<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) Addressing reporters, Araqchi emphasized the importance of ongoing dialogue between Tehran and Baku, acknowledging that while the two countries share many common interests, there are also differences that require careful management. “We share many common interests in bilateral cooperation, but there are also differences and misunderstandings that need to be addressed through dialogue,” he said. He highlighted the progress made in political relations over the past year and expressed optimism about further high-level exchanges, including potential visits to Tehran by Azerbaijani President Ilham Aliyev and Foreign Minister Bayramov.</p>
<p>Araqchi underscored that both nations must protect their bilateral relationship from external interference and work collaboratively to enhance mutual cooperation. He reaffirmed Iran’s support for the 3+3 regional cooperation framework, which brings together Azerbaijan, Armenia, and Georgia with their neighbors Iran, Russia, and Turkey. Backing Baku’s proposal to host the next 3+3 meeting, with the subsequent session scheduled for Yerevan, Araqchi described this initiative as “a step that can strengthen the mechanism and make it more effective.”</p>
<p>Focusing on regional security, the Iranian foreign minister stressed that stability must primarily be ensured by local countries themselves, cautioning that foreign interference could destabilize the region. <p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) On the sidelines of the 2025 World Telecommunication Development Conference (WTDC) in Baku, Iran’s Minister of Communications and Information Technology met with Rashad Nabiyev, Azerbaijan’s Minister of Digital Development and Transport. The two officials discussed infrastructure collaboration, frequency coordination, expansion of space-related cooperation, cybersecurity, and strengthening data transit routes between the two countries.</p>
<p>During the meeting, Seyyed Sattar Hashemi expressed appreciation for Azerbaijan’s “excellent” hosting of the ITU summit, noting that relations between Iran and Azerbaijan have been growing in recent months, particularly following the Iranian president’s visit to Baku.</p>
<p>Hashemi underscored the president’s continued efforts to enhance bilateral relations, stating: “Iran and Azerbaijan are two long-standing friendly nations with inseparable ties, and digital and infrastructure cooperation represents a key component of their strategic interests.”</p>
<p>Hashemi stressed that one of the main areas of collaboration is frequency provisioning and signal management in border regions—an issue that has faced challenges for years.</p>
<p>He noted that regular and continuous meetings between the two sides, along with the appointment of a special representative to monitor the issue, have led to the finalization of important agreements and have opened the path for regulatory cooperation.</p>
<p>The minister also highlighted joint work on satellite communications as another significant area of partnership, adding that the alignment of Tehran and Baku’s technical approaches can support closer cooperation in space-based services and spectrum management.</p>
<p>Pointing to complementary capacities in digital governance, telecommunications networks, and joint IT projects, Hashemi said that Iran is fully prepared to expand cooperation in satellite programs, infrastructure, data transit, and cybersecurity.</p>
<p>He emphasized that establishing stable and strategic data transit routes—along both the North–South and East–West corridors—is in the interests of both countries and that Tehran welcomes deeper cooperation in this area.</p>
<p>During the meeting, Azerbaijan’s Minister Rashad Nabiyev expressed appreciation for Iran’s role in regional cooperation and welcomed the drafting of a joint memorandum of understanding in the field of information and communication technologies. He said the document could be signed during the next meeting of the two presidents.</p>

<p>Nabiyev also announced Azerbaijan’s readiness to cooperate in the development of remote-sensing satellites, cybersecurity, and joint space projects. He noted that purchasing satellite imagery and collaborating on space-based business ventures are among Baku’s key areas of interest.</p>
<p>Referring to infrastructure cooperation with the Delta company and the role of both countries in regional transit corridors, he emphasized the importance of establishing joint data corridors. He proposed creating an ICT expert committee and holding B2B meetings to identify new opportunities and partnerships between Iranian and Azerbaijani companies.</p>
<p>Nabiyev also suggested exchanging the draft ICT memorandum of understanding so it can be finalized and signed during his upcoming visit to Tehran for the 2026 Caspian Communications Ministers Summit.</p>

<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) Mohsen Paknejad, during a meeting on Tuesday, January 23, 2025, with Shahin Mustafayev and his accompanying delegation, stated that such meetings play a significant role in strengthening bilateral relations in various sectors. He highlighted that neighboring countries hold a special priority in Iran&#8217;s foreign policy, with Azerbaijan having a unique position among them.</p>
<p>Shahin Mustafayev, Deputy Prime Minister of Azerbaijan, noted during the meeting that this was his second encounter with the Iranian Oil Minister in the past three months. He stressed the importance of reciprocal visits and meetings in gaining a deeper understanding of each other&#8217;s capacities and infrastructure. &#8220;Baku&#8221;</p>
<p>He further emphasized that the relations between Iran and Azerbaijan are built on shared religious, cultural, and fraternal ties. <p>Seyyed Abbas Mousavi said on Thursday that an Azerbaijani delegation is in Tehran to expedite the preparations for resumption of the embassy’s activities.</p>
<p>Azerbaijan’s Embassy in Tehran was closed after an armed assault on January 27, 2023 that led to the death of one of the embassy staff and the injury of two other personnel.</p>
<p>Mousavi said the armed attack was ‘very bitter’ but the evidence and the subsequent trial and the confession by the assailant proved that there were personal incentives behind the incident.</p>
<p>Citing the rich historical backgrounds of both countries and the deep cultural and emotional relations between the people on both sides of the 800-kilometer joint border, the Iranian envoy said, “Both countries tried to overcome the cold stage with wisdom, tactfulness, and resourcefulness to open a new page in bilateral relations.”</p>
<p>The assailant, identified as Yassin Hosseinzadeh, entered Azerbaijan’s embassy in Tehran with a firearm and started shooting, which left the head of the security service of the embassy killed and two embassy guards wounded.</p>
<p>After the assailant was arrested by the police, he claimed that his wife visited the embassy the year before and never returned.</p>

										<content:encoded><![CDATA[<p class="summary"><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –</em>General Mohammad Bagheri, the chief of joint staff of Iran’s Armed Forces, spoke over the phone with Azerbaijani Defense Minister General Hasanov Zakir Asgar oglu.</p>
<p>In this call, General Bagheri stressed the need to expand bilateral relations and defense and military cooperation.</p>
<p>Referring to the valuable agreements signed between the armed forces of Iran and Azerbaijan in the past, General Bagheri said, “The level of cooperation, communication and interaction between the armed forces of the two countries is progressing in all areas. We believe that the armed forces can become a factor of strengthening, friendship and brotherhood between the two countries.”</p>
<p>General Bagheri announced the full readiness of the armed forces of the Islamic Republic of Iran to participate in the Joint Military Commission in Baku.</p>
<p>“Creating security and peace in common borders is only possible with empathy and unity between neighboring countries,” he said, according to Fars News, adding, “The presence of foreigners in the region will cause tension and conflict.”</p>
<p>In this conversation, the Minister of Defense of the Republic of Azerbaijan announced the full readiness of the country&#8217;s armed forces to improve the level of bilateral military and defense cooperation.</p>
<p>“We always consider the Islamic Republic of Iran as our friendly and close country. We welcome military cooperation in all fields and, God willing, we will be able to host the Iranian delegation at the Joint Military Commission in Baku in the near future,” the Azerbaijani defense minister said.</p>
<p>At the end of the conversation, the Azerbaijani minister invited General Bagheri to pay a visit to the Republic of Azerbaijan.</p>
<p>The Azerbaijani defense ministry also put out a statement about the call, saying, “The sides exchanged views on the situation and security issues in the region.”</p>
<p>“During the conversation, the prospects for the development of military cooperation between the two countries were also discussed,” the statement added.</p>
<p>The call, which took place on Tuesday, comes amid tensions in the South Caucasus region between Baku and Yerevan. On Wednesday, the Azerbaijani defense ministry said its forces came under attack from Armenian forces. “On August 23, at about 02:10, the Armenian armed forces units from the positions in the direction of Yukhari Shorzha settlement of the Basarkechar region using small arms subjected to fire the Azerbaijan Army positions stationed in the direction of Zaylik settlement of the Kalbajar region. The Azerbaijan Army Units took retaliatory measures in the mentioned direction,” the Azerbaijani defense ministry said in a separate statement.</p>
<p><strong>Iran, Russia envoys meet in Baku</strong></p>
<p>The ambassadors of Iran and Russia to the Republic of Azerbaijan held a meeting in Baku on Tuesday to exchange views on a number of issues of mutual interest.</p>
<p>The newly-appointed Russian ambassador to Azerbaijan, Mikhail Yevdokimov, met his Iranian counterpart, Seyed Abbas Mousavi, in Baku.</p>
<p>In this meeting, the two sides discussed extensive bilateral relations, trilateral cooperation between Tehran, Baku, and Moscow, and the latest developments in the peace talks between the Republic of Azerbaijan and Armenia, especially the situation of Karabakh.</p>
<p>They also discussed closer cooperation between the five coastal countries of the Caspian Sea in the economic and environmental fields, according to the Islamic Republic News Agency (IRNA).</p>
<p>Iran and Russia enjoy close cooperation regarding the South Caucasus region, where tensions running high after the recent war between Baku and Yerevan over the disputed region of Karabakh.</p>
<p>Iran and Russia are also working to stabilize the region and prevent another escalation of tensions between Armenia and Azerbaijan, which remains at loggerheads over border disputes.</p>
<p>In recent months, tensions escalated again between Baku and Yerevan over establishing a land corridor connecting mainland Azerbaijan to the exclave of Nakhchivan. Iran said it won&#8217;t accept any change to the international borders of the region.</p>

<p>In a meeting held in Baku on Friday, the two officials emphasized the need for developing and deepening relations and cooperation between the two countries in all fields.</p>
<p><cite class="quote-t7"><strong>An Iranian delegation traveled to Baku to attend the sixth meeting of the conference on the protection of the marine environment of the Caspian Sea.</strong></cite>Moreover, the parties insisted on preserving the environment of the Caspian Sea and Aras River and taking necessary measures to maintain the water balance and prevent the pollution of these water bodies, ISNA reported.<br />
Salajeqeh, heading an Iranian delegation, traveled to Baku to attend the Sixth Meeting of the Conference of the Parties to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea (COP-6), held on October 19 to 20.</p>
<p><strong>Caspian Sea environment endangered</strong></p>
<p>The Caspian Sea is a unique natural reservoir on our planet. It is the world’s largest land-locked body of water, measuring around 392,600 square kilometers.</p>
<p>The Caspian basin has been isolated for over two million years and hosts a unique ecological system as a result.</p>
<p>Unfortunately, the Sea’s marine environment suffers from an enormous burden of pollution from oil extraction and refining, offshore oil fields, and huge volumes of untreated sewage and industrial waste.</p>
<p>Waste management in the Caspian Sea is on the verge of crisis and seriously threatens the Sea’s environment.</p>
<p>In addition to waste, leachate enters the sea through rivers or rainfall, and because the severity of leachate pollution is very high, it imposes a serious threat to the marine environment.</p>
<p>According to the Department of Environment, the Caspian Sea is in “critical condition” with oil tankers alone dumping over 120,000 tons of pollutants annually. Sewage from cities bordering the sea exacerbates pollution.</p>

<p>In this regard, Seyyed Abbas Mousavi, Iranian ambassador to the Republic of Azerbaijan met Shahin Mustafayev, Deputy Prime Minister and the Azerbaijani Chairman of the Joint Economic Commission with Iran on Friday.</p>
<p>In this meeting, discussions were held regarding the latest developments in economic and trade relations between the two countries and its 22% increase, as well as joint projects, especially in the field of transportation.</p>
<p>The upcoming tripartite meeting between Iran, the Republic of Azerbaijan and Russia regarding regional transportation corridors which is scheduled to be held next week was also discussed.</p>
<p>The North-South corridor and the Rasht-Astara railway in particular is on the agenda of this tripartite meeting which is going to be held in Baku.</p>
<p>In an exclusive interview with the Tehran Times published on August 2, Mousavi named a few projects besides the North-South corridor as major joint projects between Tehran and Baku.</p>
<p>“As I said, our relationship with the Republic of Azerbaijan is one of kinship and neighborliness. Many people tried to influence this relationship and prevent it from being warm. It is natural that if two Muslim countries are close to each other, many people will be unhappy and upset. We do not want to please anyone,” the diplomat said of Iran-Azerbaijan ties.</p>
<p>He then noted, “We have big joint projects. We are building a new and big bridge in Astara, and if this bridge is inaugurated by the end of this year, the volume of transit between Iran and Azerbaijan, which is about 200 trucks per day from the Astara region, can reach 800 or even 1000. We are pursuing a joint dam construction project.”</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Foreign Minister said that Tehran will host a tripartite meeting of Iran, Azerbaijan, and Turkiye foreign ministers, adding that the bilateral ties with Baku have changed from misunderstanding to interaction.</p>
<p>Hossein Amirabdollahian made the remarks on Monday in a joint press conference with his Azeri counterpart Jeyhun Bayramov in Tehran.</p>
<p>At the start of his comments, the top Iranian diplomat spoke about his meeting with Bayramov and said that a variety of issues were discussed between them including developing Tehran-Baku ties and cooperation and preserving the territorial integrity of countries.</p>
<p>Saying that the peaceful settlement of the Karabakh conflict was another topic emphasized during their meeting, Amirabdollahian stated that from the beginning of the conflict, Iran announced its readiness to resolve the crisis through dialogue.</p>
<p>&#8220;We are ready for the remaining issues to be resolved based on respect for the territorial integrity and sovereignty of the parties and through dialogue and diplomacy,&#8221; he added.</p>
<p>Noting that it is important to consider the regional formats, the Iranian top diplomat continued that during his last week&#8217;s trip to Ankara, he and the Turkish foreign minister agreed on holding a tripartite meeting of Iran, Azerbaijan, and Turkiye in Tehran at the level of foreign ministers.</p>
<p>Elsewhere in his remarks, Amirabdollahian stated that the trip of the Azerbaijani President to Iran will be discussed between the Iranian and Azerbaijani sides.</p>
<p>Turning to the matter of electricity exchanges between Iran and Azerbaijan, Amirabdollahian said that the two sides have reached some agreements that would be finalized during the visit of the Iranian energy minister to Azerbaijan.</p>
<p>Saying that the Aras River&#8217;s environmental issues were also discussed with the Azeri side, Amirabdollahian stressed the importance of implementing the existing projects as well.</p>
<p>&#8220;We are pleased to see a leap in the volume of trade between the two countries in the past months, and we hope that with today&#8217;s talks, the commercial and economic areas in the private and public sectors will expand relations,&#8221; Amirabdollahian continued, adding, &#8220;Last spring, we passed the stage of misunderstandings and now we are in the stage of increasing development of comprehensive relations in line with the interests of the two countries.&#8221;</p>

<p>Bayramov, for his part, said that the Iranian and Azeri sides have reached agreements on joint production of cars and tractors.</p>
<p>He also added that Azerbaijan is ready to increase the capacity of the North-South corridor and implement its commitments regarding the construction of the Rasht-Astara railway, adding &#8220;We entrusted the construction of a hospital and a school to Iranian companies.&#8221;</p>
<p>Stressing that his country aims to normalize relations with Armenia, the top Azeri diplomat said, &#8220;We announced our readiness to reopen transportation and international communication between Azerbaijan and Armenia.&#8221;</p>
<p>&#8220;Azerbaijan has taken steps in this regard, and we presented Armenia with the five main articles that will help to sign the peace document between the two countries,&#8221; he added.</p>
<p>&#8220;We also announced our readiness to reopen road transport and inter-regional communication in Azerbaijan and made suggestions about the delimitation of the border between Armenia and Azerbaijan,&#8221; he continued.</p>
<p>Elsewhere in his remarks, Bayramov referred to his meeting with the Iranian Parliament Speaker Mohammad Baqer Qalibaf.</p>
<p>Noting that he has discussed regional issues and Tehran-Baku bilateral relations during his meetings with Iranian officials today, the Azerbaijani foreign minister continued, &#8220;Despite the fact that we had a 30% increase in trade exchanges between the two countries in 2021 and also an 18% increase in the volume of trade between the two countries in the first 8 months of 2022 compared to the same period last year, the commercial and economic capacities of the two countries could be higher than those figures.&#8221;</p>
<p>&#8220;We also agreed to follow up on the completion and exploitation of half-finished joint projects and to define and implement new projects,&#8221; Bayramov added.</p>
<p>Turning to the project of connecting Zangezur to Nakhchivan via Iran, the Azeri top diplomat announced that in the near future, the construction of the first bridge in that area will begin and the necessary coordinators will be introduced.</p>
<p>&#8220;We welcome Iran&#8217;s constructive stance in participation and cooperation in regional forums, including the 3+3 mechanism, and Iran will host a meeting of the 3+3 mechanism in the near future,&#8221; the Azeri minister further asserted.</p>
