<p>Gholamali Khoshroo made the remarks on Tuesday, addressing the Security Council meeting on the situation in the Middle East.</p>
<p>He stressed that the three guarantors are determined to continue their cooperation to eliminate all terrorists designated as such by the Security Council, including Islamic State in Iraq and the Levant (ISIL/Da’esh) and Nusrah Front.</p>
<p>Here is the full text of his speech:</p>
<p>In the Name of God, the Most Compassionate, the Most Merciful</p>
<p>Madam President,</p>
<p>Recent Tehran Tripartite Summit convened in a critical juncture.</p>
<p>Satisfied with the contribution of the Astana format to peace, security and stability in Syria, the Presidents of Iran, Russia and Turkey discussed the way forward to achieve durable peace in the country.</p>
<p>Through their joint statement, they sent clear messages.</p>
<p>They reaffirmed their continued strong commitment to Syria’s sovereignty, independence, unity, and territorial integrity. This is an inherent right of each State, and Syria is no exception. It should be strictly respected by all.</p>
<p>Accordingly, they rejected all attempts to create new realities on the ground under the pretext of combating terrorism. This explicit and clear-cut message needs to be heard.</p>
<p>As a victim of chemical weapons, Iran condemns, in the strongest possible terms, any use of such weapons by anyone, anytime and anywhere. At the same time, we warn against any attempt to use force against Syria, including under the pretext of the alleged use of such weapons by the Syrian Government. At a time when Syria has destroyed all of its chemical weapons under international supervision, this is only a fabrication to use force against this country. Any such attempt would only further complicate the situation.</p>
<p>Another clear and strong message of the Summit is that the Presidents are determined to continue cooperation to eliminate all terrorists. This means Daesh and Al-Nusra Front and all other individuals, groups, undertakings, and entities associated with Al-Qaeda or Daesh, designated as terrorists by this Council.</p>
<p>This, of course, needs to be conducted by preventing civilian casualties. That is why the Presidents reaffirmed their determination to work towards protecting civilians.</p>
<p>As President Rouhani stressed in the Tehran Summit, combatting terrorism requires a comprehensive approach by taking into account all aspects of this unpleasant phenomenon. From this perspective, the fight against terrorism in Idlib is an integral part of the mission of restoring peace and stability to Syria, but this combat must not hurt the civilians.</p>
<p>Likewise, improving the humanitarian situation via facilitating rapid, safe and unhindered humanitarian access to all Syrians in need was highlighted.</p>
<p>Therefore, these would be guiding principles with respect to the ongoing efforts to combat terrorists in Idlib.</p>
<p>Precisely for this reason, they underlined the utmost importance of the separation between terrorists and the armed opposition groups that had joined or would join the ceasefire regime.</p>
<p>Another concrete message of the Tehran Summit is that the Syrian conflict could only end through a negotiated political process.</p>
<p>Against this backdrop, the Presidents stressed the need for, and their resolve to cooperate in, advancing a Syrian-led and Syrian-owned political process. The right to determine the future of Syria belongs exclusively to Syrians.</p>
<p>To that end, cooperation towards establishing and launching the work of the Constitutional Committee is critical.</p>
<p>Parallel to such efforts, conducive conditions should be prepared for the safe and voluntary return of all refugees and internally displaced persons. This will undoubtedly contribute to the ceasefire and national dialogue and accelerate the reconciliation process.</p>
<p>To that end, convening an international conference on Syrian refugees and internally displaced persons is important.</p>
<p>While Syria is passing through a critical stage in defeating terrorists and regaining its unity and territorial integrity, the international community should stand firm in breathing a new life into this country.</p>
<p>As the Islamic Republic of Iran supported Syria to defeat terrorists, it will play a constructive role in bringing peace and prosperity to this country.</p>
<p>In conclusion, with regard to the statement of U.S. representative, I would like to make it clear that the US military presence and operation in Syria is an act of aggression and thus against the UN Charter and must come to an end.</p>

<p>The bas-relief depicting the head of an Achaemenid soldier, an antique artifact of ancient Iran, was returned to Iran, said Khoshroo late on Tuesday.</p>
<p>The Iranian diplomat recounted that the artifact was excavated 90 years ago in Iran and stolen some years later and all Iran’s efforts to return the valuable piece were futile.</p>
<p>He added that thanks to Iran’s efforts, a complaint was filed in court and the case was closed with final verdict approving Iran’s right ordering the Persian piece to be returned to Iran.</p>
<p>The bas-relief dating back to approximately 500 BC was offered for sale at an art fair in New York.</p>
<p>Confirming that New York attorney returned the Achaemenid era piece to Iranian mission in New York, Khoshroo added that the antique work was sent to Iran on Tuesday evening.</p>
<p>The artefact is an eight-inch-square piece of carved limestone. It belonged to a long line of soldiers depicted on a balustrade at the central building on the Persepolis site. The item, valued at $1.2 million, was reported stolen from Persepolis in 1936.</p>

<p>In his letters to UN secretary-general and President of the United Nations Security Council, Khoshroo rejected all unfounded allegations made by Saudi Arabia against Iran as regard inattention to the Security Council 2216 and 2231 resolutions.</p>
<p>The full text of Khoshroo&#8217;s letter is as follows:</p>
<p>I am writing to you regarding a letter dated 26 July 2018 from the Permanent Representative of Saudi Arabia to the United Nations addressed to the President of the Security Council (S/2018/561), in which, once again, he made certain allegations against the Islamic Republic of Iran, including with respect to Security Council resolutions 2216 (2015) and 2231 (2015). I hereby categorically reject all such unfounded allegations, as I have in my previous letters to the President of the Security Council.</p>
<p>It is crystal clear that such a provocation is aimed at covering up the brutalities and war crimes, as well as crimes against humanity, that this country continues to commit in Yemen on a daily basis, particularly by destroying its basic infrastructure, bombing densely populated residential areas and attacking public and civilian places such as hospitals, schools, medical facilities, markets, mosques, ports and airports, as well as water and electricity systems. Its recent consecutive airstrikes on the city of Hudaydah serve as the latest example of such crimes committed by Saudi Arabia in Yemen, where a busy fishing market and the main hospital of the city were deliberately targeted in airstrikes, resulting in the death of 60 Yemeni civilians, including medical workers, and the injury of at least 170 other civilians.</p>
<p>Taking into account the statement of the United Nations Humanitarian Coordinator for Yemen, that “These airstrikes are putting innocent civilians at extreme risk”, it is evident that the continuation of the strikes by Saudi forces will seriously endanger the safety of 600,000 residents of the city and disrupt supply lines for urgent humanitarian assistance arriving in this port city, which accounts for about 70 per cent of imports in Yemen, where 22 million people rely on international aid to survive. Additionally, regional and international health and humanitarian institutions have stated that Yemen will be on the brink of a new cholera epidemic as a result of such attacks. This would further cause a deterioration in the situation in Yemen, which is now the worst humanitarian crisis in the world.</p>
<p>The Islamic Republic of Iran reiterates its position that there is no military solution to the conflict in Yemen and, furthermore, that a peaceful solution can be achieved only through an all-inclusive, Yemeni-led and Yemeni-owned national dialogue. To that end, Saudi Arabia should end its military and political intervention in, and lift the blockade against, Yemen.</p>
<p>Once again, we strongly warn the international community and the Security Council about the negative consequences of the continuation of these inhumane and aggressive actions committed by Saudi Arabia against the oppressed people of Yemen, as well as the threat posed by such actions to peace and security across the region.</p>
<p>The Islamic Republic of Iran has presented a peace plan to this effect (see S/2015/263 and S/2017/949) and stands ready to engage with all relevant stakeholders in a meaningful dialogue to operationalize this peace plan.</p>
<p>Additionally, I would also like to seize this opportunity to reject the allegations made in the letter dated 26 July 2018 from the Permanent Representative of Yemen to the United Nations addressed to the President of the Security Council (S/2018/563).</p>
<p>I should be grateful if you would have the present letter circulated as a document of the Security Council.</p>

<p>For the first time in the history of the UN, the United States – a permanent member of the security council with veto power – is engaging in penalising nations across the entire world; not for violating a security council resolution, rather, for abiding by it. The resolution in question, UN security council resolution 2231, was authored (including by the US itself) and passed unanimously by the council.</p>
<p>After more than a year of holding the joint comprehensive plan of action (JCPOA – known also as the Iran deal) to ransom and demanding Iran make a spade of unilateral nuclear and non-nuclear concessions, ultimately, on 8 May 2018, the Trump administration withdrew from the JCPOA. Simultaneously, Trump signed a presidential memorandum to reimpose all US sanctions lifted or waived in connection with the Iran deal. As a result, the agreement that was the culmination of more than a decade of negotiations and was endorsed by security council resolution 2231 now faces an existential moment, especially as the first set of US sanctions come into effect this week.</p>
<p>Security council resolution 2231 underlines “promoting and facilitating the development of normal economic and trade contacts and cooperation with Iran” as an essential part of the JCPOA and calls upon all member states to support its implementation, including to ensure Iran’s access in areas of trade, technology, finance and energy, and refrain from actions that undermine it. As part of the JCPOA itself, the US alongside other JCPOA participants, undertook to refrain from any policy intended to directly and adversely affect the normalisation of trade and economic relations with Iran. The Trump administration is nonetheless now targeting countries across the world for actually re-engaging Iran economically in accordance with their obligations under security council resolution 2231.</p>
<p>The US withdrawal from JCPOA and reimposition of its sanctions is a serious breach of its legal obligations under the UN charter, which entails its international responsibility. The international community must act in the face of this international intimidation and affront towards the international legal order.</p>

<p>What the Trump administration has done, through threatening economic revenge against the countries that continue their economic ties with Iran, is to weaponise its economy. It is a clear rejection of diplomacy and multilateralism; a clear call for confrontation rather than cooperation; an open invitation to resorting to logic of force instead of force of logic. Such reckless and menacing behaviour by the Trump administration renders it responsible for the ensuing adverse consequences, and it must be held accountable for such blatant material breach of its obligations under the JCPOA; for the consequences of its wrongful acts that fly in the face of the UN charter and international law; and for the damages and irreparable harm it has caused to Iran and its international business relations.</p>
<p>While the International Atomic Energy Agency (IAEA) has confirmed Iranian compliance in now close to a dozen periodic reports, the US’s performance has been abysmal from before the withdrawal and persistently in blatant violation of the letter, spirit and intent of the JCPOA almost from its inception. The US government’s agencies and instrumentalities actively and consistently were deterring and discouraging businesses from engagement with Iran.</p>
<p>The Trump administration’s abdication of the deal is a tragedy for multilateral diplomacy and will leave a deep scar on the credibility of such needed diplomatic ventures for some time to come. The spectre of extreme unilateralism, terminal intransigence and the unwinding of vital global institutions is a threat not just to my country, but to every nation. It may be tempting to hope for the proverbial passing of the storm, but at this point in time that is clearly no longer a sustainable approach. It is our true belief that each and every member of the community of nations has a duty to stand up to lawlessness and contempt for the rule of law in international relations; in particular, by refusing to give effect to irresponsible acts and by holding any law-breaking party accountable for the consequences of its acts.</p>

<p>In the Monday session of United Nations Security Council, Gholamali Khoshroo expressed his regret about the fact that Israeli killing of Palestinian children was not included in the UN secretary general’s list of main violators of children rights.</p>
<p>Referring to the war crimes of the Israeli regime against Palestinian children participating in the peaceful demonstrations in Gaza recently, Khoshroo said that the Israeli regime is at the top of the list of the murders of children in the world, calling on the UN secretary general to put Israel at the top of list next year.</p>
<p>He also referred to the killing of Yemeni children by Saudi Arabia and the United Arab Emirates, saying that the severity of the situation of Yemeni children is comparable to that of Palestinian children.</p>
<p>Iran’s ambassador to the UN further said that although for certain reasons, the names of these countries (Saudi Arabia and UAE) have been removed from the list of violators of children&#8217;s rights, that does not change the reality.</p>
<p>Referring to the UN Secretary-General&#8217;s report on the increase in the number of children being killed in armed conflicts, he emphasized the need to stop the trend, calling on the UN to halt the killing of children in Palestine, Yemen and the rest of the world.</p>
<p>At the end of the session, the Security Council adopted a resolution on the protection of children in armed conflicts.</p>

<p>Addressing the UN General Assembly’s meeting on “responsibility to Protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity”, he added that no one forgets how the inaction on the part of the United Nations in the face of tragic cases of genocide and crimes against humanity as well as outrageous acts of aggression in the last two decades led to the death, injury and displacement of millions of innocent people.</p>
<p>Full text of the statement reads as follows:</p>
<p>In the Name of God, the Compassionate, the Merciful</p>
<p>Mr. President,</p>
<p>The Islamic Republic of Iran fully shares the sentiment that the international community must be vigilant not to let the horrors of mass killings and genocide of the past be repeated in the future. No one forgets how the inaction on the part of the United Nations in the face of tragic cases of genocide and crimes against humanity as well as outrageous acts of aggression in the last two decades led to the death, injury and displacement of millions of innocent people.</p>
<p>This was more, however, due to the failure of the Security Council to act when action was needed, rather than the result of an absence of normative framework or lack of implementation of the R2P. Thus, it was the inaction of the Security Council due to the lack of political will of its some Permanent Members that brought about the horrible genocide in Rwanda and other similar catastrophes.</p>
<p>The controversies around the R2P are not rooted in the noble notion of prevention of atrocity crimes, but rather in its implementation and scope of application. Examining this concept in practical terms may put it in better perspective and help to make this abstract concept more concrete.</p>
<p>Moreover, discussions on R2P could not be divorced from its political and legal implications. Looking forward should not relieve us from looking back and reminding ourselves of lessons of history. It has been witnessed that, in practice, the R2P is guided by the politicized interests of certain States rather than human dignity and human rights and therefore has been taken far from its alleged objectives and purposes.</p>
<p>This, in its turn, has put into question its legitimacy and applicability as a political tool alleged to be used in times of distress. As a result, the R2P is gradually being developed and seen as a political tool to pave the way for interventionist polices, whenever needed, in a selective manner. This is exactly where the R2P concept faces a real challenge.</p>
<p>In the limited cases where a coercive measure is needed to save the populations, R2P falls within collective security framework of the UN and can only be authorized by the Security Council in full compliance with international law.</p>
<p>The authorization by the Security Council should not be understood as a carte blanch for committing new atrocities. It also goes without saying that the Security Council is not free to selectively opt for authorization of use of force in cases consistent with the will of its Member States and turn a blind eye on clear situations of mass atrocities as we have witnessed in the past and we are currently witnessing.</p>
<p>The Security Council is thus bound by well-established principles of international law and should respect sovereignty of States and their independence and action to prevent mass crime atrocities should be seen as a last resort and once all efforts to take effective measures at the national level have been exhausted.</p>
<p>The scope of application of R2P should be defined in a way that genuinely addresses the plight of mankind whenever they face mass atrocity crimes free from selectivity and double standards and in full conformity with the principles and objectives of the UN Charter. Addressing the misery of people under occupation is the foremost test for the R2P.</p>
<p>The Islamic Republic of Iran insists on the primacy of well-established principles of international law as enshrined by the UN Charter in all circumstances. We hope that any discussions on the issue will be done with an effort to prevent any future abuses of newly emerging concepts such as what we have witnessed in the past about some of the provisions of the UN Charter.</p>
<p>Mr. president,</p>
<p>The normative framework regulating prevention of atrocities is already in place. Compliance with fundamental principles of international law as set forth in the UN Charter contributes to rule of law at the international level and builds upon the existing bulwarks which form the very basis of the international legal order.</p>
<p>The main problem lies in illegitimate unilateral action by certain States which every now and then creates chaos in international relations and undermines existing normative structures. Illegal use of force blatantly demonstrated by sudden unjustified strikes in flagrant violation of sovereignty and territorial integrity of UN Member States is a clear example of abusive resort to well-established rules and principles of international law governing self-defense and use of force.</p>
<p>This is what sheds a clear light on the dark future of R2P if it is destined to be used as a political tool in furtherance of the will of a few.</p>
<p>The Islamic Republic of Iran believes that we are still far from a consensual understanding of the R2P as a concept. We maintain that prior to implementation of the R2P, it is crucial to define its normative content as well as its scope of applications.</p>
<p>The primary responsibility to prevent commission of genocide, war crimes, ethnic cleansing and crimes against humanity lies with sovereign States. This is echoed by the principles of international law as enshrined by the Charter and also articulated in paragraphs 138 and 139 of the 2005 Summit Outcome Document.</p>
<p>Other States or the international community at large may step in to help upon request on a case by case basis and through the United Nations to prevent such horrendous atrocities. This, by no means whatsoever, may imply permit to use force against another State under any pretext such as humanitarian intervention which may pave the way for all manners of politically motivated interventions in other countries. I&#8217;m sure no one would like to turn the clock back to the time when theories of &#8216;just war&#8217; prevailed.</p>
<p>Prevention of mass atrocity crimes should remain the core objective of the R2P. Prevention should be seen as a long-term strategy and be interpreted in broad terms and mainly include non-coercive measures. Even the third pillar of R2P does encompass several measures that do not necessarily call for use of coercive measures.</p>
<p>In this context, R2P should be seen as a framework to assist the vulnerable and failed States to develop their capacity to protect their populations and build safer societies. Prevention involves a broad range of issues ranging from promotion of sustainable development, education and health through to eradication of poverty, marginalization and discrimination.</p>
<p>The international community should discharge its responsibility particularly through providing demand-driven capacity-building with the aim of strengthening the resilience of societies and addressing the root causes of conflicts. The objective of R2P should not be regime change but rather the protection of populations mainly through the empowerment of societies and reduction of inequalities.</p>

										<content:encoded><![CDATA[<p class="summary"><strong>Gholamali Khoshroo, Iran’s ambassador to the UN, has said that the failed policies of the U.S. have left the Middle East region in total chaos.</strong></p>
<p>“The failed policies, or lack of policies, of the United States, which violate international law, have left the Middle East in total chaos,” Khoshroo said in an interview with Chris Hedges, a columnist writing for Truthdig.</p>
<p>Following is an excerpt of the interview published on Sunday:</p>
<p>The United States, to cover up these aggressive, reckless and costly policies, blames Iran. Iran is blamed for their failures in Yemen, Iraq, Afghanistan, Syria and Lebanon.</p>
<p>The Trump administration is very naive about the Middle East and Iran. It can only speak in the language of threats—pressure, sanctions, intervention. These policies have failed in the region. They are very risky and costly. Let the Americans deal with the problems of the countries they have already invaded and attacked. America lacks constructive power in the Middle East. It is unable to govern even a village in Iraq, Afghanistan, Yemen or Syria. All it can do is use force and destructive power. This U.S. administration wants the Middle East and the whole world to bow to it. This is not a policy conducive to sound relationships with sovereign states, especially those countries that have resisted American influence.</p>
<p>The plan to arm ‘moderate’ rebels in Syria was a cover to topple [Syrian President] Bashar al-Assad. The Americans knew there were no ‘moderate’ rebels. They knew these weapons would get into the hands of terrorist groups like Daesh [Islamic State], Al-Nusra and their affiliates. Once again, the American policy failed. The Americans succeeded in destroying a country. They succeeded in creating bloodbaths. They succeeded in displacing millions of people. But they gained nothing. The sovereignty of Syria is expanding by the day. It is hard to imagine what President Trump is offering as a strategy in Syria. One day, he says, ‘I will move out of Syria very soon, very quickly.’ The next day he says, ‘If Iran is there, we should stay.’ I wonder if the American taxpayers know how much of their money has been wasted in Iraq, Syria and Yemen?</p>
<p>The Iran nuclear deal was possible following several letters by President Barack Obama assuring the Iranian leadership that America had no intention of violating Iranian sovereignty. America said it wanted to engage in a serious dialogue on equal footing and mutual interests and concerns. These assurances led to the negotiations that concluded with the JCPOA [Joint Comprehensive Plan of Action].</p>
<p>President Trump, however, even as a candidate, called the agreement ‘the worst deal America ever made. He called this deal a source of embarrassment for America. Indeed, it was not the deal but America’s unilateral decision to walk away from an agreement that was supported by the United Nations Security Council, and in fact co-sponsored and drafted by the United States, that is the source of embarrassment for America. To walk away from an international agreement and then threaten a sovereign country is the real source of embarrassment since Iran was in full compliance while the U.S. never was.</p>
<p>The most brutal regime is now in power in Israel. The Trump administration gives total support and impunity to Israel. This angers many people in the Middle East, including many in Saudi Arabia. It is a Zionist project to portray Iran as the main threat to peace in the Middle East. Israel introducing Iran as a threat is an attempt to divert attention from the crimes this regime is committing, but these too are failed policies that will backfire. They are policies designed to cover weakness.</p>

<p>Addressing a high-profile gathering on “International Decade for Action, Water for Sustainable Development”, Khoshroo said, “this is a timely event to address one of the most critical challenges especially for arid and semi-arid countries.”</p>
<p>“Iran is at a critical juncture wherein many countries are on the threshold of water crisis while facing a number of extreme challenges simultaneously, he said, adding, “it is urgent to develop and formulate our collective regional and global cooperation in this decade to deal with this problem seriously.”</p>
<p>Iran’s UN envoy once again urged countries in the world to take effective steps with the aim of tackling this problem.</p>

										<content:encoded><![CDATA[<p><strong><span class="intro-text">Iran&#8217;s Ambassador to the United Nations Gholamali Khoshroo, during an address on Tuesday, condemned the unilateral measures of some states as weakening the establishment of the United Nations.</span></strong></p>

<p>Delivering speech before the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization, on Tuesday in New York, the Ambassador and Permanent Representative of the Islamic Republic of Iran to the United Nations Gholamali Khoshroo condemned the “unilateral coercive measures” of some states which are undermining the role of the United Nations.</p>
<p>He also slammed the measures which weaken the implementation of bilateral or multilateral agreements, bringing up the example of the JCPOA (the Joint Comprehensive Plan of Action AKA Iran nuclear agreement) which is breached of by US.</p>
<p>Here comes the full text of his address:</p>
<p>In the Name of God, the Most Compassionate, the Most Merciful</p>
<p>The Islamic Republic of Iran continues to attach great importance to the role and activities of this Special Committee. The Committee is entrusted with the mandate to address important issues related to international peace and security and pacific settlement of disputes. Thus, deliberations in this Committee could provide a common understanding for strengthening of the role of the United Nations and promotion of rule of law at the international level.</p>
<p>With respect to international peace and security, the issues of unlawful use of force and introduction and implementation of sanctions by Security Council as well as imposition of unilateral coercive measures and their impact on rule of law at the international level, deserve thorough consideration in the Special Committee.</p>
<p>Since the establishment of the United Nations, maintaining international peace and security and the prohibition of the threat or use of force has been one of the key concerns of the international community. However, the practices of few Member States to unlawfully resort to threat or use of force has been in defiance of peremptory norms of international law and has jeopardized the credibility of the Organization and violated the UN Charter. Clarification and re-affirmation of the Charter Provisions in respect of use of force could contribute to the strengthening of the organization. Therefore, my delegation supports the proposal submitted jointly by the Russian Federation and Belarus to seek, through the General Assembly, the advisory opinion of the International Court of Justice on the legal consequences of resorting to the use of force without authorization by the Security Council except in the exercise of the right to self-defense.</p>
<p>Mr. Chairman,</p>
<p>The UN Security Council sanctions may only be introduced as a last resort; that is after determination of the existence of an actual threat to peace or breach of peace based on valid evidence, not mere speculations and misinformation. More importantly, sanctions should be adopted only after peaceful measures have been exhausted or proven to be inadequate. In so doing, the Security Council shall act in strict conformity with the purposes and principles of the Charter and avoid exceeding its authority and competence under the Charter or acting in breach of the principles of international law. Sanctions imposed pursuant to arbitrary and politically motivated determinations of the notion of threat to the peace and security, and based on political manipulation of the Council by some permanent members, cannot be seen as legitimate and lawful. Furthermore, there should be a mechanism for the Council to promptly lift all sanctions when there are no grounds for having them. Also the capacity of the UN Secretariat shall be improved in a way to enable proper assessment of the unintended consequences of the UN sanctions on civilian populations.</p>
<p>At the same time, some developing countries are unjustly targeted by arbitrary unilateral economic sanctions. The morally wrong and ethically unjustified unilateral measures not only defy the rule of law at the international level but also infringe upon the right to development, leading to the violation of basic human rights. It is unfortunate that such measures have almost always been initiated by one State, who is apparently addicted to sanctions and views it as a tool in its toolbox in pursuance of its own interest. Such measures, clearly contravene international law and the Charter of the United Nations, especially where they deprive nations of their lawful and legitimate rights under treaties, as well as fundamental human rights of individual citizens in the targeted States. In many cases, unilateral sanctions are imposed as a result of the extraterritorial application of domestic legislations against legal and natural persons in other countries. This is in spite of many General Assembly resolutions on the necessity for member states to refrain from the application of their laws and regulations on the third states with extraterritorial effects.  Such application clearly disregards the sovereignty of other States.</p>
<p>Mr. Chairman,</p>
<p>The Islamic Republic of Iran welcome the decision of the Charter Committee to hold an annual thematic debate on means for pacific settlement of disputes in line with Article 33 of the UN Charter. My delegation would like to briefly share its experience on negotiation as an effective means for a solution to crisis. We will post our full statement in the website of the committee.</p>
<p>JCPOA—the Joint Comprehensive Plan of Action, or as commonly known the nuclear deal is an example which demonstrates how diplomacy and negotiation could lead to a win- win and satisfactory result. It represents a successful model for patient diplomacy and negotiation.  Nearly two years of successful negotiations brought an end to an atmosphere where so the called crippling sanctions and a threat to use of force had been created. The conditions which led to the successful conclusion of JCPOA were, among others, mutual respect, equal footing of parties to the negotiation and the willingness of the parties to work on the basis of common interest and common objectives.</p>
<p>The opportunity for a nuclear deal was created when all sides defined their goals and redlines in a way that could be reconciled including those who were suspicious of Iran&#8217;s nuclear program. In this example the parties decided to adopt a step by step approach for solving their differences and focus on finding solutions. After all, the JCPOA demonstrated that when and where, there is a will, there is a way. In fact, the key element and crucial step for any successful negotiation is the decision of the parties to define their objectives from the beginning of the process, in a way to be amenable to a pragmatic solution.</p>
<p>It should also be highlighted that the JCPOA is not a perfect deal for any of its parties. In fact, no negotiated deal ever has been or could be perfect. A perfect deal for one side would mean a disaster for the other.</p>
<p>It is also a well-established principle of law enshrined in numerous international instruments including treaties and General Assembly resolutions that States should implement in good faith what they pledge to do through bilateral or multilateral instruments. The Islamic Republic of Iran has demonstrated its good faith, to the fullest extent of the meaning, during the JCPOA negotiations as well as its implementation. The parties to the JCPOA committed themselves to implement the result of their negotiations in a constructive atmosphere based on mutual respect and to refrain from any action inconsistent with the letter, spirit and intent of the JCPOA that would undermine its successful implementation.</p>
<p>Mr. Chairman,</p>
<p>Last but not least, my delegation expresses its appreciation to those delegations that put forward valuable and productive proposals during the previous sessions of the Special Committee. We consider the specific proposals on the agenda of the Special Committee deserve in-depth consideration and we invite all Member States to engage in constructive dialogue for better improvement of the work of the Committee. We reiterate the need for genuine political will in order to advance the long-standing issues included those in the agenda.</p>

										<content:encoded><![CDATA[<p><strong><span class="intro-text">In a letter to United Nations on Wed., Iran’s UN ambassador condemned the US brazen support for protests in Iran, saying its grotesque way of meddling in the country’s internal affairs is a violation of international law.</span></strong></p>

<p>Gholamali Khoshroo made the remarks in a Wednesday letter to the UN Security Council and to UN Secretary General Antonio Guterres, upon instructions from Iran’s Government and pursuant to his previous letter dated 19 June 2017 regrading US interventionist policy.</p>
<p>In the letter, Khoshroo drew attention to the most recent and wide-ranging attempts by the US to intervene in the domestic affairs of the Islamic Republic of Iran; “against the backdrop of continuous attempts by previous US administrations to disrupt the course of normal political, social and cultural life in Iran in the past several decades, starting from the coup against Iran’s democratically elected Prime minister in 1953, the current US administration has crossed every limit in flouting rules and principles of international law governing the civilized conduct of international relations,” he said.</p>
<p>He went on to add, “in the past several days, the US administration, led by the US President, has stepped up its acts of intervention in a grotesque way in Iran’s internal affairs under the pretext of providing support for sporadic protests, which in several instances were hijacked by infiltrators to include acts of senseless homicide – including the murder of a 12-year-old boy and his father, blind violence and rampant destruction.”</p>
<p>“The President and Vice-President of the United States, in their numerous absurd tweets, incited Iranians to engage in disruptive acts,” he said. “The US Department of State went so far as admitting that the US Government wants to encourage protestors in Iran to change their Government, admitting that the US is engaged in interfering with the internal affairs of Iran through Facebook and Twitter.”</p>
<p>Khoshroo went on to note the open hostility of Trump’s administration towards Iranian people, including inter alia by banning ordinary Iranian citizens from entering the United States, as well as the country’s violation of its own commitments under the JCPOA by continuing to impose unlawful sanctions against Iran and by taking every possible devious measure to prevent Iranian people from enjoying the economic dividends of US sanction-lifting obligations under the agreement.</p>
<p>The Iranian envoy stressed that “the right to protest is recognized and guaranteed in the Constitution of the Islamic Republic of Iran”, adding “in exercising this constitutionally-sanctioned principle, protests, demonstrations and sit-ins occur almost on a daily basis by groups of individuals representing various interests in different corners of the country.”</p>
<p>“As in all other democracies, the Government of the Islamic Republic of Iran is determined to protect this right as well as the safety and security of its citizens against acts of violence and destruction,” he added.</p>
<p>Khoshroo further condemned the “flagrant acts of intervention currently undertaken by the US Government” as in contravention of “peremptory norms of international law and in defiance to the principles and purposes of the United Nations Charter.”</p>
<p>He went on to call on all states to condemn such dangerous statements and policies and urge the US Government to act responsibly and to adhere to principles of the UN Charter and international law.</p>
