										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Huawei on Tuesday called on the UK government to reconsider a ban on the purchase of its 5G equipment, saying London had reacted to pressure from Washington rather than security concerns.</p>

<p>The Chinese telecoms giant’s UK spokesman Ed Brewster called the move “disappointing,” adding: “Regrettably, our future in the UK has become politicized, this is about US trade policy, not security,” AFP reported.</p>
<p>Boris Johnson’s government on Tuesday banned the purchase of new Huawei equipment by UK telecoms operators from the end of 2020. Culture Secretary Oliver Dowden said the legislation would ensure the complete removal of all Huawei kit from 5G networks by 2027, independent.co.uk reported.</p>
<p>China experts have warned about the huge impact on diplomatic and economic relations with Beijing, predicting “pretty severe turbulence.”</p>
<p>Chair of the Commons Defence Committee Tobias Ellwood said, “We are heading into a Cold War; there’s no doubt about it.”</p>
<p>Also BT, Britain’s biggest mobile and fixed-line operator, said it would analyze the details of the ban on its supplier Huawei in terms of the costs and impact on its business, Reuters reported.</p>
<p>“We note the government’s announcement today relating to the use of Huawei equipment in the UK,” a spokesman said.</p>
<p>“The security and resilience of our networks is an absolute priority for BT. While we have prepared for a range of scenarios, we need to further analyze the details and implications of this decision before taking a view of potential costs and impacts.”</p>
<p>The UK’s decision has delighted US President Donald Trump by signaling that the world’s biggest telecoms equipment maker is no longer welcome in the West.</p>
<p>The United States has pushed Johnson to reverse his January decision to grant Huawei a limited role in 5G, while London has been dismayed by a crackdown in Hong Kong and the perception China did not tell the whole truth over the coronavirus.</p>
<p>Now, as Britain prepares to cast off from the European Union, Johnson will risk the ire of the world’s second-largest economy by ordering a purge of Huawei equipment which the United States says could be used to spy on the West.</p>
<p>Johnson chaired a meeting of Britain’s National Security Council (NSC) on Tuesday morning to discuss Huawei.</p>
<p>The immediate excuse for the about-turn in policy is the impact of new US sanctions on chip technology, which London says affects Huawei’s ability to remain a reliable supplier.</p>
<p>“Obviously the context has changed slightly with some of the sanctions that the US has brought in,” Environment Secretary George Eustice told Sky News when asked about Huawei.</p>
<p>In what some have compared to the Cold War antagonism with the Soviet Union, the United States is worried that 5G dominance is a milestone towards Chinese technological supremacy that could define the geopolitics of the 21st century.</p>
<p>With faster data and increased capacity, 5G will become the nervous system of the future economy – carrying data on everything from global financial flows to critical infrastructures such as energy, defense, and transport.</p>
<p>After Australia first recognized the destructive power of 5G if hijacked by a hostile state, the West has become steadily more worried about Huawei.</p>
<p>UK Telecoms firms already had to cap Huawei’s role in 5G at 35 percent by 2023. Reducing it to zero over another two to four years is now being discussed, though going too fast could disrupt services and prove costly.</p>
<p>The West is trying to create a group of rivals to Huawei to build 5G networks. Other large-scale telecoms equipment suppliers are Sweden’s Ericsson (ERICb.ST) and Finland’s Nokia (NOKIA.HE).</p>

<p>&#8220;As for the unreasonable pressure that the US side exerts on Chinese enterprises, we have repeatedly expressed our position. We would like to emphasize again that the United States, again and again, generalizes the concept of national security, abuses state power and exerts pressure on individual Chinese enterprises, all this goes contrary to the principles of a market economy, which the US has always praised. China expresses strong opposition to this,&#8221; the spokesperson said, Sputnik reported.</p>
<p>The Chinese Foreign Ministry noted that Beijing urged Washington to stop pressuring their companies, as well as to provide fair conditions for the smooth operation of Chinese firms in the United States.</p>
<p>Last week, the US Department of Defense released a list of 20 Chinese companies allegedly owned or controlled by Communist China’s military and operate in the United States. The possible sanctions could be imposed against tech giant Huawei, Hikvision, as well as mobile operators China Mobile and China Telecom.</p>

<p dir="LTR">The ministry said in a statement that it urges the US to immediately stop the wrong actions and change the rules on Huawei, Reuters reported.</p>
<p dir="LTR">The Trump administration on Friday moved to block global chip supplies to blacklisted telecoms equipment company Huawei Technologies, spurring fears of Chinese retaliation and hammering shares of US producers of chipmaking equipment. The new rule went into effect on Friday but would have a 120-day grace period.</p>
<p dir="LTR">China’s state-run newspaper Global Times, citing an unidentified source, reported that Beijing, in response to the new limits on Huawei company, was ready to put US companies on an “unreliable entity list” as part of the countermeasures.</p>
<p dir="LTR">Those countermeasures include launching investigations and imposing restrictions on US companies such as Apple Inc, Cisco Systems Inc and Qualcomm Inc.</p>
<p dir="LTR">“The US has utilized national power and used the so-called national security concern as an excuse and abused export controls to continue to suppress some particular companies in other countries,” China’s commerce ministry said in today’s statement.</p>

										<content:encoded><![CDATA[<h5 class="lead">TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – China’s Huawei managed to start making 5G phones without American parts, as it has been blacklisted by the US, and replacing them with components sourced elsewhere.</h5>
<p>According to an analysis by UBS and Japanese technology firm Fomalhaut Techno Solutions, seen by the Wall Street Journal, Huawei 5G phones had no US parts.</p>
<p>“When Huawei came out with this high-end phone – and this is its flagship – with no US content, that made a pretty big statement,” Susquehanna International Group semiconductor analyst Christopher Rolland told the Journal, RT reported.</p>
<p>International Business Strategies’ Handel Jones said that “independence of US supply indicates that the strategies of the US to trying to isolate Huawei are not working.”</p>
<p>Huawei and 68 of its affiliates were placed on the US Entity List in May after being accused by the Trump administration of spying for China. Both Beijing and Huawei have denied all the accusations. Washington’s ban meant the company would have to seek permission to purchase any American components it needed to manufacture its products.</p>
<p>Later, the US Commerce Department eased some of the restrictions until August, allowing Huawei to maintain and update existing networks and handsets. It has since been granted two more extensions.</p>
<p>According to the UBS-Fomalhaut report, since May Huawei had added a number of non-US suppliers and used components from companies based in other countries.<br />
The Fomalhaut analysis showed that the company had cut down its reliance on American suppliers in smartphones launched after May, including the Y9 Prime and Mate devices. The report said that the Mate devices contained chips made by Dutch NXP Semiconductors as replacements for those made by US firm Cirrus Logic.</p>
<p>The move away from American parts extends beyond cell phone production, according to the report.</p>
<p>“All of our 5G is now America-free,” Huawei cybersecurity official John Suffolk told the WSJ. “We would like to continue using American components. It’s good for American industry. It’s good for Huawei. That has been taken out of our hands.”</p>

										<content:encoded><![CDATA[<p dir="LTR">Trade tensions between Washington and Beijing escalated sharply earlier this month after the Trump administration accused China of having “reneged” on its previous promises to make structural changes to its economic practices.</p>
<p dir="LTR">Washington later slapped additional tariffs of up to 25% on $200 billion of Chinese goods, prompting Beijing to retaliate.</p>
<p dir="LTR">Speaking to reporters in Beijing, Chinese vice Foreign Minister Zhang Hanhui said China opposed the use of “big sticks” like trade sanctions, tariffs and protectionism.</p>
<p dir="LTR"> “We oppose a trade war but are not afraid of a trade war. This kind of deliberately provoking trade disputes is naked economic terrorism, economic homicide, economic bullying,” Zhang said, when asked about the trade war with the United States, Reuters reported.</p>
<p dir="LTR">Everyone loses in a trade war, he added, addressing a briefing on Chinese President Xi Jinping’s state visit to Russia next week, where he will meet Russian President Vladimir Putin and speak at a major investor forum in St Petersburg.</p>
<p dir="LTR">“This trade clash will have a serious negative effect on global economic development and recovery,” Zhang added.</p>
<p dir="LTR"> “We will definitely properly deal with all external challenges, do our own thing well, develop our economy, and continue to raise the living standards of our two peoples,” he said, referring to China and Russia.</p>
<p dir="LTR"> “At the same time, we have the confidence, resolve and ability to safeguard our country’s sovereignty, security, respect and security and development interests.”</p>
<p dir="LTR">From combative missives in state media and patriotic fervor on social media, to a mobilization of ambassadors around the world to get its message out, China has intensified its criticism of Washington since the United States this month moved to increase tariffs on Chinese imports and blacklisted tech giant Huawei Technologies Co Ltd.</p>
<p dir="LTR">On Thursday, a broadcaster from Chinese state television and a Fox Business host staged an unprecedented live debate about the China-US frictions on the US cable network.</p>
<p dir="LTR">Over the past two weeks, China has hinted that it may use its dominant position as an exporter of rare earths to the United States as leverage in the trade war. Rare earths are a group of 17 chemical elements used in everything from high-tech consumer electronics to military equipment.</p>
<p dir="LTR">On Thursday, the state-run China Daily newspaper said “it would be naive to think that China does not have other countermeasures apart from rare earths to hand”.</p>
<p dir="LTR">“As Chinese officials have reiterated, they have a ‘tool box’ large enough to fix any problem that may arise as trade tensions escalate, and they are ready to fight back ‘at any cost’,” it said in an editorial.</p>
<p dir="LTR">China has consistently rebuffed US complaints about lack of access to its economy for foreign companies, forced technology transfers and intellectual property protection, and repeatedly promised further economic reforms.</p>
<p dir="LTR">Speaking at a separate forum in Beijing, Wang Zhaoxing, a vice chairman of China’s banking and insurance regulator, said the last four decades of the country’s economic reforms have shown that “openness brings progress, shutting off brings backwardness”.</p>
<p dir="LTR"> “It is undeniable that the current economic globalization has indeed encountered some new problems and new challenges,” Wang said. “However, the solution is not to return to protectionism and unilateralism.”</p>

<p>This move will &#8220;prevent American technology from being used by foreign owned entities in ways that potentially undermine US national security or foreign policy interests,&#8221; Commerce Secretary Wilbur Ross said, Tass reported.</p>
<p>On Wednesday, US President Donald Trump signed an executive order declaring emergency to protect US information and telecommunications technology from external threats. The order will empower the US commerce secretary after consultations with heads of other federal agencies to block transactions deemed as a threat to national security.</p>
<p>In August 2018, Trump signed an order banning US government agencies from using the equipment manufactured by Huawei and another Chinese company ZTE.</p>
<p>Huawei has said the US &#8220;unreasonable restrictions&#8221; will infringe upon its rights. &#8220;Restricting Huawei from doing business in the US will not make the US more secure or stronger; instead, this will only serve to limit the US to inferior yet more expensive alternatives,&#8221; the telecom giant said in a statement.</p>

										<content:encoded><![CDATA[<p dir="LTR">Huawei Technologies Ltd.’s lawsuit, announced Thursday, asks a federal court to throw out a portion of this year’s US military appropriations act that bars the government and its contractors from using Huawei equipment on the grounds it is unconstitutional.</p>
<p dir="LTR">It comes as the biggest global maker of network equipment for phone and internet companies fights US efforts to persuade allies to exclude the company from next-generation telecom systems.</p>
<p dir="LTR">The complaint, filed in Plano, Texas, the headquarters of Huawei’s US operations, cites the framers of the US Constitution, including Alexander Hamilton and James Madison, in arguing that the law in question violates the constitutional separation of powers, denies due process and amounts to a “Bill of Attainder” that singles out a specific entity for adverse treatment.</p>
<p dir="LTR">It says the law causes the company “concrete and particularized injury, and imminent future injury” and subjects it to a “burden that is severe, permanent and inescapable” that amounts to the corporate “death penalty”, AP reported.</p>
<p dir="LTR">Huawei, China’s first global tech brand, is at the center of US-Chinese tensions over technology competition and cyber-spying. The company has spent years trying to put to rest accusations it facilitates Chinese spying or is controlled by the ruling Communist Party.</p>
<p dir="LTR">Increasingly, both sides appear to be resorting to courts to try to press their cases.</p>
<p dir="LTR"> “We are compelled to take this legal action as a proper and last resort,” the company’s rotating chairman, Guo Ping, said at a news conference. Guo said the ban would limit competition, slowing the rollout of fifth-generation communications and raising consumer prices.</p>
<p dir="LTR">Huawei has pleaded not guilty to US trade-theft charges after a federal court in Seattle unsealed a 10-count indictment in January against two of its units, Huawei Device Co. and Huawei Device USA. The charges include conspiracy to steal trade secrets, attempted theft of trade secrets, wire fraud and obstruction of justice.</p>
<p dir="LTR">The company’s chief financial officer, Meng Wanzhou, is fighting extradition to the US after she was arrested in Vancouver, Canada on Dec. 1. US prosecutors have filed charges accusing Meng, who is the daughter of Huawei’s founder, of lying to banks about dealings with Iran.</p>
<p dir="LTR">Huawei denies any wrongdoing.</p>
<p dir="LTR">The company has about 40 percent of the global market for network gear but its US sales evaporated after a congressional panel in 2012 cited the company and a Chinese competitor, ZTE Corp., as security risks and told phone carriers to avoid dealing with them.</p>
<p dir="LTR">US authorities “have hacked our servers and stolen our emails” but have presented no evidence to support their security claims, Guo said. He complained Washington was “sparing no effort to smear” the company.</p>
<p dir="LTR">The US campaign to persuade allies to shun Huawei threatens to block access to major markets as phone carriers prepare to invest billions of dollars in 5G systems.</p>
<p dir="LTR">Huawei says the new law would shrink its potential US market further by prohibiting the government from buying the Chinese vendor’s technology and from buying goods or services from or giving grants or loans to companies or other third parties that do. The United States accounts for 20 to 25 percent of the global market for computer and telecom technology.</p>
<p dir="LTR">Huawei says the US law it is protesting improperly has Congress play the role of a court.</p>
<p dir="LTR">The ban is “based on numerous false, unproven and untested propositions,” said Song Liuping, the company’s chief legal officer, at the news conference. “Huawei has an excellent security record and program. No contrary evidence has been offered.”</p>
<p dir="LTR">The Chinese government says Washington fabricates or exaggerates security concerns to block competition.</p>
<p dir="LTR">Huawei, based in Shenzhen, near Hong Kong, is a leading developer of 5G along with rivals Nokia Corp. of Finland and Sweden’s LM Ericsson. Industry analysts say excluding the Chinese vendor from markets for 5G equipment would reduce competition and might lead to higher prices.</p>
<p dir="LTR">Founded in 1987 by a former military engineer, Huawei overtook Ericsson in 2017 as the biggest global supplier of network gear. It says it supplies 45 of the world’s top 50 phone companies and has contracts with 30 carriers to test 5G wireless technology.</p>
<p dir="LTR">European governments are balking at US pressure to ban Huawei. The company has announced contracts with customers including the United Arab Emirates in the Middle East for network technology.</p>
<p dir="LTR">China’s government arrested two Canadians, a former diplomat and a businessman, on Dec. 10 in what was widely seen as an attempt to pressure Canada to release Meng, the company’s CFO.</p>
<p dir="LTR">On Monday, Beijing accused the two men of acting together to steal state secrets. That followed the Canadian government’s announcement Friday that the extradition proceeding for Meng would be allowed to continue.</p>
<p dir="LTR">Huawei executives say American security warnings have yet to affect sales outside the United States. The company’s 2018 revenue forecast is $100 billion and its founder, Ren Zhengfei, said last month this year’s target is $125 billion.</p>
<p dir="LTR">Some European officials and others cite a Chinese security law requiring companies to cooperate with intelligence agencies. They say Huawei and other tech companies might be required to install “backdoors” in equipment to allow eavesdropping.</p>
<p dir="LTR">Huawei denies altering its equipment to facilitate spying and has set up testing centers in Britain, Canada and continental Europe to allow governments to examine its technology.</p>
<p dir="LTR"> “Huawei has not and will never implant ‘backdoors,’ ” said Guo, the chairman.</p>
<p dir="LTR">The company also has launched a public relations campaign abroad.</p>
<p dir="LTR">Its typically press-shy founder, Ren, gave a two-hour interview to foreign reporters in January in which he said Huawei would reject Chinese government demands to disclose confidential information about its customers. Since then, Ren also has talked at length with foreign TV broadcasters.</p>

<div>The high growth is occurring despite warnings from the U.S. government to its allies not to use Huawei phones or network equipment. Since 2012, Huawei gear has been considered a threat to U.S. national security with fears that its devices and components could send confidential information to the Chinese government. And with many carriers outside of the states building out their 5G networks, the U.S. worries that many will use Huawei networking equipment. In fact, the company has 25 contracts to build 5G networks globally. Huawei is the largest supplier of such equipment worldwide, and is also the second largest smartphone manufacturer worldwide after Samsung.</div>

										<content:encoded><![CDATA[<h3 class="summary">Canada has arrested a senior Huawei technology company official suspected of violating sanctions against Iran at the request of U.S. officials.</h3>
<p>Meng Wanzhou, who is one of the vice-chairs on the Chinese technology company’s board and is the daughter of the company’s founder, Ren Zhengfei, was arrested at the request of U.S. officials in Vancouver.</p>
<p>A spokesman for the Canadian Ministry of Justice said in a statement to the Globe and Mail website: “Wangzhou is wanted for extradition to the United States.”</p>
<p>A Chinese foreign ministry spokesman said on Thursday that Beijing had separately called on the U.S. and Canada to “clarify the reasons for the detention” and “immediately release the detained person”. A spokesman for the Chinese embassy in Canada, in a statement, said: “Canada has arrested a citizen of China who has not violated any of the laws of the United States or Canada at the request of the United States.”</p>
<p>In a short statement, China&#8217;s Foreign Ministry said that Vice Foreign Minister Le Yucheng had issued the warning to release Meng to Canada&#8217;s ambassador in Beijing, summoning him to lodge a “strong protest”.</p>
<p>But is his arrest linked to U.S. sanctions against Iran? To answer this question, take a look at the history of Huawei&#8217;s work.</p>
<p>Huawei, in the 1980s, started its business in China as a telecommunications technology company, but from the outset it focused on developing indigenous technology rather than importing it from the West.</p>
<p>Huawei targeted the global markets as a company with its own native technology during the 1990s. In 2001, it developed its first presence in the United States, then in 2008 in Canada. According to a Bloomberg report in 2011, 45 of the 50 largest  telecom companies in the world used some <a href="https://irannewsdaily.com/2018/12/china-us-officials-engage-on-trade-while-huawei-row-burns/">Huawei</a> equipment.</p>
<p>Accordingly, Huawei&#8217;s Chinese company has become a highly competitive rival to Western and American companies, which over the past few years has been able to develop a solid footprint in the United States and Canada.</p>
<p><strong>Reasons </strong><strong>of</strong><strong> punishing Huawei, Iran sanctions or trade warfare?</strong></p>
<p>At the British Columbia Provincial Tribunal during its first detention hearing on Tuesday, Huawei&#8217;s chief executive announced that Meng Wangzhou, with the establishment of Sky Comex, has been pursuing Huawei subsidiaries throughout 2009-2014 to circumvent U.S. sanctions against Iran.</p>
<p>In fact, the company, via a branch registered in Dubai in the UAE, is accused of violating Iran&#8217;s sanctions law. As a result, Washington&#8217;s crackdown is due to the alleged violation of sanctions against Iran. This charge could have been brought under normal circumstances with restrictions on its activities on the U.S. soil or by its outright dismissal, but the arrest of its director and the release of some news stories that long-term imprisonment was probable shows that the issue of Chinese Huawei is much more than a violation of sanctions against Iran.</p>
<p>On the other hand, by looking at the extreme nationalist approaches of the Trump government in commercial markets, it is clear that the White House, with “American First” slogan, is seeking to impede the activities of non-U.S. companies.</p>
<p>So, in the current context, the violation of sanctions against Iran is an excuse for the U.S. Treasury Department to remove one of the most powerful rivals to American companies.</p>
<p>Pressure on Huawei occurred when recently Beijing and Washington agreed on a 90-day cease-fire during their trade war. In the course of these 90 days, the parties will not impose any increase in tariffs on each other&#8217;s export markets. However, although there is currently no news of the imposition of new tariffs on Chinese goods in the United States, the arrest of a director of a Chinese company suggests that Washington is still interested in maintaining tension with Beijing.</p>
<p>Indeed, if we are to unmask the detention with the issue of the boycott of Iran, we should just mention the pressure that the United States has promoted over the last few months on its allies, including in Europe and even East Asia, which called for cooperation to refuse business with Huawei. The pressure, which seems to have been marginally effective, has so far prevented Japanese and British officials from following the practice of the Chinese company in their countries.</p>
<p>As a result, the arrest of a director of a Chinese company at the behest of the U.S. is bigger than merely a ploy to ensure the sanctions remain in place. It is also a way to try to augment Washington&#8217;s trade war with China.</p>

<p>China’s Vice Premier Liu He, US Treasury Secretary Steven Mnuchin and US Trade Representative Robert Lighthizer spoke by phone Tuesday morning Beijing time, according to a statement from China’s Ministry of Commerce.</p>
<p>The two sides exchanged views on the timetable and road map of future trade talks, the ministry said, without providing further details, Bloomberg reported.</p>
<p>At a time when the status of a deal brokered between the two sides in Buenos Aires this month was already in doubt, the arrest of Huawei Technologies Co. Chief Financial Officer Meng Wanzhou &#8212; linked to potential sanctions violations &#8212; had threatened to torpedo the progress made. Both sides have signaled that they want to separate the two issues, with an eye on the March 1 deadline for further agreement on trade differences.</p>
<p>&#8220;It’s a positive signal that work is in progress&#8221; on trade negotiations despite tensions related to the arrest of Meng, said Michelle Lam, a greater China economist at Societe Generale SA in Hong Kong.</p>
<p>The news of Meng’s arrest in Canada contributed to increasing alarm in financial markets about the lack of specifics in a trade truce announced after US President Donald Trump and Chinese leader Xi Jinping dined together at the Group of 20 meeting. Under the terms disclosed, Trump agreed to pause increasing tariffs on Chinese imports for 90 days while negotiations got under way.</p>
<p>S&amp;P 500 E-Mini futures pared losses on news of the phone call and China stocks turned positive. The Shanghai Composite Index rose 0.3 percent before falling back a little.</p>
<p>Meanwhile, <a href="https://irannewsdaily.com/2018/12/us-china-trade-cease-fire-does-little-to-narrow-differences/">China</a> has accused Canada of violating a bilateral agreement by failing to speedily inform its consulate of Meng’s arrest &#8212; an accusation the Canadian government denies.</p>
<p>Over the weekend, Chinese authorities separately summoned the ambassadors of Canada and the US to protest Meng’s arrest on allegations she committed fraud to sidestep sanctions against Iran. The case has become a flash-point in ties between the US and China that’s rattled investors and sent stock markets tumbling.</p>
<p>Since the Buenos Aires agreement, China has acted to meet its side of the bargain. For example, it intends to announce this month the first batch of US soybean purchases where most, if not all, will be destined for state reserves, according to government officials.</p>
