<p>Abdullah is heading a delegation comprising members of the Afghan reconciliation council as well as Afghan Parliament and Foreign Ministry.</p>
<p>The former chief executive officer of the Afghan unity government is going to meet Iranian President Hassan Rouhani, Parliament Speaker Mohammad Baqer Qalibaf, Foreign Minister Mohammad Javad Zarif and other senior officials during his three-day stay in Tehran.</p>
<p>Abdullah is scheduled to hold talks on the Afghan peace process, the negotiations in Qatar, and the need for regional consensus and support for the Afghanistan peace efforts.</p>
<p>Iran has repeatedly voiced commitment to supporting the peace process in Afghanistan under the guidance and ownership of Afghan people.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; Afghanistan&#8217;s top official in negotiations with the Taliban arrived in Pakistan&#8217;s capital Monday on a three-day trip during which he will meet with the country&#8217;s prime minister and other government officials.</p>

<p>Abdullah Abdullah, who leads the Afghan High Council for National Reconciliation, was received by top government officials on arriving in Islamabad, AP reported.</p>
<p>Apart from meeting with Prime Minister Imran Khan, the Afghan reconciliation leader also will meet with President Arif Alvi, Foreign Minister Shah Mahmood Qureshi and other officials.</p>
<p>The council represents the Afghan government in negotiations with the Taliban which began in Qatar on Sept. 12.</p>
<p>Khan publicly has said his government facilitated the talks. He said it was now up to the Afghans to seize this opportunity.</p>
<p>Abdullah&#8217;s visit “will provide an opportunity for wide-ranging exchange of views on the Afghan peace process and strengthening of Pakistan-Afghanistan bilateral relations and people-to-people interaction,&#8221; Pakistan&#8217;s Foreign Ministry said in a statement.</p>
<p>“Pakistan fully supports all efforts for the peace, stability and prosperity of the Afghan people.&#8221;</p>

<p>A small group of negotiators from both sides had met in previous days to try to discuss how the substantive negotiations would take place.</p>
<p>“The contact group from both sides’ delegations continued the discussion on rules and procedures and prepared to present it to the general meeting between the two negotiating teams (taking place on Tuesday),” senior Afghan government negotiator Nader Nadery said, Reuters reported.</p>
<p>The Taliban’s political spokesman Muhammad Naeem said the meeting would be “general” and there were no specific agreed issues on the agenda.</p>
<p>An Afghan presidential palace official said a top priority was getting the Taliban to agree on a ceasefire.</p>
<p>Violence has continued in the country even after the launch of historic peace talks at an opening ceremony in Doha on Saturday.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Afghan President Ashraf Ghani named 48 people who will decide the negotiation strategy for a meeting with the Taliban.</p>

<p>The members of the High Council for National Reconciliation include former president Hamid Karzai, ex-mujahideen leaders Abdul Rab Rasul Sayyaf, Gulbuddin Hekmatyar, Mohammad Karim Khalili, Mohammad Mohaqiq, Abdul Rashid Dostum, Mohammad Yunus Qanooni, Salahuddin Rabbani, and members of other factions, according to Afghan media.</p>
<p>While the council is seen as a government-appointed body, Karzai has said he “will not be part of any government structure” but that he would continue his endeavors for peace.</p>
<p>At least one general from the ex-communist government is on the list, as are those who fought with the Taliban for nearly three decades.</p>
<p>Ghani is keen to broaden the team that will advise the squad of negotiators ahead of the crucial meeting, the date for which has yet to be finalized.</p>
<p>He has asked religious scholars, parliament, the media and provincial councils to put forward their picks for the council within a week, an indication that the talks are not likely to start in early September.</p>
<p>The setting up of the council has been beset by delays since the signing of a so-called peace agreement between the Taliban and Washington in Doha in February this year.</p>
<p>Intra-Afghan talks should have begun in early March following a prisoner exchange deal between the Taliban and Kabul in line with the February agreement, which also paves the way for a complete withdrawal of all US troops from Afghanistan by next spring.</p>
<p>According to Abdullah Abdullah, who is leading the 48-member team, the talks are scheduled to take place in the coming week.</p>
<p>But the Taliban said the group had made “no such pledge” and that the talks would take place only after Kabul freed “all of its remaining comrades from prison” — a key condition of the February accord.</p>

<p>He made the remarks in the closing session of the Loya Jirga, a gathering of Afghan politicians and community leaders.</p>
<p>&#8220;Loya jirga made our wishes come true. Peace will make life beautiful. People were worried about freedom and their rights. All the Afghan children, boys and girls, will go to school,&#8221; he expressed content.</p>
<p>He called Taliban to stay in peace.</p>
<p>&#8220;This is a very happy day. Based on the information I have the intra-Afghan talks would begin within two to three days after the release of the 400 Taliban prisoners,&#8221; former President Hamid Karzai told the gathering.</p>
<p>The Afghan government and the Taliban are &#8220;on the verge&#8221; of peace talks after thousands of prominent Afghans approved the release of about 400 contentious militant prisoners, Kabul&#8217;s lead negotiator said Sunday, as France 24 reported.</p>
<p>The resolution was passed at the end of a three-day &#8220;Loya jirga&#8221; &#8211; a traditional Afghan meeting of tribal elders and other stakeholders sometimes held to decide on controversial issues.</p>
<p>&#8220;In order to remove the hurdles for the start of peace talks, stopping the bloodshed, and for the good of the public, the jirga approves the release of 400 prisoners as demanded by the Taliban,&#8221; jirga member Atefa Tayeb announced.</p>
<p>&#8220;The decision of the Loya jirga has removed the last excuse and obstacles on the way to peace talks. We are on the verge of peace talks,&#8221; said Abdullah Abdullah, who has been appointed by the government to lead negotiations with the Taliban.</p>
<p>The gathering recommended that any foreign nationals among the prisoners should be handed over to their respective countries.</p>
<p>The prisoners&#8217; fate has been a crucial hurdle in launching peace talks between the two warring sides, which have committed to completing a prisoner exchange before the talks can start.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – President Hassan Rouhani of Iran hoped that the Afghanistan peace process with the centrality of the Afghan government and the presence of all political groups will lead to peace.</p>

<p>He made the remarks in a telephone conversation with Afghan President Ashraf Ghani on August 1, Mehr News Agency (MNA) reported.</p>
<p>Congratulating his Afghan counterpart on the occasion of Eid al-Adha (Feast of the Sacrifice), Rouhani stated, “The Islamic Republic of Iran has always been willing to expend bilateral relations with the Islamic Republic of Afghanistan, relying on historical and cultural commonalities between the two countries and using trade, economic and transit capacity in various fields.”</p>
<p>Hoping that Iran-Afghanistan’s comprehensive cooperation plan will be prepared soon, President Rouhani said that limiting the coronavirus spread would lead the two capitals to register signing of Iran-Afghanistan comprehensive cooperation plan in a meeting in Tehran as well as the inauguration of the Khaf-Herat Railway as two historic achievements in the history of bilateral friendly interactions in the coming months.</p>
<p>Welcoming declaring a temporary ceasefire in Afghanistan by Taliban, Rouhani said, “The Islamic Republic of Iran has always supported peace process led by the Afghan government and we hope that inter-Afghan talks, with the centrality of legal government and all political groups of Afghanistan and Taliban, will bear fruition in accordance with the Constitution.”</p>
<p>Taliban spokesman Zabihullah Mujahid in a statement on July 28 declared a three-day ceasefire on the occasion of the Muslim holiday of Eid al-Adha, starting on July 31.</p>
<p>Turning to the coronavirus global pandemic, Rouhani said, “The Islamic Republic of Iran will stand by the people and government of Afghanistan and will spare no effort in this regard.”</p>
<p>Meanwhile, Afghan President Ashraf Ghani, for his part, congratulated Eid al-Adha to his Iranian counterpart and appreciated Tehran’s support for Kabul in its fight against the fatal COVID-19, including offering quality medical and healthcare services to Afghan migrants in Iran.</p>
<p>He also praised Iran’s support for Afghanistan’s peace talks and hoped that Tehran’s support would lead to bringing more peace and security to Afghanistan, the region and the entire world.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; Afghanistan wakes up in partial truce on Saturday after the Taliban, the US and local forces all agreed to a lull that could be a major turning point in the long conflict.</p>

<p>If the so-called &#8220;reduction in violence&#8221; holds, it will be a major step toward withdrawing US troops after more than 18 years – and launching Afghanistan into an uncertain future, AFP reported.</p>
<p>&#8220;Afghans are tired of war,&#8221; Bismillah Watandost, a senior member of the People&#8217;s Peace Movement of Afghanistan, told AFP, calling on citizens to march and &#8220;demand an end to this tragic war.&#8221;</p>
<p>Many Afghans on Facebook were hopeful. &#8220;It&#8217;s a golden opportunity for Afghanistan to bring peace,&#8221; one, Abu Mahmood, wrote.</p>
<p>Both US Secretary of State Mike Pompeo and the Taliban issued statements on Friday saying they had agreed to sign an accord on February 29 in Doha, following the one-week partial truce.</p>
<p>&#8220;Upon successful implementation of this understanding, signing of the US-Taliban agreement is expected to move forward,&#8221; Pompeo said, adding that talks between the Taliban and the Afghan government would &#8220;start soon thereafter.&#8221;</p>
<p>Afghanistan&#8217;s National Security Council spokesman Javed Faisal and Taliban sources said a &#8220;reduction in violence&#8221; between the US, Taliban, and Afghan security forces had been agreed.</p>
<p>The United States has been in talks with the Taliban for more than a year to secure a deal in which it would pull out thousands of troops in return for Taliban security guarantees and a promise to hold peace talks with the government in Kabul.</p>
<p>A reduction in violence would show the Taliban can control their forces and demonstrate good faith ahead of any signing, which would see the Pentagon withdraw about half of the 12,000-13,000 troops currently in Afghanistan.</p>
<p>&#8220;The Taliban must demonstrate their commitment to a meaningful reduction in violence,&#8221; US Secretary of Defense Mark Esper said on Twitter.</p>
<p>&#8220;Should the Taliban reject the path of peace, we remain prepared to defend ourselves and our Afghan partners,&#8221; he added.</p>
<p>A partial truce could also give a much-needed respite to civilians, who have long borne the brunt of the bloody war. The UN said last year that more than 100,000 people have been killed or wounded in Afghanistan in the last decade.</p>
<p>However, details of what exactly such a truce will look like have remained scant.</p>
<p>In southern Kandahar Province, seen as the Taliban heartland, one militant told AFP he had received orders to stand down.</p>
<p>However, another Taliban commander there said he had only been ordered to refrain from attacking major cities and highways.</p>
<p>Any truce comes fraught with danger, and analysts warn the attempt to stem Afghanistan&#8217;s bloodshed is laced with complications and could fail at any time.</p>
<p>Worse still, they say warring parties could exploit a lull to reconfigure their forces and secure a battlefield advantage.</p>
<p>Since the US invasion in 2001, there has only been one other pause in the fighting – a surprise three-day cease-fire between the Taliban and Kabul marking the religious festival of Eid al-Fitr in 2018.</p>
<p>Afghan President Ashraf Ghani said Friday Afghan security forces would remain &#8220;on active defense status&#8221; during the week.</p>
<p>In a statement, the Taliban said warring parties would &#8220;create a suitable security situation&#8221; ahead of a deal signing.</p>
<p>The Taliban&#8217;s political spokesman, Suhail Shaheen, separately tweeted that the agreement would see &#8220;all&#8221; foreign forces leave Afghanistan.</p>
<p>Since the US-led invasion after the September 11, 2001 attacks, America has spent more than $1 trillion in fighting in Afghanistan.</p>
<p>About 2,400 US soldiers have been killed, along with unknown tens of thousands of Afghan troops, Taliban members, and Afghan civilians.</p>

<p>In a meeting with National Security Adviser to Afghanistan’s president Hamdullah Mohib, Iranian Foreign Ministry’s special envoy to Afghanistan Mohammad Ebrahim Taherian voiced the Islamic Republic’s support for law, order and peace processes in Afghanistan under the leadership of the Afghan people.</p>
<p>The only Afghan parties dialogue will ensure lasting peace in Afghanistan, the Iranian diplomat stressed, highlighting Tehran’s willingness to strengthen relations with the Kabul government.</p>
<p>For his part, Mohib said the Afghan government maintains independent ties with the neighbors according to its own interests.</p>
<p>He also highlighted Afghanistan’s plan for state governmental relations with other nations, expressing hope that the neighbors and partners of Afghanistan would consider this policy and shape their future ties with Kabul by taking such principle into account.</p>
<p>In an address to the Ministerial Conference of Heart of Asia Countries Istanbul in December 2019, Iranian Foreign Minister Mohammad Javad Zarif voiced Tehran’s support for “an Afghan-owned and Afghan-led peace process”, stressing that withdrawal of foreign troops from the war-hit country would prepare the ground for peace and reconciliation process.</p>
<p>Last week, the UN Secretary-General’s Special Representative for Afghanistan Tadamichi Yamamoto highlighted the Islamic Republic of Iran’s support for the Afghan government and nation throughout the years of war in that country and lauded Iran’s positive role in helping resolve the problems of Afghanistan.</p>

										<content:encoded><![CDATA[<p class="lead">TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – The Taliban denied any agreement for any ceasefire plan in Afghanistan after rumors swirled of a potential deal that would see a reduction in fighting after more than 18 years of war.</p>
<p dir="LTR">The statement from the insurgents comes as local and international forces brace for another bloody winter amid renewed US-Taliban talks after US President Donald Trump called off the negotiations earlier this year over insurgent attacks.</p>
<p dir="LTR">&#8220;In the past few days, some media have been releasing untrue reports about a ceasefire&#8230; The fact is that the Taliban has no ceasefire plan,&#8221; the Taliban said, AFP reported.</p>
<p dir="LTR">The US and the Afghan government in Kabul have long called for a ceasefire with the Taliban, including during the year of negotiations between Washington and the Taliban that were abruptly called off by Trump in September.</p>
<p dir="LTR">However, the militants have repeatedly stated that any potential truce will only be ironed out after American troops withdraw from the country.</p>
<p dir="LTR">The US-Taliban talks, held mainly in Doha, were aimed at allowing Washington to begin withdrawing troops in return for various security guarantees.</p>
<p dir="LTR">They were on the brink of a deal when Trump abandoned the effort in September, citing Taliban violence. Negotiations have since restarted in Doha, but were earlier this month put on a &#8220;pause&#8221;.</p>
<p dir="LTR">Trump is looking to slash the troop presence in Afghanistan, potentially even before a deal between Washington and the Taliban is cemented.</p>
<p dir="LTR">Meanwhile, deadly bouts of fighting continue, with tens of thousands of Afghan security forces killed since they inherited combat operations from NATO at the end of 2014.</p>
<p dir="LTR">Every day Afghans also continue to bear the brunt of the bloody conflict.</p>
<p dir="LTR">Last week the UN said the country had passed a grim milestone this year, with more than 100,000 Afghan civilians killed or wounded over the past decade.</p>
<p dir="LTR">A UN tally found that last year was the deadliest on record, with at least 3,804 civilian deaths caused by the war &#8212; including 927 children.</p>
