China is trying to expand and develop its relation with the Islamic Republic of Iran, using different organizations and institutions, in cooperation with the private sector, the deputy foreign minister emphasized.

Elsewhere in his remarks, he pointed to some external pressures imposed on Iran and reiterated, “Chinese government is working hard to keep its companies active in Iran’s lucrative market.”

He termed trade and economy as a linking bridge for enhancing relations between Iran and China as well as other members of the international community and said, “we want to create a very pleasant and favorable environment for doing trade and business with other countries.”

He pointed to encouraging Chinese companies to have a strong presence in Iran’s lucrative market and investing in this country as one of Chinese strategic programs for developing and strengthening ties with Iran.

He further referred to the significance of exchanging manpower between Iran and China and added, “Iran and China has established amicable relationship with each other which dates back to many years ago, so that China attaches great importance to its relation with Iran.”

An independent Chinese refiner has suspended crude oil purchases from the United States and has now turned to Iran as one of its sources of crude, media reports, citing an official from the refiner, Dongming Petrochemical Group.

What’s more, the source said that Beijing is planning to slap tariffs on US crude oil imports and replace them with West African and Middle Eastern crude, including crude from Iran. China has already said that it will not comply with US sanctions against Iran and it seems to be the only country for now in a position to do this.

US crude oil exports to China reached 400,000 bpd at the beginning of this month, but now Beijing is planning to impose a 25-percent tariff on these as part of its retaliation for Trump’s latest round of tariffs on US$34 billion worth of Chinese goods. The retaliation began with tariffs on 545 US goods worth another US$34 billion, but, Reuters reports, the oil tariffs will be announced at a later date.

Energy analysts seem to believe that these oil tariffs are more or less a certainty, and now expect a reshuffle of crude oil imports to Asia. With China turning to Iran for its crude, US oil could start flowing in greater amounts to another leading importer in the region, South Korea.

“If China retaliates with tariffs on US crude, that could improve South Korea’s terms of buying US crude…because the US would need a market to sell to,” on analyst, from the Korea Energy Economic Institute.

Meanwhile, South Korea’s embassy in Iran this weekend rejected media reports that the country had suspended oil purchases from Iran under pressure from the United States. The country is the third-biggest buyer of Iranian crude in Asia, buying Iranian crude at an average daily rate of almost 300,000 barrels since March this year.

TEHRAN- Chinese firms hope to maintain purchases of oil from Iran, a source with direct knowledge of the discussion between the two sides told Reuters.

The sources told Reuters Saeed Khoshrou, director of international affairs at the National Iranian Oil Company (NIOC), met Chinese buyers this week to ask them to maintain imports after U.S. sanctions kick in.

Khoshrou held separate meetings in Beijing on Monday with top executives at Chinese oil giant Sinopec’s trading unit and state oil trader Zhuhai Zhenrong Corp to discuss oil supplies and seek assurances from the Chinese buyers.

Khoshrou was accompanying Iran’s Foreign Minister Mohammad Javad Zarif in the first stop of a tour of world powers before traveling on to Europe.

“During the meeting, Mr. Khoshrou conveyed Mr. Zarif’s message that Iran hopes China will maintain the levels of imports,” said one person briefed on the meetings.

A second person with direct knowledge of the discussion, said Chinese firms “shared the same hope to maintain purchases”, adding companies are still assessing the possible impact of the new sanctions.

The people familiar with the matter declined to be identified because they are not authorized to speak to media.

China, the world’s top crude oil buyer, imported around 655,000 barrels a day on average from Iran in the first quarter of this year, according to official Chinese customs data – equivalent to more than a quarter of Iran’s total exports.

Chinese executives did not make firm commitments but said as state oil companies they will fall in line with Beijing’s wishes, the person said. The visit was the NIOC marketing chief’s second to Beijing this year – he also met with Chinese customers about a month ago.

Sinopec and Zhuhai Zhenrong declined to comment. NIOC did not immediately respond to a request for comment.

General Manager of Iranian Investment Organization Mohammad Khazaei said here on Tuesday that China’s direct investment in Iran has experienced a considerable 20 percent.

He pointed to the ever growing development of all-out relations between Tehran and Beijing and said, “Chinese company made direct investment, valued at $2.3 billion, in Iran since 2013 up to the end of current Iranian month of Dey (Jan. 22, 2018), showing a considerable growth.”

Speaking in Iran and China Investment and Business Opportunities Forum, he said, “political and economic diplomacy, expectations of community and politicians is a part of diplomacy according to the political and economic realities.”

The deputy minister of Economic Affairs and Finance (MEAF) reiterated, “Today, Iran is considered as one of the largest military, political and economic powers in the region, so that it plays an important role in political and economic equation of the region significantly.”

Relationship between Iran and China dates back to many years ago, he said, adding, “Iran won full support of Chinese government wholeheartedly before and after sanctions period.”

Elsewhere in his remarks, the deputy minister of economy pointed to the establishment of Asian Infrastructure Bank (AIB) with the initial capital of $100 billion as the most important positive move taken by China and added, “the newly-established bank by Chinese government has managed to compete with the International Monetary Fund (IMF).”

He pointed to the amicable and friendly relations between Iran and China in international level and added, “the bilateral ties between Iran and China is on the verge of considerable growth, so that such intimate ties between the two countries has not thus far been tarnished.”

Presently, more than eight percent of oil and gas energy resources required by China is provided from Iran, he said, adding, “Iran’s crude oil sales level to China stands at the highest level especially in the recent decade in way that Iran exports more than $11 billion worth of crude oil to China.”

In conclusion, the deputy minister of economy said that total trade volume exchanged between Iran and China in 2017 increased about 22 percent as compared to the same period of last year, so that Iran’s first ever giant financing contract was inked with China in investment field.

Japan says Chinese coastguard ships have approached a group of disputed islands in the East China Sea, claimed by both Tokyo and Beijing, for the second time in less than a week.

Japan’s coast guard said four Chinese vessels entered the waters surrounding the uninhabited islands — known as Senkaku in Japan and Diaoyu in China — and were moving in the southwest direction on Monday morning.

The islets are controlled by Japan but are also claimed by China, which occasionally sends its coastguard vessels close to them.

China’s State Oceanic Administration said in an online statement that the ships were “patrolling in Chinese waters off the Diaoyu Islands.”

In a similar incident, four Chinese ships sailed near the islands on Thursday.

The islands, which lie about 220 kilometers northeast of Taiwan, are believed to be rich in natural resources. They were transferred by the United States to Japan’s administrative control in 1971, triggering a territorial dispute with China, which claims the discovery and ownership of the islands since the 14th century.

Tokyo insists it had ownership of the islands from 1895 until its surrender at the end of World War II.

Japan says Beijing escalates regional tensions by regularly sending vessels near the island chain. It also accuses China of pushing to extend its military influence in the East China Sea and the western Pacific.
