										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – United Nations Secretary-General Antonio Guterres told the Security Council he cannot take any action on a US declaration that all UN sanctions on Iran had been reimposed because “there would appear to be uncertainty” on the issue.</p>

<p>US Secretary of State Mike Pompeo said last month that he triggered a 30-day process at the council leading to the return of UN sanctions on Iran on Saturday evening that would also stop a conventional arms embargo on Tehran from expiring on Oct. 18.</p>
<p>But 13 of the 15 Security Council members say Washington’s move is void because Pompeo used a mechanism agreed under a 2015 nuclear deal between Iran and world powers, which the United States quit in 2018.</p>
<p>“There would appear to be uncertainty whether or not the process &#8230; was indeed initiated and concomitantly whether or not the (sanctions) terminations &#8230; continue in effect,” Guterres wrote in a letter to the council, seen by Reuters.</p>
<p>“It is not for the Secretary-General to proceed as if no such uncertainty exists,” he said.</p>
<p>UN officials provide administrative and technical support to the Security Council to implement its sanctions regimes and Guterres appoints independent experts to monitor implementation. He said that “pending clarification” of the status of the Iran sanctions, he would not take any action to provide that support.</p>
<p>Washington argues it triggered the return of sanctions &#8211; known as “snapback” &#8211; because a UN resolution that enshrines the pact still names it as a participant. Diplomats say few countries are likely to reimpose the measures lifted under the 2015 deal, known as the JCPOA.</p>
<p>“If UN Member States fail to fulfill their obligations to implement these sanctions, the United States is prepared to use our domestic authorities to impose consequences for those failures,” Pompeo said in a statement on Saturday.</p>
<p>He said that in the coming days Washington would announce additional measures to strengthen the implementation of the UN sanctions and “hold violators accountable.”</p>
<p>Russia’s Deputy UN Ambassador Dmitry Polyanskiy responded on Twitter, “We all clearly said in August that US claims to trigger snapback are illegitimate. Is Washington deaf?”</p>
<p>Longtime US allies Britain, France and Germany told the council on Friday that UN sanctions relief for Iran would continue and that any decision or action taken to reimpose UN sanctions “would be incapable of legal effect.”</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – UN Secretary-General Antonio Guterres warned Wednesday that the coronavirus pandemic threatens the progress of Africa and could push millions into extreme poverty.</p>
<p dir="LTR">The UN chief said in a video message launching a policy report on “The Impact of COVID-19 in Africa” that countries on the continent have responded swiftly to the crisis, and as of now reported cases are lower than feared with more than 2,500 deaths.</p>
<p dir="LTR">The virus is present in all African countries with most recording fewer than 1,000 cases, the 28-page UN report said, AP reported.</p>
<p dir="LTR">The relatively low numbers of COVID-19 cases confirmed thus far “have raised hopes that African countries may be spared the worst of the pandemic,” the report said. “Caution is warranted, however, as these are early days in the life cycle of a disease that is still not fully understood and where we have seen repeated patterns of first slow, then exponential growth in the number of cases.”</p>
<p dir="LTR">The UN said the low numbers could be linked to minimal testing and reporting, pointing to a World Health Organization warning that the pandemic “could kill between 83,000 and 190,000 people in 47 African countries in the first year, mostly depending on governments’ responses.”</p>
<p dir="LTR">And WHO also warned that “the socioeconomic impacts could `smolder’ for several years,” the report said.</p>
<p dir="LTR">Guterres said, “much hangs in the balance.”</p>
<p dir="LTR">He called for international action to strengthen Africa’s health systems, maintain food supplies, avoid a financial crisis, support education, protect jobs, keep households and businesses afloat, and cushion the continent against lost income and export earnings.</p>
<p dir="LTR">To help address the devastating economic and social consequences of the pandemic, Guterres said Africa needs more than $200 billion and “an across-the-board debt standstill for African countries” unable to service their debt, “followed by targeted debt relief and a comprehensive approach to structural issues in the international debt architecture to prevent defaults.”</p>
<p dir="LTR">In recent years, Guterres said economic growth in Africa has been strong, the digital revolution has taken hold, and agreement has been reached on a free trade area.</p>
<p dir="LTR">But he said “already, demand for Africa’s commodities, tourism and remittances are declining” and the opening of the trade zone has been pushed back.</p>
<p dir="LTR">The secretary-general said the pandemic “will aggravate long-standing inequalities and heighten hunger, malnutrition, and vulnerability to disease.”</p>
<p dir="LTR">The UN urged that agriculture be declared a critical sector that should not be interrupted by COVID-19 related measures.</p>
<p dir="LTR">Guterres commended what countries and the African Union have done to tackle the pandemic, saying most have deepened regional coordination, deployed health workers, and enforced quarantines, lockdown, and border closures.</p>
<p dir="LTR">“They are also drawing on the experience of HIV/AIDS and Ebola to debunk rumors and overcome mistrust of government, security forces, and health workers,” Guterres said.</p>
<p dir="LTR">He said the United Nations has delivered millions of test kits, respirators, and other supplies, reaching almost the entire continent.</p>
<p dir="LTR">While dealing with the pandemic, the UN report said: “maintaining peace and security in Africa remains paramount.”</p>
<p dir="LTR">Guterres has appealed for global cease-fires to tackle COVID-19 and he said it is “essential for African countries to sustain their efforts to silence the guns and address violent extremism.”</p>

<p>Stephane Dujarric, the spokesman for the UN Secretary-General, said Monday that Mr. Guterres was concerned about the developments in war-torn Yemen, and urged all “relevant stakeholders” to “exercise maximum restraint and refrain from any actions that would further escalate the situation”.</p>
<p>“The Secretary-General calls on all to engage in an inclusive dialogue to resolve their differences and address the legitimate concerns of all Yemenis, including those of southern groups,” Dujarric said.</p>
<p>The spokesman added that Mr. Guterres calls on the parties to conduct concentrated efforts on countering the spread of COVID-19, and responding to the flooding that has affected tens of thousands of Yemenis.</p>
<p>“The Secretary-General reaffirms the need to preserve the integrity of Yemeni institutions and emphasizes that the conflict in Yemen can only be resolved through a negotiated political settlement”.</p>
<p>The UN chief and Iranian Foreign Minister Mohammad Javad Zarif held talks on Yemen’s situation on Tuesday.</p>
<p>They emphasized the need for reopening and ensuring the security of borders and ports in Yemen to deliver humanitarian aids to people, particularly at the time of the outbreak of the coronavirus.</p>
<p>Iran’s Foreign Ministry has welcomed the UN secretary-general’s call for a global halt in armed clashes amid the coronavirus outbreak, saying Tehran supports any initiative ending the war against people of Yemen and the blockade of the impoverished country.</p>

<div>The most vulnerable are the most affected—particularly our elderly and those with pre-existing medical conditions, those without access to reliable health care, and those in poverty or living on the edge.</div>
<div></div>
<div>The social and economic fallout from the combination of the pandemic and slowing economies will affect most of us for some months.</div>

<div>But the spread of the virus will peak. Our economies will recover.</div>

<div>Until then, we must act together to slow the spread of the virus and look after each other.</div>

<div>This is a time for prudence, not panic. Science, not stigma. Facts, not fear.</div>

<div>Even though the situation has been classified as a pandemic, it is one we can control. We can slow down transmissions, prevent infections and save lives. But that will take unprecedented personal, national and international action.</div>

<div>In addition to being a public health crisis, the virus is infecting the global economy.</div>

<div>United Nations economists estimate that the virus could cost the global economy at least $1 trillion this year – and perhaps far more.</div>

<p>Speaking before the start Monday of a two-week international climate conference in Madrid, the UN chief said the impact of rising temperatures – including more extreme weather – is already being felt around the world, with dramatic consequences for humans and other species and there is a danger that global warming could pass the “point of no return”, AP reported.</p>
<p>He noted that the world has the scientific knowledge and the technical means to limit global warming, but “what is lacking is political will.”</p>
<p>“The point of no return is no longer over the horizon,” Guterres told reporters in the Spanish capital. “It is in sight and hurtling toward us.”</p>
<p>Delegates from almost 200 countries will try to put the finishing touches on the rules governing the 2015 Paris climate accord at the Dec. 2-13 meeting, including how to create functioning international emissions trading systems and compensate poor countries for losses they suffer from rising sea levels and other consequences of climate change.</p>
<p>Guterres cited mounting scientific evidence for the impact that man-made emissions of greenhouse gases are already having on the planet, including record temperatures and melting polar ice.</p>
<p>But he insisted that his message was “one of hope, not of despair. Our war against nature must stop and we know that that is possible.”</p>
<p>Countries agreed in Paris four years ago to limit global warming to well below 2 degrees Celsius (3.6 Fahrenheit), ideally 1.5C (2.7F) by the end of the century compared with pre-industrial times. Already, average temperatures have increased by about 1C, leaving little room for the more ambitious target to be met.</p>
<p>Guterres said growing demands from citizens, particularly young people, have shown there is a widespread desire for climate action.</p>
<p>“What is still lacking is political will,” he said. “Political will to put a price on carbon. The political will to stop subsidies on fossil fuels. The political will to stop building coal power plants from 2020 onwards. The political will to shift taxation from income to carbon. Taxing pollution instead of people.”</p>
<p>Guterres noted that some 70 countries – many of them among the most vulnerable to climate change – have pledged to stop emitting more greenhouse gases by 2050.</p>
<p>“But we also see clearly that the world’s largest emitters are not pulling their weight. And without them, our goal is unreachable,” he said.</p>
<p>The UN chief said he hoped the meeting in Madrid would see governments make more ambitious pledges ahead of a deadline to do so next year.</p>

										<content:encoded><![CDATA[<h3 class="lead">UN Secretary-General Antonio Guterres is to launch a major push for disarmament talks covering everything from nuclear and cyber war to small arms, braving certain US resistance to such bold initiatives, officials and experts told Reuters.</h3>

<p>Guterres aims to forestall a new nuclear arms race and get the big powers back into negotiations after two decades of stalemate, according to a Geneva-based expert familiar with the plans, who requested anonymity.</p>
<p>The expert said Guterres also wants to end &#8220;state-led paralysis&#8221; in talks on cyber warfare and robotics by getting the private sector involved, and to start talks on use of explosives in urban areas and curbing access to conventional weapons, the biggest killer, Reuters reported.</p>
<p>Chances of success are uncertain at best. But with nuclear tensions rising, Guterres may be uniquely placed to oil the wheels of negotiations given a 2009 UN Security Council pledge to &#8220;create the conditions for a world without nuclear weapons&#8221;.</p>
<p>&#8220;If Guterres is clever he can use that to say: &#8216;Okay what have you done in the past 10 years?'&#8221; said Marc Finaud, an expert at the Geneva Centre for Security Policy.</p>
<p>But a US official, speaking on condition of anonymity, told Reuters that nuclear disarmament was an &#8220;aspirational goal&#8221; only, and it was hard to conceive of it in the near term.</p>
<p>&#8220;We don&#8217;t believe that it&#8217;s time for bold initiatives, particularly in the area of nuclear weapons,&#8221; the official said, adding Guterres should also tread carefully in new technologies such as killer robots, known as &#8220;autonomous&#8221; weapons.</p>
<p>&#8220;I worry that the Secretary-General may be trying to treat the symptoms and not the root causes of why countries arm and rearm.&#8221;</p>
<p>The US Nuclear Posture Review, published on Friday, aims to improve deterrence, ensuring Russia, China, North Korea and Iran cannot mistake the US willingness to defend itself, the official added.</p>
<p>The US official said the problem was political will and the fact Russia &#8211; with whom tensions have risen over issues ranging from Russian involvement in Ukraine&#8217;s conflict to alleged Russian interference in the 2016 US election campaign &#8211; was not a willing or trusted negotiating partner.</p>
<p>&#8220;We have to let them (Russia) know that we are dealing with them from a position of strength. Over the last eight years there&#8217;s been a perception of weakness. We want to disabuse them of that notion.&#8221;</p>
<p>Guterres&#8217; strategy, to be spearheaded by his disarmament chief Izumi Nakamitsu, seeks to revive talks across the spectrum despite deepening US-Russian mistrust and heightened tensions on the divided Korean peninsula.</p>
<p>&#8220;The path to peace through disarmament does not lie waiting for the right security situation to materialize, while countries increase their military budgets and stockpiles year after year,&#8221; she said in a speech last October.</p>
<p>&#8220;We should not shy away from bolder thinking.&#8221;</p>
<p>The US official said the negotiating forum was &#8220;littered&#8221; with stalled initiatives aiming to think outside the box.</p>
<p>They include China and Russia&#8217;s thrust for a treaty on weapons in space and Russia&#8217;s hope for a treaty to stop Islamist militants obtaining weapons of mass destruction.</p>
<p>Nakamitsu is expected to invite key officials, including diplomats from the United Nations&#8217; five veto-wielding powers, including Washington and Moscow, to a retreat near New York later this month for discussions.</p>
<p>Guterres hopes to unveil his initiative in Geneva at the end of February, when foreign ministers, including Sergei Lavrov of Russia, are expected at the UN Human Rights Council and the Conference on Disarmament, before a full launch in April.</p>
<p>Richard Lennane, head of the non-profit Geneva Disarmament Platform, said it was the right time for what appeared to be an unprecedented and ambitious move, and encouraging that Guterres was launching it early in his tenure.</p>
<p>&#8220;The tensions between Donald Trump and the North Korean leader have frightened a lot of people, and for the first time in a long time people have realized that there&#8217;s an imminent prospect of a nuclear war starting. So I think that is fertile ground to try an initiative like this,&#8221; he said.</p>

<p>&#8220;The secretary-general is concerned by news of the offer of resignation of Lebanon Prime Minister Saad Hariri,&#8221; Guterres spokesman Stephane Dujarric said in a statement, AFP reported.</p>
<p>&#8220;He hopes all sides will focus their efforts on supporting the continuity of Lebanon&#8217;s State institutions, in adherence with the constitution and safeguarding the country&#8217;s security and stability,&#8221; he added.</p>
<p>&#8220;The United Nations remains committed to supporting the security, sovereignty and territorial integrity of Lebanon.&#8221;</p>
