										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iran’s Foreign Ministry special envoy for Afghanistan, Mohammad Ebrahim Taherian pointed to a statement released by Afghanistan’s consultative Loya Jirga meeting for peace and voiced Iran’s readiness to be a sponsor of a part of talks between Afghanistan government and the Taliban.</p>

<p>Taherian also stressed Tehran’s support for the Afghan-led peace process which is aimed at putting an end to years of conflicts in the Asian country, the Iranian Students’ News Agency (ISNA) reported on Tuesday.</p>
<p>The Afghan Loya Jirga (grand assembly) approved the release of 400 Taliban prisoners on Sunday, and President Ashraf Ghani endorsed the decision.</p>
<p>Taherian welcomed decisions made at the meeting including approving the release of the 400 Taliban prisoners in an aim to quickly start the intra-Afghan talks and bring about a ceasefire and ending a 19 year of the war.</p>
<p>“As a neighbor of Afghanistan, the Islamic Republic of Iran supports efforts by the Afghan government and Taliban to achieve lasting peace and in this regard. Iran urges all parties to provide grounds for achieving stability and coexistence by decreasing violence and organizing peace talks,” said the Iranian diplomat.</p>
<p>The prisoner exchange was a key part of a deal signed by the Taliban and the United States in February, which saw Washington agree to withdraw its troops from Afghanistan in return for a pledge from the militants to hold peace talks with the Kabul government.</p>
<p>Tehran has laid emphasis on the need for all Afghan groupings to join negotiations – spearheaded by the government – toward resolving the country’s problems.</p>
<p>Violence runs rampant across Afghanistan despite the presence of thousands of foreign, mostly American, forces in the country.</p>
<p>The US first invaded Afghanistan in 2001 under the banner of fighting “terrorism.” The invasion toppled the Taliban, but the group has never stopped its attacks, citing the foreign military presence as one of the main reasons behind its continued militancy. Tens of thousands of people have been killed during two decades of fightings.</p>

<p>Ghani on Monday afternoon spoke at the opening of an international meeting on “strengthening regional consensus for peace,&#8221; stressing the need for the support of neighboring and regional countries to participate in the reconciliation process in Afghanistan, TOLO News reported.</p>
<p>Representatives of 19 countries and international organizations attended the virtual meeting that was held at the Presidential Palace.</p>
<p>“We all are faced with the threat of terrorism, regional crime networks and extremism,” Ghani said. “The logic thought is that we stay together and Afghanistan as a roundabout of regional cooperation can play a good role in regional stability and prosperity.”</p>
<p>He said that international consensus to end the war is there, adding that “the support of regional and neighboring countries for regional consensus will help Afghanistan to achieve its goals on peace.&#8221;</p>
<p>On peace, Ghani said that “the peace process will face serious challenges if the Taliban continue the war.”</p>
<p>“Unfortunately, the violence level is high compared to the last year,&#8221; he said, claiming, &#8220;Recent reports by the UN showed that the Taliban is yet to implement their commitments&#8211; and maintain their ties with terrorist networks.&#8221;</p>
<p>Ghani said that the Afghan government has made big steps with the prisoner release, calling on the Taliban to abandon violence and release the Afghan prisoners.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Afghanistan’s government and the Taliban group have agreed that Doha will be the venue for the first meeting in their peace talks, both sides said.</p>

<p>The talks, known as the intra-Afghan dialogue, will be the first high-level meeting between the two sides after years of fighting.</p>
<p>No date has been announced for the meeting, but it is expected to take place after the two sides settle differences on the release by the Afghan government of 5,000 Taliban prisoners, which could be as soon as the end of next week.</p>
<p>“The first intra-Afghan meeting will happen in Doha,” Taliban spokesman Suhail Shaheen told Reuters, adding that the group was ready to hold intra-Afghan talks within a week of the release of 5,000 prisoners.</p>
<p>The Afghan government has released 3,000 Taliban prisoners so far under an agreement signed between the United States and the group in February.</p>
<p>That deal outlined a roadmap for withdrawing foreign forces from Afghanistan and peace talks to end the 19-year war.</p>
<p>The government wants talks to begin as soon as possible but has issues with the release of a few hundred high-profile Taliban prisoners, a senior government official told Reuters.</p>
<p>The official said the government had offered an alternative prisoner release list to the Taliban.</p>
<p>The spokesman for the Afghan Presidential Palace, Sediq Sediqqi, said on Twitter that Doha had been agreed as the venue for the first talks but said no permanent venue had been agreed.</p>
<p>The Qatari capital was the venue for signing the deal between the United States and the Taliban. The group has had a political office in Doha since 2013.</p>
<p>The United States and its allies invaded Afghanistan in October 2001 shortly after the September 11 attacks on New York and Washington. While the invasion ended the Taliban’s rule in the country, it has failed to eliminate the group.</p>
<p>American forces have since remained bogged down in Afghanistan through the presidencies of George W. Bush, Barack Obama, and now, Donald Trump.</p>
<p>About 2,400 US soldiers have been killed, along with unknown numbers of Afghan troops and Taliban militants. Over 100,000 Afghans have been killed or injured since 2009 when the UN Assistance Mission in Afghanistan began documenting casualties.</p>
<p>About 14,000 US troops and approximately 17,000 troops from NATO allies and partner countries remain stationed in Afghanistan.</p>
<p>Since the US-led invasion in 2001, the US has reportedly spent more than one trillion dollars on the war in Afghanistan.</p>

<p>If the so-called &#8220;reduction in violence&#8221; holds, it will be a major step toward withdrawing US troops after more than 18 years – and launching Afghanistan into an uncertain future, AFP reported.</p>
<p>&#8220;Afghans are tired of war,&#8221; Bismillah Watandost, a senior member of the People&#8217;s Peace Movement of Afghanistan, told AFP, calling on citizens to march and &#8220;demand an end to this tragic war.&#8221;</p>
<p>Many Afghans on Facebook were hopeful. &#8220;It&#8217;s a golden opportunity for Afghanistan to bring peace,&#8221; one, Abu Mahmood, wrote.</p>
<p>Both US Secretary of State Mike Pompeo and the Taliban issued statements on Friday saying they had agreed to sign an accord on February 29 in Doha, following the one-week partial truce.</p>
<p>&#8220;Upon successful implementation of this understanding, signing of the US-Taliban agreement is expected to move forward,&#8221; Pompeo said, adding that talks between the Taliban and the Afghan government would &#8220;start soon thereafter.&#8221;</p>
<p>Afghanistan&#8217;s National Security Council spokesman Javed Faisal and Taliban sources said a &#8220;reduction in violence&#8221; between the US, Taliban, and Afghan security forces had been agreed.</p>
<p>The United States has been in talks with the Taliban for more than a year to secure a deal in which it would pull out thousands of troops in return for Taliban security guarantees and a promise to hold peace talks with the government in Kabul.</p>
<p>A reduction in violence would show the Taliban can control their forces and demonstrate good faith ahead of any signing, which would see the Pentagon withdraw about half of the 12,000-13,000 troops currently in Afghanistan.</p>
<p>&#8220;The Taliban must demonstrate their commitment to a meaningful reduction in violence,&#8221; US Secretary of Defense Mark Esper said on Twitter.</p>
<p>&#8220;Should the Taliban reject the path of peace, we remain prepared to defend ourselves and our Afghan partners,&#8221; he added.</p>
<p>A partial truce could also give a much-needed respite to civilians, who have long borne the brunt of the bloody war. The UN said last year that more than 100,000 people have been killed or wounded in Afghanistan in the last decade.</p>
<p>However, details of what exactly such a truce will look like have remained scant.</p>
<p>In southern Kandahar Province, seen as the Taliban heartland, one militant told AFP he had received orders to stand down.</p>
<p>However, another Taliban commander there said he had only been ordered to refrain from attacking major cities and highways.</p>
<p>Any truce comes fraught with danger, and analysts warn the attempt to stem Afghanistan&#8217;s bloodshed is laced with complications and could fail at any time.</p>
<p>Worse still, they say warring parties could exploit a lull to reconfigure their forces and secure a battlefield advantage.</p>
<p>Since the US invasion in 2001, there has only been one other pause in the fighting – a surprise three-day cease-fire between the Taliban and Kabul marking the religious festival of Eid al-Fitr in 2018.</p>
<p>Afghan President Ashraf Ghani said Friday Afghan security forces would remain &#8220;on active defense status&#8221; during the week.</p>
<p>In a statement, the Taliban said warring parties would &#8220;create a suitable security situation&#8221; ahead of a deal signing.</p>
<p>The Taliban&#8217;s political spokesman, Suhail Shaheen, separately tweeted that the agreement would see &#8220;all&#8221; foreign forces leave Afghanistan.</p>
<p>Since the US-led invasion after the September 11, 2001 attacks, America has spent more than $1 trillion in fighting in Afghanistan.</p>
<p>About 2,400 US soldiers have been killed, along with unknown tens of thousands of Afghan troops, Taliban members, and Afghan civilians.</p>
