<p dir="LTR">According to the statement, Azerbaijani servicemen detected several Armenian TBM missile systems on the border with the unrecognized Nagorno-Karabakh Republic at 01:00 local time on Wednesday, TASS reported.</p>
<p dir="LTR">&#8220;The missile systems, deployed in this area, were aimed at civilian population and infrastructure in Ganja, Mingachevir and other Azerbaijani cities,&#8221; the statement says, adding that the Armed Forces of Azerbaijan destroyed them to prevent a missile strike on its territory.</p>
<p dir="LTR">Renewed clashes between Azerbaijan and Armenia erupted on September 27, with intense battles raging in the disputed region of Nagorno-Karabakh. The area experienced flare-ups of violence in the summer of 2014, in April 2016 and this past July. Azerbaijan and Armenia have imposed martial law and launched mobilization efforts. Both parties to the conflict have reported casualties, among them civilians.</p>
<p dir="LTR">At the talks held at Russia’s initiative in Moscow, Baku and Yerevan agreed a ceasefire, which came into effect at 12:00 local time on October 10 for humanitarian reasons in order to exchange detainees and the bodies of those killed in the fighting. However, both sides traded blame for violating the ceasefire agreement.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Armenia and Azerbaijan on Friday held their first high-level talks after nearly two weeks of clashes over the disputed Nagorno-Karabakh region, with hopes rising that a cease-fire could be brokered in Moscow.</p>

<p>Armenian and Azerbaijani defense officials said heavy clashes continued overnight and reported further civilian deaths, after Russian President Vladimir Putin announced the meeting in Moscow late Thursday and appealed for a cease-fire on humanitarian grounds, AFP reported.</p>
<p>Azerbaijan&#8217;s President Ilham Aliyev has repeatedly said there would be no halt to fighting until Armenian troops withdraw and vowed to continue the intervention until his military captured all of Karabakh.</p>
<p>Renewed fighting over Karabakh – an ethnic Armenian region of Azerbaijan that broke from Baku&#8217;s control in a devastating war in the early 1990s – has claimed some 400 lives and forced thousands of people from their homes.</p>
<p>The heavy clashes erupted late last month, with both sides blaming the other for the biggest outbreak in violence since a 1994 cease-fire left the status of Karabakh in limbo.</p>
<p>The region&#8217;s declaration of independence has not been recognized by any country – even Armenia – and the international community regards it as part of Azerbaijan.</p>
<p>The Kremlin said late on Thursday that following a series of calls with Armenian Prime Minister Nikol Pashinyan and Aliyev, Putin had invited their foreign ministers to Moscow and called for an end to hostilities &#8220;in order to exchange dead bodies and prisoners&#8221;.</p>
<p>Previous diplomatic efforts to find a lasting solution to the decades-old stalemate have faltered.</p>
<p>Putin&#8217;s announcement of talks in Moscow came shortly after international mediators from France, Russia and the United States launched their first efforts to resolve the fighting in Geneva.</p>
<p>The countries make up the &#8220;Minsk Group&#8221; that has sought a solution to the Karabakh conflict for decades but have failed to stop sporadic outbreaks of fighting.</p>
<p>The negotiations in Geneva went ahead without Armenia, which refused to participate if the fighting was ongoing, and there were no public statements following the closed-door talks.</p>
<p><strong>Mounting civilian toll</strong></p>
<p>Pashinyan on Friday said his country was &#8220;ready for the resumption of the peace process&#8221;, while Russian Prime Minister Mikhail Mishustin during a visit to Yerevan said Russia was prepared to help bring about peace.</p>
<p>Since the fighting restarted, both sides have accused the other of shelling areas populated by civilians and thousands of people have been displaced by the clashes.</p>
<p>The administrative center of the disputed region, Stepanakert, is dotted with wide craters and unexploded ordnance following days of shelling.</p>
<p>Armenia accused Azerbaijan on Thursday of hitting the iconic Ghazanchetsots (Holy Savior) Cathedral leaving a gaping hole in its roof and several journalists injured.</p>
<p>Armenia&#8217;s rights ombudsman Artak Beglaryan said this week that the renewed fighting has displaced around half of Karabakh&#8217;s 140,000 residents and forced some 90 percent of its women and children from their homes.</p>
<p>Dozens of civilians have been confirmed killed and the Armenian side has acknowledged 350 military deaths, while Azerbaijan has not admitted to any fatalities among its troops.</p>

<p>Speaking at a weekly cabinet session on Wednesday, Rouhani said Iran has already fought terrorists in its neighboring countries to keep them away from its borders.</p>
<p>“Over the years, we have fought terrorists and forced them away from our borders, people like martyr Soleimani were on the ground and fought them, to kill terrorists right there and then keep them from getting close to our frontiers,” he said.</p>
<p>“We fought terrorists in Syria, Lebanon and Iraq with the help of their people. It is unacceptable if certain people want to take terrorists from Syria and other places to areas near the Iranian borders under different pretexts, and we have straightforwardly informed officials in both the Azerbaijan Republic and Armenia of our position in that regard,” the president stated, according to the government’s official website.</p>
<p>Rouhani also said every effort should be made to prevent the Azeri-Armenian conflict from growing into a regional war, and warned third parties against fueling the flames of fighting.</p>
<p>The president further added that Iran’s border security must be preserved amid tensions in the disputed Nagorno-Karabakh region.</p>
<p>He expressed regret over the ongoing war, calling for an end to the fighting.</p>
<p>Rouhani also underlined the need to respect Azerbaijan’s territorial integrity.</p>
<p>In a telephone conversation with his Azeri counterpart on Tuesday, Rouhani called on Baku and Yervean to avoid spreading the armed clashed in the Nagorno-Karabakh region to cities, stressing the need to protect civilians in the war.</p>

<p>In a statement on Sunday, the Embassy of the Islamic Republic of Iran in Baku noted that based on official sources in the Republic of Azerbaijan, since the beginning of a new wave of clashes between the Azerbaijan and Armenia in the Nagorno-Karabakh region and its seven surrounding cities, a large number of citizens in Azerbaijan, including women and children, have been killed and injured and many civilian facilities and centers have been destroyed.</p>
<p>The office of the Prosecutor General of the Republic of Azerbaijan reported that as of October 3, 19 civilians have been killed and 63 other injured, and 44 civilian facilities along with 181 houses have also been destroyed, added the statement.</p>
<p>Iranian Embassy further emphasized the need to respect human rights and international humanitarian law and strongly condemned any aggression against civilians and extended its condolences to the bereaved families.</p>
<p>Dozens have been reported killed as Azerbaijan and Armenia continue fighting in the South Caucasus breakaway region of Karabakh.</p>
<p>The region, internationally recognized as part of Azerbaijan, has been under Armenian control since the early 1990s.</p>

<p>&#8220;We call for an immediate end to hostilities and urge dialogue to resolve differences.</p>
<p>&#8220;Our neighbors are our priority and we are ready to provide good offices to enable talks.</p>
<p>&#8220;Our region needs peace now.&#8221;</p>
<p>According to reports coming from the region, clashes erupted between Azerbaijan and Armenia on Sunday over the volatile Nagorno-Karabakh region, reigniting concern about instability in the South Caucasus, a corridor for pipelines transporting oil and gas to world markets.</p>
<p>Both sides, which fought a war in the 1990s, reported fatalities. Armenia and Nagorno-Karabakh, a breakaway region that is inside Azerbaijan but is run by ethnic Armenians, declared martial law and mobilized their male populations.</p>
<p>Iran called on Azerbaijan and Armenia to exercise restraint and engage in negotiations.</p>
<p>“The Islamic Republic of Iran is closely monitoring military conflicts between the Republic of Azerbaijan and the Republic of Armenia with concern, and while inviting both parties to show self-restraint, calls for immediate cessation of clashes and initiation of talks between the two countries,” Iranian Foreign Ministry spokesman Saeed Khatibzadeh said on Sunday.</p>
<p>He added that Tehran is ready to employ all its capacities to help establish a cease-fire and start peace talks between the two sides.</p>
<p>Nagorno-Karabakh broke away from Azerbaijan in a conflict that broke out as the Soviet Union collapsed in 1991.</p>
<p>At least 200 people were killed in a flare of the conflict between Armenia and Azerbaijan in April 2016. There are frequent skirmishes and at least 16 were reported killed in clashes in July.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Foreign Ministry of Iran expressed Tehran’s readiness to mediate between Azerbaijan and Armenia in the wake of deadly border tensions between the two countries.</p>

<p>“As soon as clashes erupted between Armenia and Azerbaijan, Iran’s diplomatic apparatus got active to mediate and soothe these tensions as the region cannot afford another conflict,” Seyed Abbas Mousavi told reporters in the northwestern city of Ardabil on Thursday.</p>
<p>He further called on both sides to show restraint, voicing Iran’s readiness to help bring an end to tensions between the two former Soviet republics.</p>
<p>The clashes broke out on the volatile Armenia-Azerbaijan border on Sunday and have continued over the past days.</p>
<p>At least 16 people, including four Armenian troops, 11 Azeri servicemen and one Azeri civilian, have been killed in the latest outbreak of hostilities between the two neighbors.</p>
