TEHRAN (Iran News) – Iranian parliament’s Nuclear Committee paid a visit to Arak heavy water complex and nuclear reactor on Wednesday.

The MPs, in this visit, were informed of the site’s facilities and procedures besides its production, engineering and technical activities.

The visit was paid to let the MPs prepare their periodical report (each six months) about the activities and measures of the Atomic Energy Organization of Iran (AEOI), regarding its JCPOA commitments and reduction of obligations.

On November 18, the International Atomic Energy Agency (IAEA) reported said that Iran has accumulated more than 130 tons of heavy water in continuation of its cuts to JCPOA commitments.

“On 16 November 2019, Iran informed the Agency that its stock of heavy water had exceeded 130 metric tons,” the International Atomic Energy Agency said in a report to member states, Reuters reported.

“On 17 November 2019, the Agency verified that the Heavy Water Production Plant (HWPP) was in operation and that Iran’s stock of heavy water was 131.5 metric tonnes,” the report added.

Iran took the fourth step back from its commitments to the nuclear deal earlier this month at the end of a 60-day ultimatum to remaining parties to the nuclear deal to live up to their own commitments to the JCPOA ended while they did not take any practical steps to meet Iran’s demands.

Iran demands European countries make up for its losses after the US withdrawal from the accord and help Iran with its oil sales and banking relations.

Tehran says its countermeasures are in accordance with the paragraphs 26 and 36 of the nuclear deal, and that it will reverse the steps once its demands are met.

As a first step, Iran increased its enriched uranium stockpile to a level above the 300 kilograms set by the JCPOA.

In the second step, Tehran began enriching uranium to purity rates beyond the JCPOA-limit of 3.76 percent.

Furthermore, Tehran lifted all restrictions on nuclear research and development and announced it would use advanced centrifuges as its third step.

In the 4th step, the Iranian nuclear agency resumed uranium enrichment to 4.5% at Fordow nuclear facility by injecting gas into advanced IR6 centrifuges, while Iran had agreed in the JCPOA not to conduct enrichment in the underground facility.

Each time Iran gives a 60-day deadline to the other parties before taking its next step.

TEHRAN (Iran News) – President Hassan Rouhani on Tuesday said Iran only began scaling back its nuclear commitments a year after the US withdrawal from the 2015 atomic deal to give the other parties time to make up for it.

“We waited for a year,” Rouhani told a televised news conference about Iran nuclear cuts.

“Nobody in the world can blame us by saying ‘Why are you abandoning your commitments under the JCPOA today and why have you launched Fordo today?'” he said.

“This is a problem that the enemy has created for us,” he said, referring to Iran’s archfoe, the United States.

Iran’s approach, he said, was to take “the path of resistance and perseverance” by reducing commitments under the JCPOA and engaging in negotiations.

“We are negotiating with the world… they are giving us proposals, we’re giving them proposals. Up until today, I have not accepted the proposals I’ve been given.”

A year after the US pullout from the Joint Comprehensive Plan of Action (JCPOA), Iran began reducing its commitments to the deal hoping to win concessions from those still party to the accord.

Iran’s latest measure came last week when engineers began feeding uranium hexafluoride gas into mothballed enrichment centrifuges at the underground Fordo plant south of Tehran.

The International Atomic Energy Agency said Iran’s stockpiles of low-enriched uranium exceeds the amount allowed by the JCPOA.

It also said Iran continues to enrich uranium up to 4.5%, above the 3.67% allowed.

The agency says as of Nov. 3, Iran’s stockpile of low-enriched uranium was 372.3 kilograms (820.78 pounds) compared to 241.6 kilograms reported on Aug. 19, and past the 202.8-kilogram limit.

On Monday Britain, France, Germany and the European Union said Iran’s decision to restart activities at Fordo was “inconsistent” with the 2015 nuclear deal.

“The E3/EU have fully upheld their JCPOA commitments, including sanctions-lifting as foreseen under the JCPOA,” they said.

“It is now critical that Iran upholds its JCPOA commitments and works with all JCPOA participants to de-escalate tensions.”

EU commitment to JCPOA questioned

Britain, France, Germany and the EU have been trying to salvage the 2015 Iran nuclear deal since the US unilaterally withdrew from it in May last year and began reimposing sanctions.

Iran’s Foreign Minister Mohammad Javad Zarif challenged those effects on Tuesday, accusing the European nations of hypocrisy for criticizing its latest step back from a nuclear deal while failing to fulfill their commitments of relief from US sanctions.

“‘Fully upheld commitments under JCPOA’ YOU? Really?” he tweeted.

Zarif said Iran had already “triggered and exhausted” a dispute resolution mechanism in the troubled accord.

The minister also noted that Iran is actually using the solutions provided in Paragraph 36 of the agreement in reciprocation for Washington’s pullout in May 2018 and Europe’s failure to hold up its end of the bargain.

Zarif also posted Iran’s Foreign Ministry letter to the Europeans dating back to November 6, 2018, which outlined “Iran’s right to react and protect its national interests.”

EU foreign policy chief Federica Mogherini said Monday despite all difficulties, the bloc’s foreign ministers have once again reaffirmed their support for the full implementation of the JCPOA.

“Let me stress that there was again today, around our table, full commitment to the [nuclear] agreement (officially known as the Joint Comprehensive Plan of Action or JCPOA) that remains crucial for our security even if it is increasingly difficult to preserve it,” Mogherini told reporters after a meeting of EU foreign ministers in Brussels.

“We will continue efforts to have a full implementation of the agreement,” she added.

German Foreign Minister Heiko Mass had on Monday threatened the use of “all the mechanisms laid down in the agreement” to make Iran comply with its obligations under the JCPOA.

AFP, AP and Press TV contributed to this story.

TEHRAN (Iran News)- Iranian President Hassan Rouhani underlined on Monday that his country will continue the modification of JCPOA undertakings until the Europeans come in full compliance with their obligations under the internationally-endorsed agreement.

“Any day that you comply with all your undertakings, we will revive all our undertakings too and will implement them. A unilateral undertaking is not accepted,” President Rouhani said, addressing people in the Southern city of Rafsanjan on Monday.

He referred to Iran’s modification of nuclear deal undertakings given the US withdrawal and the Europeans’ lagging in the implementation of their commitments, and said, “Since our path is correct, we will continue this path. We stand against our enemies with all our power. We have done nothing illegal and complied with the law and we do not bow to your orders.”

Rouhani rebuffed US President Donald Trump’s remarks that Washington was fooled into signing the nuclear deal with Iran, and said the parties to the agreement discussed it for two years and the then US secretary of state, president, negotiators and lawyers were all informed of its contents.

He also stressed Iran’s determination to maintain the nuclear deal and said with this policy the country will achieve a big political, security and defensive goal next year which is the removal of arms sanctions against Tehran based on the nuclear deal and the UN resolution 2231.

Iran’s early Thursday resumed injection of UF6 gas into the centrifuge machines installed at Fordow nuclear facility as part of the country’s fourth step to modify nuclear deal undertakings.

The measure at Fordow was taken upon an executive order by President Hassan Rouhani in coordination with the Supreme National Security Council (SNSC).

A cylinder including 2,000 kg of uranium hexafluoride (UF6) was transferred from Natanz to Fordow nuclear site. Then, the cylinder was connected to the feeding lines on Wednesday midnight.

Following the successful technical overhaul, the gas injection to the chains as well as the centrifuges and producing and gathering enriched uranium began at Fordow under the supervision of the International Atomic Energy Agency (IAEA).

President Rouhani had announced on Wednesday that the nuclear facility at Fordow would soon begin its full operation after injecting UF6 gas into centrifuge machines in line with the fourth step of reducing his country’s nuclear deal undertakings.

“Iran’s 4th step in reducing its commitments under the JCPOA begins today by injecting gas to 1044 centrifuges. Thanks to US policy and its allies, Fordow will soon be back to full operation,” President Rouhani wrote on his twitter page.

He underlined that Iran does not keep its enriched uranium and produced heavy water-limited, and noted, “The EU/E3+2 will face Iran’s further actions if they cannot fulfill their obligations within the next 60 days and secure Iran’s interests.”

“Win-Win conditions will be accepted,” President Rouhani said.

He had announced on Tuesday that Tehran would take the fourth step to scale down its nuclear deal undertakings by injecting gas into 1,044 centrifuges at Fordow nuclear site on Wednesday.

“We will take the fourth step in reducing commitments to the JCPOA (tomorrow) and I will declare the directives to the AEOI (the Atomic Energy Organization of Iran) today,” President Rouhani said, addressing the inauguration ceremony of Azadi Innovation Factory, a venue for the gathering of startups.

“The fourth step includes reducing commitments regarding the Fordow enrichment facility,” Rouhani said.

“Under the JCPOA, we were required to have up to 1,044 centrifuges at Fordow, which were supposed to spin idly without gas (being injected into them). Starting tomorrow, we will start injecting gas into the centrifuges at Fordow as part of the fourth JCPOA step,” the president added.

“To all the remaining sides to the JCPOA and other friendly countries, I’d like to state in advance that our new measures will be taken under the supervision of IAEA,” said Rouhani.

“Also, all measures in the fourth step are reversible just like in the previous steps; that is, as soon as the other sides to the agreement begin to live up to their commitments, we will resume our own suspended commitments as well,” he added.

“Some countries made efforts to reach positive results before the fourth deadline ran out, but we have no other choice but to take the fourth step starting tomorrow,” Rouhani said.

He went on to stress, however, that “there is time for negotiations for the next two months. If we reached a proper solution for the removal of sanctions on our export of oil and metal, if we could easily use our money in trade transactions, then we would be fully ready to return to the previous conditions (regarding the level of our JCPOA commitments”.

On October 2, Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei said that the Islamic republic would continue the reduction of its commitments under the nuclear deal.

He tasked the AEOI with implementing the drop of nuclear commitments “precisely and completely until we achieve the desired outcome”.

As a reaction to the US unilateral withdrawal from the JCPOA in 2018 and its subsequent sanctions on Tehran and in a response to Europe’s sluggishness to save Iran’s interests under the deal, Iran started modification of its nuclear deal undertakings in May.

Tehran has rowed back on its nuclear commitments three times in compliance with articles 26 and 36 of the 2015 deal.

Iran says its reciprocal measures will be reversible as soon as Europe finds practical ways to shield the Iranian economy from unilateral US sanctions which were imposed last year when President Donald Trump withdrew from the 2015 nuclear deal.

Iranian Government Spokesman Ali Rabiyee said in September that his country was determined to take the fourth step to modify its nuclear deal undertakings unless the Europeans do their obligations under the Joint Comprehensive Plan of Action (JCPOA).

“If the (Europeans’) undertakings are fully implemented, we will come close to what we had in the nuclear deal too. Our final goal is full implementation of the nuclear deal; we did not modify our undertakings to withdraw from the nuclear deal but they are aimed at bringing the other side back to compliance with their nuclear deal undertakings,” Rabiyee told reporters in a press conference in Tehran.

“Our move towards to the third step depends on the other side’s compliance with its undertakings and Tehran’s satisfaction with the Europeans’ fulfillment of their obligations,” he added.

Rabiyee warned that Iran will take a “strong” step if Europe fails to use the remaining opportunity to implement its Joint Comprehensive Plan of Action (JCPOA) undertakings.

Last Monday, Head of the Atomic Energy Organization of Iran (AEOI) Ali Akbar Salehi announced that the country had launched a 30-strong cascade of IR6 centrifuge machines.

“We have installed 15 new-generation centrifuges in the past two months which is a very big achievement,” Salehi said in an interview with the state TV.

“Now, our capacity (to produce uranium) has reached 8,660 SWU and we could produce nearly 450g of uranium a day before the third step (of the modification of Iran’s nuclear deal undertakings) and now it has increased to over 5,000g daily,” he added.

Salehi noted that Iran has launched a chain of 30 IR6 centrifuges, adding that at present Iran has nearly 60 IR6 centrifuge machines which can produce a sum of 600 SWUs.

He underlined that his organization planned to launch a chain of 30 IR6 centrifuges 3 to 4 years from now after testing a chain of 20 centrifuge machines, but it changed plans to take the step faster due to the high-ranking officials’ decision to modify nuclear deal undertakings in response to the European states’ disloyalties and display the Islamic Republic’s potential and power.

TEHRAN (Iran News) – Foreign Minister Mohammad Javad Zarif says while Iran has taken the next step to further reduce its commitments under the 2015 nuclear deal, also known as the Joint Comprehensive Plan of Action, the door to negotiations to salvage the deal is still open.

“We have taken the fourth JCPOA step. We had made it clear that if the measures of other parties do not yield results, we would take the next steps to scale back our commitments under the deal,” Zarif said on Friday upon arrival in Turkey to attend the 24th meeting of the Council of Foreign Ministers of the Economic Cooperation Organization (ECO).

“We started talks from the first day and did not say no to the talks,” he added, stressing that Tehran will hold talks with the parties willing to help preserve the pact.

“We will hold talks with those parties interested in preserving the JCPOA; the French will continue their consultations on the issue, and we will leave the door open for negotiation and understanding,” Zarif noted.

In 2015, Iran and six major powers (five member states of the United Nations Security Council — Russia, the United States, France, the United Kingdom and China — and Germany) agreed on the final Joint Comprehensive Plan of Action, which particularly stipulated the removal of sanctions imposed on Tehran over its nuclear program.

Following the US’ unilateral withdrawal from the pact in May 2018, and the other parties’ failure to live up to their obligations to secure Iran’s economic benefits from the JCPA, Tehran has started to reduce its JCPOA commitments in two-month phases.

Earlier this week, Iran restarted enrichment at its Fordow nuclear facility as the fourth step away from the 2015 accord.

The country had earlier reduced its commitments in three other phases, but the latest one, the injection of uranium hexafluoride (UF6) gas into centrifuges at Fordow, is believed to be the most important step so far, and a serious warning to other parties.

“This is unacceptable,” German Foreign Minister Heiko Maas told a news conference in Berlin, referring to Iranian President Hassan Rouhani’s announcement that Iran was beginning injecting gas to 1,044 centrifuges at its Fordow nuclear facility. This act is a part of Iran’s 4th step towards reducing JCPOA commitments.

“This step is incompatible with Iran’s obligations under the nuclear deal. By this, Iran continues to put at stake the agreement,” Maas warned.

“So, we strongly urge Iran to reverse all steps that have been taken since July and return to full compliance with its obligations,” he added.

Iran started to scale down its commitments under the 2015 nuclear deal, also known as JCPOA, in a retaliatory move following the unilateral decision by the US to withdraw from the agreement, and the EU’s failure to fulfill its commitments.

Iran started injecting gas into centrifuges at its Fordow nuclear facility on Wednesday, in the presence of inspectors from the UN nuclear watchdog IAEA, according to the state television.

Tehran says gas injection in Fordow is Iran’s 4th step of decreasing its commitments to the 2015 nuclear agreement.

The nuclear agreement was signed in 2015 between Iran and Russia, China, France, the U.K., and the US, plus Germany.

However, last year US President Donald Trump unilaterally withdrew from the deal and intensified pressure on Tehran by re-imposing sanctions targeting the country’s energy and banking sectors.

TEHRAN (Iran News) – Hamid Baeidinejad, Iran’s ambassador to London, said on Tuesday that Iran’s nuclear moves to scale down its commitments under the 2015 multilateral nuclear deal is only aimed at saving the agreement from a total collapse.

Baeidinejad made the remarks hours after President Hassan Rouhani ordered the Atomic Energy Organization of Iran (AEOI) to start injecting uranium gas into advanced IR-6 centrifuges at the Fordow nuclear enrichment facility.

It was the fourth step by Iran to reduce its nuclear commitments in response to the abrogation of the multinational nuclear deal by the Trump administration and return of previous sanctions and inaction by the European signatories to the deal to offset sanctions.

“We’re doing this because we want to salvage the nuclear deal from total collapse,” Baeidinejad told Sky News. “Because the other sides have not been able to live up to their obligations, and Iran is resorting to certain actions to ensure” that the deal will stand.

Iran took the new measure as the Europeans missed the third 60-day deadline to fulfill their commitments to the deal signed in July 2015 and endorsed by the UN Security Council resolution 2231.

According to the Press TV, Baeidinejad said in a scenario in which Iran would uphold its nuclear commitments in the absence of similar conduct by the remaining signatories “is not a sustainable situation.”

“So, we’re reducing some of our commitments to give warnings that this situation cannot be continued and urge them (the other parties) to completely agree to implement their share of the commitments,” the ambassador noted, according to the Press TV.

Iran’s outright withdrawal from the accord or its renegotiation — as the U.S. has proposed — would lead to the deal’s “total collapse” and bring “another set of uncertainties,” said the diplomat who helped craft the JCPOA in negotiations with the five permanent members of the UN Security Council (the U.S., Russia, China, Britain, France) Germany, and the European Union in a course of two years of intensive negotiations.

Ambassador Baeidinejad added “it depends on the other parties” whether Iran would restore its nuclear energy activities to the level that existed before the deal or resort to stronger retaliatory measures.

Under the JCPOA Iran agreed to put limits on its nuclear activities in exchange for the termination of economic and financial sanctions.

‘Iran restoring economic confidence’

The ambassador also strongly refuted claims that Iran’s economy was “collapsing” in the face of the U.S. sanctions.

“Our economy is doing much better comparing to the last year when the sanctions were imposed against Iran. We are regaining our full confidence in being able to recover our economy, and we are on the right track,” Baeidinejad said.

TEHRAN (Iran News) – While Iran’s 4th step away from the nuclear deal is in action, it is not a violation to the deal. It is still reversible and will be done under the supervision of IAEA (International Atomic Energy Agency), France has called the country to “fully adhere to its obligations and to cooperate fully with the IAEA.”

Calling on Iran to reverse its latest decisions to reduce commitments to a 2015 nuclear deal, French foreign ministry spokeswoman Agnes von der Muhll told reporters in a daily briefing on Tuesday that “the announcement by Iran on November 5 to increase its enrichment capacity goes against the Vienna agreement, which strictly limits activities in this area.”

“We are waiting with our partners for the next IAEA reports on Iran’s announcements and actions,” Reuters quoted her as saying.

She claimed that France remained committed to the deal and urged Iran to “fully adhere to its obligations and to cooperate fully with the IAEA, both in JCPOA and its other nuclear obligations.”

Iran’s 4th step in reducing commitments to the JCPOA is beginning on Wednesday, which includes reducing commitments regarding the Fordow enrichment facility.

Iranian President Hassan Rouhani underscored on Tuesday that the new measures will be taken under the supervision of the IAEA.

“Under the JCPOA, we were inquired to have up to 1,044 centrifuges at Fordow, which were supposed to remain without gas. Starting tomorrow, we will start injecting gas into the centrifuges at Fordow as part of the fourth JCPOA step,” the president said.

“To all the remaining sides to the JCPOA and other friendly countries, I’d like to state in advance that our new measures will be taken under the supervision of the IAEA,” Rouhani added.

“Also, all measures in the fourth step are reversible just like in the previous steps; that is, the moment the other sides to the agreement begin to live up to their commitments, we will resume our own suspended commitments as well,” he added.

Iran has repeatedly warned the European parties, including France, that the deal can only be rescued if they help it circumvent US sanctions on its banking and oil sectors.

Iran says if it reached a proper solution for the removal of sanctions on its export of oil and metal, if it could easily use its money in trade transactions, then it would be fully ready to return to the previous conditions, regarding the level of our JCPOA commitments.

Maja Kocijancic, a spokeswoman for the European Commission, said Monday that the deal “is a matter of our security, not just the region nor Europe but globally.” Saying JCPOA is a global security matter, indeed.

She also said the EU’s commitment to the deal “depends on the full compliance by Iran.”

It came after Iranian President Hassan Rouhani said that in reaction to the continued failure of the European parties to meet their obligations to the 2015 nuclear deal, the Islamic Republic on Wednesday would take the 4th step in reducing its commitments under the agreement.

The fourth step will be taken Wednesday at the Fordow nuclear site, Rouhani said, adding that Iran has 1044 centrifuges at Fordow, which were supposed to rotate without gas according to the JCPOA but gas will be injected into them tomorrow.

In May 2018, US President Donald Trump pulled his country out of the JCPOA.

Iran and the remaining parties launched talks to save the JCPOA after the US withdrawal, but the three EU parties to the deal (France, Britain, and Germany) have failed to ensure Iran’s economic interests.

The EU’s inaction forced Tehran to stop honoring certain commitments to the nuclear deal, including a rise in the stockpile of enriched uranium.

Iran maintains that the new measures are not designed to harm the JCPOA but to save the accord by creating a balance in the commitments.

TEHRAN (Iran News) – Chief of Staff of Iranian President Mahmoud Vaezi told Mehr on Mon. that the Iran nuclear deal (JCPOA) is still in place and that “there’s a long way before our complete withdrawal from the JCPOA.”

When asked by Mehr correspondent about the likelihood of Iran’s return to the pre-JCPOA conditions regarding its nuclear program given the end of the country’s’ technical measures in reducing commitments, Vaezi dismissed the possibility, stressing that “the deal is in place for the time being, and the United States is the only party that has pulled out,” stressing JCPOA collapse will take steps and time.

“Today we are in the third step of reducing commitments to the JCPOA,” he said.

“There is a long way before we could reach the point,” of returning Iran’s nuclear program to the pre-JCPOA conditions, he added.

There are only a few days left to Iran’s 60-day deadline for its fourth JCPOA step, as President Rouhani will announce the details of the fourth step on November 7.

The reductions come as part of Iran’s plans to “create balance between the country’s rights and commitments to the JCPOA,” following the US withdrawal from the 2015 nuclear deal, and lack of practical measures from the European signatories to 2015 deal.

Tehran has so far taken three steps, highlighting that all its measures are reversible as soon as other parties can shield its economy from damages of US unilateral sanctions. Therefore they can be preventing JCPOA collapse.
