										<content:encoded><![CDATA[<p class="summary">China-Pakistan Economic Corridor (CPEC) is grabbing headlines for all the good and bad reasons. U.S. opposition to it is known to all and sundry because of the escalating trade war between Washington and Beijing. Now India has also raised concerns over the ambitious project, asserting that it violates India’s sovereignty and territorial integrity.</p>
<p>India raised the issue over China’s Belt and Road Initiative (BRI) at the 39th session of the United Nations Human Rights Council, underlining that the CPEC project ignored New Delhi’s core concerns on sovereignty and territorial integrity, ANI reported.</p>
<p>India’s deputy permanent representative to UN, Virander Paul, presented a statement on the report of the working group on the right to development, stressing that India understands that right to development, remains extremely important for an overwhelming majority of the global population.</p>
<p>“But it was regrettable that, even after three decades of the adoption of the UN Declaration on the Right to Development, and after 19 sessions of the working group on this subject, this right still remains a distant reality,” he said.</p>
<p>Paul further said that progress in the working group is possible only if participating member states demonstrate the necessary political will for seeking common ground with a result oriented approach.</p>
<p>“We agree that the process of development needs to be nationally owned and driven by national needs and priorities. However, what it needs to be complemented by is equitable economic relations and a favourable environment at the international level. It is high time that we recognise the right to development is central to the realisation of all other human rights,” he said.</p>
<p>He further apprised the council about a reference in the report of the working group of an intervention by a member state which goes against the principles enshrined in UNGA Resolution 41/128.</p>
<p>The envoy asserted that India shares international community’s desire for enhancing physical connectivity and believes that it should bring greater economic benefits to all in an equitable and balanced manner.</p>
<p>“Regarding the so-called ‘China-Pakistan Economic Corridor’, which is being projected as the flagship project of the Belt and Road Initiative, the international community is well aware of India’s position. No country can accept a project that ignores its core concerns on sovereignty and territorial integrity,” he said. “India reaffirms its commitment to the implementation of the right to development.”</p>
<p>Earlier, the representative of Pakistan spoke of the country’s multifaceted approach towards development, including structural reforms, investment-friendly policies and social safety nets for the vulnerable, India Today reported.</p>
<p>CPEC, according to the Pakistani representative, is a key regional initiative for connectivity and the shared prosperity of nations and was a practical example of the realization of the right to development by fuelling economic growth in the region.</p>
<p>The representative tried to highlight that similar regional projects could promote international cooperation for development and operationalize the right to development, the report said.</p>
<p>China’s foreign minister Wang Yi during his three-day visit to Islamabad last week underscored the significance of CPEC and conveyed the desire of Chinese government to further enhance the strategic partnership between the two allies.</p>
<p>In February this year, Pakistan government had expressed fears that India may attack the installations of CPEC in a bid to sabotage the multi-billion mega project. A report in Dawn said Ministry of Interior Affairs had issued directives to Gilgit-Baltistan home department to ensure foolproof security measures around CPEC installations.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">TEHRAN– Iran’s Envoy to London Baeidinejad, referring to murder case of an Iranian killed in the UK in 2013 for racist reasons, stressed the need to confront racist behaviors.</span></p>

<p>In a message published on his official Telegram channel, Iranian Ambassador to Britain, Hamid Baeidinejad, recalled the murder of an Iranian national residing in the UK who was killing in 2013 for racist reasons and described his family’s consistent pursuit of justice as effective and emphasized the need to combat racist behaviors.</p>
<p>What follows is the full text of Baeidinejad’s post on Telegram:</p>
<p>“The tragic story unfolded few years earlier. Bijan Ebrahimi, a young Iranian who had immigrated to Britain in 2001 in the hope of a better life, eventually settled in a small town south of Bristol which mainly plays host to white Europeans. Despite life difficulties and while suffering from a certain physical disability, he remained a calm and harmless person. Yet, he faced with a racist and sickly neighbor who seemed to enjoy bothering him. On several occasions and without Bijan having caused any trouble, the neighbor would join a friend in attacking him in various ways.</p>
<p>Nevertheless, Bijan would patiently endure these insults and threats every time, and during the space from 2005 to 2013, upon being threatened to death and beating, he referred to police, as his only refuge, for 44 times and later shared the issue with the city hoping they would prevent the neighbor’s attacks, but every time not only was he ignored, but even he was accused and arrested many times for being lonely and isolated and creating a sense of danger among the people of the community.</p>
<p>Unfortunately, Bijan’s cries did not reach anywhere, and his insidious neighbor, on a bitter day in 2013, attacked him, dragging him to the front of the lawn of his house and, after harsh beatings, burned him and killed him. The incident came as an intense shock to the society.</p>
<p>The court condemned the victim’s neighbor and sentenced him to life imprisonment, but the verdict could not relieve pains of Bijan’s two sisters who were aware of his pains and sufferings. They demanded the court to deal with police’s negligence, which had contributed to the crime, and therefore began a massive attempt through an independent complaint system against the police. Although the process proved time-consuming due to significance of the issue, finally in May 2016, the police approved of the complaint to the local police and jailed two senior police officers for not carrying out their professional duties while dismissing two other officers from their jobs.</p>
<p>Yet, deep pains of Bijan’s sisters did not calm down and they demanded that the police be condemned to applying ‘inhuman racism’, that is, the police refused to treat perpetrators appropriately due to racial prejudices resulting from difference in skin color, ethnicity and culture, which has helped to bring about crime.</p>
<p>After continuing the judicial process, today, after a year and a half, the mayor of Bristol has officially announced that “it is unfortunate to announce that the racist behavior of the police in favoring the criminal who murdered Bijan because of cultural discrimination is a true story and that the city council hereby announces its deep apology on the bitter incident. By making necessary changes in the police structure, we will try to prevent repetition of a similar event against other people, nationalities, and immigrants.”</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN  &#8211; Hungary’s foreign ministry has summoned US envoy David Kostelancik over a plan to fund rural media outlets in Hungary, which Budapest considers a “political intervention” ahead of an election due early next year.</h3>

<p>The United States said on Monday it would devote $700,000 to fund rural media outlets in Hungary to help train and equip journalists in defense of an independent media it sees subject to growing pressure and intimidation, Reuters reported.</p>
<p>Hungarian Prime Minister Viktor Orban has increased media control by legal changes, regulatory steps and takeovers of outlets by business sector associates. The moves have alarmed Western partners ahead of elections due in April 2018 which he is widely expected to win.</p>
<p>“The Ministry of Foreign Affairs and Trade has summoned the US Chargé d‘Affaires, asking for an explanation, and told him that we consider this a political intervention by the US Department of State ahead of the elections,” spokesman Tamas Menczer said in an emailed response.</p>
<p>The US program offers technical and financial assistance to media outlets, as well as increased local and international exposure, small grants and other tools. They can use the funds after May 2018, after the election is due.</p>
<p>The Organization for Security and Cooperation in Europe, an intergovernmental human rights and media freedom watchdog, has said media pluralism has declined in Hungary.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN – Iran’s Ambassador to the United Nations Gholam Ali Khoshroo urged the UN as well as the international community to endeavor toward spreading “peace and sustainable development” in the Middle East.</h3>

<p>“Our region is now grappling with numerous human, environmental and social challenges. Achieving peace and sustainable development in tandem has become the most urgent priority of the Middle East region. As such, the UN reform process should help the countries of our region to meet their special needs and challenges,” Khoshroo said on Tuesday addressing a forum at the UN General Assembly in New York.</p>
<p><em>Following is the full text of his speech:</em></p>
<p>Mr. President</p>
<p>I would like to briefly touch upon some of the issues reflected in the report of the Secretary-General, contained in document A/72/1, which we find note-worthy:</p>
<p>As the world is witnessing a plethora of complex and inter-linked challenges, we join the Secretary-General in his assessment in paragraph 4 of the report wherein it states that &#8220;now more than ever, multilateral action is needed to find effective solutions to this mix of challenges&#8221;. We also share his concern in paragraph 140 of the report that &#8220;multilateralism is being questioned at a time when we most need coherent global responses to these interconnected events&#8221;.</p>
<p>In a very pertinent case, we would like to reiterate that the Iran Nuclear Deal, known as the JCPOA, as a testament to the value of diplomacy, should be preserved from any attempt which will undermine not only the Deal, but also diplomacy and multilateralism in general. In this context, we renew our call to the Secretariat to take a more constructive approach in fulfilling its reporting function.</p>
<p>Mr. President,</p>
<p>On preserving the international peace and security, it is rightly pointed out in the report that the adoption of the Treaty on the Prohibition of Nuclear Weapons was indeed &#8220;a step towards the universally desired goal of a nuclear-weapon-free world.&#8221; In our view, it was also a collective protest to an almost fifty-year violation of nuclear disarmament obligations by the nuclear-weapon States. In this context, the report was expected to also include the alarming trends of new nuclear arms race and new nuclear arms modernization race, as well as the existence of a strong international call for putting an immediate end to such races.</p>
<p>On the issue of peacekeeping operations, Iran believes that peacekeeping operations are among the strong and effective tools for maintaining global peace and security as well as containing conflicts. However, as recommended by the &#8220;High-level Independent Panel on Peace Operations&#8221; (A/70/95-S/2015/446), Iran believes that the United Nation peacekeeping missions should not engage in military counter-terrorism operations. Such operations should be undertaken by the host governments.</p>
<p>The creation of the Office of Counter-Terrorism to lead the counter-terrorism-related activities across the UN system could enhance the UN capacity, strengthen coherence and coordination, and improve internal and external communication. It could also intensify the UNs capacity in addressing the root causes of terrorism and violent extremism. It is imperative to allocate sufficient financial resources for the OCT from the UN regular budget. We note with concern that in the new structure, most of the positions will be funded through voluntary funds. Moreover, there should be sufficient and sustainable funding available from the regular budget for capacity building to meet the needs of Member States upon request, in an impartial, balanced and sustainable manner.</p>
<p>Mr. President,</p>
<p>As to the ongoing UN reform consultation process on development, it is essential to bear in mind the significance of the alignment and compatibility of the UN development system to the policies, priorities and needs of developing countries with an emphasis on national ownership and leadership at country level. In this context, we would like to recall the scope and mandate of operational activities for the development of the UN system, envisioned in GA resolution 71/243.</p>
<p>Our region is now grappling with numerous human, environmental and social challenges. Achieving peace and sustainable development in tandem has become the most urgent priority of the Middle East region. As such, the UN reform process should help the countries of our region to meet their special needs and challenges.</p>
<p>It is also important that the United Nations regains its leading role in shaping the world public opinion rather than following biased media trends or the agenda of donor countries.</p>
<p>By way of conclusion, Mr. President, my delegation takes note of the Secretary-Generals efforts regarding the reform of the management of the Organization. Id like to emphasize that any reform efforts must strengthen the ability of Member States to perform their oversight and monitoring role as well as to preserve the intergovernmental, multilateral and international nature of the Organization. We will carefully examine the Secretary-Generals reform proposals and actively participate in the consultations on this issue.</p>
<p>The world today faces exceptionally greater risks than before, but we are also endowed with greater opportunities. Lets join hands to confront the risks while appreciating the new opportunities for a better and brighter future.</p>
