										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Representatives from the three guarantors of the Astana Peace Process –Iran, Russia and Turkey- and the United Nations Special Envoy for Syria held a meeting in Geneva to discuss the situation in Syria.</p>

<p>Diplomats from the guarantors of the Astana format and United Nations Secretary-General’s Special Envoy for Syria Geir O. Pedersen held the meeting at the United Nations Office in Geneva on Wednesday to discuss the developments in Syria, particularly the third meeting of the Constitutional Committee, the situation in Idlib, and the task force on the exchange of abductees and missing persons.</p>
<p>At the beginning of the gathering, Pedersen gave a report on holding the first round of the third meeting of the Constitutional Committee.</p>
<p>The UN Special Envoy for Syria also expressed hope that the ceasefire in Idlib would continue, stressing the need for the exchange task force to proceed with its activities.</p>
<p>Diplomats representing the three guarantor states of the Astana Process also expressed their views in the meeting.</p>
<p>Ali Asghar Khaji, a senior assistant to the Iranian foreign minister, expounded on Tehran’s stances on Syria at the meeting. He stressed the need to respect Syria’s national sovereignty, independence, unity, and territorial integrity, and reaffirmed Iran’s commitment to fighting against terrorism in the region, especially in Syria.</p>
<p>He also emphasized the necessity of resolving the crisis in Syria through Syrian-Syrian dialogue and for the continuation of the Constitutional Committee’s activities, and voiced Iran’s readiness to support the continued performance of the Committee.</p>
<p>Khaji further called for the removal of the cruel and unilateral sanctions on the people of Syria and for the delivery of humanitarian aids to Syrians, specifically in the battle with the coronavirus pandemic, IFP reported.</p>
<p>The Iranian diplomat also highlighted the necessity for implementation of the existing agreements on Idlib, expressing hope that carrying out the agreements would establish sustainable calm in Idlib.</p>
<p>Khaji finally underlined the need for the resumption of activities of the exchange task force as a humanitarian and trust-building measure.</p>

										<content:encoded><![CDATA[<h3 class="lead">Iranian Foreign Minister Mohammad Javad Zarif held meetings with top officials of a number of UN and international organizations on the sidelines of the Geneva Conference on Afghanistan.</h3>
<p>During his stay in Switzerland on Tuesday, Zarif separately met United Nations High Commissioner for Human Rights Michelle Bachelet, President of the International Committee of the Red Cross Peter Maurer, and Director General of the World Intellectual Property Organization (WIPO) Francis Gurry.</p>
<p>In the meeting with ex-Chilean president Michelle Bachelet, Zarif referred to Iran’s reliance on domestic public support as the only sustainable factor in preserving its national security, and said respecting the principles of human rights is not only an ethical commitment but also a national security requirement.</p>
<p>The Iranian minister also denounced any arbitrary issuance of human rights resolutions against the Islamic Republic and expressed regret over the instrumental use of the concept of human rights and the abuse of the UN’s human rights mechanism as a means of exerting pressure on independent states.</p>
<p>He further deplored the unilateral, illegal and brutal sanctions imposed by the US against the Iranian people as a stark violation of human rights, and appreciated the good stances of the UN special rapporteur on unilateral and coercive measures.</p>
<p>For her part, Bachelet voiced her preparedness to establish constructive and useful interaction with the Islamic Republic.</p>
<p>In another get-together, Zarif and the president of the International Committee of the Red Cross discussed ways for mutual cooperation on Yemen, Syria and Afghanistan.</p>
<p>Zarif once again expressed Tehran’s preparedness to take part in humanitarian projects in the crisis-hit countries.</p>
<p>The two sides also discussed the US unilateral food and medicine sanctions on Iran and stressed the need for international bodies to step in to end the sanctions.</p>
<p>In the meeting with WIPO Director General Francis Gurry, Zarif pointed to Iran’s plans to change the focus from oil-based to knowledge-based economy, highlighting the significance of intellectual property issues in this regard.</p>
<p>Stressing the need for multilateralism in the international arena, Zarif decried the punitive, unilateral and illegal sanctions as destructive for scientific and technological progress of the nations.</p>
<p>For his part, Gurry hailed Iran as an active and constructive actor in the area of multilateralism and activities of international organizations.</p>
<p>The World Intellectual Property Organization is one of the 15 specialized agencies of the United Nations.</p>

<p>In one of the meetings on Tuesday, Zarif held talks with Afghan President Ashraf Ghani on issues of mutual interest, including the peace process in Afghanistan.</p>
<p>The two sides discussed the latest developments in Afghanistan and the Kabul government’s plans to press ahead with the peace process.</p>
<p>Issues in bilateral ties including the progress made by the Iran-Afghanistan joint technical committees, water management, and security cooperation between the two sides in the fight against terrorism and insecurity were among other subjects discussed by Zarif and Ghani.</p>
<p>In another meeting on Tuesday, Zarif and Afghanistan’s Chief Executive Officer Abdullah Abdullah took stock of the agenda of the conference and the latest developments in Afghanistan including the peace process and the battle against terrorism.</p>
<p>Organized by the UN and the government of Afghanistan, the Geneva Conference kicked off on Tuesday with high-ranking officials from over 60 countries as well as many representatives from international bodies in attendance.</p>

<p>Senior Assistant to Iranian Foreign Minister for Political Affairs Hossein Jabri Ansari arrived in Geneva to attend a meeting of UN committee tasked with preparing Syria’ future constitution.</p>
<p>The UN Syria envoy Staffan de Mistura has been tasked with setting up a committee to draw up a new constitution for the war-torn Syria.</p>
<p>In addition to de Mistura, Jaberi Ansari will hold multilateral and bilateral meetings with Russian President Vladimir Putin&#8217;s Special Envoy for Syria Alexander Lavrentiev, as well as Turkey&#8217;s representative in the talks on Syria Sedat Onal, to confer on ways for facilitating the formation of a Syrian constitutional committee.</p>
<p>The representatives of the three guarantors of the Syrian ceasefire &#8211; Russia, Iran and Turkey, will hold a meeting with the UN envoy on Monday to discuss ways to assist the Syrian parties in organizing the committee’s activities.</p>

										<content:encoded><![CDATA[<h3 class="lead">Representatives from Iran, Russia, and Turkey are meeting in Geneva on Tuesday to discuss establishing a committee tasked with drafting Syria&#8217;s new constitution.</h3>

<p>Members of the Syrian opposition have also arrived in the Swiss city where officials of the three nations acting as guarantors of a ceasefire in the war-torn country are meeting under the auspices of the United Nations.</p>
<p>&#8220;I don&#8217;t expect, let&#8217;s be frank, a major breakthrough, but I am confident progress is possible,&#8221; said UN envoy for Syria Staffan de Mistura in a statement to the press in advance of the meetings, Al Jazeera reported.</p>
<p>&#8220;There is something moving in that direction and we need to capitalize on it.&#8221;</p>
<p>The meeting in Geneva follows up on the agreement signed at the Syrian National Dialogue Congress in Sochi, Russia, in January, whose final statement called for the creation of a constitutional commission comprising government, opposition and Syrian civil society members.</p>
<p>The creation of the constitutional committee would be the first step in the political solution of the conflict as mandated by the Security Council Resolution 2254.</p>
<p>&#8220;Besides government and opposition, it will be important that independents, civil society, experts, and women &#8211; and as you know, we have been strongly recommending at least 30 percent of women &#8211; all find their place into this constitutional committee. We must have an inclusive process,&#8221; said De Mistura.</p>
<p>&#8220;I want to discuss with Iran, Russia and Turkey some preliminary thinking &#8211; and hear their own views too &#8211; on how the Sochi Final Statement can be given effect to.&#8221;</p>
<p>De Mistura said the government of Syria had already conveyed to him a list of 50 names. De Mistura said serious efforts were underway to draw the opposition list.</p>
<p>The UN envoy called for the Geneva meeting after concluding a round of consultations that took him to Turkey, Iran and Egypt to discuss how to speed up the process for the creation of a constitutional committee.</p>
<p>Alexander Lavrentyev, the Russian presidential envoy for Syria, and Deputy Foreign Minister Sergey Vershinin are attending the meetings for Russia.</p>
<p>Sedat Onal, the deputy undersecretary for foreign affairs of Turkey, and Hossein Jaberi Ansari, Iranian foreign minister&#8217;s special assistant for political affairs, are also attending the meeting.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">Iranian Minister for Cooperatives, Labor and Social Welfare, Ali Rabiei, will take part in the 107th Session of the International Labour Conference (ILC 2018) in Geneva, Switzerland.</span></p>

<p>Meeting with labor ministers from South Africa, Kazakhstan, Bulgaria, Finland, Ireland and Croatia are also on Rabiei’s agenda during his stay in Geneva from 4-7 June.</p>
<p>He will deliver a speech at the General Assembly, take part in the Asia-Pacific labor ministers’ summit, as well as the NAM labor ministers’ summit.</p>
<p>The Iranian minister will also hold talks with secretary general of the International Trade Union Confederation, and director-general of the International Labour Organization (ILO).</p>
<p>Each year in June, ILO gathers representatives from the 187 member states in Geneva, Switzerland, mainly to craft and adopt international labor standards and pass resolutions that provide guidelines for the ILO&#8217;s general policy and future activities. The Conference also provides a platform for participants to freely discuss social and labor questions to the entire world.</p>
<p>The 107th Session of the International Labour Conference (ILC 2018) will take place from 28 May &#8211; 8 June 2018.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">The Russian president’s special envoy for Syria Alexander Lavrentiev expected a new round of the inter-Syrian talks to be held in Geneva in the near future.</span></p>

<p>“All is contingent on the consultations in Geneva with the UN Special Envoy for Syria Staffan de Mistura. We will be working with him, and I expect this to happen as soon as possible,” Lavrentiev said in press statements quoted by Sputnik agency.</p>
<p>“It is important that the activity preceding the Geneva process includes consultations with de Mistura and all parties concerned, as well as with representatives of the guarantor states. We might obtain some support from them,” he added.</p>
<p>Eight rounds of intra-Syrian talks took place in Geneva, with the last being held last December.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">VIENNA – Syria has rejected in full the informal paper on reviving the political process in Geneva because it contradicts international resolutions and aims to undermine the Geneva talks and the Sochi Congress.</span></p>

<p>In a press conference at the end of Vienna’s meeting on Friday, al-Jaafari said the Syrian delegation has had constructive discussions with the UN Special Envoy on Syria Staffan de Mistura.</p>
<p>“We used the meeting to answer many questions, especially with regard to Sochi’s Congress,” al-Jaafari said, adding that “the results of the Congress will be the outcome of the dialogue between the Syrians themselves.”</p>
<p>He explained that the aim of Sochi’s Congress is an intra-Syrian national dialogue without external interference as 1,600 Syrian participants representing the various components of the Syrian people will attend it.</p>
<p>Al-Jaafari said that it is no coincidence that the Vienna meeting coincided with the “leaking” or intentional distribution of an “informal paper” for the so-called revival of the political process in Geneva about Syria by representatives of five countries who met in Washington and then Paris, namely the United States, Britain, France, Saudi Arabia, and Jordan, all of whom have been involved in shedding Syrian blood since the beginning of the crisis.</p>
<p>“This in itself is like a black comedy which we are living in a new chapter of the conspiracy against Syria. How does a country like America – who created and sponsored ISIL terrorist organization, and is still fighting for it over the Syrian territory, a state that violates Syrian sovereignty by its military presence on its territory in flagrant defiance of all international covenants and laws – how can a state like this whose hands are covered in Syrian blood and has directly attacked Syria talk about the political solution and the future in Syria?” al-Jaafari said.</p>
<p>“How can countries such as Britain and France, who follow American policy like the blind leading the blind, envision of any solution or political horizon in Syria? And a state like Jordan, which hosts the secret military operations room and has opened its territory to terrorists from all directions and turned its territory into a safe haven for seven terrorist training camps to train and send them to Syria and other countries, how can it talk about sovereignty, politics, and participation in making a political solution in Syria?</p>
<p>“And last but not least, Saudi Arabia, the crown jewel, the epitome of democracy, the beacon of freedom in the East, the model of the rule of law, the example of constitutions and social justice, the oasis of good living and gender equality, the icon of elections and alternation of holding power, how can such a medieval country contribute to devising an advanced vision for a Syrian constitution? This rally is a black comedy,” he added.</p>
<p>Al-Jaafari affirmed that this so-called informal paper is totally rejected and is not worth the ink it was written with, because the Syrian people have not and will not accept solutions that are parachuted to them or brought on tanks.</p>
<p>He added that the authors of this informal paper have written it in an irresponsible manner that portrayed the political process in Geneva as if it has died, adding that the authors of this paper are trying to give the impression that they are trying to revive the political process in Geneva while in fact they seek to “kill it and attend its funeral” as the local saying goes.</p>
<p>He pointed out that this failed attempt seeks to undermine the Geneva talks, the Sochi Congress, and any prospects for the political solution in Syria, because this is consistent with its authors’ destructive policy in the region.</p>
<p>Earlier, the delegation held a new meeting with UN Special Envoy for Syria Staffan de Mistura at the UN HQ in Vienna.</p>
<p>The meeting comes as part of a new round of the intra-Syrian dialogue in the context of the Geneva political process.</p>
<p>On Thursday, the delegation held a meeting with de Mistura in addition to two separate meetings with the Director of Middle East and North Africa Department at the Russian Foreign Ministry Sergey Vershinin and the Executive Director of the UN Office in Vienna Yury Fedotov.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN  – Syria&#8217;s government delegation will arrive a day late in Geneva to take part in direct peace talks with the opposition, a Syrian foreign ministry official and a UN official said Tuesday.</h3>

<p>The United Nations was scheduled to resume the peace talks between the government and the Syrian opposition in the Swiss city on Tuesday.</p>
<p>The opposition&#8217;s delegation arrived Monday, after publishing a communique last week that said it was ready for talks &#8220;without preconditions.&#8221;</p>
<p>&#8220;I can confirm we have received a message from Government of Syria indicating that their delegation would arrive tomorrow,&#8221; said Michael Contet, an adviser to UN Special Envoy to Syria Staffan de Mistura, AP reported.</p>
<p>The Syrian foreign ministry official in Damascus also said the delegation will take part in talks starting Wednesday afternoon and the delegation will be headed by Bashar Ja&#8217;afari, Syria&#8217;s representative at the United Nations.</p>
<p>As in previous talks, a major point of disagreement between the two sides will be the future of President Bashar al-Assad. The opposition&#8217;s position is that Assad must leave at the start of any transitional period that will lead Syria out of nearly seven years of civil war.</p>
<p>Damascus has refused to negotiate over Assad&#8217;s future in any talks with the opposition.</p>
<p>The head of the opposition&#8217;s delegation, Nasr Hariri, told reporters on Monday that the opposition was &#8220;ready to negotiate”.</p>
<p>De Mistura stressed he would &#8220;not accept any preconditions by any party&#8221; to talks, and said the talks would be guided by a 2015 Security Council resolution mandating a political transition for Syria.</p>
<p>This latest round of Geneva talks, the eighth since 2012, will focus on getting to an &#8220;inclusive process&#8221; to draft and ratify a new constitution, said de Mistura.</p>
