										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – The president of the European Commission, Ursula von der Leyen, on Wednesday urged EU members to build a stronger health union, promising a biomedical research agency and a global summit.</p>

<p dir="LTR">In her first annual State of the European Union address, von der Leyen said the coronavirus pandemic had underlined the need for closer cooperation. “The people of Europe are still suffering,” she said, AFP reported.</p>
<p dir="LTR">“For me, it is crystal clear — we need to build a stronger European Health Union,” she said. “And we need to strengthen our crisis preparedness and management of cross-border health threats.”</p>
<p dir="LTR">Addressing MEPs in the European Parliament, von der Leyen said her commission would try to reinforce the European Medicines Agency and European Center for Disease Prevention and Control.</p>
<p dir="LTR">And she announced the creation of a new agency for biomedical advanced research and development, dubbed BARDA.</p>
<p dir="LTR">Then next year, she will work with Italy’s Prime Minister Giuseppe Conte and the Italian G20 presidency to convene a global health summit to learn and share the lessons of the coronavirus crisis.</p>
<p dir="LTR">“This will show Europeans that our Union is there to protect all,” she said.</p>
<p dir="LTR">Health policy remains the responsibility of EU member states and, while Brussels has tried to coordinate the bloc’s response to the epidemic, national lockdowns and border rules have varied widely.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; New foreign affairs chief of Europe, Josep Borrell says if Europe wants to save the 2015 nuclear agreement, it needs to ensure that Iran benefits from JCPOA.</p>
<p>“If we want JCPOA to survive, we need to ensure that Iran benefits if it returns to full compliance,” Europe top chief said.</p>
<p>The top EU diplomat made the comments in an article published by the Project Syndicate website on Saturday.</p>
<p>Borrell’s comments came after the European official made an official visit to Tehran last Monday and had meetings with the Iranian officials including President Hassan Rouhani, Foreign Minister Mohammad Javad Zarif, and Parliament Speaker Ali Larijani.</p>
<p>In his meeting with the Iranian president, the EU&#8217;s top diplomat admitted that the European sides have failed to live up to their obligations to the nuclear deal, calling for more efforts to remove obstacles in the way of the deal’s implementation, Press TV reported.</p>
<p>Borrell vowed to make his utmost efforts to develop strong interaction with Iran in order to preserve the deal, officially known as the Joint Comprehensive Plan of Action (JCPOA).</p>
<p>In the meeting, President Rouhani criticized the signatories to the nuclear deal for failing to fulfill their obligations after the United States’ unilateral withdrawal from the agreement.</p>
<p>&#8220;The Islamic Republic of Iran is still ready for interaction and cooperation with the European Union to resolve issues, and any time the opposite side completely upholds its commitments, Iran will also return to its commitments,&#8221; Rouhani said.</p>
<p>Pointing to 12 years of efforts and measures, which finally led to the conclusion of the JCPOA, the Iranian president expressed regret that the US unilateral pullout from the deal has created numerous obstacles and problems for other sides in the way of their full implementation of the accord.</p>
<p>Commenting on Iran’s suspension of its JCPOA obligations, he emphasized that the country’s rollback of its commitments falls within the framework of the nuclear accord aimed at preserving it.</p>
<p>US President Donald Trump, a stern critic of the landmark deal, unilaterally pulled Washington out of the JCPOA in May 2018 and unleashed the “toughest ever” sanctions against the Islamic Republic in defiance of global criticism in an attempt to strangle the Iranian oil trade.</p>
<p>In response to the US move, Tehran has so far rowed back on its nuclear commitments five times in compliance with articles 26 and 36 of the JCPOA but stressed that its retaliatory measures will be reversible as soon as Europe finds practical ways to shield the mutual trade from the US sanctions.</p>

<p>Speaking in a meeting with the European Union’s foreign policy chief Josep Borrell in Tehran, President Hassan Rouhani noted, &#8220;The Islamic Republic of Iran is still ready to interact and cooperate with the European Union to settle issues”, according to the president’s official website.</p>
<p>&#8220;Whenever the other side lives up to its commitments completely, Iran is ready to return to its commitments,” he added.</p>
<p>The nuclear deal between Tehran and a group of world powers has been crumbling since US President Donald Trump withdrew from it in 2018, and Washington has since stepped up sanctions and a campaign of &#8220;maximum pressure&#8221; against Iran.</p>
<p>Since May 2019, Iran has progressively scaled back commitments in compliance with articles 26 and 36 of the agreement in response to the US sanctions and Europe&#8217;s inability to circumvent them.</p>
<p>Rouhani also said that developing relations and cooperation with European countries, as long-standing partners, is always important to Iran, expressing hope that relations further deepen with the efforts of the new EU foreign policy chief.</p>
<p>Referring to the efforts that eventually led to the Iran deal over 12 years, the president said, &#8220;Unfortunately, the unilateral withdrawal of the United States from the agreement created many obstacles and difficulties for other parties to fully implement it&#8221;.</p>
<p>Rouhani stated that Iran&#8217;s move to reduce its obligations under the nuclear agreement was within the framework of the deal, adding, “Whenever the other side lives up to its commitments completely, Iran is ready to return to its commitments”.</p>
<p>The president praised the joint efforts of Iran and the EU to resolve many regional and international issues, saying, &#8220;The Islamic Republic of Iran remains committed to the IAEA&#8217;s monitoring, the process of which has been continuing to date and it will continue unless we face new conditions”.</p>
<p>For his part, Borrell referred to Iran&#8217;s influential role in regional affairs and the development of peace, stability, and security in the region, saying, &#8220;Developing cooperation with Iran has always been important for the EU”.</p>
<p>He also expressed regret at the EU failure to uphold the deal and noted that efforts have been made to expand implementing the deal.</p>
<p>Stating that today European countries are seeking to preserve the Iran deal and resolve issues to keep the deal in place, Borrell said, &#8220;As the EU&#8217;s High Representative, I will do everything in my power to create a robust interaction for saving the JCPOA”.</p>

<p>Foreign Ministry Spokesman Seyed Abbas Mousavi announced on Sunday that the new EU foreign policy chief Josep Borrell will visit Iran on February 3 for the first time after taking office.</p>
<p>According to Mousavi, the High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) is planned to hold meetings with Foreign Minister Mohammad Javad Zarif and other senior Iranian officials during his trip to Tehran.</p>
<p>Josep Borrell, Spain’s former foreign minister and ex-Speaker of the European Parliament, replaced Federica Mogherini as the new EU High Representative for Foreign Affairs and Security Policy in late 2019.</p>

<p>Seyed Abbas Mousavi’s remarks came on Tuesday in reaction to a statement declared by, the newly-appointed High Representative of the European Union for Foreign Affairs and Security Policy.</p>
<p>In his statement, which was published on Monday, Borrell claimed that Iran used widespread and disproportionate force against nonviolent protesters.</p>
<p>“Observing the people’s rights is a principle and national security necessity for the Islamic Republic of Iran as a democratic establishment,” Mousavi stressed.</p>
<p>“Iran rejects any instrumental and political use of human rights against independent countries,” he said while voicing his deep sorrow over Borrell’s statement.</p>
<p>“His statement has roots in his incorrect information,” Mousavi said, adding, “Iran’s performance in the last 40 years testifies that the country is resolved to upgrade human rights situation and preserve the people’s rights. Popular protests and holding gatherings are among the inevitable recognized rights of the people in Iran.”</p>
<p>“Misuse of these rights to attack people and loot public properties is not tolerable as such misuses are not bearable in Europe as well. The French police’s crackdown on the protesters in Paris is an obvious example which has thus far left a number of casualties, injured and arrests.”</p>
<p>The Foreign Ministry official called on Borrell to care about the violation of the entire Iranian population by the harshest ever sanctions imposed by the United States, a major ally of Europe.</p>
<p>“We call on the European Union to pay serious attention to the violation of human rights in their allied counties, fulfill their commitments to the JCPOA (the Joint Comprehensive Plan of Action) and prevent violation of the rights of over 80 million Iranians resulting from the U.S. inhuman unilateral sanctions,” Mousavi underscored.</p>
<p>On November 15, the government increased the gasoline price. However, the legitimate public protests against the price increase were directed at sowing chaos through targeted attacks on public and private properties, forcing law enforcement forces to step in to stop saboteurs.</p>
<p>Last week, the Leader of the Islamic Revolution urged relevant state bodies to honor Islamic mercy in regard to those who committed violent acts and caused insecurity in the protests that followed a rise in gas price.</p>
<p>The call by the Leader came in response to a request by Secretary of Supreme National Security Council Ali Shamkhani on how to deal with those who were killed or wounded in the protests as well as those who acted viciously.</p>
<p>The Leader said those who were killed without being involved in fueling riots should be considered martyrs and their families should receive stipends.</p>
<p>On others (those who instigated riots or committed violent acts under the influence of anti-Islamic Revolution propaganda), the Leader said each group must be treated in a way that is closer to the Islamic mercy.</p>
<p>Shamkhani had prepared a report according to a verdict by the Leader soon after the eruption of protests to realize the root causes and reasons behind the unrest and providing support for the families of the victims.</p>
<p>The Supreme National Security Council’s report had suggested that, within the existing legal framework, those ordinary citizens who were killed during the protests innocently without any destructive role, should be recognized as martyrs and their family should also be subject to services by the Martyrs Foundation.</p>
<p>In the meantime, the report had suggested that those who were killed in the protests in any way should be entitled to receive Diyeh (blood money based on Islamic law) and their family members should also be appeased.</p>

<p>Speaking in an interview with Spain&#8217;s El País newspaper published on Sunday, the new EU foreign policy chief, Josep Borrell, said the bloc has the “greatest interest” in the survival of the 2015 Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA).</p>
<p>“We call on the Iranian authorities to do what they can to keep the pact alive,” he added, stressing that killing the agreement would be a “big mistake”.</p>
<p>His remarks come as the nuclear agreement has long ceased to be economically beneficial to Iran following the US’ unilateral withdrawal from the pact and lack of any practical measures from the European signatories to the deal to secure Iran’s economic interests in the face of US sanctions.</p>
<p>A year after the US’ withdrawal, Iran began taking measures to reduce its commitments to the JCPOA in a bid to create a balance between its rights and obligations and also to encourage the other parties to live up to their own share of commitments to keep the agreement alive.</p>
<p>Meanwhile, Belgium, Denmark, Finland, the Netherlands, Norway, and Sweden have recently announced they have become shareholders of the Instrument in Support of Trade Exchanges (INSTEX) &#8211; a financial mechanism meant to bypass US sanctions on Tehran.</p>
<p>The six European countries said in their joint statement on Friday that their decision to join INSTEX was in line with “the continuous European support” for the JCPOA.</p>
<p>Borrell had said back in July that his country Spain was also keen on joining the INSTEX.</p>
