TEHRAN (Iran News) – Governments across Europe ratcheted up restrictions Tuesday in an effort to contain the spread of the coronavirus as the continent recorded its highest weekly number of new infections since the start of the pandemic.

The World Health Organization said there were more than 700,000 new COVID-19 cases reported in Europe last week, a jump of 34% compared to the previous week, with Britain, France, Russia and Spain accounting for more than half of new infections recorded in the region, AP reported.

The increasing case numbers in Europe are partly the result of more testing, but the UN health agency noted that deaths were also up 16% in the region last week compared to the previous week. Doctors are also warning that while many new cases currently affect younger people, who tend to have milder symptoms, the median age could rise again, resulting in more serious illnesses in elderly populations.

Italian Premier Giuseppe Conte ordered bans on pickup sports games among friends and parties in closed spaces. Private gatherings at homes with more than six people who don’t live together are also discouraged.

Like other European countries, Italy is also limiting nightlife, with bars and restaurants having to close at midnight, and drinking while standing at a bar banned after 9 p.m.

Italy made wearing masks mandatory outdoors last week, a requirement already in place in Spain, Turkey, India and a handful of other Asian countries. Elsewhere in Europe, such mandates are in effect in hot spot cities like Paris, Brussels and Pristina, Kosovo, and are being introduced in several German cities.

Even with virus infections rising again, governments are eager to avoid the total lockdowns they imposed back then that caused huge economic damage and job losses. Wary of hurting already fragile economies, European governments have instead relied on a patchwork of regional restrictions that have sometimes caused confusion and frustration by those affected.

Still, the UN health agency cautioned Tuesday against a one-size-fits-all mindset when it comes to restrictive measures. WHO spokesman Tarik Jasarevic told reporters in Geneva that lockdowns should be a “last resort.”

Chancellor Angela Merkel has summoned the governors of Germany’s 16 states to meet in person Wednesday for the first time since mid-June. Bavarian governor Markus Soeder called for “a really clear set of rules for everyone in the coming weeks” to prevent the situation spinning out of control.

In an effort to avoid to keep people and goods moving throughout the European Union, member countries approved a traffic light system Tuesday.

The countries agreed to not restrict people traveling between so-called green areas — where virus infection numbers are low — but EU governments will continue to set their own restrictions, such as quarantines or mandatory testing upon arrival, for people coming from orange or red zones.

Under the criteria adopted Tuesday, most of EU regions would be either red or orange.

TEHRAN (Iran News) – The office of WHO in Europe said Thursday that despite some “optimistic signs” in some of the countries worst hit by the new coronavirus, the number of cases was rising and approaching one million in the continent alone.

“We remain in the eye of the coronavirus storm,” WHO regional director for Europe, Hans Kluge, told a news conference, noting that about half of worldwide confirmed cases were in Europe.

Kluge noted they had seen positive signs in terms of “declining numbers” in Spain, Italy, Germany, France, and Switzerland, AFP reported.

However, he said the “positive signals” in some countries were overshadowed by sustained or increased levels in other countries, such as Britain, Turkey, Ukraine, Belarus, and Russia.

As some European countries have started to ease some of the restrictions put in place to curb the spread, Kluge urged countries to make sure that control mechanisms were in place.

“It is imperative that we do not let down our guard,” Kluge said.

Before easing restrictions, Kluge said countries needed to make sure evidence showed that transmission was under control.

Countries also needed to ensure that healthcare had the capacity “to identify, isolate, test, trace contacts, and quarantine.”

Kluge also stressed that risks needed to be minimized in high-vulnerability settings, such as retirement homes and areas where people live in crowded places.

Workplaces also needed to take preventative measures, and countries needed to manage importation risks, Kluge added.

If countries could not ensure these criteria, Kluge urged them to “please re-think.”

On Wednesday, Denmark became the first country in Europe to start reopening schools, while Finland lifted a travel blockade on the Helsinki region.

Austria, Italy, and Spain have also allowed some businesses to reopen.

Over 80 percent of the fatalities occurred in Italy, Spain, France, and the UK, according to the statistics which are compiled from official sources, RT reported.

The number of people infected with the virus is still climbing towards the one million milestone, with the number of confirmed cases now standing at 909,673.

Italy remains Europe’s most affected country with 19,468 deaths, followed by Spain with 16,972, France with 13,832 and Britain with 9,875.

The grim marker was reached as officials in Spain announced 619 new fatalities on Sunday. This was a significant increase on Saturday’s 510 figure and ended three-days of consecutive declines in the Iberian country.

French President Emmanuel Macron, in a phone conversation with his Iranian counterpart Hassan Rouhani on Monday, stated the readiness of France and European partners to continue humanitarian cooperation with Iran, the Elysee Palace said in a statement.

“He expressed solidarity with the Iranian people, severely affected by the COVID-19 coronavirus pandemic,” it said.

“He recalled that France and its European partners had delivered medical equipment to Iran and were ready to continue humanitarian cooperation,” the Elysee Palace added.

France delivered its first consignment of humanitarian aid to Iran in early March to help the country fight the new virus outbreak.

During the Monday conversation, Iran’s Rouhani wished success for France’s government and people as well as all people throughout the world in the fight against coronavirus global pandemic.

He noted that “all countries and governments should pay attention that they cannot overcome this sensitive condition without cooperating and taking advantage of experiences of each other.”

Elsewhere in his remarks, the Iranian president referred to the US sanctions, saying that friendly countries should exert pressure on the United States to lift its “cruel and one-sided” sanctions against Tehran at the current juncture that the Islamic Republic is diligently fighting the deadly new coronavirus pandemic.

“The US sanctions imposed against the Islamic Republic of Iran are in violation of the World Health Organization’s (WHO) rules and regulations,” he added.

He also pointed to the EU trade mechanism with Iran dubbed “INSTEX” and termed that the preliminary and initial measures taken by EU in the field of launching the mechanism positive but ‘insufficient’.

This path should not be limited to the medical and food products, rather, INSTEX should be used for meeting all demands of the country, Rouhani emphasized.
