Iran to Boost Gas Flaring Recovery to 295 Million Cubic Feet per Day by 2026

TEHRAN (Iran News) Speaking at a ceremony marking the signing of Iran’s largest gas flaring recovery project—attended virtually by President Masoud Pezeshkian—Paknejad said that reducing gas flaring has long been a major concern for the oil industry. “Preventing the burning of associated gas and extinguishing flares has been one of the key environmental and economic priorities in recent years,” he said. “With a firm national commitment, significant steps have been taken to curb the waste of this valuable national resource.”

The minister emphasized that flare gas recovery plays a crucial role in reducing air pollution, protecting the environment, and improving energy balance, in addition to its considerable economic value. “This initiative prevents the loss of national wealth and transforms wasted gas into a valuable feedstock for industry,” he noted.

According to Paknejad, Iran has prioritized both short- and long-term flare gas recovery programs, carried out with the active participation and investment of private and non-governmental sectors.

He recalled that prior to the 14th administration, Iran had developed a total capacity of around 330 mcf/d for flare gas recovery through various projects, including the first phase of the NGL 3200 plant, and short-term projects in the Parsi Cluster, Marun 3, 5, and 6, and Cheshmeh Khosh.

Under the Seventh National Development Plan, Iran’s National Iranian Oil Company (NIOC) and National Iranian Gas Company (NIGC) are obligated to recover around 1.5 billion cubic feet per day (bcf/d) of flare gas by the end of the plan. “To meet this target, comprehensive plans have been designed and launched,” Paknejad said.

He outlined recent achievements, including gas recovery from Rag Sefid and Gachsaran 1 and 2, commissioning of the NGL 3100 plant, completion of the Marun 5 sour gas project, operation of compressors at NGL 1000, and launch of the Haftkel station. Additional projects under the Bidboland and Marun contracts are expected to come online by 2025.

“With the 12 new contracts signed today, flare gas recovery will gradually increase by about 295 mcf/d by the end of 1405 (2026–2027),” the minister said, adding that total recovery will reach the equivalent of 44 million cubic meters per day by the end of the Seventh Plan—a key quantitative goal set for the sector.

The 12 contracts—signed in the presence of President Pezeshkian—cover the recovery of flare gas from 32 flares across oilfields in Ahvaz, Rag Sefid, Bibi Hakimeh, Lali, Golkhari, Haft Shahidan, Kupal, Karun, and Zilayi, spanning the provinces of Khuzestan, Kohgiluyeh and Boyer-Ahmad, and Bushehr.

“These agreements mark a new phase in private sector participation and demonstrate the determination of Iranian engineers and managers to use energy resources efficiently,” Paknejad said.

He invited both domestic and knowledge-based companies to invest in remaining gas recovery zones, saying the government is actively facilitating private sector engagement.

According to Paknejad, the newly signed projects will add about 180 mcf/d of light gas to national production, generating an estimated $600 million in annual revenue from gas sales, processing, and value-added product chains. The projects are also expected to create around 2,000 direct and indirect jobs in the southern oilfields.

He stressed that these projects will also supply feedstock for petrochemical plants, supporting Iran’s broader strategy of completing its value chain in the energy sector.

Paknejad highlighted that all 12 projects are being implemented under a fully private investment model, with the government playing no financial role. “In line with the 14th administration’s strategy to end gas flaring, these contracts were awarded to private and semi-public companies,” he said.

Under the contractual framework, ownership of the facilities will rest with the private investor, who will utilize the recovered rich gas for further processing and sale under an agreed pricing mechanism. “All revenues and added value from these projects will belong entirely to the private sector,” the minister explained. “Iran ”

He described this as a major transformation in Iran’s approach to investing in flare gas projects, noting that the model has already attracted strong private sector interest. “This plan fulfills a long-standing dream of the oil industry. For decades, experts and executives have sought to capture and use flare gas to prevent the destruction of this national wealth,” he said.

Estimates suggest that with an investment of around $800 million, these projects will eliminate about 30 flares within two years, preventing the daily loss of over 295 mcf of natural gas.

The contracts are projected to generate $550–600 million in annual revenue, produce approximately 800,000 tons of gas liquids per year, and inject around 200 mcf/d of light gas into Iran’s national grid—helping meet domestic energy demand, particularly during the cold winter months.

Paknejad praised President Pezeshkian’s “unwavering support” for the oil sector and environmental sustainability. “Without his commitment, such large-scale progress in gas recovery would not have been possible,” he said, adding that the government is working to advance implementation timelines by at least one year ahead of schedule.

He concluded, “These projects are not just industrial initiatives—they are a gift to the Iranian people, ensuring cleaner air, sustainable energy, and dignified national development.”

Pakistan’s Defense Minister Khawaja Asif told reporters after a parliament session on Monday that Pakistan has the right to benefit from an economic supply of natural gas from Iran, saying that the US should understand Pakistan’s problems for importing energy at exorbitant prices in international markets.

He added that Iran can supply energy to Pakistan in an easy way and at a fair price.

The minister stated that the US should come up with an alternative solution if it is opposed to the gas transfer project from Iran to Pakistan.

The comments come days after US Assistant Secretary of State Donald Lu told a Congressional hearing that the US government was working to prevent the Iran-Pakistan gas pipeline project. He said that Islamabad had not requested a waiver from US sanctions on Iran to conduct gas trade with its western neighbor.

However, Pakistan’s Foreign Ministry spokesperson Mumtaz Zahra Baloch said in response that Pakistan does not need a sanctions waiver to build pipelines to import natural gas from Iran.

Pakistan approved earlier this year to start the construction of an 80-kilometer pipeline from its border with Iran to its southwestern port city of Gwadar. That came just as the country was nearing a deadline set by Iran to start pipeline construction under the 2009 agreement or face international legal action.

Based on the Gas Sales and Purchase Agreement signed in June 2009, Iran would supply 750 million to 1 billion cubic feet (up to 28.3 million cubic meters) per day of natural gas to Pakistan.

However, the project has stalled despite the fact that Iran finished building a 900-kilometer pipeline on its side of the border in 2011 as part of the agreement with Pakistan.

TEHRAN (Iran News) –Iranian Lawmaker Malek Shariati Niasar has said that the Raisi administration is in talks with Saudi Arabia over the Arash joint gas field in the Persian Gulf.

Niasar pointed out that the Iranian Parliament Energy Committee is seeking an acceleration of the exploitation of the joint fields.

“The Ministry of Oil in the 13th government is persistent to compensate for the shortcomings in the previous governments with respect to the joint oil and gas fields,” the MP said in remarks to Iran’s state news agency IRNA.

Niasar, a member of the Parliament Energy Committee, added, “The Ministries of Oil and Foreign Affairs in the 13th government are seriously pursuing consultations and diplomatic measures for the exploitation of the Arash joint field.”

Arash, also known as al-Durrah in Kuwait and Saudi Arabia, is a disputed joint gas field in the Persian Gulf, which has been at the center of the relations between Tehran, Kuwait, and Riyadh in recent months. Saudi Arabia and Kuwait have averred that Iran has no shares in the field, while Iran continues to demand its rights to the untapped field.

Shariati pointed out that forming a committee to monitor the use of joint fields is on the agenda of the Energy Committee.

The lawmaker also said that the Raisi administration, locally known as the 13th government, has moved to tackle the issue through negotiations with Riyadh and Sanaa.

“Although the 11th and 12th governments did not care about these fields, the 13th government is trying to resolve the differences in the case of the Arash oil and gas field peacefully by resuming relations with Saudi Arabia and negotiations between Sanaa, Riyadh and Tehran,” he said.

Oil Minister Javad Owji has said recently that Iran has let Kuwait know that it will tap into the Arash gas field even if the Arab country decides to shun cooperation.

Owji warned that Iran will not give up any of its rights when it comes to its rightfully-owned natural resources in the joint field.

Iran and Saudi Arabia have recently resumed full diplomatic relations after seven years.

The newly-appointed Saudi ambassador to Iran, Abdullah bin Saudi Al-Enzi, has arrived in the Iranian capital, elevating relations between Tehran and Riyadh to the ambassadorial level.

The new Saudi ambassador arrived in Iran at the same time as the Iranian ambassador to Saudi Arabia, Alireza Enayati, arrived in Riyadh.

The exchange of ambassadors between Iran and Saudi Arabia comes after the March 10 landmark deal between the two regional heavyweights that was brokered by China.

The terms of the contract, under which Iran exports natural gas to Armenia in exchange for electricity, have been revised so that the energy exchange ratio is significantly improved in favor of the NIGC.

The contract was finalized this week during a ceremony in Yerevan attended by senior officials from both countries, including NIGC Head Majid Chegeni, Iran’s ambassador to Armenia Mehdi Sobhani, and Aram Ghazaryan, the CEO of the Yerevan Thermal Power Plant.

The preliminary agreement to extend the gas-for-electricity swap deal was worked out during Armenian Prime Minister Nikol Pashinyan’s visit to Tehran in November last year.

Officials say the Iran-Armenia gas pipeline has the capacity to transfer over one billion cubic meters of natural gas to Armenia every year.

TEHRAN (Iran News) –Given that Iran holds the second rank in the world in terms of gas reserves, the oil minister said, the country is trying to have a gas hub in Assalouyeh region, Bushehr province, in cooperation with Russia, Turkmenistan and Qatar.

Speaking on the sidelines of the Cabinet meeting on Wednesday, Iranian Oil Minister Javad Owji pointed out that Iran completely settled its dues to the Republic of Turkmenistan over the past 20 months for importing gas from this country.

The ministry will follow up on its share of gas trade with neighboring countries vehemently, he emphasized.

Effective steps were taken in the current administration of President Ebrahim Raisi in the oil, gas and petrochemical fields, the most important of which is related to the launch of extraterritorial and offshore refineries in the Latin American region and Venezuela in line with using capacities for processing crude oil, preventing the crude selling of oil and also creating high added value, Owji highlighted.

He further noted that his ministry will make its utmost efforts to construct such refineries in different countries.

Iran holds the second largest gas reserves in the world, he said, reiterating that the Oil Ministry is trying to create a gas hub in Assalouyeh region in cooperation with Russia, Turkmenistan and Qatar.

Owji also said that the country will continue to increase its trade with neighboring countries.

Iran’s share in importing, transiting, and swapping gas in the region is growing, said the minister, continuing, “The 13th (incumbent) administration has paid the debt Iran owed to Turkmenistan for importing gas in the previous governments.”

Asked why Iran, as the world’s second-largest holder of gas reserves, imports gas, Owji said, “Russia is the largest holder of gas reserves in the world and statistics show it has outlined plans for its transit and swap share. Iran is also trying to do so and has so far achieved desired results.”

“This field cannot be sanctioned and the world needs it, and the construction of such refineries will continue in different countries,” he concluded.

TEHRAN (Iran News) –Iran has negotiated with Turkmenistan to import gas from the neighboring country, the director of the integrated planning at the National Iranian Gas Company (NIGC) said.

“Gas swap from Turkmenistan has doubled,” Hossein-Ali Mohammad-Hosseini said at a panel on investment opportunities in NIGC, adding Iran is in talks with Turkmenistan to import gas.

Iran, Turkmenistan and Azerbaijan signed a gas swap deal for up to 2 billion cubic meters per year in 2021.

Iran was the third-largest gas producer in the world after the United States and Russia in last Iranian calendar year (ended March, 20, 2023), he stated, adding Iran produced 291 billion cubic meters of gas and injected 271 billion cubic meters of sweet gas to its national gas network.

The National Iranian Gas Company invested over 400,000 billion rials last Iranian calendar year, which will increase to 550,000 billion rials this year (to end March 19, 2023).

Iran’s gas industry needs about 40 billion dollars in investment by the end of the Seventh Development Plan, he said, adding 20 billion dollars are expected to be invested by private sector.

Hosseini also said that natural gas transmission via Iran’s national network is expected to reach 280 billion cubic meters in the current Iranian calendar year 1402 (began on March 21).

Speaking on the sidelines of the 27th Iran International Oil, Gas, Refining and Petrochemical Exhibition (Iran Oil Show 2023), Hosseini said the volume of gas transmitted through the country’s network increased by 2.2 percent in the previous year.

As IRNA reported, the official said NIGTC delivers natural gas to 2,200 pressure reduction stations, cities, and large industries such as petrochemicals and power plants.

“Gas is also stored at Shourijeh and Sarajeh storage facilities and injected into oil wells at three points,” he added.

Hosseini noted that NIGTC operates the National Iranian Gas Company (NIGC)’s largest physical asset which is the country’s national gas network, saying: “In total, there are 39,000 kilometers of high-pressure gas transmission lines, 90 pressure reduction stations, 61 operating yards and 330 compressors operating under NIGTC across the country.”

According to the official, the company also managed to complete 107 cases of major overhauls last year, and while conducting smart tracking on 3,000 kilometers of pipelines, 1100 cases of small repairs and 48,000 kilometers of leak detection were also carried out on the facilities and lines operated by the NIGTC.

Operating the largest natural gas network in West Asia, NIGC has been continuously expanding this network into the country’s most remote areas so that currently over 98 percent of the urban population, as well as 90 percent of the country’s rural population, have access to natural gas through this huge network.

IGTC, as the NIGC’s subsidiary in charge of the management, maintenance, and operation of the country’s national gas network, has been working around the clock to ensure a safe, secure, and sustained supply of natural gas throughout the country all year long, especially during the cold seasons.
