<p>As reported by the European sources, these projects are the first of a wider package of €50 million for Iran, aiming to support our country to address key economic challenges. These projects are defined as part of the renewed cooperation and engagement between the European Union and Iran following the conclusion of the Joint Comprehensive Plan of Action (JCPOA).</p>
<p>High Representative of the European Union for Foreign Affairs and Security Policy, Federica Mogherini, said: “Since the renewal of the EU-Iran relations as a result of the Iran nuclear deal, cooperation has developed in many sectors. We are committed to sustain it and this new package will widen economic and sectoral relations in areas that are of direct benefit to our citizens”.</p>
<p>Activities supporting the private sector will include support to high-potential Iranian Small and Medium-sized Enterprises (SMEs), the development of selected value chains, and technical assistance to Iran&#8217;s Trade Promotion Organization.</p>
<p>The European sources noted that the European Commission will also provide technical support in the area of environmental challenges for €8 million and support drug harm reduction for €2 million.</p>
<p>The projects will be implemented by the International Trade Centre, EU Member State agencies, and other organizations in close cooperation with Iranian counterparts. In this regard, there are some points that need to be taken into consideration.</p>
<p>First, the European authorities are keeping to &#8220;buy time&#8221; in order to deliberately postpone their &#8220;package of proposals&#8221; which was supposed to be offered to the Iranian officials much earlier. We can clearly see that they are not the least in a hurry to come forth with this package.</p>
<p>The reason for the adoption of this tactic by the European authorities is clear: they want to measure the impact of US secondary sanctions on the Iranian economy on the one hand, and on the other hand, they intend to observe the new political situation in Washington following the mid-term elections. These two factors has caused them to be basically reluctant to provide Iran with immediate and timely proposals.</p>
<p>Although our country&#8217;s Foreign Ministry spokesman said that there&#8217;s a difference between the recent support package and the package of proposals, but we should not forget that the European authorities are trying to make us accept the former for the latter.</p>
<p>The European troika and in general, all the European players consider the recent support package as an excuse for &#8220;buying more time&#8221;. Therefore, accepting this package is not in the interest of our country. As French Foreign Minister Jean-Yves Le Drian emphasized, for the time being, European officials are not interested in coming up with the final package to Iran!</p>
<p>The next point is about the nature of the Europeans&#8217; support package for Iran. European officials have made specific maneuvers on their &#8220;support package.&#8221; Indeed, what purpose does this package serve? While the European Union, and in particular the European troika (Germany, Britain and France) have made a significant delay in offering their &#8220;package of proposals&#8221; to Iran, what does their maneuver on this support package mean? Interestingly, Federica Mogherini spoke of the EU&#8217;s commitment to working with Iran! Did the EU&#8217; High Representative forget the European Union approach towards Iran and the nuclear deal?</p>
<p>Everyone remembers that the European authorities, even before Trump&#8217;s withdrawal from the JCPOA, were in agreement with all the cruel and illegal actions of the President of the United States on &#8220;changing the JCPOA&#8221;. The same thing made Trump bolder to pursue his policies on Iran. Even some news suggest that there is still a secret deal between the US Department of State and the Foreign Offices of Germany, Britain and France.</p>
<p>Meanwhile, the French have the closest cooperation with American officials. Many international experts and analysts believe that the French&#8217;s insistence on not submitting the package to Iran by November is the result of a back-to-back coordination between the White House and the Elysee Palace.</p>
<p>In any case, we should accept that even after the withdrawal of the United States from the nuclear deal, European authorities have looked at the JCPOA as a leverage for their possible dealings with Washington. The delay of the European authorities in offering the package of proposals to Iran can also be analyzed in this regard.</p>
<p>What is certain is that the European Union should focus on its main obligations rather than maneuvering on its support package. These obligations include providing objective guarantees regarding the sale of Iranian oil, having bank ties with Iran, etc. This is while the European Union has not yet offered any kind of objective guarantees, and this issue that can&#8217;t be simply ignored in analyzing the EU performance.</p>

<p>“A UNSC resolution would naturally fail due to a US veto. So such an initiative would have symbolic and no practical value. I see greater promise in undertaking concrete practical measures to ensure that the JCPOA continues to deliver its promised benefits.</p>
<p><em>Nathalie Tocci is Director of the Istituto Affari Internazionali, Honorary Professor at the University of Tübingen, and Special Adviser to EU HRVP Federica Mogherini, on behalf of whom she wrote the European Global Strategy and is now working on its implementation, notably in the field of security and defense. Previously, she held research positions at the Centre for European Policy Studies, Brussels, the Transatlantic Academy, Washington and the Robert Schuman Centre for Advanced Studies, Florence.</em></p>
<p><em>Her research interests include European foreign policy, conflict resolution, the Middle East and the Mediterranean. <p><strong> As you know, US President Donald Trump on May 8 withdrew from the Iran nuclear deal, which is an international agreement and endorsed by a UN Security Council resolution. What is your take on President Trump’s decision?</strong></p>
<p><strong>Tocci</strong>: President Trump, strictly speaking, violated an international agreement enshrined in international law. In my view, he did so less because of the presumed flaws of the deal and more because the agreement was cosigned also by Tehran. In so far as Trump is intent in delegitimizing and weakening (and probably, in his dreams, ideally overthrowing) the Iranian regime, any agreement with it is anathema in so far as it confers a degree of recognition to Tehran which President Trump abhors.</p>
<p><strong> UK, France, Germany, Russia and China have expressed their support for the deal, saying that they would stand by it despite the US pullout. Do you think the agreement will stand without the US? Will Europeans, Russia and China continue to honor their commitments under the deal?</strong></p>
<p><strong>Tocci</strong>: It depends first and foremost on Tehran. The deal will stand so long as Iran remains in it. Trump would no doubt relish the prospect of Iran leaving the JCPOA. Smart play on Iran&#8217;s side would prevent Trump from succeeding in this game. In the short to medium term, the JCPOA can survive with Europeans, Iranians, Russians and Chinese working together to abide by the agreement. Sooner or later, the US will return to the multilateral fold.</p>
<p><strong> As you know, Europeans are trying hard to salvage the deal. What would happen if all their efforts fail? How do you think should Iran react to this after pouring concrete into the core of its nuclear reactor?</strong></p>
<p><strong>Tocci</strong>: Europeans are and will do their utmost to ensure their respect for the JCPOA in the light of the US violation. Reviving the blocking regulation, putting in place export credit guarantees and a number of other technical measures are all aimed at this goal. The success or failure of these measures will depend on Tehran&#8217;s reaction to them. As said above, I see no interest today for Tehran to play Trump&#8217;s game and exiting the deal rather than working with Europeans and the rest of the international community to demonstrate that who is internationally marginalized is not Iran but Trump himself.</p>
<p><strong> Iran’s Leader Ayatollah Seyed Ali Khamenei recently set out conditions for Tehran to stay in the nuclear deal with world powers  and stated, “The Europeans must submit a resolution against the US at the UN Security Council to protest&#8221; Washington&#8217;s withdrawal from the JCPOA.” What do you think?</strong></p>

<p>Germany&#8217;s Foreign Minister Heiko Maas in his most recent statement, mentioned that the United States&#8217; withdrawal from the Joint Comprehensive Plan of Action (JCPOA), also known as the Iran nuclear deal, has led to the poisoning of transatlantic relations, and damaged the transatlantic relations in the long-term perspective.</p>
<p>“The changes that are taking place in the United States have been affecting the transatlantic relations for a long time … We are ready to talk, hold negotiations, but also stand our ground if needed,” Maas said.</p>
<p>Just hours after the German FM remarks, Angela Merkel, the country&#8217;s Chancellor emphasized in a quick response that Trump&#8217;s decision to withdraw from the deal was no reason to call into question relationships between Europe and the US.</p>
<p>The remarks came at a time when Angela Merkel, three days earlier, claimed in another statement that Europe could no longer depend on the United States (in the face of international crises).</p>
<p>What exactly happened to the North Atlantic Treaty Organization members? Is Merkel&#8217;s, Macron, and Theresa May’s annoyance of the US withdrawal from the nuclear deal a sort of &#8220;real conflict?” Or is it just kind of pretension? Here are some points that should be taken into consideration:</p>
<p>Evidences suggest that the European troika has not basically intended to resist against Trump&#8217;s decision on withdrawing from the JCPOA. The agreement of the European countries on changing the JCPOA (in accordance with the US President’s demands), and their intensive talks with American diplomats to reach a common approach to include Iran&#8217;s nuclear missile capability into the nuclear deal, and inspecting Iran’s military sites well reveals this intention of the European authorities.</p>
<p>On the other hand, the officials of the three European countries of France, Germany and Britain, became aware of the US final decision on withdrawal from the nuclear deal following the appointment of John Bolton and Mike Pompeo at the White House. However, they still urged the President of the United States to stay in Iran&#8217;s nuclear deal at the expense of “changing the JCPOA”.</p>
<p>The history of European leader’s actions indicate that they have never intended to oppose Washington in the international system. In the 2017 competitions for the general elections in Germany, Social Democrat MP “Martin Schultz” challenged Chancellor Angela Merkel for her immeasurable obedience to Trump&#8217;s administration. The fact is that Trump keeps insisting on spending 2 per cent of NATO&#8217;s gross national product to military expenses:</p>
<p>“NATO members must finally contribute their fair share and meet their financial obligations, for 23 of the 28 member nations are still not paying what they should be paying and what they’re supposed to be paying for their defense.”</p>
<p>Those are the words of the US President addressing NATO members. On the other hand, European officials such as Merkel and Macron are trying to have Trump’s maximum satisfaction. The US recent attack on Syria was directly supported by the French, British and German politicians. This was while the European Troika was aware of Trump’s false claims in this regard. However, the European troika preferred not to leave the United States in this controversy, and thus became Trump’s agent in West Asia.</p>
<p>In October 2003, after talks between the Iranian authorities and European foreign ministers, it has been stated in the “Sad Abad” declaration that Iran had cooperated for the visit to its Atomic Energy sites with the IAEA inspectors. On the other hand, Britain and France (as two permanent members of the Security Council) had been committed to prevent the referral of Iran&#8217;s case to the UN Security Council. However, after a while, the European Troika argued that Sad Abad&#8217;s declaration wasn’t to their advantage!</p>
<p>In November 2004, the three countries of Germany, Britain and France signed the Paris agreement with Iran. According to this agreement, our country agreed to stop all Uranium enrichment and reprocessing activities, such as the construction, production, installation, testing, assembly and commissioning of gas centrifuges, and plutonium-related activities. Instead, the European troika (and the European Union) promised to &#8220;attempt&#8221; for Iran’s membership in the World Trade Organization! We are now in 2018: When European leaders are explicitly speaking of their inability to exert economic influence on private companies in order to prevent the reintroduction of American sanctions against Iran.</p>
<p>The fact is that the European troika neither “can” nor &#8220;wants&#8221; to take action to secure the minimum interests of the Islamic Republic of Iran. At this moment, the main concern of the three countries of Germany, Britain and France is to keep Iran&#8217;s commitments to the JCPOA, and to restrict the regional power of our country. Even beyond that, The European troika looks at the JCPOA as a code by which they can get into a bargain with Trump over the tariff on European products (steel and aluminum). In this case, they will stand beside the United States to block Iran&#8217;s economy and change the JCPOA to the US advantage.</p>
<p>Today, the American-European joint thesis is &#8220;disarming Iran&#8221; to stop the crystallization of our country&#8217;s power. This is the one goal that both Washington and the European troika believe in and seek to accomplish.</p>
