										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –  A senior Iranian official has told Press TV that the country <a href="https://irannewsdaily.com/2021/04/division-of-us-bans-into-nuclearnon-nuclear-unacceptable/">will not accept any division of the sanctions</a> imposed by the United States on Iran into those that had been removed under the 2015 nuclear deal and the ones unrelated to the nuclear deal.</p>
<p>Speaking to Press TV on the condition of anonymity on Wednesday, the senior official said “Iran will not accept a division of the Trump-era sanctions into JCPOA-related ones and those unrelated to the JCPOA.”</p>
<p>The JCPOA is the acronym of the Joint Comprehensive Plan of Action, the nuclear deal that Iran clinched in 2015 with the U.S. under ex-president Barack Obama and five other major world states. The deal was abandoned by Obama’s predecessor, Donald Trump, three years after its conclusion.</p>
<p>Now, Trump’s successor, President Joe Biden, says the US wants to rejoin the deal; however, Iran wants the administration in Washington to compensate for Trump’s wrong move by removing the sanctions on Iran first before it can rejoin the deal.</p>
<p>“From Iran&#8217;s viewpoint, all American sanctions — including the Obama-era sanctions, the sanctions restored by Trump and the additional sanctions in the Trump-era labeled as non-nuclear — must be terminated,” the official added.</p>
<p>“Iran does not accept and recognize negotiations based on a division of the sanctions,” the official emphasized. “Iran’s condition for returning to its JCPOA commitments is the lasting removal of all the entire sanctions.”</p>
<p>The official said America and Europe must guarantee that the sanctions will not be restored on Iran again after their removal.</p>
<p>Tehran’s resumption of its commitments — which have been suspended in retaliaton for Washington’s exit from the deal — will not be possible until after “a reasonable verification” of the sanctions removal.</p>
<p>The official further emphasized that Iran will need enough time to verify the termination of the sanctions, and that it cannot be done within “a short time.”</p>
<p>In another development on Wednesday, Deputy Foreign Minister Abbas Araqchi, who heads the Iranian delegation to the Vienna talks, warned that Tehran will abandon the discussions if the other negotiators waste time or seek goals other than reviving the nuclear deal.</p>
<p>He told Nour News that the Vienna talks focus on technical and legal issues regarding the implementation of the JCPOA, first by the United States and then Iran.</p>
<p>&nbsp;</p>
<p>“These negotiations are not even about the JCPOA itself, let alone an agreement beyond the JCPOA,” he added.</p>
<p>“To us, it does not matter what aspirations our opposite sides have about the future of the negotiations. The position of the Islamic Republic of Iran is completely clear and we will not have any talks on other issues.&#8221;</p>
<p>During the Vienna talks, Iran and the remaining signatories to the JCPOA agreed to form expert-level working groups to discuss the sanctions Washington might remove and the nuclear curbs Tehran might observe as they try to resurrect the nuclear accord.</p>
<p>Araqchi said that the working groups will work until Friday, after which they will report their conclusions to the JCPOA Joint Commission.</p>
<p>“If we see that the negotiating parties are seeking to waste time or pursuing other goals, we will stop [participation in] the negotiations at the current level,” he underlined.</p>
<p>“It is worth mentioning that we have no subject such as a step-by-step implementation of commitments on the agenda. All the required measures will be taken in one step.”</p>

<p class="rtejustify">The source said the Iranian team&#8217;s agenda in the Vienna talks is clear, &#8220;Iran will start its measures to return to JCPOA commitments only after the removal of all US sanctions and verifying it.&#8221;</p>
<p class="rtejustify">&#8220;Robert Malley will have to leave Vienna empty-handed if the Tuesday meeting would result in anything other than the removal of all US sanctions,&#8221; the source added, referring to the US president&#8217;s special envoy for Iran who is expected to attend the Vienna talks.</p>
<p class="rtejustify">The comments came as Iran&#8217;s chief nuclear negotiator Seyed Abbas Araqchi has arrived in the Austrian capital for talks with the 4+1 (Russia, China, Britain, France, and Germany) on the US return to the 2015 nuclear deal, which was illegally abandoned by the former US President Donald Trump in 2018.</p>
<p class="rtejustify">In relevant remarks, Iran’s Foreign Ministry Spokesman Saeed Khatibzadeh told reporters in a press conference in Tehran on Monday, “The agenda of the meeting is to lift the US cruel sanctions against Iran and how to fulfill the (nuclear deal) undertakings by the other side. This was the issue of the Joint Commission this time. There is a serious debate and tomorrow it will be clear whether the G4+1 can meet our interests or not.”</p>
<p class="rtejustify">He said that Iran’s positon has been clearly stated in the last Friday meeting of the nuclear deal’s Joint Commission, and added, “We welcome if the US gives up the wrong path. No direct or indirect talks with the US have taken place or will take place in Vienna and anywhere else.”</p>
<p class="rtejustify">Khatibzadeh underlined that no step-by-step plan has been proposed by Iran, adding that his country has not accepted any step-by-step plan either.</p>
<p class="rtejustify">“All sanctions should be lifted, and Iran has discussed the verification path with the G4+1. The Vienna talks are also technical and legal,” he said.</p>
<p class="rtejustify">“We have only one step which includes lifting of all US sanctions; in return, Iran is ready to suspend its remedial measures and reverse actions,” Khatibzadeh added.</p>

<p><a href="https://irannewsdaily.com">IRAN NEWS</a> ECONOMIC DESK</p>
<p>Iranian authorities have rejected reports suggesting that ships carrying imports of food and grain have been stuck outside two main ports in southern Iran simply because American sanctions on the country are creating payment problems.</p>
<p>A senior government official in the southern Iranian province of Khuzestan confirmed on Thursday that ships carrying basic goods were waiting for discharge outside Imam Khomeini Port, Iran’s main port for goods, but he insisted they had been stuck because of increased import activity at the port.</p>
<p>The comments came after the Reuters news agency claimed in a report that at least 20 dry bulk ships carrying around one million tons of grains were waiting outside Imam Khomeini Port for unloading. It said other vessels had waited for weeks for their cargoes to be processed in the port and in Bandar Abbas, another major cargo port on the Persian Gulf.</p>
<p>Iran says cargo handling at Iranian ports has surged despite sanctions imposed on the country.</p>
<p>However, the government source ruled out payment issues and said that the ships remained anchored mainly because there have been changes to Iran’s import polices as the country seeks to increase inventories of basic goods and foods to cope with the sanctions.</p>
<p>“Assume that storage capacity in this port has been nearly three million tons but currently around six million tons of basic goods have entered this port,” the official told semi-official Tasnim news agency, adding, “It is obvious that some ships should wait for discharge.”</p>
<p>Iranian authorities said in August that imports for basic goods and foodstuffs have significantly increased this year amid efforts to offset the impacts of the American sanctions.</p>
<p>On Thursday, Reuters reported more than 20 ships carrying around one million tons of grain are stuck outside two ports in Iran as United States sanctions create payment problems and hamper the country&#8217;s efforts to import vital commodities.(No Ship Carrying Grain Held Up Outside Ports Over Payment)</p>
<p>Trading companies such as Bunge and China&#8217;s COFCO International have been hit by payment delays and additional costs of up to $15,000 a day as the renewed US restrictions stifle the processing of transactions, trade sources said.</p>
<p>Food, medicine and other humanitarian supplies are exempt from sanctions Washington reimposed after US President Donald Trump said he was walking away from a 2015 international deal over Iran&#8217;s nuclear program.</p>
<p>But the measures targeting everything from oil sales to shipping and financial activities have deterred several foreign banks from doing any Iranian business, including humanitarian deals such as food shipments.</p>
<p>The few remaining lenders still processing Iranian business face multiple hurdles to facilitate payments, as financing channels freeze up.</p>
<p>Six Western and Iranian sources said the situation was contributing to the cargoes being held up for more than a month outside Iran&#8217;s biggest ports for goods, at opposite ends of the Gulf in the Middle East: Bandar Imam Khomeini and Bandar Abbas.</p>
<p>The ships are carrying cargoes including soya beans and corn, mostly from South America, the sources said. The grain vessels are also visible through ship tracking data.</p>
<p>&#8220;There are no restrictions on humanitarian business, but you can&#8217;t get paid for it,&#8221; one European source said. &#8220;You can be waiting for months to get a payment.&#8221;</p>
<p>Another source said: &#8220;There is nervousness among traders about making more sales to Iran before the backlog [of ships] is cleared&#8221;.</p>
<p>A senior Iranian port official who declined to be named told Reuters there have been problems since U.S. sanctions were imposed on its financial system in November 2018.</p>
<p>&#8220;What has changed is that now the number of banks, traders that are staying away from doing business with Iran is increasing,&#8221; the official said.</p>
