TEHRAN (Iran News) – Iranian parliament’s Nuclear Committee paid a visit to Arak heavy water complex and nuclear reactor on Wednesday.

The MPs, in this visit, were informed of the site’s facilities and procedures besides its production, engineering and technical activities.

The visit was paid to let the MPs prepare their periodical report (each six months) about the activities and measures of the Atomic Energy Organization of Iran (AEOI), regarding its JCPOA commitments and reduction of obligations.

On November 18, the International Atomic Energy Agency (IAEA) reported said that Iran has accumulated more than 130 tons of heavy water in continuation of its cuts to JCPOA commitments.

“On 16 November 2019, Iran informed the Agency that its stock of heavy water had exceeded 130 metric tons,” the International Atomic Energy Agency said in a report to member states, Reuters reported.

“On 17 November 2019, the Agency verified that the Heavy Water Production Plant (HWPP) was in operation and that Iran’s stock of heavy water was 131.5 metric tonnes,” the report added.

Iran took the fourth step back from its commitments to the nuclear deal earlier this month at the end of a 60-day ultimatum to remaining parties to the nuclear deal to live up to their own commitments to the JCPOA ended while they did not take any practical steps to meet Iran’s demands.

Iran demands European countries make up for its losses after the US withdrawal from the accord and help Iran with its oil sales and banking relations.

Tehran says its countermeasures are in accordance with the paragraphs 26 and 36 of the nuclear deal, and that it will reverse the steps once its demands are met.

As a first step, Iran increased its enriched uranium stockpile to a level above the 300 kilograms set by the JCPOA.

In the second step, Tehran began enriching uranium to purity rates beyond the JCPOA-limit of 3.76 percent.

Furthermore, Tehran lifted all restrictions on nuclear research and development and announced it would use advanced centrifuges as its third step.

In the 4th step, the Iranian nuclear agency resumed uranium enrichment to 4.5% at Fordow nuclear facility by injecting gas into advanced IR6 centrifuges, while Iran had agreed in the JCPOA not to conduct enrichment in the underground facility.

Each time Iran gives a 60-day deadline to the other parties before taking its next step.

In a press briefing on Monday, AEOI will release “very important information” regarding the “limitless increase of Iran’s enriched uranium stockpile” as well as measures taken to prepare for the second phase of the scaling back of its obligations under the nuclear deal, also known as the Joint Comprehensive Plan of Action (JCPOA).

The briefing will be held at Arak heavy water reactor facility, with more than 70 media representatives attending the session.

The latest measures undertaken by Iran to re-design the Arak reactor and to increase the production of heavy water at the facility would also be detailed during the Monday session.

On May 8, 2018, US President Donald Trump unilaterally withdrew his country from the nuclear deal, which was signed between Iran and the P5+1.

European signatories, who claim they are trying to keep the accord alive by launching the long-awaited INSTEX to help Iran reap some benefits from the JCPOA, have so far failed to preserve Iran’s benefits from the pact.

Running out of patience with the EU’s inaction in the face of the growing US pressure, Iran reduced its commitments under the deal on May 8, and warned the EU that it would consider leaving the accord after 60 days if its demands were not met.

Iran’s Deputy Foreign Minister for Political Affairs Seyyed Abbas Araghchi said on Saturday that the 60-day deadline would by no means be extended, stressing that Tehran would proceed with the next steps unless the JCPOA parties met Iran’s demands.

Iranian Ambassador to Britain Hamid Baeedinejad on Sunday released a message on his tweet and wrote, “maintaining nature of Arak heavy water reactor and modernizing it are of the most important and honors of Joint Comprehensive Plan of Action (JCPOA).

After a landmark nuclear deal was inked between Iran and six world’s major powers in mid-July 2015 in Austrian capital Vienna, Iran’s status was promoted in international level significantly, he said, adding, “after the implementation of Iran’s nuclear deal, Zionist regime left no stone unturned in order to kill the deal but it failed.”

Despite various confirmation reports of International Atomic Energy Agency (IAEA) on compliance of Iran to its commitments within the framework of JCPOA, US President Donald Trump in his recent baseless remarks said that signing any deal by US Congress to maintain JCPOA strictly hinges on specific terms and conditions, the issue of which was rejected by Iran completely.

Given the above issue, Iranian Foreign Minister Mohammad Javad Zarif showed reaction in this respect and added, “US President Trump’s policy and his recent statements for ditching Iran’s nuclear deal which was signed by major powers is heinous. Instead of his outdated rhetoric, US government should live up to its commitments like other parties involved in the talk.”

Iran’s envoy to UK explicitly emphasized that Iran will adhere to its commitments within the framework of JCPOA and will never adopt any change on the concept of the deal.

TEHRAN – AEOI’s spokesman Behrouz Kamalvandi said Sun. that cooperation with the Chinese side on the reconstruction of Iran’s Arak heavy water reactor has been progressing according to schedule.

Speaking to reporters on the sidelines of visiting Arak nuclear facilities on Sunday, Spokesperson for the Atomic Energy Organization of Iran (AEOI) Behrouz Kamalvandi maintained that the progress of the redesign of the Arak heavy water facility within the framework of cooperation with the Chinese side has been progressing according to the set schedule, “if not ahead of it”. He added that the reconstruction will be completed within four to five years’ time.

To questions about the US lack of commitment and its effect on the successful implementation of the nuclear deal, Kamalvandi stressed that Iran can reverse its nuclear activities to the pre-JCPOA era in one to one and a half year, adding “of course this is neither our intent nor what will happen to kill the deal, because the other side is fully aware of the fact that preserving the nuclear deal is also beneficial to them.”

Kamalvandi went on to add that a part of the Arak reactor’s redesign which includes the details will take about two years to be completed, saying Iran’s plan is to bring the reactor back on stream with the progress of the detailed design.

Under the Joint Comprehensive Plan of Action agreed between Iran and the E3/EU+3 (China, France, Germany, Russia, the UK and the USA, plus the European Union) in July 2015, Iran and China signed the first commercial contract for the reconstruction of Iran’s Arak heavy water reactor in April. The first primary phase of the reactor’s design was accomplished by Iranian experts over the past year and the performed design would be reviewed, confirmed and adjusted to international nuclear safety standards by the Chinese side under the contract.

Kamalvandi had previously said that Iran has no need for financial aid from 5+1 group of countries in redesigning Arak heavy water reactor, adding that foreign investment places a claim on part of the complex’s management.
