TEHRAN (Iran News) – A broad grouping of countries and organizations has demanded the immediate and unconditional withdrawal of all foreign forces from Libya.

The Libya Quartet, which brings together the United Nations, the League of Arab States, the African Union (AU), and the European Union (EU), called for the withdrawal of foreigners in a joint statement on Tuesday.

The leaders of the Libya Quartet, who met through videoconference, called for “the immediate and unconditional withdrawal of all foreign forces and mercenaries from the entirety of Libya’s territory.”

The demanded “full compliance with the arms embargo” imposed by the UN on the North African country.

The arms embargo, which has been in place since 2011, has been routinely violated despite pledges made by the foreign patrons of the Libyan warring sides and other concerned parties during a summit in Berlin in January 2020 not to interfere in Libya’s internal affairs and its conflict and to “fully respect” the embargo.

Libya has been grappling with unchecked violence since the overthrow of former dictator Muammar Gaddafi during an uprising backed by NATO in 2011.

Since 2014, the country has been the scene of fighting between government forces and armed rebels.

The conflict has escalated into a regional proxy war fueled by foreign powers pouring weapons and mercenaries into the country.

The Libyan rebels are supported by the United Arab Emirates (UAE), Egypt, and Jordan. And the government forces are backed by Turkey.

According to the UN, some 20,000 foreign fighters, mainly troops from Turkey and mercenaries from Russia, Syria, Chad, and Sudan, are currently deployed in Libya.

The Libya Quartet “condemned the continued violations of the UN arms embargo and emphasized that all external military intervention in Libya is unacceptable.”

Following the meeting, UN Secretary-General Antonio Guterres wrote on Twitter, “After years of senseless violence and suffering, there is a window of opportunity in Libya.”

“We stand with the people of Libya and pledge to work with them to help build a better future,” he said.

The UN mediated a historic ceasefire agreement between the Libyan warring parties last October.

That agreement led to the formation of an interim unity government, led by Prime Minister Abdul Hamid Dbeibah.

The interim government will run the country until presidential and parliamentary elections on December 24.

TEHRAN (Iran News) – Iran’s defense minister said the Islamic Republic is more inclined to sell weapons rather than buy them, after the expiry of a longstanding UN conventional arms embargo.

“Many countries have already talked to us; we have held negotiations with some countries, and the grounds are totally prepared for exchanges [of weapons], both for selling [arms to other countries] and for supplying certain needs [buying weapons],” Brigadier General Amir Hatami said in a televised interview on Sunday night.

“Of course our sales will be much more extensive [than our purchases],” Hatami added, according to Press TV.

He said Iran will not abandon the policy of self-reliance in its defense industry despite the end of UN arms embargo.

Hatami said such a policy will “unchangeable” even if the country is provided with “all the opportunities in the world”.

The minister also said all nations have the right to defend their territorial integrity, and Iran will be a good and successful actor in this regard as it seeks to maintain peace.

He said Iran’s goal is first to become self-sufficient and powerful in terms of defensive capabilities, and second to support the countries that seek to defend their existence.

In line with a historic 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), the UN Security Council’s embargo on trade in conventional weapons with the Islamic Republic ended on Sunday. The nuclear accord had been endorsed by the Security Council in the form of Resolution 2231.

The development came in spite of months-long attempts by the United States to keep the arms embargo in place.

In his Sunday remarks, Hatami said the sanctions imposed by the US against Iran pushed the country to move toward self-sufficiency, so much so that the Islamic Republic can now produce and supply 90 percent of its defense needs inside the country.

“Even our enemies admit that Iran today is a significant missile power in the world. … It is also a renowned world power in the aerial field,” especially in producing drones and missile defense systems, Hatami added.

“Our Khordad-3 defense system managed to target an expensive American stealth drone which had intruded the Iranian airspace.”

He gave an assurance to regional countries that the Islamic Republic wants peace, stability and security for the region and the world. “This is the clear defense policy of the Islamic Republic of Iran.”

“You can’t find any move against this policy in the past four decades …. Wherever we took action, it was meant to create peace, help establish security and stability in the region. We honestly showed it to the entire world in the course of fight against the terrorists trained by the Americans,” Hatami said.

Military treaties with Persian Gulf states

On Monday, Hatami told Qatar’s Al Jazeera Arabic broadcaster that Iran is ready to sign military and security treaties with the Persian Gulf countries to maintain the stability in the region.

Hatami warned that the recent normalization of ties with Israel by the United Arab Emirate and Bahrain poses a direct threat to the security of the Persian Gulf region

He said any Israeli threat stemming from the Persian Gulf region will face a clear and direct response from Iran.

The end of the arms embargo, the minister added, is an opportunity for Iran but the country is not interested in launching an arms race that would turn the region into a “powder keg”.

TEHRAN (Iran News) – An Iranian diplomat said the country has “many friends” to start trading in armaments with them in line with its national interests as a decade-old United Nations arms embargo against Tehran is due to expire.

“Iran has many friends and trading partners, and has a robust domestic arms industry to ensure its defense requirements against foreign aggression,” Iranian UN mission spokesman Alireza Miryousefi told Newsweek in an interview published on Friday.

The UN restrictions are set to be lifted Sunday under United Nations Security Council Resolution 2231 which endorses the multilateral nuclear agreement, officially known as the Joint Comprehensive Plan of Action (JCPOA), signed between Iran and major world powers in 2015, Press TV wrote.

The ban’s removal will follow a largely unsuccessful campaign by US President Donald Trump to convince the remaining signatories to defy the nuclear deal and Resolution 2231 and keep the ban on Iran’s arms industry in force.

During the 15-member Security Council vote on August 14, the US received support only from the Dominican Republic for its anti-Iran resolution, leaving it far short of the minimum nine ‘yes’ votes required for adoption.

Trump, a hawkish critic of the JCPOA, unilaterally withdrew Washington from the agreement in May 2018, and unleashed the “toughest ever” sanctions against the Islamic Republic to strangle its economy in defiance of global criticism.

Following its much-criticized exit, Washington has been attempting to prevent the remaining signatories from abiding by their commitments and thus kill the historic agreement, which is widely viewed as a fruit of international diplomacy.

“In accordance with the timeline stated in Resolution 2231, Iran will be relieved from arms restrictions as early as Oct. 18. Naturally, from that date, we’ll trade, on the basis of our national interests, with other countries in this field,” Miryousefi said.

He added that the lack of support for Washington’s initiatives was telling of its position vis-à-vis the international community.

Miryousefi added, “It is abundantly clear that the UN — and the overwhelming majority of its member states — reject the US’ so-called maximum pressure policy on Iran,” and that “its attempts to even further violate the JCPOA and UNSCR 2231 have led to its isolation.”

Although Iran has not yet formally announced any specific country to start trading arms, Miryousefi said Tehran had options beginning Sunday.

Speaking during a cabinet meeting on Wednesday, Iranian President Hassan Rouhani said the country will be free to trade weapons as of Sunday.

“We fought with the United States on this issue for four years. America was exerting itself to prevent this day from coming, but that day is coming thanks to our people’s resistance. It is because of the endeavors of our diplomats that the US failed,” Rouhani said.

The Islamic Republic has achieved self-sufficiency in most areas of its defense sector and is itself an exporter of arms. Tehran says it can meet its strategic needs through the countries it interacts with like Russia and China once the UN embargo is lifted.

Russia’s stance

The Russian Foreign Ministry spokeswoman said on Thursday that Moscow will consider military technical cooperation with Iran in line with mutual interests after the expiration of the United Nations arms embargo on Tehran.

“We are convinced that all possibilities stemming from the expiration of the provisions of United Nations Security Council Resolution 2231 that are linked with military technical cooperation with Iran will be duly taken into account and used on the basis of mutual benefit and in the interests of the peoples of our two states,” Maria Zakharova said.

All the parties to the talks about Iran’s nuclear program were aware from the very beginning that there is no link between restrictions on weapons supplies to Tehran and the settlement of issues pertaining to its nuclear program, added Zakharova.

She emphasized that the United Nations Security Council did not impose a weapons embargo on Iran in 2015, but the country “voluntarily undertook a number of restrictions.”

“It was done in the interests of the soonest successful outcome of the talks on the JCPOA to settle the situation around the Iranian nuclear program,” the Russian diplomat said.

She noted that the term of the corresponding provisions has expired.

Zakharova stressed that Iran was a “reliable partner” for Russia in many areas of cooperation.

Moscow had earlier said “new opportunities” will emerge in cooperation with Iran the UN embargo expires, and that any agreements with Tehran will have “nothing to do with the unlawful and illegal actions of the US administration, which is trying to intimidate the entire world.”

Russia’s Foreign Minister Sergei Lavrov said late last month that Moscow and Tehran roundly reject efforts by the US to permanently extend an arms embargo against the Islamic Republic.

Speaking at a joint press conference that followed a meeting with his visiting Iranian counterpart Mohammad Javad Zarif in Moscow, Lavrov added, “We stressed that Moscow and Tehran, like the entire international community, categorically reject US ambitions to impose some kind of indefinite arms embargo.”

TEHRAN (Iran News) – Russia’s foreign minister said on Thursday Moscow and Tehran roundly reject an underway effort by the US to “permanently” extend an arms embargo against Iran that will legally expire next month.

“We discussed in detail the situation surrounding the Joint Comprehensive Plan of Action (JCPOA),” Lavrov said at a joint press conference that followed a meeting with his visiting Iranian counterpart Mohammad Javad Zarif, in Moscow.

“We stressed that Moscow and Tehran, like the entire international community, categorically reject US ambitions to impose some kind of indefinite arms embargo,” said the Russian top diplomat, according to Press TV.

The ban on sales of conventional weapons to Iran is set to expire on October 18 under the JCPOA, a nuclear agreement that was signed between Iran and the US, the UK, France, Russia, and China plus Germany in Vienna in 2015.

The US left the deal in 2018, thus losing all of its rights to invoke its provisions, including a snapback mechanism that enables reimposition of the United Nations sanctions against the Islamic Republic.

Last week, US Secretary of State Mike Pompeo alleged that “virtually all UN sanctions have returned on Iran,” including “a permanent extension of the arms embargo.” “We will not hesitate to enforce our sanctions, and we expect all UN Member States to fully comply with their obligations under these reimposed restrictions,” he added.

This is while, 13 of the UN Security Council’s 15-strong members, including Russia and China, have notified the US that they would not fall into line with the US’ snapback bid, reminding that Washington’s departure from the JCPOA has caused it to lose its contractual rights.

“We have heard the US statement that, despite the will of the entire international community, they will proceed from the premise that the United Nations Security Council’s sanctions against Iran would be restored at Washington’s whim. These attempts using illegal means have no prospect of succeeding,” Lavrov added.

“We agreed to continue the implementation of major joint investment projects, first and foremost in the sphere of energy, including nuclear power, as well as transportation and industrial cooperation,” the Russian foreign minister stressed concerning underway cooperation between Iran and Russia.

He also announced that the Russian-Iranian Joint Economic Commission would be meeting before the end of the year in line with the two countries’ common will to expand their relations.

Zarif expressed gratitude to Moscow and Beijing for their “playing an important role in confronting the US’ illegal efforts at the Security Council.”

Russia would take over the Council’s chairmanship on October 10, he noted, hoping that Moscow’s “effective role” in standing up to Washington’s campaign would sustain under the period too.

Zarif also hailed his talks with Lavrov as “good and constructive” and emphasized that the countries were “taking diligent efforts to boost their relations.”

“We enjoy cooperation in various areas, and hope to expand these instances of collaboration,” the Iranian foreign minister said.

TEHRAN (Iran News) – Iran warned against Washington’s lawlessness and “dangerous” defiance of international law as US President Donald Trump has signaled that it seeks to illegally extend an expiring arms embargo on Iran.

Political Adviser to Iran’s Permanent Mission to Geneva Nabi Azadi made the announcement in response to the earlier remarks by Washington’s representative to the Geneva Disarmament Conference Robert Wood on Thursday, Fars News Agency reported.

The American envoy accused Iran of backing terrorism and said that Washington seeks to extend a United Nations ban on Tehran despite its expiration in October under UN Security Council Resolution 2231, which endorsed the Iran nuclear deal in 2015.

Azadi rejected the statements, saying that the move violates Resolution 2231 and amounts to an attempt to destroy multilateral bodies such as the UN after Washington failed to gain international backing to extend the embargo at the Security Council in August.

He added US President Donald Trump’s repeated threats of using force against Iran are provocative and in violation of the UN Charter about prohibition of threat or use of force or serious threat to international peace and security.

The Iranian representative warned against serious consequences of Washington’s irresponsible policies and illegal actions, saying that Tehran will swiftly respond in kind to any act of aggression against the nation, sovereignty, territorial integrity and its national interests.

Tehran has particularly been disappointed with failure of the three European signatories to the Joint Comprehensive Plan of Action (JCPOA) — Britain, France and Germany — to protect its business interests under the deal after the United States’ withdrawal.

On January 5, Iran took a final step in reducing its commitments under the JCPOA, and said it would no longer observe any operational limitations on its nuclear industry, whether concerning the capacity and level of uranium enrichment, the volume of stockpiled uranium or research and development.

Now the US has stepped up attempts aimed at extending the UN arms ban on Iran that is set to expire as part of the Joint Comprehensive Plan of Action (JCPOA), which has been endorsed by Security Council Resolution 2231.

The US first sought to extend the Iran’s arms embargo in a fresh UNSC resolution in contradiction to the contents of the Resolution 2231 in two attempts within a month, but failed.

The United Nations Security Council resoundingly rejected last month the second US bid to extend an arms embargo on Iran, which is due to expire in October.

The resolution needed support from nine of 15 votes to pass. Eleven members abstained, including France, Germany and Britain, while the US and the Dominican Republic were the only “yes” votes.

The United States has become isolated over Iran at the Security Council following President Donald Trump’s withdrawal from the multilateral Iran nuclear deal 2018.

Iran had said that the US resolution would fail to gain the required support at the Security Council, pointing out that Washington has no legal right to invoke a snapback mechanism to reinstate sanctions against Tehran under the 2015 nuclear deal that the US unilaterally left in May 2018.

TEHRAN (Iran News) – Leveling accusations against Iran, German Foreign Minister Heiko Maas pointed to efforts to impose an arms embargo against the Islamic Republic in the future.

Speaking in a joint press conference on Thursday with Israeli regime’s foreign minister Gabi Ashkenazi, Maas said that Germany seeks to both preserve the nuclear deal and impose an arms embargo on Iran.

According to the New York Times, the German FM said that the US wants a full extension of the embargo on Iran but that would almost certainly be vetoed by Russia and China in the UN Security Council.

“We are trying to reach a diplomatic solution so that there will be an arms embargo on Iran in the future,” he said while approving the claims of the Israeli regime’s minister regarding the need for such embargos against Tehran.

The remarks come as Germany abstained from voting for a resolution put forward recently by the US in the Security Council for extending arms embargo on Iran which is due to expire in October. The resolution received only two votes in favor by US and the Dominican Republic. However, US is still ramping up efforts to use the JCPOA provisions, which it has unilaterally withdrawn from in May 2018, to trigger a mechanism for returning UN sanctions against Iran.

“We want to preserve the JCPOA to prevent Iran from obtaining a nuclear weapon,” he claimed despite the fact that Iran has clearly stated it is not after obtaining nukes as the issue has also been confirmed by the IAEA reports.

He called on Tehran to “change its approach” in the region, accusing the country of playing “a dangerous role” without providing any further details about this claim.

Germany, France, and UK, as three European signatories of the JCPOA, have failed to fulfill their commitments under the JCPOA which had promised Iran economic gains. The deal went to the verge of destruction after the Trump administration unilaterally pulled out and imposed illegal sanctions against Iran in hope of arriving at a ‘better deal’ which Iranian officials have referred to as a ‘dream never to come true’.

Meanwhile, Tehran has said that it will give a firm response to any sort of extension of the arms embargo.

Maas remarks proves that European countries are still incapable of pursuing an independent foreign policy as they give in to pressures of the US and the Israeli regime.

TEHRAN (Iran News) – Russian senior diplomat mocked the US for the Dominican Republic’s only affirmative vote on the draft resolution on the extension of Iran arms embargo, saying sarcastically that it is apparently a major actor in the Persian Gulf.

In a Tuesday tweet, Russia’s Permanent Representative to International Organizations in Vienna Mikhail Ulyanov wrote, “Some people try to present the expiration of arms trade restrictions (de-jure and de-facto not what we used to call arms embargo) with regard to Iran on 18 October as somewhat as a catastrophe.”

“In fact, it will simply mean the implementation of one of the provisions of 2231 UNSC res,” he stressed.

In reaction to Rep. Mike Gallagher’s remarks on accusing China and Russia of failure to approve the resolution on extending Iran’s arms embargo, he wrote, “You forgot that it is not about Russia and China only. In order to get US draft resolution approved Washington needed at least 9 votes in favor.”

“It got just one – the Dominican Republic who apparently is a major factor in the Persian Gulf. Don’t you think that something is wrong with the US?” he added.

Earlier, Ulyanov called the US attempt to extend arms embargo unjustifiable, saying it was in violation of UNSC Resolution 2231.

The UN Security Council rejected a US bid to extend an arms embargo on Iran on Friday, which is due to expire in October.

Besides the United States, only the Dominican Republic voted in favor of the draft. China and Russia voted against the text, and the remaining 11 Security Council members, including the European allies of the United States, abstained.

The US has stepped up attempts aimed at extending the UN arms ban on Iran that is set to expire as part of the Joint Comprehensive Plan of Action (JCPOA), which has been endorsed by Security Council Resolution 2231.

TEHRAN (Iran News) – Iran’s President Hassan Rouhani said a recent meeting of the United Nations Security Council that ended by the resounding failure of the United States in its bid to extend an arms embargo on Iran was a great political achievement and a historical victory for the Iranian nation.

President Rouhani made the remarks in a Monday meeting with senior officials of the Islamic Republic of Iran Broadcasting (IRIB) in Tehran, noting that the US and its President Donald Trump have been snubbed twice in the world body during past few years, Press TV reported.

Rouhani recalled a UNSC’s “important meeting” in 2018, which was chaired by Trump “when I was also in New York,” and in that meeting, 14 members of the Security Council opposed his views.

“There is no precedent in history of the Security Council when 14 countries opposed [the US views],” Rouhani added.

This time, he said, the US once again was attempting to pass a resolution against Tehran on Friday, but only one country — the Dominican Republic — out of 15 members of the Security Council voted in favor of it.

“This is a big political and historical success for us,” the Iranian president added.

On Friday, the UN Security Council unanimously rejected a US resolution to extend an arms embargo on Iran that is due to expire in October in line with a landmark nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), that Iran clinched with six world powers in 2015.

The resolution needed support from nine of 15 votes to pass. Eleven members abstained, including France, Germany and Britain, while the US and the Dominican Republic were the only “yes” votes.

Reacting to the US fiasco at the UNSC, Iran’s Foreign Minister Mohammad Javad Zarif also said on Monday that failure of the US-drafted anti-Iran resolution heralds fundamental changes in international relations.

“What happens in the world is no more a function of interactions among major powers,” Zarif said, emphasizing that the world has entered a post-West era.

TEHRAN (Iran News) – Iran’s Defense Minister Brigadier General Amir Hatami mocked the US’ humiliating defeat after the rejection of its bid for the extension of a UN arms embargo on Iran, expressing Tehran’s readiness for arms trade with the friends.

Speaking at a press conference on Sunday, General Hatami said the US suffered a humiliating defeat at the UN Security Council when the body voted against a draft resolution initiated by Washington to extend the arms embargo on Iran, which is going to expire in October in accordance with the 2015 nuclear deal.

The minister said Iran was faced with a series of 5-year restrictions on the arms trade, not sanctions, following the UNSC Resolution 2231 that endorsed the JCPOA but never asked for permission from the UNSC in the meanwhile because of the US’ influence over the council.

Iran would take any opportunity to work with friendly countries to supply its technological and arms demands and to sell its products, he added.

Highlighting Iran’s progress in the defense industry under the pressure of sanctions, Hatami said more than 90 percent of the country’s military and defense needs are supplied locally at present.

Apart from meeting the domestic demands, the Iranian defense industries are prepared to help the other sectors as well, the minister noted.

He also hailed the country’s knowledge-based companies for collaborating with the Defense Ministry in developing defense products.

The US suffered an embarrassing diplomatic defeat on Friday when the United Nations Security Council rejected a proposal to indefinitely extend the arms embargo on Iran.

The embargo on conventional arms is due to expire on October 18 under the terms of a resolution that blessed the Iran nuclear deal, signed in July 2015, and officially known as the Joint Comprehensive Plan of Action (JCPOA).

TEHRAN (Iran News) – President Hassan Rouhani expressed “great hopes” Wednesday that a US bid to extend an arms embargo on Iran will fail, warning of consequences if the UN Security Council backs it.

“We have great hopes that America will fail,” Rouhani told a televised meeting of his cabinet on Wednesday.

“We have great hopes that America will realize its failure and see its isolation,” the president said.

The ban on selling weapons to Iran is set to be progressively eased from October under the terms of Resolution 2231, which blessed the Iran nuclear deal that world powers agreed in July 2015. But a UN embargo on materials and technology that Iran could use for its ballistic missile program is to remain in place until 2023.

Under the accord officially known as the Joint Comprehensive Plan of Action, Iran is committed to limiting its nuclear program in exchange for sanctions relief.

The JCPOA has been on life support since the US withdrew from it and reimposed unilateral sanctions in 2018. Iran has since taken small steps away from compliance with the agreement in retaliation for the US withdrawal as it presses for the sanctions relief it was promised.

“But our stance in any case is clear. If such a resolution comes to pass… it means a blatant violation of the JCPOA,” Rouhani said, warning the “consequences will rest with the perpetrators of this act,” Rouhani said.

“Until today, the US has failed politically, and it will fail again. The United States cannot attract and convince the world’s public opinion, and the world now feels that Iran is a law-abiding and moral country that is committed to its obligations,” he said.

‘No legal position’

Foreign Minister Mohammad Javad Zarif said the US seeks to “use a Security Council mechanism to destroy” the top body.

The United States has put forward a resolution to extend the embargo but faces opposition from veto-wielding Russia and China.

The three European allies of the United States – Britain, Germany and France, which along with Russia and China, are parties to the JCPOA – have voiced support for extending the conventional arms embargo but their priority is to preserve the nuclear deal.

US Secretary of State Mike Pompeo has warned of a return of UN sanctions on Iran, using the so-called “snapback mechanism” under the JCPOA if the Security Council fails to extend the embargo.

He has said that Washington “has the unilateral ability to snap back sanctions into place” despite leaving the Iran nuclear deal.

But Zarif rejected Pompeo’s claim, saying the US “has no legal position to use the snapback”.

He said even the three European allies of the United States also explicitly stated at a previous meeting of the UN Security Council that Washington could not use this mechanism.

Zarif called US draft resolution “very illegal” and said it will not be approved.

“If the United States triggers the snapback, it will have no legal value, and any result from this snapback will be deemed worthless and will have no effect,” the top diplomat pointed out.

Iran’s Ambassador to the UN Majid Takht-Ravanchi said on Wednesday that the US “was forced to retreat” from its draft resolution after being “rebuffed by UNSC members” and had to propose a fresh version.

“The new draft is similar – in its NATURE and GOAL – to the previous. Confident that the council will – again – reject this move,” he tweeted.

The original US text effectively called for an indefinite extension of the embargo on Iran and used hawkish rhetoric.

Washington has threatened to use a contested argument that it remains a “participant” in the JCPOA – despite its withdrawal – and if UN sanctions are not extended, it can force their return if it sees Iran as being in violation of the accord’s terms.

AFP and Press TV contributed to this story.
