										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iranian authorities said rainfalls in February helped mark a higher average precipitation for the water year in the country.</p>

<p>Head of Iran’s Water Resources Management Company (WRM) said on Thursday that recent rainfalls beginning Monday and ending Wednesday increased the average peak to 172 millimeters from 165 millimeters recorded over the last water year in Iran, Press TV reported.</p>
<p>Mohammad Hajrasouliha said the rainfall affected major provinces in south, center, and north of the country, including the provinces neighboring the capital Tehran.</p>
<p>A local WRM official in Tehran said that the three-day rains increased water levels in reservoirs of the province by two million cubic meters.</p>
<p>Seyyed Hossein Razavi said that water levels in main reservoirs in Tehran were currently around 610 million cubic meters, 25 million cubic meters higher compared with the previous year.</p>
<p>He also said that average precipitation in February in Tehran was nearly double the yearly figure, as compared to the same period in last year.</p>
<p>Iran has seen years of dry spell before embracing waves of heavy rainfall in March last year.</p>
<p>That comes as the storage in water reservoirs has always been seen as a major factor for the country’s economic growth and agricultural output.</p>

										<content:encoded><![CDATA[<p class="summary">TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Due to dry surface, twenty percent of areas across Iran are highly prone to flooding, Khosro Shahbazi, head of the Forests, Range, and Watershed Management Organization (FRWMO), has said.</p>
<p>“Precipitation in Iran is one-third of the world’s average, as the country is located in a dry and fragile region where we experience 11 millimeters decrease in precipitation every 10 years and an increase in evaporation of more than 50 millimeters every year,” he explained, ISNA reported.</p>
<p>In These dry areas across Iran, rainfall fluctuations usually lead to flood and devastation, so comprehensive planning for watershed management and flooding control is required, he noted.</p>
<p>Since most of the water supply is extracted from groundwater resources, the country is in a critical condition in terms of groundwater resources, he stated, highlighting, because perception is less than water withdrawal from the aquifers, so the best way to store rainwater is watershed and aquifer projects.</p>
<p><strong>The main factor in disaster management</strong></p>
<p>Having tackled over 34 out of 41 natural disasters identified worldwide, Iran is among the top countries most prone to natural disasters, according to the United Nations Development Programme (UNDP).</p>
<p>Disaster management is a cycle consisting of mitigation, preparedness, response and ended with recovery, the most neglected among which is preparedness in the country.</p>
<p>However, the response cycle is the most experienced part, with preparedness effectiveness and efficiency of response will increase.</p>
<p>Generally, crisis planning needs sufficient information from databases, but Iran suffers from a lack of access to great databases like spatial database information and Geographic Database Information and communication among organizations to interchange information.</p>
<p>Another problem is the lack of an organization to compensate for the destruction, as insurance plays the main role in risk transfer and funds for rebuilding.</p>
<p>Finally, the preparedness of people for emergency situations is a vital factor which needs appropriate public education in self-protecting behaviors, relief aids, mitigation, etc. and Iran has not done much to improve effectiveness except for some maneuvers and limited educations.</p>
<p>Having even sufficient knowledge of how to prepare for emergencies does not guarantee that people would take self- protection measures, so past disaster experience is not the prime factor to enhance awareness or even maneuvers and school education cannot rationally provide useful information as a knowledge base for earthquakes.</p>

<p>Speaking to reporters during the visit, Major General Jafari referred to participation of IRGC units in rescue and relief efforts and said the main priority is helping to drain the flood waters.</p>
<p>He said providing relief and accommodation to those affected is underway but drainage is taking some time as dredging riverbeds has not been prior to the flooding.</p>
<p>Heavy rainfall hit the two northern Iranian provinces of Mazandaran and Golestan on March 19-20. Rivers and other streams — abundant in northern Iran — overflew their banks as a result, in turn flooding cities, towns, villages, and farming communities. Two dams also overflew in Golestan.</p>
<p>Over 56,000 people have been affected in at least 70 villages in Golestan and more than 200 in Mazandaran. At least five people have been killed.</p>
<p>On Saturday, Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei called on officials and the nation to assist the flood-affected people.</p>
<p>Later, Iran’s top military commander ordered additional and coordinated efforts by the Iranian Armed Forces to help the residents in two provinces in the north of the country affected by severe flooding.</p>
<p>Major General Mohammad Baqeri, the chairman of the joint chiefs of staff of the Iranian Armed Forces, issued instructions to commanders in the Islamic Revolution Guards Corps (IRGC), the Iranian Army, Police, and the Defense Ministry that forces under their command should continue “full and organized” assistance in flood-hit areas in a coordinated manner.</p>
<p>Major General Jafari then ordered the IRGC commanders in all 31 provinces of Iran to help speed up relief and rescue operations in flood-hit areas.</p>
<p>He called on all commanders of the 31 provinces, the IRGC Ground Force, the IRGC Aerospace Force, and the Khatam al-Anbia Construction Base to facilitate the relief operations and dispatch more equipment and facilities to the two provinces.</p>

<p>Earlier on Saturday, General Staff of the Iranian Armed Forces announced that its forces were planned to be deployed to the flood-hit areas to take part in the rescue operations.</p>
<p>Heavy rains have affected over 56,000 people in at least 70 villages in Golestan and more than 200 others in Mazandaran, according to local officials.</p>
<p>The flooding has claimed the lives of five people and destroyed hundreds of homes over the past few days.</p>
<p>High water has forced evacuations of several small farm communities as all farmland has been swamped, local reports said.</p>
<p>Footage from both provinces showed massive flows of water running over roads and streets, with cars being washed away, people struggling to walk, and traffic being disrupted.</p>
