										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Maximo Torero, chief economist and assistant director-general for the Economic and Social Development Department at the Food and Agriculture Organization of the United Nations (FAO), says the organization has just increased its budget to support capacity building for Iranian experts.</p>

<p>For example, FAO is leading a multi-year campaign to eradicate Peste des Petits Ruminants, a virus that causes huge economic damage to livestock farmers in Iran</p>
<p>In an exclusive interview with the Tehran Times, he elaborated on the situation of food security and agriculture during the coronavirus outbreak and policies which have been adopted to deal with the problem.</p>
<p>Below is the full text of the interview:</p>
<p><strong>Does coronavirus affect food security? And how?</strong></p>
<p>We should aim absolutely to make sure that the coronavirus does not worsen global food security. That said, the COVID-19 pandemic presents multiple risks in the battle against hunger. First, restrictions on movement may have a material impact on food production, processing, and purchasing. That is already evident for example in fisheries.</p>
<p>Second, illness and fear of illness may reduce labor availability. Some very large meat-packing facilities in the United States of America have closed for this reason. In Europe, many farmers are worried about harvesting important crops such as asparagus and strawberries. That said, food security depends on multiple factors, such as availability, accessibility, and affordability. There is enough food in the world to avoid a food crisis, so it is important to work on those channels with well-targeted interventions that allow food systems to operate and allow people, especially the most vulnerable, to acquire what they need.</p>
<p><strong>Will the pandemic increase hunger throughout the world? </strong></p>
<p>Many countries are finding ways to keep their food supply chains alive, which is what FAO has from the beginning insisted is crucial. That said, the pandemic will sadly probably increase hunger, mostly due to the severe global economic contraction it is causing. FAO has consistently noted that poor economic performance correlates to a rise in the number of food-insecure people.</p>
<p>It’s hard not to anticipate a significant increase, in the tens of millions globally, as a result of COVID-19 and the recession. This goes beyond food systems. Falling oil prices, for example, will disproportionately affect major oil producers. On top of that, it may become harder to sustain relief efforts for existing humanitarian programs for food security. This shouldn’t be allowed to happen.</p>
<p><strong> How agriculture sector will bear the consequences? In particular, in Iran?</strong></p>
<p>That’s a very complex question. The importance of agricultural sectors is becoming more evident to all, and those who work in it are now recognized as essential. It’s also a sector that, especially where smallholder farms are the norm, is labor-intensive, making it especially vulnerable during the pandemic. Large grain farms are often highly mechanized and may not be impeded, but people need diverse foods.</p>
<p>Another issue is that declining incomes point to lower household budget for food and ultimately lower incomes for those who produce it. These people are very often already among the poorest parts of society.</p>
<p>Around 15 million people in Iran’s rural areas rely on agriculture as a source of income. Many of these own small farms or no land at all and many are close to the poverty line. Water is not abundantly available. Improving the prospect and performance of Iran’s smallholders -and all farmers – is a long-term national priority and efforts should be intensified now.</p>
<p><strong> Does FAO intend to take measures in regard to the post-coronavirus crisis, which might be hunger, damages to the agriculture sector, or rise in food prices?</strong></p>
<p>FAO is working hard to make sure the world’s food systems deliver amid the pandemic. International cooperation is key, and we have advocated for dismantling barriers to food trade of all kinds, at least for the duration of the crisis. The world has ample stocks in key commodity food staples such as rice, wheat, maize, and vegetable oils, and harvest prospects are strong. That said those stocks are increasingly concentrated in fewer countries, which makes it even more important that global food trade is facilitated so that food can go where it is most needed.</p>
<p><strong>Following the surge in production of hazardous waste, and improper waste disposal in some countries, soil, and water are at risk of contamination, how it would affect food security? What are the ways to tackle the problem?</strong></p>
<p>That question goes well beyond the pandemic. FAO is working a lot on water scarcity and water management issues, including in Iran. Soil health has become an increasing priority for FAO. There is still a lot to learn. As with climate change, these issues present to agriculture the challenge of finding ways to do more with less.</p>
<p>Agricultural productivity is quite weak in some areas of the world, such as sub-Saharan Africa, and can doubtless be increased. Countries on the high-yield frontier are likely to take an increasingly holistic approach to assess their natural resource limits, which include factors such as soil erosion, nitrate runoff, and salination. As FAO Director-General QU Dongyu recently said, human beings wouldn’t be here today if we hadn’t been clever in the past, and so we need to be clever going into the future.</p>
<p><strong>Does FAO change any of its programs or policies in the face of the outbreak? In particular, in Iran?</strong></p>
<p>FAO is working very hard now to offer policy advice, data support, and concrete assistance to member states amid the COVID-19 international health crisis. We are developing new public-access tools and a data hub to help speed up necessary decisions. So we are changing our workflow for sure!</p>
<p>At the same time, lockdown means FAO’s technical staff are often working virtually. But they are certainly still doing the core work that the Organization is mandated to do, such as the upcoming Forest Resource Assessment, contributing to biodiversity conventions, promoting robust governance of food safety standards and – as you in Iran know well – leading the battle against the Desert Locust infestations in numerous countries.</p>
<p>In fact, FAO just increased its allocation of funds to support capacity building for Iran’s experts in this area, which is one where FAO has decades of experience. We plan to optimize rather than change our programs, and if member states and other partners agree, we will happily expand them. For example, FAO is leading a multi-year campaign to eradicate Peste des Petits Ruminants, a virus that causes huge economic damage to livestock farmers in Iran and surrounding countries.</p>
<p>It’s worth remembering that FAO’s campaign to globally eradicate Rinderpest – the only viral infectious disease besides smallpox to have been stamped out &#8211;  was done amid all sorts of civil conflicts and natural disasters because all stakeholders agreed that no factional interest should prevent success. We will persist.</p>

<p>Underlying the naming of the new Persian Year, as the year of the Leap Production by the Supreme Leader Of the Islamic Republic of Iran, Hossein Shirzad who is CEO of the Central Organisation of The Rural Cooperatives of Iran (CORC) asserted aiming to improve the farmers&#8217;standard lives, CORC has envisaged three main goals of the trade.</p>
<p>Enhancing the home trade, national market regulating and enhancing foreign trade are three goals of the trade department of the rural and agricultural cooperatives &#8220;, Shirzad added.&#8221;</p>
<p>Boosting the direct crop supplying, development of internal steering committee, and enhancing systematic monitoring of unions&#8217;accounting is the main strategy for realizing the first goal that Shirzad enumerated, he also said by designing the new application, the systematic and safe transactions among cooperatives and unions will be developed.</p>
<p>Realizing the crop market regulating requires establishing clear and effective ties among internal relevant bodies including agro-cooperatives, the market regulating deputy of the agriculture ministry that will lead to removing the middlemen&#8221;, the official added.</p>
<p>Explaining the strategies of CORC to improve the foreign trade, Shirzad referred to boosting ties among foreign trade departments of the public and private sectors, development of export-oriented agriculture, and giving export incentives as the main strategies. Meanwhile, he went on, we should encourage the farmers to produce a safe crop by giving incentives. Signing MOU between border provinces to coordinated exporting to the neighboring countries will boost foreign trade, as well.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – As desert locust infestations in East Africa and South-West Asia have intensified in recent months, the Food and Agriculture Organization of the United Nations (FAO) has provided an additional USD 200 000 to further strengthen Iran’s technical capacity to control Desert Locust.</p>

<p>Signed by FAO and Iran’s Plant Protection Organization (PPO) on 19 March 2020, the USD 300 000 Technical Cooperation Project (TCP) “Urgent action for capacity building to control desert locust infestation in the Islamic Republic of Iran”, now totals USD 500 000.</p>
<p>“In view of the alarming situation of desert locust in the region and the possible huge damages this pest can cause in agricultural production and rural livelihoods, FAO determined to further extend its technical assistance to Iran, and accordingly allocated additional funds to this project,” said FAO Representative to the Islamic Republic of Iran, Gerold Bödeker.</p>
<p>Expressing his hope to contain desert locust effectively across the country, Bödeker emphasised, “the project mainly focuses on providing around 320 Iranian experts with the requisite technical knowledge and skills to detect, track, report on and rapidly respond to desert locust infestations.”</p>
<p>He added, “As part of the agreement, FAO will also assist the country in procuring vital equipment needed to equip two desert locust control centres that will allow a quicker and more effective response.”</p>
<p>According to Keith Cressman, the Executive Secretary of the FAO Commission for Controlling the Desert Locust in South-West Asia (SWAC), “Widespread rains over the last couple of months in East Africa and South-West Asia including southern Iran, provided a conducive environment for the desert locusts to breed. In East Africa, this represents an unprecedented threat to food security and livelihoods since it coincides with the beginning of the planting season.”</p>
<p>Cressman who is also FAO’s Senior Locust Forecasting Officer continued, “It is crucial to join hands and share knowledge and skills to manage this dangerous migratory pest and prevent further deterioration of the situation.”</p>
<p>“FAO has implemented similar projects in Pakistan, Yemen and East African nations, all aimed to support its Member States in managing the threat posed by the desert locust,” added Cressman.</p>
<p>FAO, being the lead UN Agency dedicated to increasing food and agricultural development, monitors the global locust situation to provide early warning and forecasts. The Organization works closely with its member countries to strengthen their national capacities for better management of locust, including timely control and preventive interventions.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iran is expected to produce 14 million tons of wheat in the current Iranian calendar year (which started on March 20).</p>
<p>Esmaeil Esfandiarpour the manager of the Agricultural Jihad Ministry<span dir="RTL">’</span>s wheat production project and an advisor to the agriculture minister, added wheat harvest in the country has already begun in Bushehr Province (southern Iran) and Sistan and Baluchestan Province (southeastern Iran) concurrently, IRNA reported.</p>
<p>He added the crop<span dir="RTL">’</span>s harvest will soon begin in the provinces of Fars (southern Iran), Khuzestan (southwestern Iran) and Kerman (southern Iran), saying by April 19, wheat harvest will start in all areas of the country with an arid climate.</p>
<p>Putting at four and a half months the entire duration of wheat harvest in Iran, Esfandiarpour noted that harvest of the crop will start in Iranian regions with temperate and cold climates as of June 4 and August 5 respectively.</p>
<p>Expressing satisfaction with the favorable precipitation in the country (225 millimeters) since the beginning of the current agricultural year (that started on September 23, 2019), he hoped that this year would be an on-year.</p>
<p>Esfandiarpour said over six million hectares in the country are under wheat cultivation, of which over four million are dryland farms.</p>
<p>The official added 18,000 combine harvesters are ready to begin wheat harvest in the country.</p>
<p>Esfandiarpour stressed that wheat harvest cannot be stopped due to the coronavirus spread in the country as the crop is the chief ingredient of people<span dir="RTL">’</span>s main food.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iran has lifted for a second time in a year the price at which it buys locally produced new-season wheat as the government plans to purchase nearly 70 percent of the crop produced inside the country.</p>

<p>An Agriculture Ministry contractor for purchase of wheat said on Thursday that the minimum support price for purchase of wheat from the farmers of Iran this season would increase by 50 percent to reach 2.5 million rials (nearly $14) per 100 kg, Press TV reported.</p>
<p>Esmaeil Esfandiarpour said that the guaranteed purchase price (GPP) announced by the government for wheat this year would mean that at least 10.5 million metric tons of the crop would be bought from the farmers.</p>
<p>“Our estimates are not finished yet and the figures could rise,” said Esfandiarpour, adding that higher precipitation this year could increase the yields although he insisted that more weeds and pests were a major issue for some farms across the country.</p>
<p>This is a second time since the harvest season last year that the Iranian government has raised the buying price for wheat.</p>
<p>A GPP of 22,000 rials per kilogram announced in late September had sparked criticisms and concerns that many farmers would choose to sell their wheat to animal farmers who use the crop as feed.</p>
<p>There were also concerns that a low minimum price for wheat could lead to more illegal trafficking of the crop across the borders where demand for cheap wheat has increased in the neighboring countries.</p>
<p>Iran has managed to maintain a satisfying level of self-sufficiency in the production of wheat and several other key strategic crops over the past years.</p>
<p>The country expects at least 15 percent more wheat production this year at 14 million metric tons.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Providing the domestic agricultural sector with sufficient and in-time financial resources should be the motivating power at a time of sanctions. Iran’s agricultural sector has traditionally been used to raising funds through the country’s banking system, especially the Agriculture Bank of Iran (74 percent).  However, during the recent years, some other Iranian banks and credit institutions have tended to provide financial facilities to the agricultural sector, including the Post Bank of Iran, Omid Entrepreneurship Fund, Iranian Rural Cooperation Fund, Support Fund for Agricultural Investment (SFAI), and Gharz-ol-hasaneh<span dir="RTL">.</span></p>
<p dir="LTR">Nevertheless, the capital market has achieved to be the second source for allocating funds at the macro-economic level through facilitating rules and regulations and issuing binding bonds and percentage stocks over the past decade. Unfortunately, the agricultural sector has not been able to grasp the concept of &#8220;from bean to the shelf&#8221; due to a lack of supportive infrastructural facilities, efficient capital raising corporations and financial know-how<span dir="RTL">.</span></p>
<p dir="LTR">Out of the 326 Iranian corporations that are active in the stock exchange market, only a few are upstream and downstream agricultural companies<span dir="RTL">.</span></p>
<p dir="LTR">Currently, the agricultural sector has access to the Islamic financial tools, including partnership, bailment of capital, contract for the agricultural purpose and percentage, debt and renting. These tools could provide a great opportunity for the public and private sector, including the mangers of the agricultural supply chain, investors and the Ministry of Agricultural Jihad. Regrettably, from among the contracts, only Mozarebeh (bailment of capital) and renting have been extensively used by Iranian banks. The interesting point is that the extensive use of the abovementioned Islamic financial tools will lead to the fair distribution of the risks involved in the agricultural sector among different stakeholders, including farmers and shareholders. Therefore, the income will be fairly balanced between different deciles of the agricultural chain. The policymakers of the financial sectors should shift their focus from the banking system toward the stock exchange market. In such a system, the shareholders can enjoy the interest of their share, while being able to reap benefits from rises in the value of the products and crops. However, this system should be supported by policymakers, credit institutions, and public and private organizations. Allocating an insufficient budget for the agricultural sector within an efficient banking system should raise the alarm for the managers. Crises such as agricultural overproduction – in Iran pertaining to crops including tomato, cucumber, garlic, and saffron – can be resolved solely by activating supporting mechanisms, like the in-time guaranteed purchase of the products at supportive prices. Nowadays, the crisis of agricultural overproduction has hit other crops in Iran as well. Thus the banking system alone cannot play an effective role. The financial indicators, like yield and risk indices, should be pre-calculated and used by these systems to control the agricultural overproduction. Gaining acceptable marginal benefits from business in the agricultural sector requires the adoption of appropriate policies that support the agricultural value chain, along with stock issuance and applying domesticated patterns of contract farming.</p>
<p dir="LTR">What experienced by the Central Organization for Rural Cooperatives of Iran (CORC) in 2018 and 2019 is proof that the banking system alone fails to be sufficient for resolving the financial problems besetting the agricultural sector. Mobilizing different financial resources and using available tools to issue stock and bonds in the stock exchange market will surely pave the way for sustainable fundraising in the agricultural sector<strong><span dir="RTL">.</span></strong></p>

<p>It is not long before Garrett Hardin, influenced by one of the Victorian British economists, William Forster Lloyd, published an essay on the &#8220;Tragedy of the commons&#8221; in explaining the theory of &#8220;shared resources tragedy&#8221; and the behavior of a finite shared source of a large number of users and deciding how much that shared resource can be used. His theory was concerned with the assumptions about human motivations, the rules governing the exploitation of shared resources and the inherent characteristics of the shared resource, and the issue of personal well-being. Still, after five decades, His ecological theories inspire design settings to manage natural resource systems in the developed world.</p>
<p>Over the last three decades, with the gradual and widespread occurrence of water stresses and the phenomenon of climate change in the Middle East and North Africa, the issue of integrated water resources management as the most important element of production in Iran&#8217;s agricultural sector has emerged from the private arena and specialized circles. The issue of food health and food security has become a public demand today. It has been less than a decade since we realized that &#8220;integrated water resources management&#8221; needed to be put into practice a more important issue called the &#8220;water resources governance&#8221; system, with which we have not yet clarified our task. We are still embroiled in dual (government-based market-private-sector) or dichotomy (regulation-privatization), while we know of many experiences of the ineffectiveness of government rules and regulations, as well as numerous experiences of market failures. It has happened and we are not thinking about a third solution, which is to pay attention to the genuine and experienced institutions and organizations in the country&#8217;s rural life.</p>
<p>The aftermath of the doctrines of the Truman, in 1962 the first, second, and tenth principles of the White Revolution, which led to the separation of responsibility and water management of the country from indigenous farmers and its transfer to centralized state institutions, was a fruit of nearly six decades of public administration on water resources. The country has not had a hegemonic approach based on &#8220;supply-driven management with a structured-based approach&#8221; and recent policies aimed at &#8220;demand-driven management with a commodity-oriented approach&#8221;, with the exception of a traumatic environmental future, exacerbating the negative balance sheet. And the syndrome of irreversible clogging and death of plains, security-judicial domination, inevitable uplift, and Ridgecrest tariffs on water use, the water market is unfair and blame farmers and agriculture as the main culprit of the country&#8217;s water crisis would be followed.</p>
<p>The Imperial Deviance was established in the year 1971 with the passage of the Law on Cooperative Production, and the establishment of Rural Cooperatives aiming to maximize the use of the country&#8217;s water and soil resources, and the Rural Cooperatives Act of 1972 In order to move past the wrong policies, water management, irrigation, drainage, distribution management, construction and maintenance of water transmission networks should be transferred to agribusinesses, agro-industries, and rural and agricultural production cooperatives.</p>
<p>Following the victory of the Islamic Revolution, the rural production cooperatives, which consisted of 39 units consisting of 214 villages and farms and a membership of 9700 farmers, were reduced to only 20 units on the basis of the decision of the members and approved by the Ministry of Agriculture. The revitalization of joint-stock companies and rural production cooperatives began in 1989 with the approval of the   Ministry of Agriculture. At present, the model of rural cooperatives as the most inclusive model of exploitation system in the country, compared to other patterns of exploitation system, on the one hand, is welcomed by the beneficiaries&#8217; society, and on the other hand, it is supported by the government.   Over time, the pattern has reached 1414 production cooperatives and 65 unions at the provincial and national levels in 32 provinces, 311 cities, and more than 6400 villages and Access and covers about 418,000 agricultural landowners.</p>
<p>The amount of agricultural land covered by these cooperatives is over 344 million hectares, including 2600,000 hectares of water and 840,000 hectares of dry land. Meanwhile, about 800,000 of the Lands under irrigation are orchards. By the end of 2019, more than 1,500 Rural Cooperatives and 34 agricultural joint-stock companies form a significant part of the country&#8217;s organized exploitation system. But unfortunately, only about 110 companies have contracts with regional water companies, so the participatory management approach to conservation and exploitation of water resources with the participation of beneficiaries (rights holders and landowners) in the form of associations and cooperatives and a policy of large-scale farmer participation. And so far at the level of operation, there has been little success, and we continue to see deep conflict, contradiction, and deep gaps between downstream and upstream catchers and gaps within the farm user community within the networks. There is a strategic contrast between the two operators Within the confines of an irrigation and drainage network, there are conflicts in the environmental sustainability of the lakes and conflicts within the farming community and the government within an underground aquifer.</p>
<p>Therefore, we must admit that the implementation of the water governance system and the implementation of the participatory water management project are possible through the strengthening of the real and deeply rooted agricultural trade union system, and the preparation, formulation, and preparation of guidelines, bylaws and necessary technical and administrative standards, the establishment of government and sector cooperation agreements. Private will only be possible with the presence of genuine agricultural organizations that have 50 years of Iranian rural life. On the other hand, apart from the aforementioned institutions, the Central Organization of Rural Cooperatives of Iran since the beginning of the new century, with the understanding of new developments and new participatory approaches of the agricultural sector in the process of social, economic changes of the country in recent decades, originated the emergence of various trade unions.</p>
<p>As a form of non-governmental structures and a symbol of public and civic institutions, these organizations have played an important role in the natural resource management of developed societies. The development and establishment of agricultural trade unions could be an important factor in orienting and creating the appropriate context for the active participation of agricultural trade unionists in their assigned roles in water resources management.</p>
<p>Such non-profit, non-political and nongovernmental entities cover agricultural producers and beneficiaries and, because of their pervasiveness and public nature, can play a significant role in influencing the agricultural development process. Over 992,000 people have joined the agricultural trade unions by the end of 2018. To date, 856,000 business licenses have been issued to members of the trade union based on 350 job titles, which have been identified, standardized, and classified in accordance with the International ASIC Codes. It has been organized and organized in 417 cities and 32 provinces. In addition, the organization of agricultural trade unions in the form of annual assemblies and elections was held in 2018 in 330 cities. This trend has been followed by reasonable growth in 2019.</p>
<p>Therefore, the agricultural trade union system is also a good platform for pursuing a variety of educational, awareness, promotion, incentive and punitive policies for the management and efficient use of water resources, emphasizing the participation of all stakeholders in the country for the sake of fair consumption, Water is optimized and recycled, and the government can naturally enhance the social acceptability of proposals by delegating non-governmental activities to the agricultural trade system, including water management and avoiding unnecessary utilities. This context and avoid any changes or abandonment of these plans by farmers and villagers, To pursue, and more than ever, the direct participation and participation of farmers in the exploitation, decision-making, management, design and evaluation of water resources-related programs.</p>
<p>Undoubtedly, the agricultural trade system will play a key role in sustainable development in the near future. And they will have better management of agricultural water consumption and water governance in Iran. Because of the complexity of today&#8217;s water crisis, it has become transnational. Therefore, the necessity to integrate farmers into cooperative production companies, agricultural trade systems, water companies and shareholders of agribusinesses with ecological in the water system of the country without a proper understanding of the trade and social systems Rural and pragmatic understanding of the technical aspects of water resources management cannot be achieved and without this knowledge, we cannot become a program planner to understand the conditions under which a comprehensive plan for sustainable water management in Iran can be formulated.</p>
<p>Therefore, we must be able to present patterns of sustainable agricultural development systems and to the sustainability of water resources by creating different formulations in different water resources management situations, different production modes, multiple cropping patterns and biodiversity of the units. The Inevitable Solution is Moving Towards a &#8216;Positive Institutionalization&#8217; Policy Using the country&#8217;s most prestigious agricultural institutions alongside the agricultural trade union system, &#8216;sustainable water development&#8217;, &#8216;people-centered governance&#8217;, and modern corporate governance through high levels of corporate governance. Obviously, achieving these goals will require the adoption of new and progressive laws on water governance in parliament.</p>

<p>Aiming to boost the quality and quantity of the improved seeds, obtaining the agency of the international seed institutes and eliminating the excess cost of farmers( due to the purchasing seed disinfectors, packaging, and farm monitoring ), development of climate-based R&amp;Ds and facilitation of oversea transaction of seeds, this cooperative developed by the CORC.</p>
<p>&#8220;The founding Board and the Statute were developed by the office of the technical and agricultural services of CORC. Meanwhile, they are going to make a call for holding the first general assembly.&#8221; Shirzad added.</p>
<p>Currently, there are more than 84 agro-cooperatives which engaged in the improved seed production, among them 50 cooperatives have enrolled in the Seed Agricultural Cooperative of the Capital.</p>

<p>In a meeting of agro-economist and CEO of the national unions of agro-cooperatives on &#8221; necessities of the contract farming &#8220;, Hossein Shirzad who is also the CEO of the Central Organization for Rural Cooperatives of Iran (CORC), said since CORC enjoys the appropriate legal capacity, organizational chart and technical background for contract farming, it can be used by the rural and agricultural network to create a symmetric symbiotic between agriculture and industry.</p>
<p>Referring to the outstanding achievements of using contract farming in Europe, Latin America, North America, and the Middle East, he said that contract farming can bring about mutual profit, fair sharing of costs and risks incurred by marketing, storage and selling of the crops for both parties. Noting to the experience of India, Ghazaghestan, and France in applying contract farming, the official asserted that improving contract farming, however, requires making fundamental changes in the banking mechanism, including the interest rate, loan-giving procedure, and guarantee.<br />
&#8220;Nowadays, the dichotomy of subsistence farming and industrial farming has diminished by the aid of contract farming throughout the world.</p>
<p>The largest trade partners of rural cooperatives union in the developed countries are the association of the grain exporters, big chain-stores, hypermarkets, and food multi-national corporations and startups.&#8221; Shirzad added.<br />
Today 82% of Cucumis Sativus, 41% of Basmati rice, 38% greenhouse tomato and red pepper, 25 % of peanut and 37% of hazelnut are produced throughout the world by the contract farming. Meanwhile, the world huge production of Durum wheat and more than 69% of certified seeds is due to improving contract farming.</p>
<p>In the Eurasia district, contract farming means to select appropriate farms, employing professional labor force, using qualified seeds, professional machinery and applying accessible and economical inputs and transportation system. Accompanied by the supportive pricing mechanism, applying these factors will lead to boosting farmers&#8217; income and improving their living standards&#8221;.</p>
<p>The development of contract farming is dependent upon to develop a modern pricing body that adopts an appropriate pricing policy based on the cultivation pattern and land-use systems. Currently, the national farming system suffers from a lack of such a reference body.</p>
<p>Hence the crops are perishable in their very nature, accessing emerging and sustainable markets necessitate creating a close link and cooperation among farmers, food processors, and exporters.</p>
<p>Elaborating the advantages of the contract farming, Shirzad added by contract farming t, farmers have no concern about price fluctuations, they can focus on boosting yield, therefore the long term capital raising and mid-term risk distribution will be facilitated. However, the agriculture system needs a supportive judiciary system as well as an insurance system. We ask the parliament to support all stakeholders by approving supportive Rules and Act for farmers.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; Iranian President Hassan Rouhani on Tuesday visited an exhibition showcasing the capabilities and achievements of the Iranian Agricultural Jihad Ministry.</p>
<p>On display visited by Hassan Rouhani, The president of Iran, at the exhibition were the Agricultural Jihad Ministry’s technological achievements and capabilities in the fields of research as well as the latest products by Iran’s Agricultural Research, Education and Extension Organization (AREEO), IRNA reported.</p>
<p>The Agriculture expo was held on the sidelines of the 34th edition of a ceremony to select top national examples in the domestic agricultural sector.</p>
<p>Twenty AREEO-affiliated research institutes took part in the exhibition, which was aimed at boosting domestic production and ensuring the country’s food security.</p>
<p>Among the participants at the fair were Agriculture Biotechnology Research Institute of Iran, Razi Vaccine and Serum Research Institute, Animal Science Research Institute of Iran, Iranian Fisheries Science Research Institute, Research Institute of Agricultural Engineering, Iranian Research Institute of Plant Protection, Cotton Research Institute, Dryland Agricultural Research Institute, Soil and Water Research Institute and Research Institute of Forests and Rangelands.</p>
<p>During his visit to the exhibition, Rouhani expressed appreciation for efforts made by those responsible for ensuring the country’s food security in a year designated by the Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei as the ‘Year of Boosting Domestic Production.’</p>
