<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) During the session, Seyed Mehdi Tabibzadeh, President of the Kerman Chamber of Commerce, Industries, Mines and Agriculture, highlighted the untapped potential for trade with Afghanistan. He noted that despite Iran’s total exports to Afghanistan amounting to $2.5 billion, Kerman’s share stands at just $45 million, or 1.8 percent.</p>
<p>“Given Kerman’s proximity to the Afghan border, the significant Afghan migrant community here, the presence of major traders, and the availability of products suitable for the Afghan market, we should have achieved much more,” Tabibzadeh said. “We had launched several initiatives before the Taliban came to power, including trade conferences, investment meetings, visits from Afghan business leaders, and agreements to streamline logistics like deploying 100 trucks from Jiroft directly to Afghanistan.”</p>
<p>Tabibzadeh stressed the need to deepen trade ties not only with Afghanistan but also with neighboring countries such as Pakistan, Uzbekistan, Iraq, Tajikistan, as well as with Gulf nations like the UAE and Oman. He also noted growing interest from local businesspeople to establish similar joint chamber offices with Pakistan and India.</p>
<p>Seyed Mohammadreza Torabi Mousavi, head of the executive board of the Iran–Afghanistan Joint Chamber’s Kerman office, acknowledged the difficulties faced over the past two years due to the Taliban’s rise to power, which disrupted prior commercial engagements. “Despite these challenges, we had plans last year to send a trade delegation to the Herat Exhibition. Unfortunately, just three days before the event, Iranian participation was canceled for unforeseen reasons,” he said.</p>
<p>Torabi Mousavi outlined a plan to restart the Kerman office’s activities, which includes identifying active traders in the Afghan market, recruiting new members, and organizing meetings with the heads and members of the joint chamber offices in Tehran and Mashhad.</p>
<p>During the meeting, Mohammad Ali Mohammad Mirzaeian, head of the Kerman Chamber’s Export Development Commission, pointed out that Kerman hosts a larger Afghan trading community compared to Mashhad, mainly due to its higher Afghan migrant population. “This offers an opportunity to increase membership in the joint chamber office,” he said. Mirzaeian also suggested planning for a permanent exhibition of Kerman’s export products in Afghanistan to boost trade visibility.</p>
<p>Amin Abdollahi Nejad, Director of Market Development and Business Climate Improvement at the Kerman Chamber, highlighted that seven Afghan provinces with a combined population of around 7.6 million are located near Kerman. He noted a 16 percent increase in Afghanistan’s imports over the past two years, mainly comprising mineral fuels, grains, medicines, machinery, and confectionery.</p>

<p>According to Abdollahi Nejad, Iranian exports make up $2.5 billion—or about 39 percent—of Afghanistan’s total imports. Products exported from Kerman include grains, vegetables, sugar, sweets, and clothing, though part of this trade is routed through national border customs.</p>
<p>He added that, based on International Trade Centre (ITC) data, Iran could significantly increase its market share in Afghanistan by focusing on products like apples, dates, and tomatoes. Furthermore, while Iran and Afghanistan already share a trade agreement under the Organization of Islamic Cooperation (OIC), signing a preferential tariff agreement could further facilitate trade.</p>
<p>Abdollahi Nejad proposed several measures to revitalize the joint chamber’s Kerman office, such as identifying reputable Afghan traders across Kerman province, organizing a dedicated meeting with them, hosting a conference on trade opportunities, launching a membership growth campaign, and pursuing a preferential trade agreement via the joint chamber.</p>
<p>The meeting also mentioned plans to establish a pavilion for the Kerman office at a joint exhibition organized by South Khorasan Chamber and Afghanistan, scheduled for September this year in Birjand.</p>

<p>In a tweet on Wednesday, Ghasem Taghizadeh Khamesi wrote that developed and prosperous Afghanistan is an asset for the Islamic Republic of Iran and joint cooperation should become operational.</p>
<p>He pointed to the recent visit of Iranian Minister of Energy Reza Ardakanian with visiting Head of Afghanistan’s High Council for National Reconciliation Abdullah Abdullah, which was held at the venue of Espinas Palace Hotel in Tehran, and wrote, “With the selection of the Board of Ministers, chairman of joint commission with Afghanistan was delegated to the Ministry of Energy and this is the 6th joint commission of countries that its responsibility is delegated to the Ministry of Energy.”</p>
<p>Joint commissions are formed for political understanding with the world countries and development of national capability of the country in line with realizing economic, industrial, trade, export and credit policies with other countries, he added.</p>
<p>Chief Executive of Iran Water Resources Management Company added, “In a meeting with visiting Head of Afghanistan’s High Council for National Reconciliation Abdullah Abdullah, Iranian Minister of Energy called for operationalization of wind energy production plan in Iran-Afghanistan Corridor.”</p>
<p>The deputy energy minister said, “ a joint economic commission is scheduled to be held in Afghanistan in near future in order to operationalize mutual Memoranda of Understanding (MoUs).”</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iran&#8217;s President Hassan Rouhani said Monday the administration of US President Donald Trump is trying to take advantage of Afghan peace talks to win the forthcoming presidential election and to make up for its political failures across the world.</p>
<p>&#8220;The US administration, which has failed in its policies in the region and across the world and has achieved no success, [now] seeks to take advantage of the peace talks in Afghanistan for election purposes,&#8221; Rouhani told the visiting head of Afghanistan’s High Council for National Reconciliation (HCNR), Abdullah Abdullah, in Tehran.</p>
<p>The president added that interference and presence of the United States, as an aggressive country, in Afghanistan have not been in line with the Afghan people&#8217;s demands.</p>
<p>He voiced Iran’s support for peace, stability and security in Afghanistan, hoping that the Afghan people would “achieve real peace after years of war”.</p>
<p>&#8220;It is important that people of this country attain real peace to safeguard their achievements after years of war and conflict,&#8221; Rouhani said, noting, &#8220;Political talks and intra-Afghan negotiations are the solution to this problem.&#8221;</p>
<p>Long-delayed direct negotiations between the Afghan government and the Taliban militant group began in the Qatari capital city of Doha on September 12 to end decades of conflict that have killed tens of thousands of people.</p>
<p>The intra-Afghan talks were set to take place in March but have repeatedly been delayed over a prisoner exchange agreement made as part of the United States-Taliban deal signed in February.</p>
<p>Under the deal with the US, the Taliban agreed to stop their attacks on foreign forces in return for the US military’s withdrawal from Afghanistan and prisoner swap with the government.</p>
<p>The Afghan government was a party neither to the negotiations nor to the deal, but it has been acting in accordance with its terms, including by agreeing to free the Taliban prisoners.</p>
<p>Trump made the withdrawal of US troops from Afghanistan a promise before the 2016 presidential election. In the countdown to the November presidential election, Washington has ramped up pressure to start intra-Afghan negotiations.</p>

<p><strong>Major railroad</strong></p>
<p>Elsewhere in his remarks, Rouhani pointed to a major railroad between Iran and Afghanistan that will be opened in the coming days.</p>
<p>He said the Khaf-Herat railway would strengthen economic and trade cooperation between the two countries.</p>
<p>Rouhani also said Iran is ready to connect its gas and oil products pipelines to Afghanistan to enable it neighbor to use such energies.</p>
<p>For his part, Abdullah commended Iran&#8217;s support for his country and its efforts to contribute to the establishment of sustainable peace and security in Afghanistan and said Tehran is a good friend and neighbor for Kabul.</p>
<p>The HCNR chief said he had “good meetings” in Tehran and will take the message of Iranian support to Kabul.</p>

<p><strong>US destructive policies</strong></p>
<p>Iran’s Supreme National Security Council Ali Shamkhani also met with Abdullah on Monday. Shamkhani told him that the US pursues a policy of fomenting chaos and insecurity in Afghanistan.</p>
<p>“The US policy is based upon creating chaos and insecurity, no matter where it is pursued, in Afghanistan or in Iraq,” Shamkhani said.</p>
<p>He said Washington’s destructive policies in the West Asia region have brought about nothing but wars, devastation and underdevelopment.</p>
<p>Shamkhani called for intra-Afghan talks in order to establish sustainable security in Afghanistan</p>
<p>“The US has always sought to undermine the main components of stability in Afghanistan in order to continue its presence and drag out insecurity,” he said .</p>
<p>Abdullah, for his part, expressed gratitude to Iran for supporting Afghanistan, saying promotion of ties with Tehran is a main priority in Kabul’s foreign policy agenda.</p>
<p>Washington invaded Afghanistan and toppled the Taliban-run government in 2001 on the pretext of fighting terrorism following the September 11 attacks in New York.</p>
<p>Afghanistan has been gripped by insecurity since the US and its allies invaded the country as part of Washington’s so-called war on terror in 2001. Many parts of the country remain plagued by militancy despite the presence of foreign troops.</p>
<p>American forces have since remained bogged down in Afghanistan through the presidencies of George W. Bush, Barack Obama, and now, Trump.</p>
<p>About 2,400 US soldiers have been killed, along with unknown numbers of Afghan troops and Taliban militants. More than 100,000 Afghans have been killed or injured since 2009 when the UN Assistance Mission in Afghanistan began documenting casualties.</p>

<p>In a meeting with Head of Afghanistan’s High Council for National Reconciliation Abdullah Abdullah in Tehran on Monday, Rouhani said Iran is ready to supply gas and oil product pipelines to Afghanistan to allow the Afghan people to use those energy carriers.</p>
<p>Highlighting Iran’s support for Afghan peace, stability and security, Rouhani said, “What is important is that the people of that country (Afghanistan) would gain real peace to maintain their achievements after years of war and clashes, and the solution to this problem is political talks and intra-Afghan negotiations.”</p>
<p>The US’ interference and presence in Afghanistan runs counter to the Afghan people’s will, Rouhani further said, adding that Washington is trying to take advantage of the Afghan peace talks for its presidential election.</p>
<p>For his part, Abdullah praised Iran as a good neighbor and friend of Afghanistan, and hailed the Islamic Republic’s efforts to establish sustainable peace and security in his country.</p>
<p>Abdullah, the former chief executive officer of the Afghan unity government, is in Iran for talks on the Afghan peace process, the intra-Afghan dialogue in Qatar, and the need for regional consensus and support for the Afghanistan peace efforts.</p>

<p>In a meeting with Head of Afghanistan’s High Council for National Reconciliation Abdullah Abdullah in Tehran on Sunday, Qalibaf reaffirmed Iran’s support for the protection of the Afghan government, constitution, and the grand assembly, known as loya Jirga.</p>
<p>“Americans only seek to promote their own plans and do not care about progress and security of Islamic countries,” the Iranian speaker said.</p>
<p>He added that Afghanistan has been suffering from insecurity and instability from the former Soviet Union&#8217;s invasion of the country in 1979 up to the current presence of US forces.</p>
<p>“As long as regional countries and people of these countries and their different ethnic groups have not achieved unity, coordination and empathy, foreign forces, topped by the US, will only pursue their own ominous goals,&#8221; Qalibaf said.</p>
<p>Iran&#8217;s parliament speaker said the Islamic Republic has always tried to reinforce unity among Muslim countries without any interference in their internal affairs, noting that many issues related to Iran and Afghanistan are intertwined and the two countries enjoy deep historical and cultural bonds, Press TV reported.</p>
<p>Abdullah, for his part, commended Iran&#8217;s support for his country, saying that Tehran aims to support the establishment of peace in Afghanistan within the framework of the country&#8217;s constitution and under the aegis of its Islamic government.</p>
<p>He added that Iran and Afghanistan are working on a comprehensive document for boosting bilateral cooperation and have managed to make major advances in this regard.</p>

<p>Abdullah is heading a delegation comprising members of the Afghan reconciliation council as well as Afghan Parliament and Foreign Ministry.</p>
<p>The former chief executive officer of the Afghan unity government is going to meet Iranian President Hassan Rouhani, Parliament Speaker Mohammad Baqer Qalibaf, Foreign Minister Mohammad Javad Zarif and other senior officials during his three-day stay in Tehran.</p>
<p>Abdullah is scheduled to hold talks on the Afghan peace process, the negotiations in Qatar, and the need for regional consensus and support for the Afghanistan peace efforts.</p>
<p>Iran has repeatedly voiced commitment to supporting the peace process in Afghanistan under the guidance and ownership of Afghan people.</p>

<p>Both sides, in a videoconference on Sunday, voiced readiness for holding a joint economic commission and launching joint projects in various sectors including electricity, reported Fars News Agency.</p>
<p>Ardakanian said that Iran will keep supporting and cooperating with Afghanistan in production and transfer of energy to the neighboring country.</p>
<p>Atmar, for his part, appreciated Iran for helping Afghan people throughout the past years and underlined the expansion of ties in various fields.</p>
<p>He underscored the import of electricity, customs tariffs, creating preferential tariffs for exporting Afghanistan’s agricultural products to Iran, and trade balance between the two countries.</p>
<p>Iran’s Ambassador to Kabul Bahador Aminian said on September 23 that the country’s Energy Ministry has adopted a plan to meet Afghanistan’s electricity need.</p>
<p>&#8220;The two countries have many opportunities to promote ties in different fields, so if Afghanistan intends to develop these ties, Iran would be the best option,” Aminian said at the opening ceremony of &#8220;Water, Electricity and Renewable Energy Exhibition and other joint projects&#8221; in Afghanistan.</p>
<p>Pointing to the importance of Afghanistan’s market for the Iranian private sector, he added, “Statistics indicate that Afghanistan is importing about $3 billion annually, so if the country provides a broader market for Iranian goods, Iranian producers are willing to cooperate with Afghan partners.”</p>

<p>The two also discussed, through a videoconference, preparation for holding a joint economic commission next month to plan and implement joint economic programs, Nehr News Agency (MNA) reported on Sunday.</p>
<p>The Iranian and Afghanistan’s officials further held talks on implementation of electricity generation program within the framework of joint projects, reducing tariffs on imported electricity, customs tariffs and creating preferential tariffs on Afghan agricultural exports to Iran.</p>
<p>The Iranian energy minister emphasized Tehran’s support for cooperation with Kabul, especially in the field of energy production and transmission.</p>
<p>Last month, a delegation from the Iranian ministry of energy traveled to Afghanistan to develop mutual relations and discuss joint ventures in electricity sector.</p>
<p>Afghanistan currently imports electricity from neighboring Iran, Turkmenistan, Uzbekistan and Tajikistan.</p>

<p>Speaking in a meeting to finalize the inauguration of Khaf-Herat National and International Plan on Wed., held in the presence of senior officials of Iranian Foreign Ministry and Interior Ministry, Amir Mahmoud Ghaffari Deputy Ministry of Roads and Urban Development for Management and Planning Affairs pointed to the strategic significance of this railway both in the region and world and called on responsible officials to cooperate for removing financial barriers facing this giant project.</p>
<p>In addition to being important in terms of domestic freight and passenger transport, Khaf-Herat railway is very important in terms of connecting Afghanistan through the rail network of the Islamic Republic of Iran to free waters and even European countries, he said, adding, “On the other hand, transportation and transit of cargo and goods to Afghanistan and then to East Asian countries is considered very important for Iran.”</p>
<p>With the coordination made in this regard, Khaf-Herat Railway project would come on stream in November in the presence of presidents of the Islamic Republic of Iran and Afghanistan as well as other senior authorities of the two countries.</p>
<p>Khaf-Herat Railway is part of the Iran-Afghanistan rail corridor. The project started in the fiscal year of 2007-2008, connects Iran’s eastern city of Khaf to Afghanistan’s western city of Ghoryan.</p>

<p>In reaction to the remarks of the US Special Representative for Afghanistan Zalmay Khalilzad, Taherianfard said on Sunday that the Islamic Republic of Iran supports peace and stability in Afghanistan and stresses the need to establish peace based on the results of Afghan-led peace talks.</p>
<p>He added, &#8220;I advise US officials to carefully study Iran&#8217;s positions on regional and Afghan issues before commenting on the views of Iranian officials.&#8221;</p>
<p>Earlier, the Iranian embassy in Kabul also rejected a US official&#8217;s misrepresentation of Iran&#8217;s position on the Afghan peace process, stressing that the Islamic Republic of Iran supports peace talks based on Afghan ownership and leadership.</p>
<p>Zalmay Khalilzad, the US Special Representative for Afghanistan, said in a statement that Iran did not fully support efforts to bring peace to Afghanistan.</p>
<p>This is while, Deputy Foreign Minister for Political Affairs Abbas Araghchi said earlier that the US intentions in the Afghan peace process are doubtful.</p>
<p>Araghchi stressed that the peace process in Afghanistan should be addressed through dialogue between Afghans, but that there are various factors that discourage Iran from the US peace plan with the Taliban.</p>
<p>&#8220;We believe that the US should not be trusted and that the US presence in the region is dangerous and will cause a lot of discord in the region,&#8221; he said.</p>
