Hassan Rouhani in his recent speech at EAEU referred to US policies. He said “The fact that US is using dollar as a weapon against Iran results in economic terrorism.”

He continues that “Iran’s policy is maintenance of peace and stability in the region specifically Middle East” and “providing freedom and safety for shipments in Hormuz Strait is our other aim that we are looking forward to it…”

Asked about Armenia’s expectations of Rouhani’s visit, the foreign minister said “we have a wide-scale agenda with Iran, and we are looking for frameworks and effective ways for cooperation in the fields of regional security, development of infrastructures, and energy diversity to reach a positive result that would benefit all of our countries.”

“Armenia’s membership to the EAEU will provide the condition for us to expand cooperation with Iran, as well as Singapore and Egypt,” he added.

On August 10, Armenian Prime Minister Nikol Pashinyan said he had invited Rouhani to the EAEU meeting of leaders in Yerevan – a major regional organization which is said to help Tehran increase its non-oil export revenues amid US sanctions.

The invitation came more than a month after Iran ratified a parliamentary bill to launch a free trade zone with EAEU members, namely Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan.

The agreement is expected to hugely boost Iran’s trade capacity with countries to the north of a region in northern Asia and Eastern Europe called Eurasia.

According to Russian Energy Minister Alexander Novak, the agreement will officially take effect on October 26.

At the meeting, Ardakanian referred to the completion of the legal process for joining the EAEU, saying that the interim agreement will help boost non-oil trades between Iran and the regional union.

“The deal will officially take effect on October 26 and will include 864 items as preferential commodities,” he said.

“503 items in the list are Iranian goods, 70 of which will enjoy zero tariffs for exports.”

Ardakanian also invited the EAEU chief to visit Tehran in continuation of bilateral talks between Iran and the union, saying the trip would be a unique opportunity for promoting the cooperation and attracting investors and businesspersons from different sectors.

Ardakanian, who also heads the Iran-Russia joint economic commission, also held a meeting with his Russian counterpart Sergey Lavrov in Moscow on Monday.

Under an agreement signed between Iran and Russia, Moscow was set to allocate a one-billion-dollar loan to Tehran for construction of a 1400-megawatt power plant in southern Iran.

During the meeting, the two ministers also conferred on the agreements reached at the 15th joint economic cooperation commission of Iran and Russia.

The Russian minister, for his part, voiced satisfaction over the completion of Iran’s domestic legal process for joining the Eurasian Economic Union (EAEU), saying the interim agreement, which would lead to the formation of a free trade zone between Iran and the regional union, would officially take effect on October 26.

Novak then called for the implementation of a trilateral agreement between Iran, Russia and Kazakhstan for the temporary transit and swap of wheat, which Ardakanian promised to seriously follow up on.

The Russian energy minister further welcomed bilateral cooperation on aerospace, and called for cooperation in the field of digital energy, which was welcomed by the Iranian side.

Ardakanian also invited his Russian counterpart to take part at the 19th Iran International Electricity Exhibition, slated for Oct. 30 to Nov. 2, which was warmly welcomed by the Russian side.

Ardakanian, who also heads the Iran-Russia joint economic commission, is accompanying Foreign Minister Mohammad Javad Zarif in Moscow.

According to a lawmaker, Ali-Akbar Karimi, accession to the EAEU would serve as a prelude to joining the World Trade Organization (WTO).

The EAEU in its current form was established in 2015. According to Sputnik, the organization provides for the free movement of goods, services, capital and labor, determined by the union’s treaty and international agreements. The member states include Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia. According to union data the GDP of the entire bloc is currently about $1.9 trillion.

Back in February, Iranian Ambassador to Russia Mehdi Sanaei had highlighted the importance of the agreement for Iran, saying “it opens the gates to a big market for our country, and also opens the Iranian market to Russia and northern countries.”
