The senior official extended deepest sympathies to families of victims, New Zealand government and people and to all Muslims around the world while wishing for the swift recovery of victims.

Friday terrorist attack at two New Zealand mosques in Christchurch killed 49 people and wounded 40 others. The incident was the country’s worst ever mass shooting, which Prime Minister Jacinda Ardern condemned as a terrorist attack.

The Australian gunman behind the massacre, identified as Brenton Tarrant, streamed the attack on one mosque live on Facebook, after publishing a “manifesto” in which he denounced immigrants, calling them “invaders”. In his manifesto, Tarrant said he saw US President Donald Trump as “symbol of renewed white identity and common purpose.

Ayatollah Sadegh Amoli Larijani, the Iranian Judiciary Chief, was quoted by Fars as saying at a meeting with the country’s senior judicial authorities on Monday that 50,000 convicts will be pardoned or their sentences reduced on the occasion of the 40th anniversary of Iran’s Islamic Revolution.

Ayatollah Khamenei has agreed to a request by the Judiciary chief to pardon or reduce the sentences of as many as 50,000 eligible inmates convicted by courts of common pleas, the Islamic Revolution tribunals, the Judicial Organization of the Armed Forces and the State Discretionary Punishment Organization.

The tradition is in line with implementing Paragraph 11 of Article 110 of Iran’s Constitution in a bid to reduce the adverse effects of imprisonment on the families of convicts and facilitate the process of the convicts’ rehabilitation.

Iran’s top judge said Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei would grant amnesty to a large group of prisoners on the occasion of the 40th anniversary of the Islamic Revolution’s victory.

In a meeting with senior judicial officials on Thursday, Judiciary Chief Ayatollah Sadeq Amoli Larijani said the good news for the Iranian prisoners is that Ayatollah Khamenei is expected to agree to grant amnesty “based upon a broader criteria” than the past on the occasion of the 40th anniversary of the victory of the Islamic Revolution.

“significant number of prisoners will be granted clemency, God willing,” he added.

The top judge noted though that the exceptions included in the previous amnesties will be again taken into account in the upcoming clemency.

Article 110 of the Constitution grants the Leader the right to pardon or reduce the sentences of convicts upon a recommendation from the head of the Judiciary.

The clemency, however, does not apply to certain types of convicts, including those who have been sentenced for their role in the armed struggle against the country, armed or organized drug trafficking, armed robbery, arms smuggling, abduction, bribery, and embezzlement.

The Iranian nation toppled the West-backed Pahlavi regime in February 1979, ending 2,500 years of monarchic rule in the country.

The Islamic Revolution victory, seen as the most important milestone in Iran’s recent history, liberated the country from the yoke of the hegemonic powers –with the ousted Shah as their stooge– and established a new political system based upon Islamic values and democracy.

In a Wednesday letter to Ayatollah Amoli Larijani, Qom seminary elites mention that in case of Iran’s joining FATF, enemies can obtain banking information which will then be used to impose more effective sanctions against the Iranian nation.

Elsewhere, the letter notes that FATF has not considered any privilege for Iran in case of joining the body which makes this deal irrational, Fars News Agency reported

The bill on Iran’s accession to the convention against the funding of terrorism (CFT) was rejected by the Guardian Council in early November due to some flaws that the Council had found to be ambiguous or against the country’s Shari’ah and the Constitutional law. The bill was then amended by the Iranian Parliament.

The bill is now in the Expediency Council for the final decision.

FATF has given Iran a February deadline to complete the necessary reforms regarding its removal from the task force’s blacklist.

The Expediency Council on Saturday endorsed a bill of amendment to the anti-money laundering law, a council member announced.

Gholamreza Mesbahi-Moghadam said the bill will be sent to Majlis speaker Ali Larijani for declaration.

Larijani, Economy Minister Farhad Dejpasand, Chairman of Majlis Judicial and Legal Commission Allahyar Malekshahi and Laya Joneidi, the vice president for legal affairs, attended the council’s meeting, Mesbahi-Moghadam said.

However, President Hassan Rouhani were among the absentees of the council’s Saturday session.

According to IRNA, the bill to amend the anti-money laundering law had been approved by the cabinet ministers on November 8, 2017 and sent to the Guardian Council after a ratification by the Majlis.

However, the Guardian Council, after studying the bill, sent it back to Majlis after finding some faults with it. The Majlis insisted on its ratification and sent it to the Expediency Council, which acts as an arbitration between the Majlis and the Guardian Council.

The amendment was a preference of conservatives after the government introduced a bill on countering the financing on terrorism (known as the CFT) as a bid to facilitate the neutralization of Iran by the Financial Action Task Force (FATF).

Rouhani’s government has been trying to implement standards set by the FATF, a global group of government anti-money-laundering (AML) and counter financing of terrorism regimes, in the hope it will be removed from a blacklist that makes some foreign investors reluctant to deal with it.

In October, the FATF gave Iran until February to complete reforms that would bring it into line with its norms or face consequences.

However, the conservatives prefer to revamp an existing domestic law over accepting a law that strictly reflects the FATF’s standards. So far two bills related amending the anti-money laundering law and the CFT have been confirmed.

‘Only two faults with CFT have been corrected’

Abbasali Kadkhodaei, spokesman of the Guardian Council, told a press conference on Saturday that the council found a series of faults with the CFT, but only two of them had been corrected.

“The Guardian Council found certain faults with the bill, and the bill was sent to the Majlis. Only two of the faults have been corrected and the other ones still remain,” he explained.

On October 7, the parliament (Majlis) voted in favor of the CFT. At the time, a total of 143 lawmakers, out of 268 ones present in the parliament, voted in favor of the bill. However, the oversight Guardian Council rejected the bill by finding 20 faults with it.

In December, the parliament made changes to the CFT. The bill was referred to the Expediency Council for further study.

‘Parliament to study CFT at presence of Kadkhodaei’

Majlis National Security and Foreign Policy Committee Chairman Heshmatollah Falahatpisheh told ISNA on Saturday that the committee will study the CFT at the presence of Kadkhodaei on Sunday.

“The Guardian Council found 22 faults with the CFT and three of them have been solved. The Majlis insisted to send seven items to the Expediency Council and the remaining 12 items will be studied in national security committee tomorrow [Sunday],” Falahatpisheh stated.

Ayatollah Sadeq Amoli Larijani, who was appointed as the chairman of the Expediency Council on December 30 by the Leader of the Islamic Revolution, chaired Saturday’s meeting of the council. Larijani, the Judiciary chief, replaced Ayatollah Seyyed Mahmoud Hashemi Shahroudi, who passed away at the age of 70 on December 24.

Head of Iran’s Judiciary Ayatollah Sadeq Amoli Larijani cautioned those behind disruption to the country’s economy and capital market that they will face severe reaction from the Judiciary.

Speaking to reporters on the sidelines of an Assembly of Experts meeting in Tehran, Ayatollah Amoli Larijani said the individuals creating chaos in the currency, gold coin and automobile markets and taking advantage of special economic concessions will definitely face the Judiciary’s severe action.

Pointing to the accelerated process of trial of economic corrupts in courts of law, the Judiciary chief said prosecutors have called for the maximum punishment for economic disruption, adding that those harming the country’s economy should expect capital punishment or other severe penalties.

In comments in June, Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei underlined the Judiciary’s duty to decisively confront economic corruption, saying, “Business activities and the people’s living and livelihood must be safe, and the Judiciary must confront those disrupting economic security.”

The Leader also described “outright and unequivocal” treatment of economic corruption as one of the Judiciary’s major duties, stressing that confronting economic corrupts must be decisive and effective.

The Iranian money, rial, plunged to a record low against the US dollar again this week.

There has been growing demand for dollars among ordinary Iranians, who fear more plunge in the value of their assets and growing price of goods, even those not imported from abroad.

The price of Iranian-made cars has also doubled in less than a month.

Iranian gold coin price has also rocketed up, hitting 48 million rials.

The price of “Spring of Freedom” gold coin, minted by the Central Bank of Iran, has almost tripled in the past months.
