										<content:encoded><![CDATA[<p class="summary"><strong>TEHRAN- Iranian Finance and Economic Affairs Minister Masoud Karbasian arrived in Moscow on Sunday to attend the 14th meeting of Iran-Russia Joint Economic Committee, IRIB news reported.</strong></p>
<p>The meeting will be held in the Russian capital on Monday and Tuesday and a number of cooperation MOUs are planned to be signed between the two countries on the sidelines of it.</p>
<p>During the two-day meeting, Karbasian, who is the Iranian chairman of the committee, will discuss mutual cooperation in different areas including energy, transportation, commerce and costumes, health and agriculture with the Russian Energy Minister Alexander Novak, who is the Russian chairman of the committee.</p>
<p>A business forum will be also held on the sidelines of the meeting to be participated by the Iranian and Russian businessmen and traders.</p>

<p>In this regard, South Korea will provide €1.9 billion worth of credit for upgrading and optimizing Isfahan Refinery.</p>
<p>Alireza Arman Consolidated Planning Manager of National Iranian Oil Products Refining and Distribution Company (NIOPRDC) made the remark, adding, “a contract for improving process and optimizing Isfahan Refinery was signed and sealed in March 2017, based on which, it was envisioned that South Korea will finance Isfahan Refinery for the development and optimization purposes.”</p>
<p>As operating bank, Bank Mellat has agreed to finance this contract, he said, adding “selection of Bank Mellat is considered as a giant step for using South Korea’s credit line, the amount of which is earmarked for the improvement of quality and optimization of Isfahan Refinery in the field of reducing fuel oil production and turning it into the light and valued byproducts.”</p>
<p>This giant project will be put into operation in very near future, Arman concluded.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">TEHRAN– A Chinese firm was awarded a contract to hold the 70 percent of the shares in the project to build a new highway between Iranian SW city of Ahvaz and central city of Isfahan.</span></p>

<p>A highway linking Ahvaz, Izeh, Lordegan, and Isfahan in southwestern Iran will be built with a Chinese investor providing 70 percent of the cost.</p>
<p>At a ceremony on Monday, the Chinese firm and the Provincial Government of Khuzestan province signed the pact in Ahvaz.</p>
<p>“Promoting a memorandum of understanding to a contract is a time consuming process and the legal and bureaucratic procedures of the agreement need to be examined to pave the way for the Chinese firm to join the project,” said Gholamreza Shariati, the Deputy Governor for Public Relations in the Provincial Government of Khuzestan province, during the ceremony of signing the contract.</p>
<p>“Expert and precise justifications have been made for constructing the project, and it was important that the plan get the approval of the government’s cabinet of ministers,” he added.</p>
<p>According to the official, Iranian government will provide 30% and the rest of the finance (70%) will be up to the Chinese firm.</p>
<p>The same source recounted that late in April a sum of 55,000 Rials of credit has been allocated for constructing this project.</p>
<p>The Ahvaz-Izeh-Lordegan highway with a length of 272 kilometers will shorten the former 305 kilometer route of Ahvaz-Lordegan with more tunnels and bridges.</p>

<p><strong>Syrian President Bashar al-Assad says all US-backed Kurdish armed militants are “traitors” to the Syrian nation, ramping up the rhetoric particularly against the Kurdish People’s Protection Units (YPG), which are mainly active in northeastern areas of the Arab country through receiving vital substantial air and armament support from Washington. </strong></p>
<p>The Syrian leader made the remarks in a meeting with a high-profile official and economic delegation from Russia, led by Russian Deputy Prime Minister Dmitry Rogozin, in the Syrian capital of Damascus on Monday, Syria’s official news agency, SANA, reported.</p>
<blockquote><p>“When we talk about those referred to as &#8216;the Kurds&#8217;, they are in fact not just Kurds. All those who work for a foreign country, mainly those under American command&#8230; are traitors” regardless of their names, Assad said.</p></blockquote>
<p>The YPG is the main part of a larger coalition of fighters — the so-called Syrian Democratic Forces (SDF) — which was engaged in operations aimed at liberating Raqqah, the former de facto capital of the Daesh Takfiri terrorist group in the war-torn country. Washington considers the SDF, which also includes Arab militants, as its main proxy force fighting on the ground in Syria.</p>

<p>A top aide to the Syrian president says the country’s army will fight any force, including the US-backed militia, to fully liberate the Arab country.</p>

<p>Damascus regards the Kurdish militia coalition as an illegitimate foreign force operating on the Syrian soil, just as is the case with the so-called US-led military coalition that has been conducting airstrikes against purported Daesh targets since September 2014 without any authorization from the Damascus government or a UN mandate.</p>
<p>In contrast, Russian jets have been conducting air raids against Daesh targets and those of other terror outfits inside Syria at the Damascus government’s request since September 2015. The airstrikes have helped Syrian forces advance against anti-Damascus militants, who have been wreaking havoc in the Arab country since 2011.</p>

<p>The Russian president says the US has turned a blind eye to the information provided by Moscow about Syrian terrorists traveling to Iraq.</p>

<p>President Assad further said Washington tried to focus the international community’s attention solely on Daesh in an attempt to distract the world’s attention from other terror groups, the most prominent of them being the Jabhat Fateh al-Sham Takfiri terrorist group, which was formerly known as al-Nusra Front. He noted that Takfiri terrorists were still wreaking havoc in Syria due to the support they received from the West.</p>

<p>The Syrian leader also touched upon the issue of Syria’s next year presidential election, saying that he would welcome any United Nations role in the Syrian vote as long as it was linked with the country&#8217;s sovereignty.</p>
<p>He also called Russia a friendly country to the Syrian nation, saying Moscow adopted an honorable stance towards Syria and its people during the past six years of fighting against brutal militancy inside the Arab country. Assad also noted that it was natural for Russia to be an important partner in the process of reconstruction of Syria in various sectors.</p>

<p>Rogozin, for his part, underlined the considerable progress in Damascus-Moscow economic cooperation and the efforts made by a Syrian-Russian joint committee for expanding this cooperation further to benefit the two countries. The Russian official said that the joint initiative would also include exploitation of a Syrian phosphate deposit.</p>
<p>Rogozin promised that his respective country would be fully prepared to help Syria rebuild its energy facilities.</p>
<p>The Russian delegation included deputy ministers of foreign affairs, defense, economic development, energy, transport, industry, and trade, in addition to the Russian envoy in Damascus and directors of major Russian companies.</p>
<p>The meeting was also attended by Syrian deputy prime minister and Foreign Minister Walid al-Muallem, along with the Syrian ministers of finance, petroleum, electricity, and transport.</p>
<p><strong>Assad: France standard bearer for supporting terrorism in Syria</strong></p>
<p>In an interview following his meeting with the Russian delegation, Assad took France to task for supporting terrorist groups that have been wreaking havoc in Syria since 2011, noting that Paris was in no position to talk about peace in the country.</p>
<blockquote><p>&#8220;France has been the standard bearer of support for terrorism in Syria since the early days of the conflict,&#8221; he said, adding, &#8220;It is in no position to evaluate a peace conference.&#8221;</p></blockquote>
<p>&#8220;Whoever backs terrorism has no right to talk about peace or to interfere in Syrian affairs,&#8221; the Syrian president emphasized.</p>
<p>Assad remarks came after Paris accused his government on Friday of obstructing peace talks.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN  – European aviation giant Airbus has voiced readiness to fund the country’s purchases of passenger planes, Head of Iran&#8217;s Civil Aviation Organization (CAO) Ali Abedzadeh said.</h3>

<p><strong>Airbus, the French-Italian aircraft manufacturer ATR, and American aviation giant Boeing have already approached Iran to fund the purchases, Abedzadeh said on Sunday.</strong></p>
<p><strong>He added that talks to choose the financer were underway, noting that the three financiers have shown great interest.</strong></p>
<p>ATR signed a firm contract with Iran Air for 20 turboprop aircraft and options for a further 20 planes early this year.</p>
<p>In January, Iran signed a major contract with Airbus worth about $27 billion to buy 118 planes.</p>
<p>Iran also sealed a deal in June worth around $25 billion with Boeing for the purchase of 100 passenger planes.</p>
<p><strong>In similar remarks on Sunday, CEO of Iran Air Farzaneh Sharafbafi said Airbus will fund the country’s purchases of the planes.</strong></p>
<p><strong>She added the issue is set to be discussed during an upcoming meeting with Airbus officials in the Iranian capital, Tehran, on December 17.</strong></p>
<p>Sharafbafi further referred to a recent bill approved by US lawmakers which will bring the sales of American planes to Iran under the close scrutiny of the Congress.</p>
<p>It would require the Treasury Department to report to Congress on Iranian purchases of US aircraft and how those sales would be financed.</p>
<p><strong>The CEO of Iran Air said the bill may delay the issuance of licenses for sales to Iran by the US Office of Foreign Assets Control (OFAC), but will not “affect” the process of purchasing the planes.</strong></p>
<p>US media reported that the new Congress bill had once again brought into the spotlight the question whether undermining plane sales to Iran would break US commitments under the Iran nuclear deal, also known as the Joint Comprehensive Plan of Action (JCPOA).</p>
<p>Iran and the Group 5+1 (Russia, China, US, Britain, France, and Germany) on July 14, 2015, reached a conclusion over the text of the JCPOA.</p>
<p>The accord took effect in January 2016 and was supposed to terminate all nuclear-related sanctions against Iran all at once, but its implementation has been hampered mainly due to US policies.</p>

										<content:encoded><![CDATA[<p class="summary">TEHRAN- Iranian Deputy Transport Minister Asghar Fakhrieh Kashan announced that allocation of $12 billion of finance is to be finalized for being used in transport and urban development projects, ILNA quoted the official as saying on Sunday.</p>
<p>Explaining that no ceiling has been predicted for allocation of the approved $55 billion of finances in Iran’s budget, he added that by the time, $30 billion of the said amount has been specified for different projects proposed by various ministries and the share of transport ministry stands at $10 billion to $12 billion.</p>
<p>Elaborating some of the transport ministry’s projects, Fakhrieh Kashan said that Iran is finalizing a €1.2-billion agreement with Russians for financing electrification of Garmsar-Inche Boroun railway project.</p>
<p>As he added, negotiations are underway for finalizing $500-million-loan from Azerbaijan to finance Rasht-Astara railway project.</p>
<p>Talks with China’s Exim Bank on electrifying Tehran-Mashhad railway have also been finished, he added.</p>
<p>Iranian transport ministry is mulling over receiving an €8-billion finance from South Korea for establishing the electrified double-track Isfahan-Ahwaz railway and construction of Chabahar-Zahedan railway, the official said.</p>
