neighbors to step up security at the common border to prevent terrorist attacks on Iranian forces.
