New Opportunities Emerge for Iran–Kyrgyzstan Trade and Investment

TEHRAN (Iran News) According to the Mashhad Chamber of Commerce, the delegation—led by Khorasan Razavi Governor Gholamhossein Mozaffari and Mohammadreza Tavakolizadeh, President of the Mashhad Chamber of Commerce—began its visit with several key events. These included the signing of cooperation agreements between Khorasan Razavi and Osh provinces as well as their chambers of commerce, specialized discussions with officials from the Bishkek Free Economic Zone, and official talks with Kyrgyzstan’s Minister of Investment.

A series of meetings, negotiations, and site visits offered a fresh outlook on enhancing trade exchanges, launching joint investment projects, and tapping into the transit potential of both sides—highlighting that Iran–Kyrgyzstan economic relations hold far greater potential than current trade levels reflect.

On the first day of the visit, Mohammadreza Tavakolizadeh and Torud Bayev Kantoro, President of the Osh Chamber of Commerce and Industry, signed an agreement to strengthen private-sector cooperation between the two provinces.

Tavakolizadeh described the agreement as a strategic step toward broader economic, industrial, and investment collaboration. Under its terms, the two sides committed to creating new opportunities in trade, investment, tourism, and academic exchange by harnessing private-sector capacities.

He added that the agreement marks the beginning of a new chapter in economic cooperation between Khorasan Razavi and Osh and could accelerate Iran–Kyrgyzstan trade growth. The chambers pledged to exchange business delegations, facilitate exhibitions and specialized meetings, and support the implementation of joint investment projects.

The two sides will also cooperate regularly in exchanging economic, statistical, and commercial data and will share expertise in trade, customs, transportation, and investment.

On the second day, the Iranian delegation met with officials of the Bishkek Free Economic Zone to examine cooperation mechanisms and identify shared opportunities.

Tavakolizadeh highlighted the zone’s reputation as a prominent free-trade hub in Central Asia, noting its appeal for foreign investors. He said the purpose of the visit was to gain deeper insight into the zone’s legal guarantees, policy framework, and investor incentives.

The delegation’s priorities included assessing procedures for financial transactions, currency transfers, links to international banking networks, the establishment of foreign companies and offices, tax exemptions, and other legal protections available to investors.

Tavakolizadeh expressed hope that the visit would mark “the beginning of strengthened economic relations and increased trade volumes between Iran and Kyrgyzstan.”

During a meeting with Kyrgyz Minister of Investment Almas Bektaev, Khorasan Razavi Governor Gholamhossein Mozaffari outlined the province’s economic strengths. He noted that Khorasan Razavi—with a population of over seven million, several special economic and free trade zones, 43 industrial towns, and more than 6,000 active production units—is one of Iran’s industrial and mining hubs. The province produces more than 30% of Iran’s iron ore.

Mozaffari identified Kyrgyzstan’s strengths in livestock feed production, agriculture, and meat processing, stating that the two countries could build mutually beneficial partnerships based on these complementary advantages.

Iran’s Ambassador to Kyrgyzstan, Gholamhossein Yadegari, highlighted the country’s significant economic growth in recent years, including increases in GDP, foreign trade, and large-scale infrastructure development. He emphasized the need for a greater private-sector role in bilateral cooperation and noted that the presence of 40 Iranian business representatives in the delegation demonstrates readiness for deeper engagement.

Kyrgyz Minister of Investment Almas Bektaev provided an overview of the financial and regulatory responsibilities of his ministry. He said Kyrgyzstan has developed modern financial platforms both domestically and for international transactions.

Bektaev emphasized efforts to establish non-dollar alternatives for trade. Kyrgyzstan has introduced a gold-backed national stablecoin valued at par with the US dollar, alongside alternative systems to SWIFT for financial cooperation with Russia and China. These tools, he said, create new channels for facilitating international payments.

He stated that Kyrgyzstan is prepared to share comprehensive information with the Iranian side on investment opportunities, incentives, legal frameworks, and its new financial systems. He also proposed sending a specialized delegation to Iran to discuss cooperation on modern financial platforms, establishing bank accounts for Iranian businesses, and developing joint payment tools. “Iran–Kyrgyzstan”

Bektaev reaffirmed Kyrgyzstan’s willingness to welcome Iranian investors and ease their entry into the Kyrgyz market.

The meeting concluded with both sides agreeing to pursue further expert-level negotiations on investment cooperation, financial collaboration, transit corridor development, and the expanded role of the private sector.

TEHRAN (Iran News) International Mountain Day, celebrated on December 11, focuses in 2024 on sustainable solutions for mountain regions, emphasizing innovation, climate adaptation, and youth participation to address the challenges faced by mountain communities.

For centuries, mountain communities have developed strategies to adapt to harsh conditions while protecting and restoring biodiversity.

In 2024, International Mountain Day highlights three key priorities: innovation, climate adaptation, and youth engagement.

Innovations are essential to solve the complex challenges in mountain areas, combining technological advances with creative approaches like climate-smart agriculture.

Climate change continues to threaten mountain ecosystems, making adaptation strategies critical to reduce vulnerability and improve resilience.

These strategies include disaster risk reduction tailored to specific ecosystems and leveraging indigenous knowledge.

Youth participation plays a key role in ensuring long-term sustainability.

The 2024 theme calls for providing opportunities such as decent jobs, accessible education, and entrepreneurial initiatives to enable youth to contribute to the sustainable management of mountain resources.

Mountains are vital ecosystems, supporting 15% of the global population and hosting half of the world’s biodiversity hotspots.

They are also a crucial source of water, food, and energy for nearly half of humanity.

However, mountains are increasingly threatened by climate change, land degradation, natural disasters, and overexploitation.

Rising global temperatures have accelerated the melting of mountain glaciers, endangering freshwater supplies for millions of people.

Land degradation affects over 311 million people in mountainous areas of developing countries, with 178 million facing food insecurity.

International Mountain Day was established in 1992 following the adoption of Agenda 21 at the United Nations Conference on Environment and Development.

The day was first observed in 2003 after the UN declared 2002 as the International Year of Mountains.

The Food and Agriculture Organization (FAO) leads the global coordination for the preparation and implementation of the event.

International Mountain Day continues to raise awareness about the significance of mountain regions, calling for global action to safeguard these natural treasures.

On International Mountain Day, the Ambassador of the Kyrgyz Republic to Iran, Turdakun Sydykov, highlighted Kyrgyzstan’s initiatives to promote sustainable development in mountain regions, addressing climate challenges and international cooperation.

Here is the full text of his statement about the international initiatives of the Kyrgyz Republic on promoting sustainable development of mountain regions:

1. Mountain agenda

Climate change poses a serious threat to the most important aspects of life in mountain countries. These include an increase in natural disasters, threats to food security, growing hungry populations, the most vulnerable of whom are women and girls, slower economic growth, water scarcity and growing tensions between countries.

In the 21st century, mountain countries will face many challenges and problems. In this regard, it is necessary to build in advance a system of joint actions of mountain countries to prevent and mitigate them. The first thing that should be done to achieve this goal is to unite their efforts. Only joint efforts can stop the processes of gradual degradation of mountain regions in the light of climate change.

Kyrgyzstan, as a mountainous country, deeply realizes its responsibility to ensure the well-being of mountain regions and their sustainable development.

Kyrgyzstan is taking consistent steps within the framework of the UN to gradually build up the global agenda for sustainable mountain development. Since the early 2000s, Kyrgyzstan has been actively working to attract the attention of the world community to mountain issues, in particular, by the initiative of the Kyrgyz Republic the following events were held:

1. Declaring 2002 as the International Year of Mountains;

2. Holding the first Bishkek Global Mountain Summit in Bishkek in 2002;

3. Establishment of December 11 as the International Mountain Day at the 57th session of the UN General Assembly;

4. Adoption from 1998 to 2019 by the UN General Assembly (UNGA) of the 13th International Day of Mountains. Adoption by the UN General Assembly (GA) of 13 resolutions on mountain countries (A/RES/53/24, A/RES/55/189, A/RES/57/245, A/RES/58/216, A/RES/59/238, A/RES/60/198, A/RES/62/196, A/RES/64/205, A/RES/66/205, A/RES/68/217, A/71/463/Add.10, A/74/209, A/RES/77/172);

5. Formation of the Group of Friends of Mountain Countries on 29 August 2019, comprising 26 States (Afghanistan, Andorra, Kyrgyzstan, Albania, Armenia, Austria, Azerbaijan, Bangladesh, Bhutan, Bolivia, Canada, Georgia, Greece, Ireland, Japan, Lebanon, Liechtenstein, Morocco, Nepal, Norway, Peru, Romania, Rwanda, Switzerland, Tajikistan, Turkey and Switzerland);

6. At the initiative of the Kyrgyz Republic, the 76th session of the UNGA adopted a resolution to declare 2022 the International Year of Sustainable Mountain Development.

7. The 77th session of the UNGA adopted a resolution to declare 2023-2027 as the “Five Years of Action for Development”. “Five Years of Action for the Development of Mountain Regions“ (”the Five Years”). The Resolution was adopted unanimously without a vote. 109 UN Member States co-sponsored it.

On our initiative and with the broad support of our mountain partners, the “Five-Year Action Plan for the Development of Mountain Regions for the period from 2023 to 2027” is currently being implemented. We have taken a systematic approach to its implementation: at the national level we are implementing the Roadmap, at the international level – the Global Action Plan, which in 2023 and 2024 were presented by the Ministry of Foreign Affairs of the Kyrgyz Republic at the UN headquarters in New York. It is important for us to ensure access to health care and education, economic and social systems for the inhabitants of mountainous areas. In addition, Kyrgyzstan is initiating the creation of a Global Mountain University, the purpose of which is to create an educational platform for solving current problems facing mountain regions, training personnel, and improving the level of knowledge and qualifications of specialists who contribute to sustainable mountain development.

In turn, Kyrgyzstan does not stand aside, in this year we decided to make a modest voluntary contribution to the budget of the Secretariat of the Mountain Partnership in Rome.

Mountain initiatives of the Kyrgyz Republic were reflected in the final reports of the 28th Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC). Thanks to the efforts of many mountain countries, the mountain agenda was included in the final document and includes five references to mountains and contains a formal request for a dialog on mountains and climate change. Also, as a result of the forum on the role of mountains under the Nairobi Work Program of the UNFCCC, “Mountains, high latitudes and the cryosphere” was declared a priority thematic area for 2024.

The key event to promote the mountain agenda on a global scale was the participation of the President of the Kyrgyz Republic H.E. Mr. Sadyr Zhaparov in the UN Climate Change Conference – COP29 World Leaders Summit in Baku, which demonstrated the commitment of Kyrgyzstan to address climate issues within the framework of membership in the UNFCCC and the goals of the Paris Agreement, readiness to participate in international climate processes and consistent focus in promoting the mountain agenda at the global level.

Kyrgyzstan organized its national pavilion for the first time and an extensive program of side events was held on thematic days.

On the margins of the COP29 on November 13 this year in Baku with the participation of the President of the Kyrgyz Republic H.E. Mr. Sadyr Zhaparov a High-Level Meeting/Dialogue on Mountains and Climate was held. This High-level event was co-organized by Kyrgyzstan, Mongolia and Azerbaijan, and it was also attended by the Presidents of Mongolia and Nepal.

33 countries supported the initiative of the Kyrgyz Republic on the “Call to Action to consolidate the Mountains and Climate Dialogue in the annual calendar of the UNFCCC”.

The Kyrgyz side initiated the “Declaration on Climate Change, Mountains and Glaciers”, presented on the margins of the COP29 in Baku, which was supported by 15 countries as the Final Document of the High-Level Dialogue.

Kyrgyzstan actively promotes the mountain agenda at three international platforms: the UN in New York, the FAO Mountain Partnership in Rome and the UNFCCC, a group of friends to promote mountain initiatives: the Group of Friends of Mountain Countries of the UN in New York (29 countries), at the invitation of Kyrgyzstan in this year Lesotho joined the group.

Member countries of the Mountain Partnership under the chairmanship of the Mountain Partnership Secretariat in Rome (65 countries). In this year, work was carried out to expand the Negotiating Group of the UNFCCC Mountain Partnership, established in December 2023, which initially had Kyrgyzstan and Andorra as members. Also, this year Uzbekistan, Kazakhstan, Armenia and Mongolia joined this group. Nepal, Italy, Bhutan, Zimbabwe have expressed their willingness to join thi8s group.

The Second Global Bishkek Mountain Summit “Bishkek+25” to be held in Bishkek in 2027 was announced by the President of the Kyrgyz Republic H.E. Mr. Sadyr Zhaparov at the General debates of the 78th and 79th session of the UNGA in New York.

The Kyrgyz Republic is actively announcing the holding of the Second Mountain Summit among foreign partners. Active work is being carried out to attract investments from international partners. We count on the support of the UN member states and other international and regional organizations in providing practical assistance in holding the Mountain Summit in 2027. The Kyrgyz Republic invites all countries, including, of course, the friendly Islamic Republic of Iran, to participate in the Mountain Summit at a high level.

Climate finance

We, the UN Member States, meet regularly to discuss climate issues and find solutions. No country remains indifferent and indifferent. But not all of us have equal conditions and opportunities to solve them and realize our climate commitments, including those undertaken within the framework of the UN Convention on Climate Change.

In this context, Kyrgyzstan fully supports the position of the esteemed UN Secretary-General on the need to reform the international financial architecture and reduce the debt burden on developing and vulnerable states.

In the meeting with business activists of the South Khorasan Province at Birjand Chamber of Commerce in Birjand, the capital of the province, Kyrgyz Ambassador Mr. Sydykov said that his embassy is working to attract Iranian tourists and traders as Kyrgyzstan has provided special facilities for visas for Iranian traders upon their arrivals and Iranian citizens can get their visas upon arrival at the Bishkek Airport or get the visas online.

He added that in order to ease the travel of citizens and traders of both countries, the Bishkek-Mashhad flight has been launched for two months a year.

He noted that Kyrgyzstan is a small country with 6 million population which is not attractive for foreign investors but it is a member of several regional or international economic organizations which can offer great opportunities to traders.

Sydykov further said that Kyrgyzstan has been a Eurasian Economic Union (EAEU) since 2016 where Russia, Kazakhstan and Armenia with population over 180m are the other members. He added that in this union, transfer of goods, capitals, work force and services are allowed, it means, the produced goods in Kyrgyzstan can be sold in all EAEU countries without paying and tariff.

He then pointed to Kyrgyzstan’s membership in the WTO and said that this helps Kyrgyzstan sell its goods to China with population over 1.5b as its organic agro products get popular year in year.

He then invited all Iranian economic activists and entrepreneurs to set up joint industrial companies in Kyrgyzstan for selling their final products in the EAEU and EU countries. He went on to say that the trend for foreign investors has been eased in Kyrgyzstan as the country has one forex and free market system and its value added tax is less than 12% and it is lower than other EAEU states.

Sydykov also said that Kyrgyzstan government does its best for supporting foreign investments and its law for supporting the investors has been approved by the parliament. He reiterated that this law provides equal condition for foreign and Kyrgyz nationals for trade, and export of capital is allowed. He stressed that currently there is no hurdle in way of trade cooperation between the two countries and urged South Khorasan Province economic activists and officials to share required information with Kyrgyzstan for future cooperation.

He praised the province and said that during his visits to some active production units, he learned that the province has great potentials. He noted that the province is rich in the field of minerals and the province has great potentials for cooperation especially in the fields of processing industries, agriculture, technology, IT, and announced readiness of his country for cooperation.

He then pointed to the 30th anniversary of diplomatic relation between Iran and Kyrgyzstan and said that presidents of both friendly countries exchanged felicitation messages.

Sydykov went on to say that Kyrgyzstan is jointly with Iran to hold a trade complex, exhibition and market for exporting goods of Kyrgyzstan and expressed hope during this event economic activists of both countries would sign agreements for cooperation and investment.

He then invited South Khorasan traders to attend this event next year for reviewing investment opportunities like inaugurating joint production companies.

He also invited Iranian economic activists to attend a conference on investment opportunities in Afghanistan which will be held next week.

He reiterated that Iranian entrepreneurs were the first who entered Kyrgyzstan market and held some exhibitions in this country and some of them are still active successfully in Kyrgyzstan.

He also said that Kyrgyzstan has good potentials in the field of hydro energy as water is one of the cheapest energies and Kyrgyzstan is cooperating with Afghanistan and Pakistan in transfer of electricity.

Meanwhile in the meeting Head of Birjand Chamber of Commerce Mr. Mohsen Ehtesham announced readiness of the province to dispatch a trade delegation to Kyrgyzstan, adding that Iranian traders have had colorful presence in Kyrgyzstan especially in exporting some products like detergents.

TEHRAN (Iran News) – In a webinar which was held with presence of heads of chambers of commerce and ambassadors of Iran and Kyrgyzstan and economic activists of the two countries, the chambers of commerce of Iran and Kyrgyzstan signed a MoU to form a joint commercial committee for expansion of bilateral economic activities.

In the webinar, Head of International Affairs of Iran Chamber of Commerce Mr. Mohammad Reza Karbasi pointed to the importance of signing this MoU and said that although membership in the ECO, EAEU and SCO can be an advantage for developing economic cooperation between Iran and Kyrgyzstan in different fields, there are broad bilateral capacities for cooperation in different fields of trade, services and technical and engineering services and the interest of Iranian economic activists for cooperation with Kyrgyzstan is on the rise.

Then Head of Iran Chamber of Commerce Gholam-Hossein Shafei expressed his satisfaction that after years of waiting the opportunity was provided for signing the MoU for forming the joint commercial committees between the chambers of commerce of the two countries in the form of forum of Economic Day of Kyrgyzstan.

He added that presence of ambassadors of the two countries in this meeting indicates the support of statesmen from the private sectors and tireless efforts of senior officials of the two countries for removal of the existing hurdles and setting the basis of relations based on strong and trustable principles.

Shafei said existence of potential and active grounds for trade, industrial and investment cooperation have created the reasons for closeness and cooperation of the two countries more than ever. He added that formation of the joint commercial committee and holding such forums can have constructive and positive effects like introducing trade opportunities and improving the level of trade and economic ties between the two states.

He deplored that major parts of potentials of the two countries for cooperation have not yet been activated, adding that the trade volume of Iran and Kyrgyzstan was only $18m in 2020 and the figure accounts only for 0.03% of Kyrgyzstan’s total foreign trade and it signals failure in using the existing potentials.

Shafei announced readiness of Iran Chamber of Commerce for boosting and offering practical support for trade exchanges with Kyrgyzstan in different fields like transportation, tourism, health tourism, food industries, agriculture, petchems, mines, auto-making, environment, new technologies, technical and engineering services and construction.

He went on to say that restoring banking relations, increasing the number of direct flights and direct and active talks for removing obstacles for transportation are of the major factors which can facilitate bilateral trade relation between Iran and Kyrgyzstan.

Then Karbasi, for his part, said that there are good capacities for cooperation and the two countries can boost their bilateral trade to over one billion dollars in two or three years period but it needs support of the Kyrgyz statesmen from Iranian economic activists and engineering companies and establishment of this committee can help both countries to boost their bilateral trade to the $1b mark.

TEHRAN (Iran News) – Today, Iranian Foreign Minister Mohammad Javad Zarif participated at the 19th D-8 Council of Ministers Meeting held in Nur-Sultan, the capital of Kazakhstan.

“The international community is still facing the unprecedented challenge of Covid-19 pandemic. For Iran, the challenge has been compounded by a barbaric economic terrorism against the great Iranian nation, a grave crime against humanity”, said Zarif in this meeting while addressing the participants.

He went on to say, “Much as the international community eagerly wants to consign Corona Virus to the dustbin of history, the pandemic has taught us some valuable lessons. We learned that how a health crisis can easily lead to an economic crisis, a humanitarian crisis, an education crisis, a food security crisis, an inequality crisis (to name a few), leaving a disproportionate toll on developing and least developed countries”

“Concurrently, we also learned how a global crisis can unleash the blessings of solidarity among nations. Let me seize this opportunity to value the support the Islamic Republic of Iran received from our brotherly D-8 countries during the time of pandemic and amid unlawful and cruel sanctions”, he added.

“Another lesson we have learned is that enhanced cooperation among countries and regions is the optimal choice should the international community wish to set the stage for shared challenges that loom ahead. Multilateral machineries, including the D-8, provide us with a pool of choices to make”, Zarif also noted.

Elsewhere in his remarks, he said, “Dear Friends, I am not going to elaborate on the shared challenges ahead of us. Rather, I would like to focus on decisive choices we can collectively make within the D-8 existing and potential frameworks for cooperation.”

“This is also very important and pertinent as we are about to finalize the D-8 Decennial Roadmap”, he added.

Regarding the trade issue, the target of 20 percent intra-D8 trade by 2030 will be in our reach if the existing preferential trade agreement along with some supplemented arrangements (in terms of customs, finance and micro-finance, banking, digital capacities, etc.) are implemented, he said and added, “Our governments shall take the role of enabler and our private sectors and SMEs shall be taken on board.”

“Notwithstanding the geographical remoteness of some D-8 countries, D-8 can be an interconnected body of countries. This can be and should be realized in terms of, among others, multi-modal transport and port cooperation; cultural affinity and tourism; and business-to-business connectivity”, he said while speaking about the issue of connectivity.

“We are grateful to the host country for its vigilance to make “harnessing the power of youth and technology” as the theme of this COM and Summit meetings”, he said.

“Our relevant ministers in charge of youth gathered together this week and discussed ways of cooperation on this issue of great importance to our countries”, he added.

Saying that the Islamic Republic of Iran has been active in two D-8 human and technology-related programs, Zarif said, “We are hosting the “D-8 International University” in Hamadan as well as the “D-8 Technology Transfer and Exchange Network” in Tehran. We welcome any idea to enhance these two initiatives.”
