										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Minneapolis leaders voted unanimously on Friday to disband the US city’s police force and replace it with a “community” safety department, a reaction to transformational changes demanded in mass protests against racial injustice.</p>

<p>The plan came three weeks after the death of African-American George Floyd while in Minneapolis police custody, a killing that sparked widespread calls for police reform, AFP reported.</p>
<p>The Minneapolis City Council unanimously approved a resolution instructing it to “commence a year-long process of community engagement, research, and structural change to create a transformative new model for cultivating safety in our city.”</p>
<p>“The murder of George Floyd&#8230; by Minneapolis police officers is a tragedy that shows that no amount of reforms will prevent lethal violence and abuse by some members of the Police Department against members of our community, especially Black people and people of color,” the resolution added.</p>
<p>“Together, we will identify what safety looks like for everyone.”</p>
<p>The council will bring together stakeholders addressing the issues of violence prevention, civil rights, race equity, community relations and 911 emergency services.</p>
<p>The move came days after the council, with a veto-proof majority, pledged to disband the Police Department and create a community-oriented replacement. Friday’s vote is the next step in formalizing the move.</p>
<p>“As we respond to demands for immediate action to reduce police violence and support community safety, we will invite our community to help shape long-term transformative change, centering the voices of those most impacted by community violence and police violence,” City Council President Lisa Bender said.</p>
<p>Bender and other councilmembers said they intend to put the police removal plan to Minneapolis voters in the November 3 election.</p>
<p>Some activists have described the broader effort as a movement to “defund the police.”</p>
<p>Others have bristled at the language, saying authorities should reform troubled police departments, not scrap them altogether.</p>
<p>Fourteen uniformed Minneapolis police officers signed an open letter Thursday condemning the actions of their former colleague and Floyd’s killer, Derek Chauvin.</p>
<p>“This is not who we are,” they wrote.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">City Council members on Sun. rejected the resignation submitted by Tehran’s mayor Mohammad Ali Najafi over &#8216;ill health&#8217; and voted for his remaining in office.</span></p>

<p>A session was held on Sunday at the City Council, chaired by Mohsen Hashemi, to discuss the resignation of Tehran’s mayor Mohammad Ali Najafi.</p>
<p>Mr. Najafi handed in his resignation on March 14, citing medical reasons.</p>
<p>“What forced me to hand in my resignation from the City Council was my medical condition,” Najafi said during the session today, adding that he is currently receiving treatment.</p>
<p>“I would like to ask you not to link my resignation to political issues, although intensifying factors are always there to exacerbate the case,” he added.</p>
<p>The Chairman Mohsen Hashemi, speaking before the voting, rejected rumors that the reason behind Najafi’s resignation was lack of support from the City Council, adding that the assumption was “unfair” and “untrue”.</p>
<p>While Najafi was determined to leave office after an 8-month term as the mayor of the ten-million capital, the Council members rejected his resignation request with 16 votes against and four in favor.</p>
<p>A former long-serving education minister and a Massachusetts Institute of Technology (MIT) graduate, Najafi was voted mayor by the Council last August, taking over from Mohammad Bagher Ghalibaf, who had held the post for 12 years.</p>
<p>Although he cited ill health, the media picked up on the timing of his resignation which followed his summoning to Tehran Prosecutor’s Office after he came under pressure for attending a ceremony held by Tehran Municipality to mark the International Women’s Day, during which a group of young girls were invited for a dance performance.</p>
<p>The Sunday session thus concluded with the majority of Council members voting against Najafi’s resignation. They requested Najafi to remain in office at the same time as he undergoes treatment for his illness.</p>

<p>Iranian MP Kazem Jalali is currently the Vice President of the Inter-Parliamentary Union (IPU).</p>
<p>This is the first time an Iranian MP is invited to observe Russian presidential elections.</p>
<p>Russia’s presidential elections will be held on March 18, 2018 and more than 109 million people are eligible to vote.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">Iran’s UN envoy Al-Habib called on the Security Council to reject intentions to turn it into a tool to pursue national political interests, saying Trump’s administration regards the Security Council as its “toolbox”.</span></p>

<p>Ambassador and Deputy Permanent Representative of the Islamic Republic of Iran, Es’hagh Al-Habib, addressed the Security Council Open Debate on “Working Methods of the Security Council” on 6 February 2018.</p>
<p>In his address, the Iranian envoy voiced regret over the fact that the Security Council has allowed other countries such as the US, to use it only as a tool for more dangerous ends.</p>
<p>He noted the increasing list of Security Council failures, especially in regards to the long-lasting occupation of Palestinian territory by the Israeli regime, adding that these failures are a matter of disappointment and frustration for multilateral diplomacy.</p>
<p>Here is the full text of his statement:</p>
<p>Mr. President,</p>
<p>Allow me to first congratulate the State of Kuwait for assuming the Security Council Presidency and convey my Delegation’s appreciation for convening this open debate on the working methods of this Council. Indeed, this is an interesting topic for discussion needed now, more than ever, in order to examine and identify the practical and efficient methods to confront the real challenges of international peace and security.</p>
<p>In view of the time limit, I will highlight the following UN Charter based points that can improve the working methods of the Council upon their implementation and enhance its efficiency in fulfilling its primary responsibility.</p>
<p>The provisional rules of the procedure of the Security Council, which have remained provisional for 70 years, should be formalized in order to improve its transparency and accountability.</p>
<p>Closed meetings and informal consultations should be kept to a minimum and should be the exception rather than the rule.</p>
<p>The establishment of subsidiary organs, mechanisms or formats by the Council should be in accordance with the letter and spirit of the Charter of the United Nations. Furthermore, the Council has a responsibility to ensure that they function within the limits of their mandates. For example, some of the activities undertaken by SCAD clearly fall beyond Note 44 by the President of the Security Council regarding the tasks under the resolution 2231, while they resist to undertake activities being assigned to them by the same Note. Despite the fact that this Council has been repeatedly informed by us and some Members of the council, those deficiencies continue to exist in SG reports each time the Council discusses this issue.</p>
<p>The annual reports of the Security Council to the General Assembly should be more explanatory, comprehensive and analytical. They should assess the work of the Council, including cases in which the Council has failed to act. They should also include the views expressed by members during the consideration of agenda items. We also call on the Council to elaborate on the circumstances under which it adopts the various outcomes, be they resolutions, presidential statements, press statements or other elements to the press.</p>
<p>Pursuant to Article 15, paragraph 1, and Article 24, paragraph 3, of the Charter, the Council should submit special reports for consideration by the General Assembly. However, it does not.</p>
<p>The Council should ensure that its monthly assessments are comprehensive and analytical. The General Assembly may consider proposing parameters for the elaboration of such assessments.</p>
<p>The Council should fully take into account the recommendations of the General Assembly on matters relating to international peace and security consistent with Article 11, paragraph 2, of the Charter.</p>
<p>The Council should cease its ongoing attempts to shift issues on the agenda of the General Assembly or the Economic and Social Council over to the Security Council and the encroachment by the latter on the functions and powers of the Assembly.</p>
<p>Mr. President</p>
<p>It is absolutely vital for the credibility of the Security Council to reject the intentions to turn it into a tool to pursue national political interests and agendas. Unfortunately, it is happening. This intention to use the Council only as a tool for more dangerous ends could not have been made clearer than in the statement by the Permanent Representative of the United States at the meeting of the American Israel Public Affairs Committee on 5 March 2006: “It is critical that we use the Council to help mobilize international public opinion. Rest assured, though, we are not relying on the Security Council as the only tool in our toolbox to address this problem.”</p>
<p>It seems that the current US administration now is even more enthusiastic to follow that reckless and failed pattern of regarding the Security Council as its “toolbox”.</p>
<p>Two outrageous examples of such an approach occurred in January this year:</p>
<p>&#8211;  On 5 January 2018, the United States pushed for an emergency meeting on an issue that flagrantly falls outside of the scope of its mandate.</p>
<p>&#8211;   On 29 January 2018, the US Mission set up a show in DC to present the members of the Security Council with some fabricated evidence, such as a Saudi-supplied destroyed yet intact missile.</p>
<p>These examples are a discredit for the Security Council, especially when recalling the increasing list of Security Council failures to take the slightest action when it comes to genuine issues, such as the long-lasting occupation of Palestinian territory by the Israeli regime,  a regime, emboldened by impunity provided by US to it , shamelessly and flagrantly continues to ridicule and  violate all Council’s resolutions on the Middle East or the most catastrophic humanitarian situation in Yemen after almost three years of war. These failures of the Council attributable to the obstructionist approach by the US, is a matter of disappointment and frustration for multilateral diplomacy.</p>
<p>Mr. president</p>
<p>I hope this open debate will help to render the Council more democratic, representative, transparent and accountable in all its activities, approaches and procedures, functioning more efficiently and effectively as well as focusing on its real responsibility in maintaining international peace and security.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">TEHRAN – Iran’s Parliament Speaker Ali Larijani said Trump’s recent remarks questions United Nations’ legitimacy, adding US violation of international agreement should be addressed in the Security Council.</span></p>

<p>Larijani made the remarks in a meeting with his Kazakh counterpart Nurlan Nigmatulin, where he thanked him for the country’s fair and unbiased views on Iran’s nuclear deal.</p>
<p>Pointing to the nuclear deal and all the hard work to achieve it, Larijani said “Iran has paid some prices to reach the deal which was also beneficial to Iran; the agreement is not bilateral, but the US has breached it in the past few months.”</p>
<p>The Iranian official went on to say American officials’ attitude hinders economic agreements as well; if they continue this behavior, the agreement will be cancelled, leading to complications in the region.</p>
<p>He stressed that the US lack of commitment to multilateral and international agreements must be addressed in the United Nations, and other countries have to denounce such conduct which is disapproved by European countries and even the United Kingdom.</p>
<p>“If US unilateralism is not stopped, there will be serious consequences; they have withdrawn from Paris and UNESCO agreements as well which creates a state of disorder.” The Iranian parliament speaker stressed.</p>
<p>Parliament speaker referred to terrorism in the region and emphasized on Kazakhstan’s influential role in the matter noting that Astana made a lot of efforts to root out terrorism in Syria and restore peace.</p>
<p>Larijani put emphasis on parliamentary relations between Iran and Kazakhstan, and the need to expand bilateral ties, saying “the groundwork for economic cooperation between the two countries has been laid, and we need to concentrate on investment, business and economic fields.”</p>
<p>Nurlan Nigmatulin, for his part, said the trips of the two countries’ official are effective in developing relations.</p>
<p>He named Iran as one of the main business and economic partners of Kazakhstan and stated “we have always tried to increase the level of political and economic relations with Iran, currently the two nations enjoy solid relations which should be expanded.”</p>
<p>Kazakhstan parliament speaker voiced optimism that nuclear deal is treated with justice and Iran’s benefits are secured, adding that “we have always supported Iran’s plans and its role in international organizations; we will never forget Iran’s supports of our country.”</p>
