TEHRAN (Iran News) – Iran’s frozen money in Seoul to pay off Korean exports. South Korea’s new Ambassador to Tehran Yun Kang-hyeon has said Iran’s frozen oil money in his country will be used to pay off Korean companies that had previously exported basic commodities to Iran.

Speaking in a meeting with the Head of Tehran Chamber of Commerce, Industries, Mines and Agriculture Masoud Khansari, Yun noted that the money cannot be used for exporting new items to Iran except for basic goods or medicine, the TCCIMA portal reported.

In the meeting, held in Tehran on Monday, the two sides discussed the latest state of trade relations between the two countries and explored ways for improving economic ties.

According to Yun, if the U.S. sanctions on Iran are lifted the amount of South Korean investment in Iran will be such that Iran’s blocked resources in the Asian country will be insignificant compared to them.

“South Korea is committed to helping the Iranian people. Last year, a large amount of medicine and medical equipment was exported from Korea to Iran following a U.S. trade waiver issued by the United States government,” the ambassador said.

He further mentioned the negative impacts of the sanctions on South Korean companies and said: “South Korea’s oil and petrochemical industries have suffered the most from sanctions against Iran.”

“Fortunately, estimates suggest that governments are negotiating, and if sanctions are lifted, South Korea will begin investing heavily in Iran, especially in areas such as railways or equipping Iranian mobile networks with 5G technology,” he said.

Further in the meeting Khansari also referred to the recent talks between Iran and other signatories of the 2015 nuclear deal on reviving the deal, saying: “Iran’s private sector expects that after the conclusion of these negotiations and the lifting of sanctions, Iran and South Korea would make joint investments in various economic and industrial sectors.”

The official said that before the Trump administration imposed new sanctions on Iran, the volume of economic relations between Iran and South Korea exceeded $17 billion, but with the withdrawal of the U.S. administration from the deal, the level of trade decreased to less than $2 billion.

The TCCIMA head also stressed that the Iranian private sector is ready to develop economic cooperation with Korean companies.

“Holding business webinars between the companies of the two countries to get acquainted with each other’s capabilities and capabilities is one of the Tehran Chamber’s steps to revive Iran-Korea trade,” Khansari said.

TEHRAN (Iran News) – The Central Bank of Iran (CBI) is preparing to lodge an official complaint against South Korea, said a report, as Seoul refuses to return Iranian funds blocked in the country allegedly to comply with US sanctions on Tehran.

ILNA cited backchannel information in a report saying that the CBI has already kicked off the process to launch an official complaint against two South Korean banks that have frozen nearly $8.5 billion of Iranian funds under pressure from the United States, Press TV reported.

“Word has it that our country’s Central Bank has started preparations for (filing) a complaint against (South) Korea,” said the report.

It insisted, however, that Iranian government authorities view a legal action against South Korea as a last resort, meaning that an actual complaint by the CBI may take months to come.

A senior businessman involved in trade relations between Iran and South Korea also said that such ties had reduced to almost zero in light of Seoul’s growing conformity to US sanctions.

“Under these conditions, its natural and logical that we pursue the case of a complaint,” Hossein Tanhayi told ILNA, adding that major South Korean companies, once major investors in Iran, have left the country under US pressure.

Reports show that Iran has not been pleased with South Korea’s proposals to reimburse a small portion of the funds through sending medicine and food shipments to Iran.

The ILNA report said that Tehran has refused to process a $0.5-million cargo of medicine that South Korea has prepared to send to Iran.

TEHRAN (Iran News) – A senior Iranian trade official said South Korea has agreed to unblock parts of Iran’s frozen money kept by Seoul due to the US economic sanctions.

Hossein Tanhaei, chairman of Iran-South Korea Chamber of Commerce, said the money will “not be return in cash” but maybe “in form of imports of drugs and medical items,” the Iranian Labour News Agency (ILNA) reported on Tuesday.

“No talks have been held about returning the frozen money in cash but the second part of the money will possibly be unblocked in form of the gradual imports of foodstuffs and animal feed,” Tanhaei exclusively told ILNA.

He added he had no idea about the volume of the agreement, adding “It depends on our efforts, and I hope that with the coordination made by the Ministry of Health and the Central Bank of Iran (CBI), we will be able to return a large portion of the money.”

On June 12, Tanhaei announced Iran’s frozen assets in South Korea were between $6.5 billion and $9 billion.

Trade relations between Iran and South Korea have sharply declined under the US pressures.

Reacting to the decreased Tehran-Seoul trade ties, President Hassan Rouhani had said: “South Korea’s ban on Iran’s use of its central bank resources to buy basic goods, medicine, and humanitarian items is by no means acceptable, and we expect Seoul to lift this restriction as soon as possible.”

The Iranian Foreign Ministry said in May that preliminary steps had been taken to set up a channel to allow Iran to use funds in South Korea to buy humanitarian goods. Weeks later South Korea’s Foreign Ministry said Seoul was sending $500,000 worth of medicine to Iran.

According to a report by Press TV on July 7, the Iranian rial has regained some of its lost value after the CBI governor announced the country would be able to access parts of its funds that have been blocked aboard because of US sanctions.
