										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – US Special Presidential Envoy Marshall Billingslea will travel to Austria on Monday and Tuesday to discuss “mutually agreed topics related to the future of arms control” with Deputy Foreign of Russia Sergei Ryabkov, the US State Department said on Friday.</p>

<p dir="LTR">“The United States has extended an open invitation to the People’s Republic of China to join these discussions, and has made clear the need for all three countries to pursue arms control negotiations in good faith,” the State Department said, Reuters reported.</p>
<p dir="LTR">US President Donald Trump has repeatedly called for China to join the United States and Russia in talks on a nuclear arms control agreement to replace the 2010 New START accord.</p>
<p dir="LTR">New START, which imposes the last remaining limits on US and Russian deployments of strategic nuclear arms to no more than 1,550 each, expires in February.</p>
<p dir="LTR">China, estimated to have about 300 nuclear weapons, has repeatedly rejected Trump’s proposal.</p>
<p dir="LTR">Billingslea had said last week that he had agreed with Ryabkov on a time and place for the negotiations in June.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – US President Donald Trump is ready to meet with Russian President Vladimir Putin as well as with the leaders of China, Britain, and France to discuss the issue of arms control.</p>
<p dir="LTR">&#8220;The United States will use this opportunity to bring both Russia and China into the international arms control framework and head off a costly arms race,&#8221; Reuters reported on Saturday citing a high-ranking official in the US administration.</p>
<p dir="LTR">The source, who spoke with Reuters on condition of anonymity, also said that &#8220;The president has made clear that he is ready to meet with any world leader at any time to advance US national security interests.&#8221;</p>
<p dir="LTR">&#8220;The United States will work with the other P5 countries to develop and organize such a meeting,&#8221; the official from the US administration said.</p>
<p dir="LTR">The White House has not yet responded to a request from TASS to comment on this information.</p>
<p dir="LTR">Addressing the World Holocaust Forum on January 23, Russian President Vladimir Putin suggested convening in 2020 a summit of leaders from Russia, the United Kingdom, France, China, and the United States, which are five permanent members of the UN Security Council.</p>
<p dir="LTR">Russian Foreign Minister Sergey Lavrov said later that China and France supported Putin’s initiative. A spokesperson for the UN Secretary-General, Stephane Dujarric said the UN leadership had also welcomed the idea of holding this summit.</p>
<p dir="LTR">The Treaty between the United States of America and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (the New START Treaty) was signed in 2010 and it entered into force on February 5, 2011.</p>
<p dir="LTR">The document stipulates that seven years after its entry into effect each party should have no more than a total of 700 deployed intercontinental ballistic missiles (ICBM), submarine-launched ballistic missiles (SLBM) and strategic bombers, as well as no more than 1,550 warheads on deployed ICBMs, deployed SLBMs and strategic bombers, and a total of 800 deployed and non-deployed ICBM launchers, SLBM launchers, and strategic bombers.</p>
<p dir="LTR">The New START Treaty obliges the parties to exchange information on the number of warheads and carriers twice a year.</p>
<p dir="LTR">The New START Treaty will remain in force for 10 years until 2021 unless superseded by a subsequent agreement. It may be extended for a period of no more than five years (i.e. until 2026) upon the parties’ mutual consent.</p>
<p dir="LTR">Moscow has numerously called on Washington not to delay the issue of the Treaty’s possible extension.</p>
