TEHRAN (Iran News) – Iran would never enter a regional arms race despite the termination of the UN arms embargo, the spokesperson for the Iranian administration said, lashing out at the US for turning the region into a stockpile of weapons.

In response to a question about Iran’s plans after the termination of the UN arms embargo, Ali Rabiee said at a press conference on Tuesday, “The Islamic Republic of Iran does not intend to join the arms race in this region, which serves the financial interests of arms-producing companies.”

“I make it clear that we are concerned about this region turning into a stockpile of weapons, and hold the US accountable for the unbridled sale of arms to the region,” he stressed.

The spokesman noted that Iran has no special plans for arms trade for now, adding, “Whenever we deem it necessary – considering our legitimate and reasonable defense needs – we will take action in compliance with the customary international law and every state’s inherent right to self-defense.”

The arms embargo on Tehran was founded upon “false Iranophobia”, he stated, saying US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu resorted to a massive Iranophobia campaign to prevent the removal of the arms embargo but failed.

“It basically lacked credibility,” Rabiee said of the push to extend the arms embargo that was terminated on October 18.

The futile arms sanctions against Iran have only strengthened the country’s self-reliance in the process of manufacturing defense products, he added.

“These sanctions did not restrict Iran’s defense capabilities, nor would the removal of these restrictions today result in any new change in the path we had already taken,” the spokesman said.

“As I mentioned, we have never started any war, and believe that security is ensured through the will of people and self-sufficiency. During the years that we faced the arms embargo, we had no choice but to work on research and development of the indigenous defense industry. After these years, today we enjoy great advantages in manufacturing special defense products, and are prepared to sell them at the request of purchasers with special conditions,” he added.

“We, however, believe that arms are not the solution in the region. Weapons are not the solution (to conflicts) among countries. What we must rely on is security in light of peace and friendship in the region,” Rabiee stated, according to the government’s official website.

“We have red lines and considerations when it comes to arms trade. Our arms trade doctrine is not different from our defense doctrine,” the spokesperson concluded.

TEHRAN (Iran News) – Iran’s defense minister said the Islamic Republic is more inclined to sell weapons rather than buy them, after the expiry of a longstanding UN conventional arms embargo.

“Many countries have already talked to us; we have held negotiations with some countries, and the grounds are totally prepared for exchanges [of weapons], both for selling [arms to other countries] and for supplying certain needs [buying weapons],” Brigadier General Amir Hatami said in a televised interview on Sunday night.

“Of course our sales will be much more extensive [than our purchases],” Hatami added, according to Press TV.

He said Iran will not abandon the policy of self-reliance in its defense industry despite the end of UN arms embargo.

Hatami said such a policy will “unchangeable” even if the country is provided with “all the opportunities in the world”.

The minister also said all nations have the right to defend their territorial integrity, and Iran will be a good and successful actor in this regard as it seeks to maintain peace.

He said Iran’s goal is first to become self-sufficient and powerful in terms of defensive capabilities, and second to support the countries that seek to defend their existence.

In line with a historic 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), the UN Security Council’s embargo on trade in conventional weapons with the Islamic Republic ended on Sunday. The nuclear accord had been endorsed by the Security Council in the form of Resolution 2231.

The development came in spite of months-long attempts by the United States to keep the arms embargo in place.

In his Sunday remarks, Hatami said the sanctions imposed by the US against Iran pushed the country to move toward self-sufficiency, so much so that the Islamic Republic can now produce and supply 90 percent of its defense needs inside the country.

“Even our enemies admit that Iran today is a significant missile power in the world. … It is also a renowned world power in the aerial field,” especially in producing drones and missile defense systems, Hatami added.

“Our Khordad-3 defense system managed to target an expensive American stealth drone which had intruded the Iranian airspace.”

He gave an assurance to regional countries that the Islamic Republic wants peace, stability and security for the region and the world. “This is the clear defense policy of the Islamic Republic of Iran.”

“You can’t find any move against this policy in the past four decades …. Wherever we took action, it was meant to create peace, help establish security and stability in the region. We honestly showed it to the entire world in the course of fight against the terrorists trained by the Americans,” Hatami said.

Military treaties with Persian Gulf states

On Monday, Hatami told Qatar’s Al Jazeera Arabic broadcaster that Iran is ready to sign military and security treaties with the Persian Gulf countries to maintain the stability in the region.

Hatami warned that the recent normalization of ties with Israel by the United Arab Emirate and Bahrain poses a direct threat to the security of the Persian Gulf region

He said any Israeli threat stemming from the Persian Gulf region will face a clear and direct response from Iran.

The end of the arms embargo, the minister added, is an opportunity for Iran but the country is not interested in launching an arms race that would turn the region into a “powder keg”.

TEHRAN (Iran News) – The Ministry of Foreign Affairs of the Islamic Republic of Iran issued a statement on the termination of the UN arms embargo on Tehran according to the UNSC Resolution 2231 that endorses the 2015 nuclear deal.

In the statement, released early Sunday, the Foreign Ministry hailed the lifting of the arms ban against Iran after the international community blocked the US government’s attempt to extend the restriction.

Following is the full text of the statement:

In the name of God, the Compassionate, the Merciful

Today is a momentous day for the international community, which in defiance of the US regime’s efforts, has protected UN Security Council Resolution 2231 and the Joint Comprehensive Plan of Action (JCPOA).

As of today, all restrictions on the transfer of arms, related activities and financial services to and from the Islamic Republic of Iran, and all prohibitions regarding the entry into or transit through territories of the United Nations Member States previously imposed on a number of Iranian citizens and military officials, are all automatically terminated.

In one of the JCPOA’s innovations, the definitive and unconditional termination of arms restrictions and travel bans requires no new resolution, nor does it require any statement or any other measure by the Security Council. The lifting of arms restrictions and the travel ban were designed to be automatic with no other action required. This was achieved after painstaking negotiations, and with a prescient anticipation of the possibility of a breach of obligations by one or more of the other parties to the JCPOA. The very same procedure is applied for the termination of missile-related restrictions in the year 2023, and the subsequent conclusion of “consideration of the Iranian nuclear issue” in the Security Council in the year 2025.

Therefore, as of today, the Islamic Republic of Iran may procure any necessary arms and equipment from any source without any legal restrictions and solely based on its defensive needs, and may also export defensive armaments based on its own policies. It should be underlined here that rejecting imposition in any form is the cornerstone of Iran’s foreign policy. Therefore, the imposition of any restriction on any field—including finance, the economy, energy, and armaments—has never been recognized by Iran.

At the same time, Iran’s defense doctrine is premised on strong reliance on its people and indigenous capabilities. Ever since the eight-year imposed war on Iran by Saddam Hussein’s regime—during which the Iranian people were victims of sophisticated and lethal weapons provided to Saddam by the West while Iran was deprived of procuring even the most basic defensive weaponry—the Islamic Republic of Iran has provided for its defensive needs through indigenous capacities and capabilities. This doctrine has been and will continue to be the principal driver behind all measures of the Islamic Republic of Iran in maintaining its strong defensive power. Unconventional arms, weapons of mass destruction and a buying spree of conventional arms have no place in Iran’s defense doctrine. The country’s deterrence stems from native knowledge and capability, as well as our people’s power and resilience. In contemporary history, Iran—despite its power disparity—has never started a war.

Regrettably lucrative weapon deals—concluded mainly between Western powers and some regional countries—have contributed greatly to, and aggravated commission of, war crimes in the region, including the ongoing aggression against the Yemeni people.

Notwithstanding the failed attempts by the U.S. to withhold and eliminate Iran’s benefits from Resolution 2231, Member States are required to make their laws and regulations compatible with the resolution, which “invites Member States to give due regard to these changes”. The Islamic Republic of Iran draws the attention of all Member States to the unambiguous provisions of the Resolution 2231 and its relevant timetables.

The United States, whose unlawful and malign subterfuge in its attempts to further violate a UNSC Resolution have been categorically rejected several times in the past three months by the Security Council, must abandon its destructive approach vis-a -vis Resolution 2231; return to full compliance with its commitments under the United Nations Charter; stop violating international law and ignoring international order, and cease further destabilization in the West Asia region.

It is evident that any measure against the provisions of UNSC Resolution 2231—particularly paragraph 1 and its defined timetables—will amount to a material breach of the resolution and the purposes of the JCPOA. In that event, the Islamic Republic of Iran reserves the right to take any necessary countermeasures to secure its national interests.

TEHRAN (Iran News) – An Iranian diplomat said the country has “many friends” to start trading in armaments with them in line with its national interests as a decade-old United Nations arms embargo against Tehran is due to expire.

“Iran has many friends and trading partners, and has a robust domestic arms industry to ensure its defense requirements against foreign aggression,” Iranian UN mission spokesman Alireza Miryousefi told Newsweek in an interview published on Friday.

The UN restrictions are set to be lifted Sunday under United Nations Security Council Resolution 2231 which endorses the multilateral nuclear agreement, officially known as the Joint Comprehensive Plan of Action (JCPOA), signed between Iran and major world powers in 2015, Press TV wrote.

The ban’s removal will follow a largely unsuccessful campaign by US President Donald Trump to convince the remaining signatories to defy the nuclear deal and Resolution 2231 and keep the ban on Iran’s arms industry in force.

During the 15-member Security Council vote on August 14, the US received support only from the Dominican Republic for its anti-Iran resolution, leaving it far short of the minimum nine ‘yes’ votes required for adoption.

Trump, a hawkish critic of the JCPOA, unilaterally withdrew Washington from the agreement in May 2018, and unleashed the “toughest ever” sanctions against the Islamic Republic to strangle its economy in defiance of global criticism.

Following its much-criticized exit, Washington has been attempting to prevent the remaining signatories from abiding by their commitments and thus kill the historic agreement, which is widely viewed as a fruit of international diplomacy.

“In accordance with the timeline stated in Resolution 2231, Iran will be relieved from arms restrictions as early as Oct. 18. Naturally, from that date, we’ll trade, on the basis of our national interests, with other countries in this field,” Miryousefi said.

He added that the lack of support for Washington’s initiatives was telling of its position vis-à-vis the international community.

Miryousefi added, “It is abundantly clear that the UN — and the overwhelming majority of its member states — reject the US’ so-called maximum pressure policy on Iran,” and that “its attempts to even further violate the JCPOA and UNSCR 2231 have led to its isolation.”

Although Iran has not yet formally announced any specific country to start trading arms, Miryousefi said Tehran had options beginning Sunday.

Speaking during a cabinet meeting on Wednesday, Iranian President Hassan Rouhani said the country will be free to trade weapons as of Sunday.

“We fought with the United States on this issue for four years. America was exerting itself to prevent this day from coming, but that day is coming thanks to our people’s resistance. It is because of the endeavors of our diplomats that the US failed,” Rouhani said.

The Islamic Republic has achieved self-sufficiency in most areas of its defense sector and is itself an exporter of arms. Tehran says it can meet its strategic needs through the countries it interacts with like Russia and China once the UN embargo is lifted.

Russia’s stance

The Russian Foreign Ministry spokeswoman said on Thursday that Moscow will consider military technical cooperation with Iran in line with mutual interests after the expiration of the United Nations arms embargo on Tehran.

“We are convinced that all possibilities stemming from the expiration of the provisions of United Nations Security Council Resolution 2231 that are linked with military technical cooperation with Iran will be duly taken into account and used on the basis of mutual benefit and in the interests of the peoples of our two states,” Maria Zakharova said.

All the parties to the talks about Iran’s nuclear program were aware from the very beginning that there is no link between restrictions on weapons supplies to Tehran and the settlement of issues pertaining to its nuclear program, added Zakharova.

She emphasized that the United Nations Security Council did not impose a weapons embargo on Iran in 2015, but the country “voluntarily undertook a number of restrictions.”

“It was done in the interests of the soonest successful outcome of the talks on the JCPOA to settle the situation around the Iranian nuclear program,” the Russian diplomat said.

She noted that the term of the corresponding provisions has expired.

Zakharova stressed that Iran was a “reliable partner” for Russia in many areas of cooperation.

Moscow had earlier said “new opportunities” will emerge in cooperation with Iran the UN embargo expires, and that any agreements with Tehran will have “nothing to do with the unlawful and illegal actions of the US administration, which is trying to intimidate the entire world.”

Russia’s Foreign Minister Sergei Lavrov said late last month that Moscow and Tehran roundly reject efforts by the US to permanently extend an arms embargo against the Islamic Republic.

Speaking at a joint press conference that followed a meeting with his visiting Iranian counterpart Mohammad Javad Zarif in Moscow, Lavrov added, “We stressed that Moscow and Tehran, like the entire international community, categorically reject US ambitions to impose some kind of indefinite arms embargo.”

Speaking to reporters on Monday, Hajizadeh said the export of Iranian military equipment would be facilitated after the termination of the arms embargo.

The Islamic Republic of Iran’s arms program is not going to change at all, the commander added, saying Iran has already become self-sufficient in the military industry.

“We do not rely on foreigners to supply our demand for arms,” he underlined.

The general said termination of the UN arms embargo in October will have several advantages, as it marks a political victory for Iran and would allow the export of arms.

He further dismissed the US president’s threat of military action against Iran, saying Trump has already made such nonsense comments which have been proved wrong, such as his previous threat to hit 52 locations in Iran.

The US suffered an embarrassing diplomatic defeat in August when the United Nations Security Council rejected a proposal to indefinitely extend the arms embargo on Iran.

The embargo on conventional arms is due to expire on October 18 under the terms of a resolution that blessed the Iran nuclear deal, signed in July 2015 and officially known as the Joint Comprehensive Plan of Action (JCPOA).

TEHRAN (Iran News) – Leveling accusations against Iran, German Foreign Minister Heiko Maas pointed to efforts to impose an arms embargo against the Islamic Republic in the future.

Speaking in a joint press conference on Thursday with Israeli regime’s foreign minister Gabi Ashkenazi, Maas said that Germany seeks to both preserve the nuclear deal and impose an arms embargo on Iran.

According to the New York Times, the German FM said that the US wants a full extension of the embargo on Iran but that would almost certainly be vetoed by Russia and China in the UN Security Council.

“We are trying to reach a diplomatic solution so that there will be an arms embargo on Iran in the future,” he said while approving the claims of the Israeli regime’s minister regarding the need for such embargos against Tehran.

The remarks come as Germany abstained from voting for a resolution put forward recently by the US in the Security Council for extending arms embargo on Iran which is due to expire in October. The resolution received only two votes in favor by US and the Dominican Republic. However, US is still ramping up efforts to use the JCPOA provisions, which it has unilaterally withdrawn from in May 2018, to trigger a mechanism for returning UN sanctions against Iran.

“We want to preserve the JCPOA to prevent Iran from obtaining a nuclear weapon,” he claimed despite the fact that Iran has clearly stated it is not after obtaining nukes as the issue has also been confirmed by the IAEA reports.

He called on Tehran to “change its approach” in the region, accusing the country of playing “a dangerous role” without providing any further details about this claim.

Germany, France, and UK, as three European signatories of the JCPOA, have failed to fulfill their commitments under the JCPOA which had promised Iran economic gains. The deal went to the verge of destruction after the Trump administration unilaterally pulled out and imposed illegal sanctions against Iran in hope of arriving at a ‘better deal’ which Iranian officials have referred to as a ‘dream never to come true’.

Meanwhile, Tehran has said that it will give a firm response to any sort of extension of the arms embargo.

Maas remarks proves that European countries are still incapable of pursuing an independent foreign policy as they give in to pressures of the US and the Israeli regime.

TEHRAN (Iran News) – A contract on the delivery of the second batch of S-400 anti-aircraft missile systems to Turkey has been signed and the sides are discussing the contract’s financial terms, the head of Russia’s state arms seller Rosoboronexport, Alexander Mikheyev, told reporters on Sunday.

“The contract has been signed,” the chief executive said, replying to the corresponding question, TASS reported.

The sides are now discussing “the financial arrangement of implementing the contract,” he specified.

The Rosoboronexport chief said that the timeframe of implementing the contract would depend “on our partners’ readiness to finally resolve the procedural issues with the financing of this project.”

Russia announced in September 2017 that it had signed a $2.5 billion deal with Turkey on the delivery of S-400 anti-aircraft missile systems to Ankara. Under the contract, Ankara received a regiment set of S-400 air defense missile systems (two battalions). The deal also envisages partial transfer of production technology to the Turkish side.

Turkey is the first NATO member state to purchase such air defense missile systems from Russia. The deliveries of S-400 launchers to Turkey began on July 12, 2019.

Turkey’s decision to acquire the Russian-made S-400 surface-to-air missile systems has caused a sharply negative reaction from the United States and NATO as a whole. The United States is not abandoning its attempts to make Turkey give up the Russian air defense systems.

As Turkey has not yielded to the pressure and has said that it will not give up the S-400 systems, Washington has excluded Ankara from the US program of developing the fifth-generation F-35 fighter-bomber.

The S-400 ‘Triumf’ is the most advanced long-range air defense missile system that went into service in Russia in 2007. It is designed to destroy aircraft, cruise and ballistic missiles, including medium-range weapons, and can also be used against ground installations. The S-400 can engage targets at a distance of 400 km and at an altitude of up to 30 km.
