										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – The American Civil Liberties Union (ACLU) has blasted the <a href="https://irannewsdaily.com/2021/05/iran-captures-online-us-arms-dealing-band/">US</a> government for its “unlawful lethal strikes program” that has taken a heavy toll on Muslim, Brown and Black civilians in different parts of the world.</p>
<p>This comes after the administration of US President Joe Biden has released a set of rules former President Donald Trump secretly issued in 2017 for so-called counterterrorism operations.</p>
<p>The “direct action” operations include drone strikes and commando raids outside conventional war zones.</p>
<p>Under the Trump-era rules, commanders in the field were given the authority to make decisions about attacks so long as they fit within broad sets of “operating principles,” including that there should be “near certainty” that civilians “will not be injured or killed in the course of operations.”</p>
<p>Exceptions to those rules, however, were also permitted “where necessary.”</p>
<p>Some rules in the release, which comes after an October ruling by a federal judge in Freedom of Information Act lawsuits filed by The New York Times and by the ACLU, were redacted in some areas.</p>
<p>“We appreciate this release, which confirms our fear that President Trump stripped down even the minimal safeguards President Obama established in his rules for lethal strikes outside recognized conflicts,” Brett Max Kaufman, senior staff attorney for the ACLU, said in a statement.</p>
<blockquote><p>“Over four administrations, the US government’s unlawful lethal strikes program has exacted an appalling toll on Muslim, Brown, and Black civilians in multiple parts of the world,” Kaufman added.</p></blockquote>
<p>He also called on the Biden administration to end “unaccountable use of lethal force.”</p>
<blockquote><p>“Secretive and unaccountable use of lethal force is unacceptable in a rights-respecting democracy, and this program is a cornerstone of the ‘forever wars’ President Biden has pledged to end. He needs to do so.”</p></blockquote>
<p>The Biden administration in January suspended the Trump-era rules, mandating a new rule that the White House itself must greenlight proposed strikes outside of the war zones of Afghanistan, Iraq and Syria.</p>
<p>At the same time, the Biden team began reviewing how both Obama- and Trump-era policies had worked — both on paper and in practice — with a goal of developing its own policy.</p>
<p>It still remains unclear how that rule will be affected by the upcoming pullout of American forces from Afghanistan, which is expected to be complete in September.</p>
<p>Drone strikes, including outside war zones, have been among the most contentious war tactics the US has deployed in the so-called war on terror.</p>
<p>The United States says the CIA-run drone strikes essentially kill militants, although casualty figures show that civilians are often the victims of the non-UN-sanctioned attacks.</p>
<p>According to the Bureau of Investigative Journalism, civilians and children are often mistakenly killed in the drone strikes.</p>

										<content:encoded><![CDATA[<p>TEHRAN (Tasnim) – Almost every Yemeni child is in need of international help, the United Nations Children’s Fund (UNICEF) said.<br />
Yemen, one of the world’s current major humanitarian crises, is witnessing its fourth year of a Saudi-led war, which has led to a nation-wide economic recession, deterioration of public services, food and medicine shortages, public budget collapse, high inflation, deepening poverty, and exacerbating the malnutrition crisis.</p>
<p>In an official statement, UNICEF said that it had resumed the third cycle of cash assistance across Yemen. “Nearly 1.5 million of the poorest families in Yemen – an estimated 9 million people – will benefit from emergency cash transfers with generous funding from the World Bank,” the UN organization explained, Middle East Monitor reported.</p>
<p>“Nearly every child in the country (Yemen) requires assistance amid a serious threat of famine and reoccurring outbreaks of diseases including diphtheria, cholera and acute watery diarrhea,&#8221; UNICEF stressed.</p>
<p>Yemen’s “intense conflict,” the humanitarian organization noted, has led to the killing and the injury of over 6,000 children in the past three and a half years. “The conflict has almost entirely paralyzed vital infrastructures like water, sanitation and health.”</p>
<p>According to the UNICEF statement, most families in Yemen have depleted their financial resources, and child labor is increasing, and over two million Yemeni children are out of school.</p>
<p>Yemen’s defenseless people have been under massive attacks by the coalition for more than three years but Riyadh has reached none of its objectives in Yemen so far.</p>
<p>Since March 2015, Saudi Arabia and some of its Arab allies have been carrying out deadly airstrikes against the Houthi Ansarullah movement in an attempt to restore power to fugitive former president Abd Rabbuh Mansour Hadi, a close ally of Riyadh.</p>
<p>The Yemeni Ministry of Human Rights announced in a statement on March 25 that the war had left 600,000 civilians dead and injured until then. The war and the accompanying blockade have also caused famine across Yemen.</p>

<p>Rouhani said that because of high civilian population in idlib, there are concerns, adding that a mechanisms should be devised so that civilians would not be harmed.</p>
<p>He went on to say that the three countries have agreed to call on terrorist group to lay down their arms and to stop their armed activities because this can lead to dangerous ramifications of people of Idlib.</p>
<p>Idlib is a very important topic which is debated internationally and Al-Nusra and ISIL terrorists are in in this city, undermining the security of Syrian nation, he highlighted.</p>
<p>This summit is held at a time while US is thinking new allegations against Syrian Government, seeking to have new illegal interventions in the country, adding that foreign intervention can complicate the situation and cause further troubles for the Syrian people.</p>
<p>“We also agreed on the process of forming a new constitution and we have to accelerate it,” said the Iranian president, highlighting that finalizing this constitution with the participation of Syrian people and opposition groups would be a very important step for the future of Syria.</p>
<p>He went on to say that the next Trilatral Summit will be held in the Russian Federation.</p>
<p>The final joint statements that was agreed upon by the three sides specifically and clearly mentions our future cooperation, and we continue efforts to reach our final goal,” he highlighted.</p>

<p>&#8220;It is most unfortunate that civilians still account for the vast majority of casualties in armed conflicts, as the latest report of the Secretary-General indicates “civilian populations continue to bear the brunt of armed conflicts across the globe,&#8221; he added.</p>
<p>Following is the full text of Khoshroo&#8217;s statement on the Protection of Civilians in Armed Conflict:</p>
<p>In the Name of God, the most Compassionate the most Merciful</p>
<p>Mr. President,</p>
<p>At the outset, I would like to express my appreciation to the Polish Presidency for organizing this debate. I would also like to thank the briefers for their input in our today’s debate.</p>
<p>I align myself with the statement made earlier by the representative of the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries.</p>
<p>Mr. President,</p>
<p>It is most unfortunate that civilians still account for the vast majority of casualties in armed conflicts, as the latest report of the Secretary-General indicates “civilian populations continue to bear the brunt of armed conflicts across the globe”. The report shows that in 2017, at least 26,000 civilians were killed as the result of armed conflicts in just six situations, namely: Afghanistan, Iraq, Somalia, the Central African Republic (CAR), the Democratic Republic of Congo (DRC) and Yemen.</p>
<p>The report paints a very bleak picture of the current state of the protection of civilians in armed conflict as well as the respect for the rules of international humanitarian and human rights law. According to the report, attacks against civilians and the civilian infrastructure, medical workers, facilities and the humanitarian convoys has increased since the adoption of resolution 2286 (2016). Those attacks are taking place in various places around the world, but they are more prevalent in the Middle East.</p>
<p>Last week and during the open debate on “Upholding International Law Within the Context of the Maintenance of International Peace and Security”, my Delegation underlined that any serious effort to uphold international law entails accountability for all criminals and violators of international law, including the international humanitarian and human rights law. The violators shall be compelled to bear the responsibility for their wrongful acts. The international community and this Council need to vigorously fight impunity and support accountability.</p>
<p>We condemn all the attacks that have taken place against civilians, including medical and humanitarian staff throughout the world, especially in Palestine, Afghanistan, Yemen and Syria.</p>
<p>Mr. President,</p>
<p>The new round of repression and the massacre of unarmed Palestinian civilians in Gaza, including women and children, is the latest in an old pattern followed by the Israeli regime over the past seven decades.</p>
<p>On 14 May 2018, the world and this Council witnessed the Israeli army commit yet another war crime in Gaza, killing more than 60 and injuring thousands more unarmed Palestinian civilians in a single day. Given the circumstances, there is no doubt that these vicious attacks and killings were planned and deliberate. These criminal acts took place with total impunity extended to the Israeli regime by the United States in this Council, the same country that later tried to prevent the appointment of a Commission of Inquiry in the Human Rights Council.</p>
<p>The account of Canadian physician Tarek Loubani is very telling, as he notes: “on May 14, while treating patients with gunshot wounds in Gaza during the Great March of Return I was shot in both legs by Israeli forces. One medic on my team, Musa Abuhassanin, was killed while attempting to providing care to Palestinian protesters”. This happened while medical staff were wearing “high visibility jackets” and when they approached injured Palestinians, they did so with their hands raised as to show soldiers they were unarmed medical professionals.</p>
<p>Over three years of the Saudi-led aggression against an already impoverished Yemen has claimed thousands of lives of civilians, in particular women and children, and brought about the destruction of Yemen&#8217;s civilian infrastructure including hospitals, schools, roads, food factories and power plants, thus depriving civilians of their most basic necessities. Blocking humanitarian access to an already famine-stricken Yemen has further deteriorated the humanitarian nightmare in Yemen, leading to the most catastrophic humanitarian situation the world has seen for many decades.</p>
<p>This aggression continues under the watch of the Security Council. Worse still, this inhumane war enjoys the full military, logistical and training support of the United States.</p>
<p>Israeli and Saudi regimes continue their attacks on civilians while the US role, as a Permanent Member of this Council, is to attack the truth by supporting them and providing them with impunity.</p>
<p>We are living in a world with a growing sense of frustration to deal with the suffering of civilians in conflict. No one is winning wars; the international community urgently needs to end the conflicts and to prevent new ones from erupting for the sake of the millions of civilians who are suffering around the world.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">A humanitarian aid convoy has entered to the civilians besieged by Jabhat al-Nusra terrorists and other armed groups in the Eastern Ghouta area in Damascus Countryside under the supervision of the Syrian Arab Red Crescent (SARC).</span></p>

<p>A source at SARC organization said that the convoy offered by the United Nations, the SARC and the International Committee of the Red Cross (ICRC) included 46 trucks loaded with food materials and relief aid enough for 27,500 people, in addition to medical supplies for up to 70,000 people.</p>
<p>The convoy is delivered under the monthly plan agreed upon with the Higher Committee for Relief in Syria, the source added.</p>
<p>On February 14th, 2018, a similar aid convoy was delivered to people in al-Nashabiyeh area in the Eastern Ghouta within the framework of the Syrian government unremitting efforts to deliver humanitarian assistance to those who are affected by the criminal acts of terrorist groups.</p>

<p>SANA reporter at al-Wafideen Camp said that ambulances and public transportation buses are waiting at the Camp near the safe corridor, and they are prepared for transporting civilians who want to leave the Ghouta to the temporary housing shelter in al-Duwair in Damascus Countryside.</p>
<p>On Saturday, terrorist organizations targeted with shells and bullets the safe corridor during the period of truce between 09:00 am and 02:00 pm to prevent the civilians from leaving the Ghouta and to use them as human shields.</p>
<p>Meanwhile, terrorist organizations fired 64 shells on the residential neighborhoods in Damascus and its surroundings.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">More civilians were killed or injured and material damage was caused to the citizens’ houses and public facilities in Afrin city and its villages in the countryside of Aleppo due to the aggression waged on the area by the forces of the Turkish regime and its mercenaries.</span></p>

<p>SANA’s reporter said on Wednesday that the forces of the Turkish regime and its mercenaries bombarded and fired rockets at the residential neighborhoods of Afrin city, injuring one family, which includes the father and his four children, in al-Ashrafiyeh neighborhood.</p>
<p>The injured people were admitted to Afrin hospital, according to the reporter.</p>
<p>The reporter added that the Turkish regime continued targeting with different types of weapons the houses, farms, and infrastructure in the villages and towns of Afrin area, causing huge damage to them.</p>
<p>The Turkish regime has been launching a barbaric aggression on Afrin area for 33 days, using different types of weapons and shells, including chlorine gas, leaving more than 630 civilians dead or injured, mostly women and children, in addition to destroying a number of bread production facilities, water pumping stations, schools, a train station, and historical landmarks, displacing thousands of civilians in the process.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN  &#8211; Iran’s Foreign Ministry denounced the US aerial siege on several buses carrying women and children in Syria, describing the move as part of attempts to undermine Lebanon’s victories against the Daesh (ISIL) Takfiri terrorist group.</h3>

<p>“The US siege on women and children is an illogical move given a history of cooperation between Washington and Daesh,” Foreign Ministry Spokesman Bahram Qassemi said on Sunday.</p>
<p>“We believe this is an attempt to negatively affect the victory of the Lebanese government and Resistance movement,” the Foreign Ministry’s official website quoted him as saying.</p>
<p>“The aerial siege against women and children in civilian buses and the killing of several pregnant women over the past two days could turn into a humanitarian disaster if it continues,” Qassemi said, warning that it could further fuel violence across the region.</p>
<p>He also welcomed and expressed support for humanitarian efforts made by the Lebanese resistance movement and Lebanon’s government to save innocent civilians, which turned Lebanon’s military triumph into an even greater victory.</p>
<p>Thanks to the resistance shown by the governments, armies, and resistance forces of Iraq, Syria, and Lebanon and by virtue of the cooperation and support of Iran and Russia, the Daesh terrorist group is on the verge of complete annihilation, and the campaign to fully eradicate terrorism in Syria and Iraq is going on with a vengeance, he stated.</p>
<p>Therefore, the spokesperson added, imposing a blockade on a number of women and children in a desert has no military value and will only stoke violence in the region.</p>
<p>“Fighting armed Daesh militants is different from killing ordinary and innocent people,” he added.</p>
<p>“Iran, as a country which is at the forefront of the campaign against terrorism, especially Daesh, calls on the UN to intervene and prevent the killing of innocent people,” Qassemi concluded.</p>
