TEHRAN (Iran News) –The minister of science, research, and technology has said the situation will be facilitated for foreign nationals to study in the country’s universities.

The universities highly welcome foreign students and there is constructive competition between the universities in this field, Science Minister Mohammad-Ali Zolfigol said.

In fact, the ground is ready and the conditions should only be eased to increase the number of foreign students, he added.

“Plans are underway to facilitate the issuance of visas for non-Iranian students as much as possible.”

Scientific diplomacy is the priority of the ministry, he said, adding: “This issue requires a broad and cross-departmental determination.”

Referring to the program for teaching the English language to foreign students in Iran, Zolfigol said: “We have discussed the issue with a number of universities.

Currently, D-8 International University provides courses for foreign students in English.”

D-8 International University is an intergovernmental University affiliated with the D-8 Organization for Economic Cooperation consisting of Iran, Indonesia, Bangladesh, Pakistan, Turkey, Nigeria, Malaysia, and Egypt.

More than 100,000 foreign students from 119 countries are studying in Iranian universities, and 94 universities in the country have permission to admit foreign students.

These students are studying in different fields of science, research and technology, health and medical education, and also in the fields of humanities, Islamic sciences, Persian language, and literature, law, fundamentals of Islamic law, management fields, economics, psychology, social sciences, as well as engineering, agricultural sciences, animal sciences, and basic sciences.

The number of foreign students will double in the Iranian universities in the next three years, Hashem Dadashpour, the Iranian deputy science minister has said.

Universities should increase their interactions and scientific exchanges in order to attract international students and accelerate internationalization in the region and the world, he highlighted.

Iranian universities achieved good ranks at the global level and based on the evaluations of the world’s most prestigious institutions so that there is the capacity to attract international students, he said.

Iran is among the 15 successful countries in attracting international students, according to Mohammad Javad Salmanpour, the deputy head of the Organization for Student Affairs.

The education of foreign students in Iran has grown significantly compared to previous years, even last year, it has doubled, he said.

Iran has the ability and capacity to have more than 250,000 foreign students by 2026, he stated.

Despite U.S. sanctions, the international activities of Iranian scientists have increased year by year, so that more than 35 percent of Iranian articles in Scopus have been multi-national projects, Peyman Salehi, the deputy science minister, has said.

He made the remarks at the COMSTECH (the Ministerial Standing Committee on Scientific and Technological Cooperation of the Organization of Islamic Cooperation) ceremony in July 2022.

Science diplomacy is the use of scientific collaborations among nations to address common problems and build constructive international partnerships.

TEHRAN (Iran News) –In the coming school year (starting September 23), about 300,000 new foreign students will be enrolled in Iranian schools.

For the time being, 560,000 foreign students are studying in schools across the country, Education Minister Yousef Nouri said on Monday.

He considered the high density of students in classrooms as a serious problem and challenge in education, which has been exacerbated by the increase in migration to some urban areas and the outskirts of cities, IRNA reported.

Iran spends about 20 trillion rials (nearly $77 million) every year on the education of foreign national students. New classes should be created, but due to credit and property limitations, it is not possible to increase classes in these neighborhoods and areas in a quick and appropriate time, he further noted.

The new academic year will begin with 16 million students attending schools nationwide, Nouri said.

Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei has placed special emphasis on “covering the education of foreign nationals” and this enabled these students to enjoy educational facilities and services just like Iranian students, he said.

Iran is home to over 800,000 registered refugees and some 2.6 million undocumented Afghans. Today, more than 500,000 Afghan children- including undocumented Afghans and those who have newly arrived in Iran following the Taliban-takeover-are benefitting from Iran’s inclusive education policies, one of the most progressive in the world.

Many of the refugees living in Iran are the second and third generation, according to the UNHCR.

Iran spends about 20 trillion rials (nearly $77 million) every year on the education of foreign national students residing in the country, head of the international affairs department of the Ministry of Education Gholamreza Karimi said in March 2020.

Foreign students attend Iranian universities

Some 57,675 foreign nationals from 133 countries are studying in Iranian universities, 30,600 of whom are studying in universities affiliated with the Ministry of Science, while 25,000 others are receiving education at Azad University and about 2,000 in medical universities.

Currently, foreign nationals constitute 1.64 percent of the country’s student population, which is about 0.14 percent higher than the goal set by the Sixth Five-Year National Development Plan (2016-2021), Mohammad Javad Salmanpour, the deputy head of the Organization for Student Affairs, said in April.

Twenty-five percent of the foreign students studying in Iranian universities are Afghan nationals, he added.

Afghan students attend Iranian universities in three ways; some enter the university by participating in the national entrance exam of Iran, and some others receive admission from universities that have non-Iranian student licenses. The third group also attended the country’s universities through scholarships, he explained.

Many of the Afghan students are studying master’s and Ph.D. courses in Iranian universities, he added.

By building special schools for foreign citizens, we intend to make education easier to achieve and not a single student to drop out of school, he further noted.

About 2,000 non-Iranian students have not returned to their country despite the outbreak of the pandemic to complete their course and graduate so that they are living in dormitories of the universities in accordance with health protocols, he further stated.

Of course, the number of medical students who stayed in Iran is more than non-medical students, he added, IRNA reported on Friday.

Akhoundzadeh went on to say that most non-Iranian students will also receive vaccines just like Iranian students.

With the online university education system, more than 15,000 foreign students returned to their country and communicate with their professors in Iran through virtual education.

Deputy Minister of Science, Research, and Technology for International Affairs broke the news on Wednesday over the issuance of temporary work permits for foreign researchers in Iran.

“ Today, all countries are competing to attract the world’s best elite forces to use their intellectual potentials in the fields of research and innovations for helping the countries’ flourishing,” he said, adding that in our country, we had a series of problems in attracting world’s renowned scientists, and the possibility of issuing work permits to them was limited to some extent.

“By signing a memorandum of understanding between the Ministry of Science, Research and Technology and the Ministry of Cooperatives, Labor and Social Welfare, now Iranian universities can afford for the foreign researchers’ attraction and supply living conditions for these intellectual forces,” he said, adding that the universities can grant those researcher long-term visas as well.

He went on to say that “Previously, we faced problems in paying the salaries and long-term visas of foreign researchers, however, hopefully, those problems were resolved by signing an agreement by the Deputy Minister of Science for International Affairs and Deputy Minister of Development and Entrepreneurship of the Ministry of Cooperatives, Labor and Social Welfare.

It is worth mentioning that the purpose of implementing this memorandum is to provide the necessary facilities for the presence of foreign elites, especially in Islamic countries, to improve the quality of higher education in the country.

According to the memorandum, the Ministry of Cooperatives, Labor and Social Welfare, at the request of the Minister of Science, Research and Technology, will immediately issue a three-month temporary work permit for foreign researchers and its validity can be extended for two years.
