Yukiya Amano, chief of the United Nations’ International Atomic Energy Agency, said on Tuesday that commitments undertaken by Iran under the 2015 nuclear deal are being implemented and the IAEA has so far had access to all locations it has needed to visit in the country.

“The sun does not set on IAEA safeguards,” the IAEA website quoted him as saying during his speech at Harvard Kennedy School’s Belfer Center for Science and International Affairs in the eastern U.S. city of Cambridge.

The IAEA carries out stronger inspection activities in Iran and knows more about its nuclear program as a result of the international agreement known as the Joint Comprehensive Plan of Action, he noted.

According to Reuters, the UN atomic watchdog said on Monday in its first report since U.S. President Donald Trump decertified Iranian compliance with the terms that Iran has remained within the main limits on its nuclear activity set by the nuclear deal.

Prior to the recent report, the IAEA had confirmed Iran’s compliance to the JCPOA for eight times.

Despite all these confirmations U.S. President Donald Trump on October 13 decertified Iran’s compliance to the nuclear deal and asked Congress to decide about the fate of the agreement.

The EU foreign policy chief, Federica Mogherini, says the nuclear deal between Iran and six world powers has nothing to do with the Islamic Republic’s national missile program, emphasizing the importance of keeping the multilateral pact “as it is.”

Speaking to reporters ahead of a NATO defense ministers meeting in Brussels on Wednesday, Mogherini said Iran’s missile program or its regional polices are not related to the 2015 nuclear agreement, known as the Joint Comprehensive Plan of Action (JCPOA), as two separate issues.

During her talks in Washington a day earlier, “we made clear, very clear, that these issues have to be tackled outside of the nuclear agreement that covers only nuclear related issues,” she said.

Mogherini further said the EU attaches “great importance” to “keeping the Iran nuclear deal up and running,” adding that during her recent visit to Washington she had discussed the issue with US officials.

“For us, it is very important to keep the nuclear agreement as it is -renegotiation is not possible in our view and you do not change an agreement that is delivering,” she added.

The top EU diplomat expressed confidence that the bloc would “manage to keep the Iran nuclear deal in place,” adding that all sides to the accord must remain committed to their obligations under the deal.

“We will continue to keep the highest possible attention for the strictest possible implementation of the agreement – in all its components and by all sides,” she said.

Mogherini further praised Iran’s good cooperation with the International Atomic Energy Agency, which is tasked with monitoring Iran’s compliance with the deal under a 2015 UN Security Council resolution.

The UN nuclear watchdog has in eight reports confirmed Iran’s commitment to the terms of the JCPOA struck in 2015 between Tehran and the P5+1 states – Russia, China, France, Britain, the US plus Germany.

“I met also the Director General of IAEA in Washington, Dr [Yukiya] Amano, who reiterated to me his assessment that they are having the appropriate access. We trust the Agency’s independence and technical knowledge to monitor in a very strict manner that all the nuclear commitments that Iran has taken are actually met,” Mogherini added.

From Washington, Amano also hailed Iran for remaining fully committed to its side of the deal.

Under President Donald Trump, who took office more than a year after the JCPOA was signed, Washington has at various times attempted to either scrap the agreement or open renegotiations to change its terms.

The US has also imposed fresh sanctions on Iran over its missile program, which it claims violates the United Nations Security Council Resolution 2231, which endorsed the nuclear deal.

However, Tehran insists its missile tests do not breach any UN resolutions because they are solely for defense purposes and not designed to carry nuclear warheads.

Iranian officials have time and again said the Islamic Republic’s missile program is for defensive purposes and it’s non-negotiable.

TEHRAN – Director-General of the International Atomic Energy Agency Yukiya Amano confirmed once again that the Islamic Republic of Iran is honoring all it nuclear-related commitments under the 2015 nuclear deal between Tehran and world powers.

“As I have reported to the Board of Governors, the nuclear-related commitments undertaken by Iran under the JCPOA are being implemented,” Amano said in a statement shortly after US President Donald Trump refused to certify the deal, also known as the Joint Comprehensive Plan of Action (JCPOA).

“The IAEA’s verification and monitoring activities address all the nuclear-related elements under the JCPOA. They are undertaken in an impartial and objective manner and in accordance with the modalities defined by the JCPOA and standard safeguards practice,” it added, according to the official website of the IAEA.

“Iran is now provisionally implementing the Additional Protocol to its Comprehensive Safeguards Agreement with the IAEA, a powerful verification tool which gives our inspectors broader access to information and locations in Iran. So far, the IAEA has had access to all locations it needed to visit.”

“At present, Iran is subject to the world’s most robust nuclear verification regime,” Amano stressed in the statement.

Speaking from the White House on Friday, Trump said he will choose not to certify that Tehran is complying with the 2015 nuclear agreement between Iran and six world powers (the US, Russia, China, France, Britain and Germany).

He said that the new policy is aimed at preventing what he claimed Iran’s effort to obtain a nuclear weapon.

In response, Iran’s President Hassan Rouhani on Friday blasted the anti-Iran comments made by the US president, reiterating that the Iranian nation will not surrender to such “false statements and hate speech”.

TEHRAN – International Atomic Energy Agency (IAEA) Director-General Yukiya Amano said the UN nuclear watchdog would seek access to Iran’s military sites if the need arises.

“When we identify the need, we seek access to the locations. We don’t make a difference between civilian and military locations, (but) we don’t discuss details of where we go,” Amano told Los Angeles Times when asked if the IAEA would inspect Iran’s military facilities.

He added, “We are a technical organization and I am discharging my responsibilities based on rules, based on the IAEA standard safeguards practice. We simply keep on working and monitoring and verifying the nuclear-related commitments made by Iran under the (nuclear deal) in an impartial, objective and professional manner. So whatever happens, we keep on working.”

Referring to various reports produced by the IAEA on Iran’s compliance with the nuclear deal, he said, “The information collected by inspectors must be kept confidential. These people (critics) complain that they don’t have information related to Iran, but they don’t have information about Germany, Japan or Kenya either. It’s like a doctor. People go to a doctor with the understanding that he won’t disclose sensitive information.”

The IAEA is tasked with monitoring Iranian compliance with the deal, a basically technical matter that falls within the agency’s area of expertise. The IAEA has consistently verified that Iran is in compliance since the deal started being implemented in January 2016.

Senior Iranian officials have repeatedly underlined that foreigners would never be given access to the country’s military bases, deriding the notion that the UN nuclear watchdog sees no distinction between civilian and military sites in its inspections as a figment of Yukiya Amano’s imagination.

Salehi and Amano held the meeting on Monday on the sidelines of the 61st General Conference of the International Atomic Energy Agency in Vienna.

Earlier in the day, addressing the general conference, Salehi slammed recent calls by the US government to inspect Iran’s military sites under false pretexts and said the US ambassador to the United Nations, Nikki Haley, made a “host of unjustifiable, peculiar demands” in talks with Amano in Vienna last month.

Haley’s demands are “far beyond the purview of the JCPOA and its collectively negotiated and well-defined provisions,” Salehi said.

“We remain confident that the (UN atomic) agency, and for that matter the director general, will resist such unacceptable demands,” he stressed.

“The American administration’s overtly hostile attitude and actual foot-dragging policies and measures aimed at undermining the nuclear deal… are contrary to the letter and spirit” of the JCPOA, Salehi said.

In August, Haley traveled to Vienna to press the UN nuclear chief on her reading of Iran’s compliance with the JCPOA and asked if the IAEA planned to inspect Iranian military sites, something she has called for.

In a letter dated August 19 but released on August 23, Iran’s Foreign Minister Mohammad Javad Zarif warned about US lack of adherence to the nuclear deal.

Zarif has also said that Haley’s visit to the IAEA undermines “the independence and credibility” of IAEA inspectors.

Iran and the Group 5+1 (Russia, China, the US, Britain, France and Germany) reached the 159-page nuclear agreement, also known as the Joint Comprehensive Plan of Action, in July 2015 and implemented it in January 2016.

After the General Conference approved the appointment, Conference President Maria Zeneida Angara Collinson, Ambassador of the Philippines, invited Mr. Amano to take the oath of office.

Mr. Amano said he was deeply honoured by the decision of the General Conference to renew his mandate as Director General for another term, International Atomic Energy Agency reported.

“In this 60th anniversary year of the IAEA, I accept re-appointment with gratitude and humility. I sincerely thank Member States for their trust and confidence,” he said.

“In the coming years, I will continue to implement our Atoms for Peace and Development mandate energetically and in an impartial and transparent manner, under the guidance of the Board of Governors, and for the benefit of all Member States,” he added.

The approval follows Mr. Amano’s appointment by the IAEA Board of Directors on 8 March to a new term, and – in line with the IAEA Statute – requested the General Conference to approve this appointment.
