										<content:encoded><![CDATA[<p>&#8220;The US&#8217; reimposition of sanctions on CBI shows they lack any more leverage for exerting more pressure against Iran,&#8221; Hemmati added.</p>
<p>If such measures had any effect in advancing their unjust demands, Iran&#8217;s economic situation would have been different from what it is now, Hemmati noted.</p>
<p>Repeated failures of the US government over the past and a half years show that these sanctions have become more ‘ineffective’ than any other time, he said, adding, “however, Iranian economy has proven its resilience against sanctions.”</p>
<p>The recent successes and achievements gained by the Central Bank of Iran and the stability of forex market indicate that country’s trade and financial transactions are carried out in ways that cannot be sanctioned by the United States, he stated.</p>
<p>CBI Governor Hemmati added, “fortunately, the country has moved on from circumventing sanctions to the non-sanctioning era of foreign trade. It is high time that the US administration learn lessons from realities.”</p>
<p>The US Department of the Treasury announced on Friday that its Office of Foreign Assets Control (OFAC) had taken action against the CBI, the National Development Fund of Iran (NDF), and Etemad Tejarate Pars Co. under its &#8216;counterterrorism&#8217; authority.</p>
<p>It claimed that the CBI had provided billions of dollars to the Islamic Revolutionary Guards Corps (IRGC), its Quds Force and the Lebanese resistance movement Hezbollah.</p>
<p>Later in the day, Iran’s Foreign Minister Mohammad Javad Zarif reacted to the move, saying the United States&#8217; sanctions on CBI clearly shows Washington’s “desperate approach” toward the Islamic Republic.</p>
<p>“The Americans have imposed any sanctions they could on the Islamic Republic. What they are doing now is sanctioning an entity which has been sanctioned before under a different pretext,” he told reporters in New York.</p>
<p>“The new sanctions are aimed at blocking Iran’s international transactions and its access to food and medicine. This move is unacceptable and dangerous,” Zarif added.</p>

<p>The human modern society including modern capitalistic economy implies some rules based on its nature. These rules simply come into existence for keeping a competitive environment to let all types of talents and creativities advance and force science and technology to move forward. Actually, the key feature of such a system is “competitiveness”, the characteristic that shape the human modern society in all aspects!</p>
<p>As a fact, universities play unbeatable role toward developments. But, this key role cannot be implemented using weak and impractical university-based system. Consequently, the question is what makes academic centers powerful and pragmatic. The answer comes from the nature of Capitalism and what forces such a system to move forward!</p>
<p>According to the principles of market-based economy, powerful competitive industries require new researches conducted day by day to help them surviving in dealing with progressive needs of modern human being motivated in context of the system! Additionally, powerful and pragmatic academic centers can help industries continue inside a competitive environment; but how? Progressive industries can push universities acting just like their research centers and force them by financing them to hit cutting edges of every aspects of sciences and technologies!</p>
<p>Too, the progressive industries require financial investments. To explain more, market-based economy is the key fact behind competitiveness in Capitalism. This means industries demand investments, or better to say, private funding to make and hold them strong and progressive in dealing with their rivals.</p>
<p>Of course, governments can facilitate the situation to attract these funds; but, they normally should not engage directly in industries’ management or invest directly to move them forward!</p>
<p>The past experience of Human in the communist societies during 20th century reveals the fact that government-dependent industries cannot be satisfying and successful due to Human nature! Moreover, they cannot even survive within the global competitive environment nowadays. So, the path to progress has to include “private competitive market” concept.</p>
<p>Consequently, the question raised regarding the powerful economy and its essential requirement, financial investment, is what makes such a funding sound rational and practical. The answer is obvious according to market-based economy experts. The key fact supporting investment is the presence of “Secure Economy”.</p>
<p>In other words, financial investments cannot be implemented unless there is security and this key factor is derived from two important parameters. To explain more, according to the market-based economy authorities, security for investment cannot be guaranteed except two critical factors guaranteed, stable rules and regulations (which have to be practical) plus incisive authority to apply such rules and regulations! These two factors imply a lawful stable regime beside its independent and dependable judiciary system.</p>
<p>Human experiences reveal the fact that trustable governing system cannot exist in a modern society unless “Democracy” is respected, properly! In other words, the only way to acquire dependability within a system or a regime is democracy, of course, based on the society culture and religion.</p>
<p>As the main result, a progressive political system providing democracy is the main perquisite required to achieve strong and prosperous industries, high-standard universities and consequently progressive culture within the society as a whole!</p>

<p>A representative of Germany may become the head of the Special Purpose Vehicle(SPV) that Europe is preparing to conduct transactions with Iran bypassing US sanctions, a source in the EU institutions told Sputnik Tuesday.</p>
<p>&#8220;Germany&#8217;s representative is expected to head the Special Purpose Vehicle ,&#8221; the source said.</p>
<p>In September 2018, following a ministerial meeting on the sidelines of the UN General Assembly, the United Kingdom, Germany, France, China, Russia and Iran announced that the European Union would establish a mechanism to ensure financial transactions with Iran after Washington&#8217;s unilateral withdrawal from the 2015 nuclear deal and its decision to reimpose sanctions on Tehran.</p>
<p>Meanwhile, it was reported yesterday that France is the likely host to the SPV.</p>

<p class="summary introtext"><strong> India has begun paying Iran for oil in rupees, a senior bank official said on Tuesday, the first such payments since the United States imposed new sanctions against Tehran in November.</strong></p>

<p>Washington gave a six-month waiver to eight countries, including India, allowing them to import some Iranian oil after the US unilaterally withdrew from the 2015 nuclear deal in May and re-imposed sanctions against Iran, targetting the country&#8217;s energy and banking sectors.</p>
<p>India, the world’s third biggest oil importer, wants to continue buying oil from Iran through a rupee payment mechanism.</p>
<p>“Today we received a good amount from some oil companies,” Charan Singh, executive director at state-owned UCO Bank told Reuters. He did not disclose the names of refiners or how much had been deposited.</p>
<p>New Delhi recently issued a notification exempting payments to the National Iranian Oil Co (NIOC) for crude oil imports from steep withholding taxes, enabling refiners to clear an estimated $1.5 billion in dues.</p>
<p>An industry source said India’s top refiner Indian Oil Corp and Mangalore Refinery &amp; Petrochemicals have made payments for Iranian oil imports. Neither was immediately available for comment.</p>
<p>Iran is devising payment mechanisms including barter with trading partners like India, China and Russia following a delay in the setting up of a European Union-led special purpose vehicle to facilitate trade with Tehran.</p>
<p>In the previous round of US sanctions, India settled 45% of oil payments in rupees and the remainder in euros but this time it has signed deal with Iran to make all payments in rupees as New Delhi wants to fix its trade balance with Tehran.</p>
<p>Indian imports from Iran totaled about $11 billion between April and November, with oil accounting for about 90%.</p>
<p>Singh said Indian refiners had previously made payments to 15 banks, but they will now be making deposits into the accounts of only 9 Iranian lenders, including Saman Bank Corp., Bank Pasargad, Bank Eghtesad Novin, Karafarin Bank, Bank Samayeh, Middle East Bank, City Bank, Bank Hekmat Iranian, and Tourism Bank.</p>
