										<content:encoded><![CDATA[<p class="summary">TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Iran has reached a primary agreement <a href="https://irannewsdaily.com/2021/04/iran-afghanistan-mutual-cooperation-at-border-point/">with Afghanistan</a> to invest $5.3 billion in the country’s transportation and infrastructure projects, an official with the Iranian Transport and Urban Development Ministry announced.</p>
<p>“Negotiations are currently underway for Iran to invest $5.3 billion in Afghanistan&#8217;s transportation and infrastructure projects and the export of technical-engineering services to the country,” ILNA reported on Friday, quoting Hossein Mir-Shafi’ as saying.</p>
<p>According to Mir-Shafi’ the two sides are discussing the details of the mentioned projects to determine the Iranian contractors that are going to implement them.</p>
<p>Completion of the Herat to Mazar-e-Sharif Railway Project with a total investment of $2.2 billion is one of the projects that is planned to be conducted by Iranian companies.</p>
<p>“This route can provide a rail link between Iran and Central Asia and China. The length of this railway is 656 kilometers and it has been officially announced that this railway will be implemented and put into operation by the Iranian private sector,” Mir-Shafi’ explained.</p>
<p>He further noted that positive talks have been also held in the field of road construction and Afghanistan’s Ministry of Public Works has introduced their priority transit and transportation projects to the Iranian side.</p>
<p>“Following this, the [Iranian] Ministry of Roads and Urban Development has held preliminary talks with the Association of Exporters of Engineering Services and announced the areas for mutual cooperation with the Afghan counterpart; Iran is going to invest at least $3.1 billion in Afghanistan’s road construction projects.”</p>
<p>The official further noted that another agreement is also being prepared in the field of housing construction, based on which Iranian private sector is going to establish new towns and skyscrapers in major cities.</p>
<p>“The draft of this agreement is currently prepared and is being pursued through diplomatic authorities. It is estimated that 5,000 &#8211; 10,000 housing units will be built by Iranian investors with the participation of Afghan companies,” he said.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iran&#8217;s President Hassan Rouhani said Monday the administration of US President Donald Trump is trying to take advantage of Afghan peace talks to win the forthcoming presidential election and to make up for its political failures across the world.</p>
<p>&#8220;The US administration, which has failed in its policies in the region and across the world and has achieved no success, [now] seeks to take advantage of the peace talks in Afghanistan for election purposes,&#8221; Rouhani told the visiting head of Afghanistan’s High Council for National Reconciliation (HCNR), Abdullah Abdullah, in Tehran.</p>
<p>The president added that interference and presence of the United States, as an aggressive country, in Afghanistan have not been in line with the Afghan people&#8217;s demands.</p>
<p>He voiced Iran’s support for peace, stability and security in Afghanistan, hoping that the Afghan people would “achieve real peace after years of war”.</p>
<p>&#8220;It is important that people of this country attain real peace to safeguard their achievements after years of war and conflict,&#8221; Rouhani said, noting, &#8220;Political talks and intra-Afghan negotiations are the solution to this problem.&#8221;</p>
<p>Long-delayed direct negotiations between the Afghan government and the Taliban militant group began in the Qatari capital city of Doha on September 12 to end decades of conflict that have killed tens of thousands of people.</p>
<p>The intra-Afghan talks were set to take place in March but have repeatedly been delayed over a prisoner exchange agreement made as part of the United States-Taliban deal signed in February.</p>
<p>Under the deal with the US, the Taliban agreed to stop their attacks on foreign forces in return for the US military’s withdrawal from Afghanistan and prisoner swap with the government.</p>
<p>The Afghan government was a party neither to the negotiations nor to the deal, but it has been acting in accordance with its terms, including by agreeing to free the Taliban prisoners.</p>
<p>Trump made the withdrawal of US troops from Afghanistan a promise before the 2016 presidential election. In the countdown to the November presidential election, Washington has ramped up pressure to start intra-Afghan negotiations.</p>

<p><strong>Major railroad</strong></p>
<p>Elsewhere in his remarks, Rouhani pointed to a major railroad between Iran and Afghanistan that will be opened in the coming days.</p>
<p>He said the Khaf-Herat railway would strengthen economic and trade cooperation between the two countries.</p>
<p>Rouhani also said Iran is ready to connect its gas and oil products pipelines to Afghanistan to enable it neighbor to use such energies.</p>
<p>For his part, Abdullah commended Iran&#8217;s support for his country and its efforts to contribute to the establishment of sustainable peace and security in Afghanistan and said Tehran is a good friend and neighbor for Kabul.</p>
<p>The HCNR chief said he had “good meetings” in Tehran and will take the message of Iranian support to Kabul.</p>

<p><strong>US destructive policies</strong></p>
<p>Iran’s Supreme National Security Council Ali Shamkhani also met with Abdullah on Monday. Shamkhani told him that the US pursues a policy of fomenting chaos and insecurity in Afghanistan.</p>
<p>“The US policy is based upon creating chaos and insecurity, no matter where it is pursued, in Afghanistan or in Iraq,” Shamkhani said.</p>
<p>He said Washington’s destructive policies in the West Asia region have brought about nothing but wars, devastation and underdevelopment.</p>
<p>Shamkhani called for intra-Afghan talks in order to establish sustainable security in Afghanistan</p>
<p>“The US has always sought to undermine the main components of stability in Afghanistan in order to continue its presence and drag out insecurity,” he said .</p>
<p>Abdullah, for his part, expressed gratitude to Iran for supporting Afghanistan, saying promotion of ties with Tehran is a main priority in Kabul’s foreign policy agenda.</p>
<p>Washington invaded Afghanistan and toppled the Taliban-run government in 2001 on the pretext of fighting terrorism following the September 11 attacks in New York.</p>
<p>Afghanistan has been gripped by insecurity since the US and its allies invaded the country as part of Washington’s so-called war on terror in 2001. Many parts of the country remain plagued by militancy despite the presence of foreign troops.</p>
<p>American forces have since remained bogged down in Afghanistan through the presidencies of George W. Bush, Barack Obama, and now, Trump.</p>
<p>About 2,400 US soldiers have been killed, along with unknown numbers of Afghan troops and Taliban militants. More than 100,000 Afghans have been killed or injured since 2009 when the UN Assistance Mission in Afghanistan began documenting casualties.</p>

<p>Abdullah is heading a delegation comprising members of the Afghan reconciliation council as well as Afghan Parliament and Foreign Ministry.</p>
<p>The former chief executive officer of the Afghan unity government is going to meet Iranian President Hassan Rouhani, Parliament Speaker Mohammad Baqer Qalibaf, Foreign Minister Mohammad Javad Zarif and other senior officials during his three-day stay in Tehran.</p>
<p>Abdullah is scheduled to hold talks on the Afghan peace process, the negotiations in Qatar, and the need for regional consensus and support for the Afghanistan peace efforts.</p>
<p>Iran has repeatedly voiced commitment to supporting the peace process in Afghanistan under the guidance and ownership of Afghan people.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Secretary of Iran&#8217;s Supreme National Security Council (SNSC) Ali Shamkhani said inking a comprehensive cooperation document between Tehran and Kabul, will give a momentum to bilateral relations between the two countries.</p>

<p>Speaking in a meeting with visiting Acting Minister of Foreign Affairs of Afghanistan Mohammad Hanif Atmar, the Iranian official stressed the importance of finalizing and signing the document as soon as possible, according to a report by IRNA.</p>
<p>He noted that finalizing the strategic document between Tehran and Kabul would activate capacities for strengthening comprehensive cooperation between Tehran and Kabul.</p>
<p>Shamkhani further expressed satisfaction over signing a power-sharing deal in May between President of Afghanistan Ashraf Ghani and Chief Executive Officer of the Unity Government of the Islamic Republic of Afghanistan Abdullah Abdullah which increased stability of Afghanistan political structure. He hoped the agreement will result in all-out development and growth of Afghanistan and put an end to the sufferings of the people of that country.</p>
<p>Referring to the long history of Iran’s support for Afghanistan and hosting over three million Afghan refugees in the past 4 decades, Shamkhani stressed the Iranian government and its people would continue their support for their “brothers and sisters in Afghanistan.”</p>
<p>Earlier in the day, Iranian Foreign Ministry spokesman&#8217;s office announced that a comprehensive cooperation deal will be signed between Iran and Afghanistan within three months.</p>
<p>According to the spokesman’s office report, the decision was made in a meeting in Tehran between Foreign Minister Mohammad Javad Zarif and Mohammad Hanif Atmar.</p>
